of a powerful Task Force under the stewardship of Hon’bleUnion Minister Shri Nitin Gadkari with Shri Anil Ambanicommitting an investment of Rs.6500 crores in Defen ecSector at ADAG-Dhirubhai Ambani Aerospace Parkproposed at SEZ Mihan. Similarly Infosys and others are,starting their construction work at Mihan, which areextremely positive signs.

While Boeing MRO currently operated by Air India at,Mihan is being proposed to be run directly by Boeing now,Qatar Airlines is resuming their International Flights fromNagpur providing convenient air connectivity ….. givingthe right signals.

Existing cluster of Plastic Industries at Nagpur andVidarbha are certainly going to get a boost with formalannouncement of CIPET at Chandrapur and also in duecourse at Nagpur. Similar support shall soon be availablefor cluster of Pharmaceutical Industries of the region withfunctioning of NIPER at Nagpur. That means, clusterbased industrial growth of the region is a certainty withother prominent clusters viz. Garments, Fly Ash, RiceMill, Dal Mill, Auto Components, Engineering, etc.getting formal nod from respective authorities. It isnoteworthy that dedicated bunch of entrepreneurspromoting each of these clusters are workingwholeheartedly for he clusters.t ir

But no developmental initiative can be sustainedwithout availability of skilled manpower in desirednumbers equipped with specific skill-sets. SkillDVProject of VIA is now ready with the groundwork done, forlaunching major offensive forward. Synergies beingworked out with various governmental agencies, NGOsand fellow industries associations are bound to create thedesired impact in coming months. This initiative gainsadditional importance not only due to mega projects likeDhirubhai Ambani Aerospace Park with employmentpotential of 300 direct jobs and 20000 indirect jobsthrough ancillaries, but also due to government initiatives

in infrastructure sector like Metro Rail Project at Nagpurand Smart City Project at Nagpur and Amravati.

These mega investments in infrastructure are alsogoing to offer wonderful opportunities for entrepreneursfrom MSME sector to make a headway. A special cell isproposed to be created under VIA Helpdesk for vendordevelopment with due identification of opportunities asvendors to these mega infrastructure projects. VIA is alsocommitted to make special efforts to promote start-upsby entrepreneurs in infrastructure, while promotingentrepreneurship in rural Vidarbha continues to be itsfocus.

It was heartening to see initiatives and commitmentsmade by about 20 SMEs from Nagpur, who have agreedto collaborate with IIM Nagpur for the 4/5 weeks of‘Immersion Programme’ of the first batch of 2015-16term. These SMEs are fully aware that conceptualframework imbibed in the minds of young and talentedmanagement students of this prestigious institute ofinternational repute could be more effectivelyimplemented with enough opportunities to get exposedto various dimensions and facets of a business operation.And therefore, they would be welcoming with openarms these management students into their folds for,hands-on exposure and direct interactions withprofessionals from all possible streams of theirrespective enterprises.

We at VIA are convinced that Nagpur alone’s growthis not sufficient, and therefore necess for it is aryexploiting the full potential of Vidarbha whichcomprises of 10 more districts. VIA is keen to involveinto conduct of a methodical and deep study of each ofthese districts by a competent agency, culminating into adetailed SWOT analysis and a base document for anyaggressive posture for speedy industrial development ofthe region.

The newly elected team for the 2015-16 has taken charge inthe right earnest, and has started taking concrete stepstowards the clearly set goals. This year, the major thrust areain most of the forums is to empower rural youth. To delveinto the opportunities and possibilities of ruralindustrialization, VIA members visited Mahatma GandhiInstitute of Rural Industrialization, a much revampedorganization providing self-employment training andtechnologies to rural masses since 1934. The visit provedto be successful as much of the Entrepreneurship Forum'sagenda was based on the insights gained from theinteraction with MGIRI, Director, Dr. P.B Kale. VIA has undergone organizational and structuralchanges this year, which is expected to bring a positivechange in the functioning of the executive body. Most of theforums have seen new chairmen, changed hierarchy andoperations. The three Vice Presidents are now assistingforum chairmen of their choice in order to streamline thefunctioning of the executive. ‘Ease of doing business’ is a persistent demand from theindustrial fraternity at large. Whether it is existing industry ora green field project, the ease of doing business is bound tosave valuable resources and energy of enterprises on “NonValue - Addition Activities.” We can see sincere efforts

being made in this direction, but actual relief seems stillaway….. Similarly, the Labour Reforms initiated are also beingdebated by MSMEs about true relief in compliance and endof Inspector Raj. Investments in Chandrapur District worth Hundreds ofCrores are still awaiting removal of moratorium imposed,thereby making these huge assets productive andcontributing to the region’s economy. Revival of dead investments of Maharashtra AntibioticsLimited at Nagpur is a welcome initiative, also reviving thehopes for policy initiative for revival of dead investments inprivate sector with announcement of special packages. While “Seminar on Plastics and Chemical Industries”organized by VIA did result into some concrete initiatives tosupport this sector, ADAG’s commitment to pump in newinvestments through 12 of their group companies shallcertainly give a boost to efforts promoting Vidarbha as astrategic location for Defense Sector Projects. We shall soon be swinging into action for renovating ouroffice infrastructure. The object being - to add more facilitiesfor conducting efficiently varied activities promoting speedyindustrialization of our region.

plods on at an unhurried, leisurely pace you couldn’tbe further away from truth. At least not the Version 2.0

of it. Having seen the organization from considerablyclose quarters for over 25 years now I, can testify to thisnew avatar.There’s a sense of purpose and energy; a more youthful setof people leading the charge at various forums areenthusiastic and bubbling with plans. The early shootsare already visible in the form of increased and morefocused activity.As always, it is the leader who defines any organization.The restructured, young VIA too bears testimony to thistruism being the brainchild of Mr Atul Pande, Presidentfor the second consecutive term. He realizes that headingan organization with a foundation and heritage of over 50years is no mean task especially since erstwhile stalwarts

have done so much to bring it to where it is today. That iswhat drives him, he has some very elaborate plans, withhis new team in place, he’s ensuring that not only doesVIA expand geographically with active chapters all overVidarbha but also does far more intensive and result-oriented work in all domains.The timing too couldn’t have been better; Vidarbha too isthe flavour of the season. With two stalwarts of theregion at the two most powerful positions everything’slooking northwards. Not a month goes by without amajor announcement. The long neglected stepchild ofthe state has been put on the autobahn of development.VIA has become the preferred vehicle for taking theessence of these developments to the people at large.There is great hope and VIA is at the cusp of a historicmoment. Let us make sure the next generation inherits abetter Vidarbha than we did!

the room is palpable as they discuss issuesvigorously. You may mistake them to be a bunch of

young upstarts but the surprise is they are a part of an over50-year old tradition. They are the fresh, bubbling faces ofthe new VIA, which after completing 50 glorious years of itsdynamic and fruitful functioning is reinventing itself in anew avatar. The President Atul Pande realized that, to ensure its richlegacy and give it the next generation of leaders, it wasessential to bring in fresh, young blood. With this in mindhe made certain key organizational and structural changes.VIA is all set to tame the tides of change and has begun theyear on a resurgent mode. Today, India stands at the cusp of what can be called arevolution of sorts. With new policies and the expectedinflux of investment, we're about to witness exponentialgrowth in the coming decade. As vision 2020 nears,Government of India gears itself to handle the surge and

this very prediction sees us in the face of a need of wellconnected smart cities, commercial spaces and skilledmanpower. The introduction of the Ministry of SkillDevelopment And Entrepreneurship shows the foresightand seriousness of the government. The emphasis onprepping commercially viable cities by the GOI hasgotten individuals and organizations involved in theprocess of building India Inc. Vidarbha IndustriesAssociation is no exception to the trend. The sudden surge in opportunities has caught theimagination of small and medium enterprises that intendto ride the wave of change. To activate and chargeindustrial activity in Vidarbha, VIA has adopted a newmodus operandi across forums. The new structure of VIA'sexecutive body sees all the three Vice-Presidents assistingForum Chairmen of the their choice in order to streamlineactivities and multiply their reach. In a casual tête-à-têtethe Forum Chairmen shared their vision, future plans andkey changes, activities that they have in mind.

With a view to get more individuals andorganizations involved in CSR, this forum at VIA,spearheaded by CA Hemant Lodha has introduced anovel concept of Personal Social Responsibility (PSR).This, according to Vice President Ashit Sinha, taps theelement of altruism present in each one of the forumand us intends to act as a catalyst to getting more andmore people involved in CSR. The major thrust areathis year is to get MSMEs involved in full-fledged CSR. During the second year of the forum, it wishes to dosomething concrete and visible. Hence after lot ofdeliberations, it has been decided to provide self -employment to suicide prone families of Yavatmaldistrict. The forum has launched a program calledFASE- Financial Assistance for Self Employment. Thecost of rehabilitating a family has been calculated tobe Rs. 36000 and by providing small enterprise such as

One of the most respected industry veterans andknown names in the city, CA Ashok Chandak said that hispriority is to take the activities of his forum to higherlevels. With the youth all excited aboutstarting out on their own, we intend to provide themwith all the inputs they might need in the domain ofmarketing, said Akash Agrawal. Traditional media isexpensive and hence not as viable for startups. Theforum, with its activities across the year will focus ontapping and leveraging new media for effectivemarketing. Most talks and programmes will be SMEfocused and the forum will focus on workshops thatfocus on enhancing marketing skills and knowledge.With an ambitious annual target of 15-20 events, theforum aims to hold 2 events every month on anaverage. Since availability of experts in the subject is ageographical handicap for the forum, it has planned toget onboard, experts who visit the city for personal orwork-related plans.

Vision without action is a dream and action without visionis a nightmare. It takes both to change the world, believesGirish Deodhar, the dynamic new chairman of the oldestforum of VIA. The HRD forum is the mother forum at VIAthat paved the way for the other younger ones.The NEU- New leadership programme is the youngest baby ofthe mother forum that will be its flagship programme. UnderNEU, various half and full day paid programmes are alreadyunderway and will continue through the year. This entailsthe expert faculty visiting the city twice a month andinteracting with entrepreneurs and professionalsmonitoring the results of the implementation of what'sdelivered at the workshop.The forum also intends to visit units and enterprises tounderstand their HR training needs and challenges. VIA veteran R.B Goenka nominated Independent Director VIA is happy to share that our energy cellchairman Mr. R .B. Goenka & VIA’s ConsumerRepresentative, has been nominated as anindependent director in the MSEB holdingcompany Ltd. He has been the torchbearerof VIA’s effort of providing reasonable costof power to every industry of Vidarbha for

few years now. He has provided valuable inputs not onlyto government agencies but also guided lot of members intheir power management. His elevation as director in themain decision making body of Maharashtra power sector,indicates a very positive footstep in the overall progress ofMaharashtra & particularly Vidarbha industries &consumers. It is through his expertise in powermanagement that he has been able to reduce a significantchunk from this year’s Annual Revenue Requirement(ARR) of tariff policy announced this year in June savingthe industry from a major power tariff shock. Also he hasset the ball rolling further to reduce the inefficiency in thepower generation, transmission & distribution system toensure that power cost becomes reasonable in the times tocome. A Short interview of Shri. R B Goenka about hisachievements and his future plans as director MSEBHCL. What are the achievements in power sector after yourQ:appointment as Director in MSEBHCL ? After being appointed as director MSEBHCL, my aimA:was to reduce electricity tariff for consumers particularlyindustrial consumers which was very high and thusunsustainable for industries. My study of the ARR and theacceptance of my proposal subsequently resulted inreduction of industrial tariff to Rs. 7.20 per unit forexpress feeder and Rs. 6.80 for non express feederindustries. What are the causes of high FAC charges in April andQ:how was it reduced? MERC in its order No. 122 of 2014 allowed MSPGCL toA:recover an amount of Rs.1240.04 crore from MSEDCL in sixmonthly installments which was being passed on toconsumers by MSEDCL as FAC charges. I suggesteddeferred this payment for 12 months which resulted inreduction of FAC charges. The unrecovered amount dueto FAC cap was passed on to same category which couldhave resulted in high FAC to industrial consumers forvery long time. I suggested to pass on the recoveredamount to general pool which resulted in furtherreduction of FAC to industrial consumers. MSEDCL is not following the orders of CGRF &Q:Ombudsman and is challenging most of the orders in HighCourt which results injustice to consumers and high legalexpenditure to MSEDCL. What is being done in this

regard? As per my suggestion, its decided to comply withA:orders of CGRF & Ombudsman within time frame in case nostay order is issued by court of law. Further a committee isformed to scrutinize the pending cases in different courtof law and those cases shall be withdrawn which inopinion of the committee shall not go in favor of MSEDCLand are unnecessarily increasing legal expenditure. What are your future plans for development in powerQ:sector in Maharashtra? Bringing electricity tariff in Maharashtra at par withA:neighboring states, making a roadmap for reduction of crosssubsidy surcharge in tariff are underway. I am makingconsumer charter and procedure with reduction in timeframe for sanctioning different applications with fixingresponsibilities of different officers. Most of the processshall be paperless & online process including open accesssanctions etc. Recent announcement of MERC for net metering forRoof-top Photo Voltaic system In a major relief for high tariff paying domestic, industry& commercial connections, MERC has recently announcednet metering for Roof-top Photo Voltaic system policywhich will allow all types of consumers to take advantageof Solar energy by offsetting their consumption units withtheir additional generated units from the Solar System,injected into the distribution system. Following are the salient features of the policy • Own solar system or third party leased solar system canbe installed on the Roof-top or any area of the land, building orinfrastructure within the premises. • Net metering to be installed at the cost of thedistribution licensee, which have TOD facility with importand export energy measurements. Consumer may exportsurplus energy to the grid after meeting his selfconsumption. • Consumers shall be billed for the net energy i.e. import /export in that month. In case export is more than import, theextra exported energy shall be carried forward to the nextmonth. • At the end of year i.e. on 31st March the leftover extraexported energy shall be purchased by the licensee at averagepurchase cost for that year and credit shall be given toconsumer in April month of next financial year. • Obligated entity to be allowed to fulfil its RenewablePower Obligation (RPO), if he, at his own cost, installs a SolarGeneration Meter to measure the energy generated by theSolar system. • In case consumer is not obligated entity, MSEDCL shallutilize the solar generation units for its RPO obligation takingconsent from consumer.

He was speaking as achief guest at the inaugural session of a seminar onPlastics and Chemical industries in Vidarbha organizedjointly by Vidarbha Industries Association and theMinistry of Chemicals and Fertilisers. Taking a cue from Shri Hansraj Ahir’s speech, ShriFadnavis also announced that government wouldindentify land for setting up a Petro Chemical and PlasticsIndustry and Research (PCPIR) in coastal region ofwestern Maharashtra within 15 days. The CM welcomedC&F Minister’s decision to set up centre of CentralInstitute of Plastics Engineering and Technology (CIPET)at Chandrapur, and added that State Govt. too would putin all efforts to set up one more centre at Nagpur. Apart from this, Government also would set upPlastic Technology Parks in collaboration with UnionGovernment in Vidarbha region in order to create largenumber of jobs, CM announced. Earlier, addressing the gathering, Shri Gadkaristressed that unless the industry got uninterrupted andcheap power supply, Vidarbha would not make rapidprogress. He informed about the PSU Mini Ratnacompany, MOIL to be planning to set up a Rs.1000 crore -

Ambani eyes Vidarbha for Reliance Aerostructures

289 acres of land allotted for the proposed park inMihan-SEZ "The Reliance Anil Dhirubhai Ambani Group(Reliance ADAG) will not just set up the DhirubhaiAmbani Aerospace Park in Mihan-SEZ but also willpartner the city of Nagpur in making it the best Smart Cityin the country," expressed the Chairman of RelianceGroup Shri Anil Ambani. He was speaking at a grandfunction to hand over the allotment letter for 289 acres ofland for the proposed park in Mihan-SEZ organized by theMADC. Chief Minister Shri Devendra Fadnavis, who isalso the ex-offico Chairman of MADC handed over theallotment letter to Shri Ambani. Describing the ChiefMinister Shri Devendra Fadnavis, the business tycooncomplimented him as a man of vision and thanked UnionMinister Shri Nitin Gadkari and Industry Minister ShriSubhash Desai for clearing the project and handing overallotment letter in 69 days flat. Similarly, with offering incentives for Chandrapurdistrict, Government must invite Automobile & TextileIndustries. This will provide ample of opportunities for SSIunits to develop their units. It can provide near about 600ancillaries in these districts & can develop lot of employment. There are lots of sponge iron industries inChandrapur, but due non availability of sponge iron theseindustries are closed. Like Chattisgarh, where Govt. hastaken initiative and have provided sponge iron from naxalarea. He replied, there are lots of mines in Surjagarh inGadchiroli district and these mines should be allotted tothe industries, by the initiative of Maharashtra Govt. The Power Purchase Agreement should be made withprivate Thermal Power plants situated in Chandrapur. Theyinvested near about 4000 Crores here, but their investment istotally dead and facing lot of economical loses. In Vidarbha, Chandrapur district is the largestproducer of Coal, but the position is so worst that, theindustries of this district is not getting the coal on notifiedrates from the nodal agency appointed by MaharashtraGovt. This agency has proven itself failure in supplyingcoal. He demanded that, the Govt. should provide coal tothe industries of this district directly from WCl onnotified rates.

WCL: Stepping beyond social responsibility

A recent social initiative taken up by Western CoalfieldsLimited is a heartwarming example of how small steps bybig organizations can bring a big change in the lives ofpeople. The utilization of mine water discharge by WCLin Borgaon stands testimony to how goodwill andbenevolence can go a long way.The project: Gainful utilization of mine water discharge insurrounding villages of coal mines. A thought for society Western Coalfields limited, the subsidiary of CIL isoperating in parts of Madhya Pradesh and Maharashtrastates. The company is sub divided into areas consistinggroup of mines in each area with opencast and undergroundmode of working. Total 43 working mines operate under WCLin the geographical area of Maharashtra covering Nagpur,Yavatmal, Wardha & Chandrapur districts. A major by-product of mining activity is water dischargewhich is mostly used for domestic purposes in WCL coloniesalong with industrial usage required in mining operations.Most of the remaining water is wasted and is let flow throughsmall channels or nearby villages.The beginning of the revolutionMr. Rajiv Ranjan Mishra, former Director (Personnel) inCentral Coalfields Limited (CCL), Ranchi took over as theCMD of WCL in October 2014. Known for his managerial andhuman resource skills, Mishra is also known for his strategicmanagement acumen. On taking up reins of the company, Mishra observed thatthe villagers near WCL's mines had a lot of mistrust on thecompany owing to many reasons. To reach to the root of thesituation, Mishra visited villages and spent some time tounderstand the basic problems that plagued villagers. It wasduring these visits that Mishra realized the horrific waterconditions in the farms and villages. The wells had dried up

and bore wells had no water. Potable water would be availableonce in 4-5 days and women had to walk over a mile to fetchwater. The number of suicide news was increasing, instillingmore and more hopelessness in the lives of villagers. If changewas to be brought, it was to come through water. Considering the woes of water scarcity, Mishra proposedchannelizing the water discharge of mines in a way thatwould benefit villagers. Borgaon of Tahsil Saoner located inthe vicinity of Saoner mine no. 1 was chosen to be the pilot.The mine discharged an average of 8 crore gallons of waterevery day. Over 2 crore gallons of this water is used forinternal domestic and industrial use by the company. Withover 5 crore gallons of water to spare every day, Mishrarealized WCL could change the lives of villagers.

WCL contacted NEERI for mapping of water in the area tounderstand the water flow dynamics of the region.Simultaneously, it sought a certification for the water fromMaharashtra Pollution Control Board (MPCB) which isreceived in January 2015. WCL created a borehole near the mine for discharge ofwater and increased the width of the existing channel to 30feet and depth to 10 feet. The water was discharged in the 1kilometer long channel on 15th March this year at 100 gallonsper minute. Much to their surprise, the stream filled upwithin a day carrying water all across its length. Within 4-5days, all wells in the nearby villages got water. By 23rd March,all nearby villages started drawing water from bore wells toomaking water available 24X7.Apart from making wateravailable, WCL has also taken up other responsibilities likecleaning, deepening of the stream, revival of open wells,construction of check dams and preparation of sand pits.

K2K Kamptee to Kanhan project After the thunderous success of the pilot project, WCLhas already started another similar project of providingdrinking water to Kanhan-Pipri & Shivora village (UnderKanhan Municipal Coproation). In this particular project,discharged mine water of Kamptee opencast mine will bedelivered after settling in sedimentation pond provided at themine end to underground raw water tank at Pipri village . Two1000 GPH pressure filters will be provided near this rawwater tank where this mine water will be filtered andchlorinated before supplying to underground filter watertank. This filtered water will subsequently be pumped up tooverhead tank of 3 lac liter capacity to facilitate domestic use. The project has restored happiness and WCL’scredibility in the lives of rural masses. The project alsosymbolizes the power of a benevolent action by anorganization in bringing relief and happiness to people atlarge.
