Post Officers are to be elected in April, be installed before the Department Convention and assume office at the time of the Installation of Department Officers, June 8 th . Election and Installation can not be held on the same date, as it is necessary to receive an Installing Officers Warrant after the election. The warrant will be sent to the Post Commander Elect upon receipt of the REPORT OF ELECTION OF OFFICERS in Department Headquarters . Even if you elect the same Officers, you MUST send in the Report of Election of Officers. 3. Posts wishing to compete in the Department Community Service Contests must submit their Recordbooks to the Department Headquarters NO LATER THAN APRIL 25, 2014 . Reports must cover activities between April 1, 2013 and March 31, 2014. 4 If your Post has ANY questions concerning the bonding of Officers or employees, please call Department Headquarters at 651-291-1757. GENERAL ORDERS NO. 8 February 2014

1. Post Officers are to be elected in April, be installed before the Department Convention and

assume office at the time of the Installation of Department Officers, June 8th. Election and Installation can not be held on the same date, as it is necessary to receive an Installing Officers Warrant after the election. The warrant will be sent to the Post Commander Elect upon receipt of the REPORT OF ELECTION OF OFFICERS in Department Headquarters. Even if you elect the same Officers, you MUST send in the Report of Election of Officers.

3. Posts wishing to compete in the Department Community Service Contests must submit their

Recordbooks to the Department Headquarters NO LATER THAN APRIL 25, 2014. Reports must cover activities between April 1, 2013 and March 31, 2014.

4 If your Post has ANY questions concerning the bonding of Officers or employees, please

call Department Headquarters at 651-291-1757. You should NOT be calling the bonding company. Bonding applications should NOT be sent to the Bonding Company. (This only applies to Bonds obtained through Department Headquarters.)

5. Each Post is expected to set its own membership goal at 100 % with 5 % New and

Reinstated of your 2013 total and do its utmost to assist their District in achieving 100%. The goal set for Minnesota for March 31st is 50,000 members. Every Post Commander is asked to assist in reaching this goal by recruiting at least 5% new and reinstated members for his/her Post.

6. The Department of Minnesota will hold it's Department Convention in St. Cloud, June 4-8,

2014 and the National Convention will be in St Louis, MO July 19-23, 2014. 7. The State Bowling Tournament is in Alexandria, Post 936. April 5-6, 12-13, 26-27, 2014. 8. Post Commanders have received a copy of the requirements to achieve the title of All-State

Post Commander. Please check your records and start to build the points where they will do the most good. 9. Post Commanders are reminded that they must purchase 250 Poppies over last year to get the extra point for All-State Post Commander.

10. National By-Laws - Section 405-Conventions states: Each District shall hold an annual

District Convention for the purpose of electing District Officers and for the transaction of business, such Convention to be held not less than ten (10) days nor more than forty-five (45) days prior to the convening of the Department Convention.

11. The continued growth of the Veterans of Foreign Wars is dependent upon the establishment

of new Posts. Anyone interested in starting a new V.F.W. Post in their neighborhood or town should contact the Department Chief of Staff, in care of the V.F.W. State Headquarters, Rice Street Station, P.O. Box 17146, St. Paul, MN 55117.

12. On a daily basis we see the reintegration of Minnesota National Guardsmen, Reserves and

Active Duty Soldiers. All Posts should be in touch and working with the Family Readiness Groups (FRG) and local Guard, Reserves and Active Duty component units. If at all possible, your Post should institute an Adopt-a-Unit Program.

13. All Posts with Chartered Men’s Auxiliary Units are reminded that the Men’s Auxiliary is in

place to serve your Post. The Men’s Auxiliary has NO function beyond the Post level. Meeting at the District and Department levels are for informational purposes only.

14. The State Commander continues to enforce the removal of Post Commanders for failure to

attend two (2) consecutive District meetings. Additionally, Posts failing to transmit all Post Trustees of Audit (or missing two (2) consecutive Audits) will be in danger of having their Post Charter suspended.

This year we had some excellent Teacher candidates. The final judging was very intense and the competition keen. I want to thank each of the posts who submitted candidates and all of the District judges who sent in the winners and endured all of the paperwork and reports necessary to keep Department and our big brothers at National happy. I hope all of you get the chance to meet the winning teachers at our Mid‐Winter banquet. Thanks for your participation in this fine program. Here are the names of the Department winners and the Posts who nominated them:

BUDDY POPPY

If your VFW Post has not yet ordered Poppies – Now is the time to get Poppies ordered so you can

start planning for your May Buddy Poppy Days.

Upcoming Poppy Dates: Buddy Poppy Card Promotion runs Friday April 18th through Sunday April 27th after which they may be sold right up until Buddy Poppy Day. Promote our Buddy Poppy program. Now is the time to get out to the public and make them aware of the program and its purpose. Use your local media to get the word out. Buddy Poppy day is Noon Friday May 16th through Saturday May 17th.

Update from the Mid‐Winter Dept of MN VFW Conference:

At the Mid‐Winter Banquet the Commanders Project BentStar took in over $8000 in the parade of checks received by Commander Frank Presfield, I thank all the Post and Auxiliary for making a contribution to the program but with only 6 months left the work is far from finished. Please go back to the Post and see if you can contribute to bring back our MIAs, even if it is ONE at a time. At the Mid‐Winter Conference Co‐Chairmen sold the Last Flight Home Commanders Project T‐Shirts at $15, and the newly released book “Vanished”. If any Post is interested in selling T‐shirts or books please contact me. The big fund raiser will be the BentStar Golf Tournament at Columbia Golf course on June 3, 2014, need 144 golfers so please go to Dept of MN VFW general orders for flyer information or contact Ed Eibon or Don Douglas. Also needed are sponsorship of a golf hole, at present we have 7of the 18 spoken for and are still looking for 12 more, the cost is $500 or $250 for dual sponsorship of a golf hole. We also will be raffling off two prints of Flight 453 one at Dept VFW convention in June and the second at BentStar golf tournament. All monies received goes to the BenStar Project. Thank you for contributions at Mid‐Winter from Post #7, Auxiliary Post 141, Post #1639, Post #1782, Post #295, Post #6690, Post#4452, Post #1782, Keep Zimmer Men’s Auxiliary, Cottage Grove Post, Post #4114, Post #724, Post #7902, Post #612, Post #3723, Post #428, Post#950, Post #4847, Auxiliary #141, VFW District #2, Mn Color Guard, Mn Vikings, Grand of MN Cooties. Please go to Commanders Project on the Dept of MN web site for information on contributing funds. Questions please contact us.

MEMBERSHIP

Hello Veterans, I hope you all had a great Holiday and safe New Year! The membership year is only half over. We have had our holiday break and now it’s time you get back on the membership trail. As of Jan. 27th:

The 4th District is in 1st Place at 95.75%. The 3rd is right behind them at 94.54%. Followed by the 1st District at

94.24%. The 5th and 6th District are tied at 94.33%.

Great job by all of these Districts. Its looks to be shaping up for a good race for the next six months of our membership year. You will continue to receive the unpaid members lists for the rest of the year. Be sure to work these lists monthly and I’m sure you will be successful in your membership drives. There are still a lot of eligible candidates out there and many of them only need to be asked to join. A good tool to use to peak their interest toward membership in our organization is all the talk going on in Washington D.C. about the financial cuts that will be affecting our veterans. Be sure to explain to them about the need of strength in numbers to influence our politicians and the participation by our organization in the policy making by our lawmakers in Congress. Keep up the good work and remember to call at anytime if you would like some help. We are here for you! Yours in Comradeship,

YOUTH ACTIVITIES

As we head into 2014, it will be time to start looking at your Reporting for the year. Included in this General Orders is the Youth Activities Report Form.

Please be aware of the 'criteria' for the Youth awards so that you know what you need to do for consideration of an award:

• First, the report needs to be sent to their respective District chairman on the report form supplied to the Commanders

• Second, the end of year report must be submitted in a timely manner,prior to April 15.

• Third, judges consider the number of youth that were in the report. • Fourth, the variety of the donations are considered.

Outline to follow when contacting your: 1) U.S. Representative 2) U.S. Senators (2) 3) State Representative 4) State Senator IF YOU CONTACT ALL FIVE (5) OF THE ABOVE LISTED PEOPLE, YOU WILL RECEIVE THREE (3) POINTS TOWARDS YOUR ALL-STATE COMMANDER’S POINTS. A COPY OF YOUR LETTERS MUST BE SENT TO DEPARTMENT HEADQUARTERS, ATTENTION: AL LOEHR AND YOU SHOULD KEEP A COPY FOR YOUR COMMANDER’S BOOK. Be sure you know what House District, Senate District and Congressional District you live in. Boundaries have changed due to recent census. Write a letter to each of the above and make a short introduction of who you are: name, title, Post number and Post address. Outline some of the programs your Post is actively involved in. Be sure and have articles printed in your local newspapers that will let the community know all the good things the V.F.W. does.

VFW COMMUNITY ACTIVITIES RECORD BOOK CONTEST

Post will compete with other Posts of similar size. Divisions for competition are as follows: DIVISION I - Posts with less than 250 members DIVISION II - Posts with 251 to 750 members DIVISION III - Posts with 751 or more members Division will be determined by the total members reported by National Headquarters from the prior year on June 30, 2013. Community Activities record books are permanent records of one year’s community service work. After the contests they may be put to practical use in promoting membership, proof of charity expenditures, and display to the community.

CONTEST GUIDELINES

1. Record books should contain community service projects that are completed during the period April 1 through the following March 31.

2. BOOK SIZE: Should be no larger 12 by 16 inches nor more than three inches thick. Make two or more volumes if thicker

than three inches. Number each volume, e.g., Volume I; Volume II, etc. 3. FASTENER and COVER: If books have metal posts, steel is preferable to brass or aluminum. If covers have decal’s, place

self-adhesive clear plastic over the decal’s so they will not be damaged during shipping and handling. Please use superior quality page dividers and index tabbing; the extensive handling that the record books experience must be considered.

4. CLIPPINGS AND PHOTOGRAPHS: Show dates and captions. Include supporting information. 5. ACCOUNTING OF EXPENSES: In a brief statement show how money was spent for each category (one to two pages at

the most for each category), 6. ARRANGEMENT OF BOOK: Enter each project by category. (Chronological or month by month listing makes your entry

more difficult for the judges to evaluate.) 7. ENTRY FORM: Complete and fasten inside front cover of volume one. 8. MAIL OR SHIP RECORD BOOK ENTRY FOR THE DEPARTMENT CONTEST to Department Headquarters.

PREPARING A RECORD BOOK Posts and Auxiliaries carry on many projects which are of public service. The best way to tell the story of your Post and Auxil-iary’s work in the community is through a Community Activity record book that contains evidence of the many projects and pro-grams your Post and Auxiliary perform. From the respective sections of the Community Service Recordbook, the following pro-grams will be judged: Americanism, Youth Activities and Safety. There will NO LONGER be separate Recordbook Con-tests for Americanism, Youth Activities and Safety. The contents of your record book should be so arranged and in such detail that it tells the story of each project, clearly and completely, to those who may read and judge it. Posts and Auxiliaries should combine their community activity programs into one book or one set of books. The Post and its Auxiliary are judged as a unit. Creditable community service projects will usually fit into one or more of the categories that are listed in the Community Activi-ties guide booklet. Select and list each project in only ONE category. DO NOT duplicate. Remember, compile your book so the judges can easily read and evaluate the facts. Do not assume the judges are familiar with your Post or area. In other words, make your record book as complete as possible for it must “tell the story” of your com-munity service. Attach all entries in the book securely, Make bindings strong and yet flexible so the books may be opened easily and fully. In-dex or summarize the activities and projects that are included in the book. The index or summary should be placed in front of the record book or at the front of each category or section. The entry form provides vital information to the Department judges concerning the number of members in your Post; the number of projects you have completed; the number of people who have benefited; the amount of money and time that has been spent (both Post and Auxiliary) and the size of your community. Top winners in Department judging are those Posts and Auxiliaries who have performed, recorded, and entered evidence of their community activities.

COMMUNITY ACTIVITY RECORD BOOKS ARE DUE IN DEPARTMENT HEADQUARTERS

WHO, WHAT, WHEN, WHERE, HOW and WHY are very important words in telling any story. By answering these questions you will help yourself in preparing an award winning record book. Consistent winners start early in gathering data to place in the record book. They maintain a file of newspaper clippings, pic-tures, photo copies, etc. If you live in an area where it is difficult to obtain newspaper articles of your Post or Auxiliary’s community activities, keep a camera handy. ONE PICTURE CAN REPLACE A LOT OF WORDS. Record books are judged solely on the contents of the community service projects that are reported. It is not necessary to prepare an expensive or costly book. Record books are judged by their contents and not by their cover.

EVALUATING A RECORDBOOK Listed on the check sheets are the principal categories which are found in the Community Activity Guide booklet. Each cate-gory is further subdivided into additional subheadings. Each record book is evaluated thoroughly. A detailed study is made of the entries therein. Each creditable activity or project is recorded and scored. Points are given for each acceptable project that is reported. Several factors determine the point value that is awarded each project. They include (1) the extent to which the project is developed; (2) the effort, time and funds that have been expended; (3) the completeness or detail in which the project has been described and (4) the number of non-affiliated persons who have benefited by the project. When all of the projects have been evaluated and recorded on the check sheet, the points are then totaled to establish the final rating of the record book. Sometimes entries are re-examined several times to make certain they have been properly evaluated.

CATEGORIES FOR RECORDING PROJECTS The Community Activities Program is divided into SIX general categories: (1) AMERICANISM & COOPERATION WITH OTHER ORGANIZATIONS; (2) SAFETY; (3) AID TO OTHERS; (4) SCHOOL AND CHURCH ASSISTANCE; (5) YOUTH AND VOICE OF DEMOCRACY; 6) HOSPITAL/BLOOD. Your Community Service Recordbook SHOULD be put to-gether in this order. When making up a record book it is advisable to group your projects and programs into one of the above categories. If a project qualifies for more than one category, select and list it under one category. It will be given credit, regardless of whether it is listed under the proper category. For example: Lite-a-Bike could be listed under categories one (Safety) or five (Youth and Voice of Democracy). Do not duplicate your efforts by placing them in each of the categories. Remember, when compiling your community service record book you are telling a story of your work to judges who generally are not familiar with your efforts or community. The easier it is for the judges to read the facts, the easier it is for them to evaluate your work. Remember, also if you enter your record book in other competitions, the judges will be less likely to know about the VFW Community Activities Program. Just like composing a good letter, let your record book present the story so there will be no misunderstanding. There will be two Posts in our Department that will be selected as one of the National Outstanding Community Ser-vice Posts. The award includes a plaque inscribed with the name of the VFW Post and it’s Ladies Auxiliary (if appli-cable), a $600 stipend to cover part of the 2013-2014 Post Commander’s expenses to the National Convention and publication of the Post’s name in the Convention program booklet.

The 2013-2014 Veterans of Foreign Wars Post and District Publications Contest recognizes excellence in Post and District publications. Entries will be judged on content, design, pictures and graphics (where relevant), and overall quality. Awards will be presented to the winners at the Department Convention and will include a Sweepstakes Award to the best overall publication.

Any Minnesota VFW Post or District that regularly publishes a newspaper or newsletter for its members may enter. Awards will be presented for first, second, and honorable mention, if judged applicable, to the winners. Entries will be judged by Membership Category - 99 and less; 100-179; and 180 or more. If your Post has a web site, it must be recognized by the Department of Minnesota and listed as such in the Department's list of Posts. The web site should be easy to access, please keep it up to date as well as informative for your members. We will be searching through the web sites from time to time throughout the year.

Please submit your entries early. Deadline is March 9, 2014. Send your two (2) best issues, printed between January, 2013 and December, 2013. Place your entry in a 9 X 12 envelope and clearly identify it by writing “Publications Contest” on the outside. Include your return address and enclose the completed form below.

Scout of the Year Scholarships Annually, the Veterans of Foreign Wars recognizes four individuals: Eagle Scouts, Girl Scout Gold Award recipients, Venture Silver Award recipients and Sea Scout Quartermasters who have risen above their peers in exemplifying the exceptional qualities of that rank with the following:

$5,000 1st place scholarship $3,000 2nd place scholarship $1,000 3rd place scholarship

To be eligible for the award, the candidate must: • Be a registered, active member of a Boy or Girl Scout Troop, Venturing Crew or Sea Scout Ship. • Be the recipient of the Eagle Scout Award, Gold Award, Venture Silver Award or Sea Scout Quartermaster Award. • Have demonstrated exemplary citizenship in school, Scouting and community. • Have reached his or her 15th birthday and be enrolled in high school at the time of selection. Applicants still in high school who reach their 18th birthday during the nomination year remain eligible if otherwise qualified. A Scout may enter through only one VFW Post. — a single page, one side resume of the candidate’s high school activities indicating academic achievement, offices held, honors received and significant participation in other activities.

Section B: Scouting Record — maximum of

three pages, one side only, listing of all Scouting participation beginning with Cub Scouts - years of participation, unit numbers and sponsors. Also include when Eagle, Gold, Silver or Quartermaster Award was received and Palms. Identify leadership positions held at all levels, participation in Scouting activities (jamborees, Order of the Arrow conferences, etc.) and the candidate’s Eagle Scout, Gold Award, Venture Silver or Sea Scout Quartermaster Project.

Section C: Community Service Record — a

single page, one side resume listing participation in community and religious service organizations (excluding Scouting and school), noting leadership positions held and any recognition received.

Section D: Letters of Recommendation — A

maximum of five letters, two pages each max. will be judged. The five letters must include one each from a school, community and a Scout leader. The two additional letters should be from members of the local community who have special knowledge of the candidate’s abilities/accomplishments.

Commander and Parent’s Certification VFW NATIONAL SCOUTING TEAM The backbone of Scouting in the VFW is the VFW National Scouting Team. These VFW members are deeply involved in Scouting, most for decades. Appointed by their Department Commander, they are responsible for promoting Scouting in their state. They are available to encourage Posts to sponsor units, support units and individual Scout projects. They should be the Department’s “expert” on all phases of Scouting. Many Departments have multiple members of the VFW National Scouting Team but every Department should have at least one individual to promote the values of Scouting to youth and to the VFW itself. SCOUT OF THE YEAR Application Instructions

THE FOLLOWING INFORMATION SHOULD BE SUBMITTED BY SCOUT OF THE YEAR CANDIDATE:

Section A -- HIGH SCHOOL PARTICIPATION RECORD - Please submit a resume of your high school activities (grades 9-12) including an indication of academic achievement, offices held, honors received, and a one sentence statement of the significance of your participation in each activity. This resume should be on a single 8.5 X 11” page, one side only.

Section B – ENTIRE SCOUTING RECORD - List your complete scouting record to include years of participation, unit numbers and sponsors. Include information on when your Eagle Award, Gold Award, Silver Award, or Quartermaster was received and Palms. Include any leadership positions held at all levels; list other Scouting activities you have participated in such as Jamborees, Order of the Arrow Conferences, etc…and succinctly describe your Eagle, Gold, Silver, Venture, or Quartermaster Project. This resume should be on a maximum of three (3) 8.5 X 11” pages, one side only.

Section C – COMMUNITY SERVICE RECORD - Use one page to list community service and religious organizations in which you have participated outside of high school and Scouting and the activities that you were involved with as a part of these organizations. Note any leadership positions held and any accolades received. This resume should be on a single 8.5 X 11” page, one side only.

Section D – LETTERS OF RECOMMENDATION The screening committee will carefully review the letters submitted. Only five (5) letters considered. One letter each from your school, community, and a scout leader must be submitted. Two additional letters are allowed from other individuals within your community who may have a special knowledge of your abilities and/or accomplishments. The screening committee will only consider five (5) letters at most. (Note: Letters should not exceed 2 pages.)

►Please be sure to use only this form when applying. Any other form or format will not be accepted into the competition. ►Please follow the procedures and requirements as written, to ensure that your application is reviewed and processed as quickly and accurately as possible. (Note: All entries must be typewritten.) ►All applications must be submitted to a VFW Post for initial consideration. The VFW Post will then submit to the Department for consideration as the Department winner.
