Conserve forests forgreening and economy

Forests are not only a decisive factor forliving beings to survive but also an incrediblesource of income for a nation. Thriving forestplantations which were once a common sightacross the nation are now becoming rare for avariety of reasons.

It has long been established that forestsgenerate weather while scientists are of theview that deforestation often result in climatechange which spurs soil degradation, fleshfloods, desertification.

As the Arid Zone Greening Department setits sights on establishment of forest plantations,13 arid districts of the country have now seena vast stretch of forest plantations which largelyconstitute teak and other valuable hardwood.

It is undoubtedly necessary for the countryto establish forest plantations since teak andother Myanmar hardwood are still a magnetfor foreign companies.

Reforestation calls for a package ofmeasures which could be driven by skills,knowledge and better management. But themain drawback to such measures is illegallogging that is rife in some far-flung regionswhich are of difficult access.

The streamlining of forest conservationmust be widely introduced with the handling ofdeforestation high on the agenda as the countryis festooned with extremely fertile soil andfavourable weather patterns. However, thegovernment alone is still not capable enough togo without help from the people.

Keeping it in mind the entire people are todo everything possible to reduce deforestationas it has proved completely embarrassing tothe nation and represents a threat toenvironmental conservation.

No early US troop exit from Kabul

CHICAGO, 17 March— A US soldier who allegedly shotand killed 16 civilians in Afghanistan arrived at a US militaryprison at Fort Leavenworth, Kansas, late Friday after a flightfrom Kuwait, US media reported.

The soldier, identified Friday as US Army Staff SergeantRobert Bales, had served three combat tours in Iraq, and wason his first deployment to Afghanistan.

Bales allegedly left his base in the southern province ofKandahar before sunrise Sunday, entered an Afghan villageand opened fire, killing men, women and children. The incidenthas plunged US-Afghan relations into the deepest crisis sincethe 2001 US-led invasion.

The US military has not officially released the soldier’sname, nor charged him with a crime yet.

Bales is expected to be held at Fort Leavenworth as armyinvestigators seek to learn more about the tragic events.

WASHINGTON, 17 March—Terror mastermind Osama binLaden ordered his al-Qaeda network to organize special cellsin Afghanistan and Pakistan to attack the aircraft of USPresident Barack Obama and Gen David Petraeus, whocommanded the US forces in Afghanistan at the time, USreports said Friday.

The Washington Post quoted administration officials assaying the plot was discovered in documents taken from binLaden’s compound by US forces on 2 May, the night he waskilled. They also said the plot was never a serious threat.

The man bin Laden picked to carry out the attacks wasPakistani terrorist Ilyas Kashmiri. A month after bin Laden’sdeath, Kashmiri was killed in a US drone attack.

However, the Post said the plot “was probably bluster,”since al-Qaeda apparently lacked the weapons to shoot downUS aircraft, and US analysts don’t see evidence that theseplots have materialized.

KADUNA, 17 March— Ten people were killed and fiveothers severely injured in three overnight attacks by gunmenin north west Nigeria’s Kaduna State.

A witness, Sunday Amos, who claimed to have escapeddeath by the whiskers told Xinhua late on Friday that thesuspected gunmen numbering 20 raided three villages inChikun local government area.

He said a Christian cleric identified as InnocentChukwuemeka Mari, in charge of the Assemblies of GodChurch, was among those killed in the attacks that lasted tillthe early hours of Friday. The gunmen also razed the churchbuilding before moving on to another village.

According to the witness, the attackers shotindiscriminately at the villagers and at the same time set manyhouses in the villages on fire as residents fled.

“The five injured persons during the raid had since beenadmitted at the Ahmadu Bello University Teaching Hospital,Zaria, for treatment,” he added.

State police spokesperson Aminu Lawan confirmed theincident to Xinhua, saying he was still awaiting details of theincident. “We have deployed our officers in the troubledarea,” he said.—Xinhua

SAN FRANCISCO, 17 March—The makers of anInstagram photo-sharing application wildly popular onApple gadgets are tailoring a version for smartphonespowered by Android software.

Instagram co-founder Kevin Systrom provided aglimpse of the Android “app” to technology trend-settersat a South By Southwest Interactive conference thatwraps up on Tuesday in the Texas capitol of Austin.

The application tuned to Apple’s iPhones, iPads, andiPod touch devices has been downloaded more than 27million times since the first version of Instagram wasreleased in late 2010 by the San Francisco startup, accordingto Systrom.

The free mini-programme lets people give classiclooks to square photos using “filters” and then share themat Twitter, Facebook or other social networks. They have no fuel orengine, instead converting energy from the movement ofocean waves into forward motion.

Solar panels installed on the upper surface of thepower sensors that take readings every 10 minutes of thesurrounding seawater.

The excursion group members viewed thriving 95-day-old paddy plantations. Staff members and local farmersexplained prospects for production of over 200 baskets ofpaddy per acre due to thriving equal and quality ears ofpaddy.

The excursion group members viewed thriving 45-day-old Palethwe hybrid paddy plantation on 288 acres ofadvanced farmlands in Aungchantha Village of ZabuthiriTownship. They also looked into cultivation of vegetableplantation on vacant lands beside the farmlands, constric-tion of production roads, feeder canals and drains, broad-casting of fertilizer at four species of Palethwe hybrid paddyplantations in Tegyigon Village of Zabuthiri Township.They also viewed Palethwe hybrid paddy plantations ofVietnam and China species on 500 acres of farmer educativefarmlands in Pobbathiri Township, cultivation of vegetableplantations on vacant areas beside the farmlands, sorting ofpaddy seeds and packaging works.

Today, the entire global community sees the term‘internationalism’ as an integral part of internationalrelations. Actually, internationalism means the belief thatcountries should work together in a friendly way. With thisend in view, regional, sub-regional and internationalorganizations such as ASEAN, EU and African Union haveemerged across the globe to work together for peace anddevelopment of global society. For expanding itsinternational or external relations, ASEAN has been tryingto develop friendly relations and mutually beneficialdialogue, cooperation and partnerships with all countriesas well as sub-regional, regional and internationalorganizations and institutions. In forging friendly relationswith all countries, ASEAN has also been focusing on itsrelations with India, which is not only an emergingeconomy but also a country with advancing science andtechnology. Indeed, India is the immediate neighbourhoodof ASEAN. Both share land and maritime borders withMyanmar, Indonesia and Thailand, all of which are ASEANmember countries. Therefore, we cannot deny the fact thatASEAN-India cooperation is vitally important. With twodecades of ASEAN-India cooperation, it has coveredeconomic, political and security and developmentcooperation dimensions with a number of mechanismsestablished to promote dialogue and cooperation in theseareas. In recent years, multilateral cooperation sectorssuch as science and technology, transport, media,infrastructure and small and medium enterprises havegained momentum. Recently, we, a media group of theInformation Ministry of the Republic of the Union ofMyanmar, together with journalists from ASEAN countriesincluding a representative from ASEAN Secretariat, hadthe opportunity to pay a visit to India to take part in theASEAN-India media familiarization programme, whichwas held in conjunction with Delhi Dialogue IV in NewDelhi last month at the invitation of Indian ExternalAffairs Ministry.

Recognizing the need for greater engagement, anannual international conference (Delhi Dialogue) hasbeen held since 2009 with the active support of India’sMinistry of External Affairs. The theme for Delhi DialogueIV which was held on 13-14 February 2012 is ‘India andASEAN: Partners for Peace, Progress and Stability’, andthe event was categorized into four thematic sessionswhich addressed economic cooperation, regional security,non-traditional security threats and networks of knowledgeand science. The inaugural session of the dialogue meetingwas held at Shahjehan Hall of Hotel Taj Palace in NewDelhi with an opening remark by Director General MrSudhir T Devare of Indian Council of World Affairs andkeynote addresses by Foreign Affairs Ministers from Indiaand ASEAN countries, including Dr Myo Myint, DeputyMinister for Foreign Affairs of the Republic of the Unionof Myanmar.

The first session highlighted the discussion of issuesof economic integration including mechanisms for sectoralcooperation, interlinking of the two regions in a commonproduction and services network, and dispute settlementmechanism. The second session highlighted issues ofnontraditional security (NTS) threats and challenges whichfrom climate change, water security, food security,terrorism, piracy, pandemics, cyber security and so on. Atthis session, Daw Yin Yin Myint, Director of Institute ofSecurity and International Studies in Yangon, discussedoutbreaks of natural disasters in Myanmar and efforts forrescue and rehabilitation work. The third sessions examinedthe evolving security architecture in Asia Pacific region,and the last session explored the level of exchanges ofknowledge and cooperation in scientific endeavoursbetween India and ASEAN countries. The valedictorysession was graced by the attendance of Dr APJ AbdulKalam, Former President of India, who also delivered hisvaledictory address.

According to the ASEAN-India media familiarizationprogramme, we, ASEAN journalists, paid courtesy calls onIndian External Affairs Minister and Deputy Chairman ofIndian Planning Commission and visits to Taj Mahal and

Agra Fort in Agra, New Delhi, and Indian Institute ofScience, Supercomputer Education and Research Center,Infosys, Biocon, India Space and Research Organization(ISRO) and Hindustan Aeronautics Ltd (HAL) in Bangalore,which is an industrial city of India.

Taj Mahal, one of the world’s wonders, is the biggesttourist attraction in India and Agra Fort itself is historicallyimpressive. While we were on visit to the facilities ofBangalore, most of which are restricted areas, we witnessedthe rapidly advancing science and technology of India.

On arrival at the Indian Institute of Science, which ismore than 100 years old, we found it with old but impressivebuildings. The institute is the first example of a publicprivate partnership in this country. In the briefing room, welearnt from a liaison officer that the institute’s departmentsranging from Biochemistry to Aerospace Engineering haveserved to nucleate research and development in both thepublic and private sectors. Many of India’s mostdistinguished scientists have been associated with theinstitute as students or faculty. Now, it offers a variety ofMaster’s degree programmes in Engineering, an integratedPhD (Post-BSc) programme in Sciences and PhDprogrammes in a wide spectrum of disciplines in scienceand engineering attracting local and foreign students. Inaddition, the library and computational facilities at theinstitute are amongst the best in India.

Then, we proceeded to the Supercomputer Educationand Research Centre (SERC) under the institute. The centreprovides the state-of-the-art computing environment, whichcan compare well with the top computing centres anywherein the world. The Computer Centre, established in 1970,became SERC in 1990 engaging in research programmes(PhD and MSc) and course programme (MTech inComputational Science). It conducts three major researchstreams: Computer Systems, Computational Science andbioinformatics.

On 16-2-2012, we paid a study visit to Infosys, an ITcompany of India. Its offerings span business and technologyconsulting, application services, systems integration,product engineering, custom software development,maintenance, re-engineering, independent testing andvalidation services, IT infrastructure services and businessprocess outsourcing. Infosys has 64 offices and 68development centres in US, India, China, Australia, Japan,Middle East, UK, Germany, France, Switzerland,Netherlands, Poland, Canada and many other countrieswith 145,088 employees in total.

In the afternoon, we visited Biocon, an integratedhealthcare company, delivering innovativebiopharmaceutical solutions. Biocon is renowned forproducing affordable therapies for insulin dependentdiabetes and cancer vaccines. It is also pursuing a path ofbreakthrough innovation through phase III human clinicaltrials to develop the world’s first oral insulin. According tothe chairman of the company at the question & answer

session, we learnt that the market of Biocon products isdeveloping not only in Africa but also in Asia and ASEANregions.

In the afternoon, we visited Indian Space ResearchOrganization to study Indian space activities which startedduring early 1960s. India has nine communicationsatellites operating for television broadcast,telecommunications and meteorological applications;remote sensing satellites for management of naturalresources. Besides, India has its current and futureprogrammes to build and launch more satellites.

On 17-2-2012, we visited Hindustan AeronauticsLimited (HAL) and Airbus Assembly, Helicopter Assemblyand Aeronautical Museum under it. Today, HAL has 19Production Units and 10 Research & Design Centres in 8locations in India. It has manufactured over 3658 aircraft/helicopters, 4178 engines, upgraded 272 aircraft andoverhauled over 9643 aircraft and 29775 engines.

Our study tour of Indian facilities in Bangalore hasmade us witness its rapid advances in science andtechnology as well as developed our willingness tocooperate with India in the area.

During the tour, questions the Indian journalistsraised interestingly also included Myanmar’s currentpolitical situations and activities, the stances of theMyanmar people and the new government’s achievements.

In my opinion, all the journalists on a study visit toIndia were found to have keen interest in India blessedwith many interesting places and its advancing scienceand technology. They seem to have a desire to make astudy visit not only to India but also other ASEAN’spartner countries. They want ASEAN to become a strongand reliable organization standing together with powerfulnations among the global community.

All the journalists are optimistic about Myanmar andthey seem to have recognized Myanmar’s changes andreforms. They are well-experienced in international issuesand I have found that ASEAN nations are easy to deal withby just looking at their benevolent attitude towards theirassociation. India on its side also accepts and recognizesASEAN for its important role in multilateral cooperationwith big nations, especially with China and India.

Overall, this ASEAN-India media cooperation hasallowed us to facilitate the possible establishment of anenduring and understandable communication network inthe ASEAN media field. We, Myanmar representatives,have had our opportunities to learn Indian’s economicand technological development plus its traditionalculture and regional knowledge. Moreover, through theASEAN-India media familiarization programme, we havebeen able to strengthen the amity, understanding andknowledge among the ASEAN nations and between Indiaand ASEAN.

May these 20 years of ASEAN-India cooperationcontinue to last forever!

LONDON, 17 March—Bolton Wanderers midfielder FabriceMuamba collapsed and stopped breathing during the FA Cup fifth-round tie against Tottenham.

Medics spent 10 minutes trying to resuscitate the 23-year-old onthe field after he fell to the ground with no other players around him.

The score was 1-1 when the match was abandoned after 41 min-utes.

Medical staff gave Muamba mouth-to-mouth resuscitation andtried to revive him with a defibrillator. In total six medics were treatingthe player.

Both sets of supporterschanted Muamba's name as he wastaken off the pitch on a stretcher.ESPN, who were broadcasting thematch, reported that he was notbreathing as he was taken into thetunnel.
