VICA staff and members met with Assemblymembers Ling Ling Chang, Matt Dababneh, Reggie Jones Sawyer and Adrin Nazarian and state Sen. Mike Morrell, as well as staff from the offices of state Sens. Janet Nguyen, Joel Anderson and Pat Bates. VICA discussed bills regarding a proposed minimum wage increase and regulatory reform with lawmakers, ahead of hearings about the bills expected next week. VICA Wins on Regulation, Wage Bills Several pieces of legislation opposed by VICA were stopped this week, as the Legislature reconvened from recess. SB 3 (Leno) was a statewide minimumwage hike proposal that would have increased the minimum wage to $11 per hour by Jan. 1, 2016, and $13 per hour by July 1, 2017. The Appropriations Committee also put SB 32 (Pavley) and SB 350 (de León) on hold. SB 32 would have increased existing greenhouse gas emissions reduction mandates by 80 percent of 1990 levels by 2050. SB 350 proposes renewable portfolio standards that are not feasible for businesses and consumers to follow under the given timeline. Click here to keep up with our legislative tracker. VICA Past Chair Writes Valley HistoryMartin M. Cooper (CooperCommunications), a VICA past chairand chair of the Board of Governors,authored a post­World War II history ofthe San Fernando Valley called "Read AllAbout It! The Valley Times: 1946­1970," which was published by PhotoFriends, a nonprofit support group of theLos Angeles Public Library's PhotographyCollection. The 304­page book covers theValley's post­war building boom, thearea's traffic and transportationchallenges, the political scene, theresurgence of the film and televisionproduction, the rise of entrepreneurialismand the aviation industry's shift from

military to commercial aviation. The book's introduction was written byMayor Eric Garcetti, and there are also several former VICA boardmembers who contributed to the effort, which also mentions VICAprominently. The price for the book, if purchased through Cooper, is $25.The profits from the book are being donated to support the Boys & GirlsClub of the West Valley. An inscription by the author is available uponrequest.

Committee ReportsGovernment Affairs Committee (8/19)Hosted by Providence Tarzanan Medical Center

Maryann Marino of California Citizens Against Lawsuit Abuse(CALA) gave a presentation on CALA.

Doug Mensman, transportation director for L.A. CityCouncilmember Paul Krekorian, updated the committee on Valleyon Track and the San Fernando Valley COG.

The committee discussed a presentation by Jaime Garcia, regionalvice president of the Hospital Association of SouthernCalifornia, on the Medi­Cal Funding and Accountability Act. Thecommittee voted to approve a recommendation in support of thebill.

The committee recommended support of seven priorities put forthby the Fix Our Roads Coalition, and recommended the coalitioninclude new projects for funding, in addtiion to existinginfrastructure. The committee also recommended VICA join thecoalition.

The committee discussed and voted to approve a recommendationin support of AB 437, regarding a grant program to support smallbusiness.
