Winkelman is Arizona’s smallest incorporated town, but there’s nothing small about the celebration

they will be having this Saturday, Oct. 11, marking the town’s 100th year since its founding. I won’t list everything the people have planned, because I simply plan to show up about 11 a.m. and enjoy the whole day. The celebration reminds me of the connections among Winkelman, Hayden, and Kearny. We share the connection with copper mining. We share long and proud histories. And, over the years, family and business connections have developed. Several months ago the Town of Hayden was having a hearing to gather information for its ten-year plan. At that meeting, then-Mayor Charlie Vega challenged the towns of the Copper Basin to work more closely together. Thus was born the Three Mayors Group, a monthly gathering of the mayors and interested others to work on the things we have in common.

It’s quite a list. There is a severe need for economic development. There are water issues, the need for better electronic communications, medical concerns, transportation concerns, and the list goes on and on. We developed a simple mission: Whatever benefits one of the towns benefits all of the towns. With that it mind, we have begun working together. Our town managers are working with us, and we have met with the police departments. We met to consider how the Town of Hayden’s recent loss of some important funding affect all of us, especially in the work of the Hayden Senior Center, which provide meals on wheels to towns from Superior to SaddleBrooke. We are working on supporting each others’ special town events, and we are beginning to explore ways to have

common events together. This weekend is Winkelman’s time to shine. Let’s go help them celebrate!

US Congresswoman Ann Kirkpatrick has requested that the US Environmental Protection Agency (EPA) achieve a coordinated and complete settlement as quickly as possible regarding the ASARCO Hayden Smelter retrofits. This settlement will allow ASARCO to have adequate time to complete the retrofits at the Hayden smelter by 2018 or it may put the smelter operations at risk. Currently the retrofits submitted by ASARCO have not been approved by the EPA despite the approval of the Arizona Department of Environmental Quality. In her letter to the EPA Kirkpatrick explained that she is confident that ASARCO and the EPA can find a balance between

protecting the environment and sustaining the jobs in the region. The Hayden smelter is one of the three working smelters in the United States; she has two of the working smelters in her district. The third is located in Salt Lake City, Utah and is owned by Kennecott Copper. The required retrofits are designed to meet the new National Ambient Air Quality Standard (NAAQS) for sulfur dioxide. ASARCO’s current plans have come under scrutiny from the EPA, that the retrofits do not meet all the requirements set by the EPA. ASARCO began designing a smelter retrofit to meet the standards in

2010 when the standards were enacted. ASARCO submitted their retrofits plan to the Arizona Department of Environmental Quality (ADEQ). ADEQ has agreed that retrofits will allow the Hayden Smelter to meet the new national standards, yet the EPA has delayed ASARCO’s beginning of the retrofit project. The EPA contends that the smelter is a “major source” of hazardous air pollutants (HAP) and the proposed retrofits will not meet the standards. Both ASARCO and the ADEQ dispute the claims by the EPA. ASARCO has been meeting with the EPA. The company

claims that the additional retrofits being required by the EPA will double the cost of the retrofit to over $250 million. Company officials claim that the EPA’s retrofits have not been tested in the copper smelting industry. ASARCO contends that the retrofits are not feasible from an engineering standpoint and would at best would only minimally reduce the sulfur dioxide and HAPs emissions. Continued delays to the beginning of the retrofit construction could have severe economic impacts on the Copper Corridor region of Arizona. If the additional

There is no doubt that everyone wants a safe, clean and sustainable environment, but each regulation to protect the environment also creates an effect on the local, state and national economy, not to mention national security. Since 2010 the EPA has enacted new and stronger environmental protection regulations on emissions. The NAAQS standards in turn affect smelter operations. The Hayden Smelter has not been the only operation in Arizona that has been affected by these new standards. The Freeport McMoRan smelter in Miami also has to make many retrofits and improvements. These regulations also affected the Navajo Generating Station coal-fired power plant in northeastern Arizona on the Navajo Indian Reservation. This plant not only provides electric energy for most of Arizona, Nevada and parts of California, it also helps to move water through the Central Arizona Project Canal to Phoenix and Tucson.

The Navajo Generating station coal-fired power plant is owned by several utilities including Salt River Project, Arizona Public Service along with the Los Angeles Department of Water and Power and the NV Energy. The Navajo Generating Station was on the verge of closing because the regulation implementations were far too costly. However company representatives from the generating station made other suggestions on the repairs and the residents of the Navajo Nation also got involved by educating the EPA and supporters of these regulations how the closure of the plant would affect the local economy. In the end the Los Angeles Water and NV Energy have decided to move away from coal fired energy and they will divest their interests, Their departure from the Navajo Generating station will reduce their output by 1/3 which will help the plant to meet the overall regulations. Nonetheless, environmental groups like the Sierra Club are still looking for ways shutter the plant for good.

Residents of Hayden and Winkelman will likely cringe when they receive their 2014-15 property tax bills in October. The expected higher rates approved in mid-August by the Gila County Board of Supervisors will double the rate in Hayden to $8.07 per $100 of assessed valuation, while in Winkelman the property tax rate is rising substantially to $5.89 per $100 of assessed valuation. The increases will result from the devaluation of the assessed value of the area’s largest business and

employer, ASARCO, which operates copper mines and the large copper smelting operation in Hayden. ASARCO’s value, as verified by the Arizona Department of Revenue, declined more than 75 percent from $13 million in 2013-14 to only $3 million in 2014-15. As a result, ASARCO’s property tax bill will drop, while taxpaying homeowners will be billed more to make up the difference to retain the same level of local municipal services. And this is on top of the $12.34 per $100 of assessed valuation to cover both primary and secondary tax rates supporting local education through

the Hayden-Winkelman Unified School District, which is also higher this year. Local taxpayers may wonder how ASARCO lost so much of its value in one year. “It’s all done according to a complex formula set out in 53 pages of guidelines issued by the Arizona Department of Revenue (ADR),” says Sean Laux, ADR legislative liaison. Laux admits that as reading matter, the ADR guidelines for mines, mills and smelters work better than Sominex in putting people to sleep. While hard to sum up for laymen, all businesses must go through the valuation process every year. The process begins on or before April 1, when each company in Arizona files a report with ADR listing all assets that can determine the full cash value of that company. Values of these assets can take into account depreciation (such as for equipment), land the company owns, and any liens or expenses that can impact cash value. Changing market values for the business and its land can affect the valuation. Companies that fail to file have their valuations set by ADR at 105 percent of their previous year’s valuation. While this is essentially a self-valuation process, ADR can accept the value reports as presented, or have its accountants check these reports to verify the data is correct and change the valuations where required. Companies can appeal ADR decisions in July. ADR sends out the final valuations to the appropriate county assessors in August of each year. Companies owning mines, mills and smelters are among the special cases under ADR rules. In determining the value of a firm like ASARCO, Arizona law allows the company to set a value on the ore in its mines and the cost required to extract it. The harder it is the extract (digging into harder rock, etc.), the higher the mining cost, and thus the lower value of these lodes. Also computed into valuation is the income

approach estimate that is tied to projected future cash flows to justify current mine investments, on the assumption that all production is sold a year in advance. So mine valuations can fluctuate widely from year to year, affecting total valuation, Laux explains. In fact, ASARCO’s valuation could spring back next year, if history holds true, he adds. Equipment like smelters used by a company to process ore into the pure metal like copper also figure into the valuation equation. Use versus maintenance costs play into evaluation, as does the depreciation of tools and machines. In the case of ASARCO, the 2014-15 valuation could be skewed by demands from the US Environmental Protection Agency (EPA) that the Hayden smelter be upgraded to reduce emissions of sulfur dioxide to meet EPA standards going into effect in October 2018. ASARCO has proposed a $110 million upgrade to the Hayden smelter now being considered by the Arizona Department of Environmental Quality. If okayed as expected in mid-October, the proposal will be forwarded to EPA for final approval. ASARCO predicts the project to take two years, and while it doesn’t believe smelting operations won’t be interrupted during construction, it is still a possibility. ADR guidelines also mentions a threat of a labor strike as a factor that can have an effect on company valuation. ASARCO is correct in saying that while the company provides the basic data concerning its value to ADR, it is the agency that ultimately determines the valuation on which the company’s share of local property tax payments are made. But county assessors have noted that ADR approves most valuations supplied by the company on ADR forms in April. To lessen the blow of rising property taxes, the Gila County Assessor is freezing property values for residents of Hayden and Winkelman.

The NAPA store in Kearny has some new owners. Katie and Rip Vache from Mesa have taken over the NAPA store at 393 Alden Rd. The new store name will be Kearny Auto Supply. The Vaches also own Apache Trail Auto Supply in Apache Junction. Rip has worked in the NAPA system since 1985. Katie and Rip have four kids, Andrew, 24, a senior at ASU, Ciarra, 20, a junior at the University of Arizona, Tyler, 22, works at the NAPA store in Apache Junction, and Zach a senior at Red Mountain High School and a dirt track race driver. The family is big in stock car dirt track racing. They have a parts truck that sells parts at the races at the Arizona Speedway and in Prescott Valley. Friends from the Kearny area kept telling me to come up to this area.” When the opportunity presented itself Rip took it. “My goal is to get the mine business back and service the community,” he said. “We are very customer oriented,” said Katie. “We will be involved in the community and supporters of anything local.” There will be a grand re-opening and car show as soon as the inventory and rearranging is completed. They have an annual car show in Apache Junction that gets 200 cars entered. The store hours will be Monday through Friday from 7 a.m. to 5 p.m.; Saturday from 8 a.m. to noon and they will be closed on Sundays. I have been the Magistrate for the Town of Kearny for eight years and will continue to do so as appointed by the town council. I have also served as a judge pro tem for Pinal County for eight years. Throughout all of my life experiences I have relied on making decisions that are firm, fair and consistent. I believe in doing the right thing and sometimes that means not the popular thing. Ethics must be the foundation for building a strong judiciary. I am an active volunteer in our community. In 2006 I served as a member of the Ray Unified School Governing Board. Currently I volunteer with the following community organizations: Copper Basin Pride with the Free Dump Day (21 years), Copper Basin Community Health Care Foundation (22 years), and Kearny Golf Board (8 years). I have participated in many community events as a volunteer and I have a passion for the rural lifestyle that I have enjoyed as a resident of the Copper Basin. My wife and I have lived in Kearny for thirty seven years. Our daughter Clarissa is a graduate of Ray High School and the University of Arizona and is now attending Midwestern University. My wife Jo earned a BSN from

the Arizona State University College of Nursing and is employed by Oro Valley Hospital.

The position of Justice of the Peace for Precinct 6 is currently open and the voters will decide which candidate is best qualified to serve the people of our community. Folks at the Kearny Public Library recently enjoyed a class about pickling and making jelly. Not wanting to keep the information and truly delicious recipes to themselves, they have graciously shared them with Copper Basin News readers.

WATERMELON RIND SWEET PICKLES

7 lb or 1 gal rind1 stick cinnamon10 c. sugarfew whole cloves1 qt. vinegar

Select a firm melon with a thick rind. Peel green skin and re-move pink melon leaving only white inner rind. Cut into uniform cubes or slices. Soak overnight in cold water in the refrigerator. Next morning boil in same water 10 minutes; and drain. Mean-while boil vinegar, sugar and spices, tied loosely in cheesecloth, into a thick syrup. Drop rind into syrup and cook until clear. Pack hot into hot canning jars, seal by boiling in hot water bath for 5 minutes. Remove from water and set jars on a folded towel to cool. Let set two weeks to pickle before serving.

PRICKLY PEAR JELLY

2 1/2 cups prickly pear juice3 Tbsp lemon or lime juice1 package powdered pectin3 1/2 cups sugar

One quart of prickly pear cactus fruit should make about 2 1/2 cups of juice. Pluck the fruit from the cactus with a long-handled fork or tongs. Wash under running water in a colander to clean. Fill up a food processor or blender with the fruit and add ½-1 cups apple juice and process or blend using a wooden spoon to push fruit down until it becomes a slush. Now tie in a clean old pillow case or cheese cloth and hang above a bowl overnight to collect the juice. Throw out the pulp. For clear jelly, do not use the portion containing sediment.

TRADITIONAL PRICKLY PEAR JELLY

In a saucepan, measure out 2 1/2 cups of cactus juice; add 1 package of powdered pectin. Bring mixture to a fast boil, stirring constantly. Add lemon or lime juice and sugar. Bring to a hard boil (one that cannot be stirred down with a spoon) and let boil for three more minutes. The timing is important to get the mixture to jell properly. Remove from heat, skim and pour into hot canning jars leaving 1/4 inch space per jar. Wipe jar rims and seal lids. Process for 10 minutes in a boiling water bath. Makes 6 1/2 pints of jelly.

PRICKLY PEAR PUNCH

You can drink the juice of the prickly pear fruit in the pure state or extend it by adding it to water. To the brilliant color and subtler flavor you could add such things as carbonated water, honey, local citrus, tequila, creosote tincture, and/or sweetened lemonade water.

Agar Agar Agar agar has several advantages over the traditional gelatin. It is derived from a plant source rather than an animal source, meaning that it is suitable for vegetarian and vegan diets, and also for diets with restrictions for moral, ethical, and religious reasons. It has no taste, no odor and no color. It sets more firmly than gelatin. Agar agar is able to set at room temperature; it also stays in jelly form even as the temperature rises. Agar agar gives a sensation of feeling full, which can aid dieting. It is used as a digestive aid by some people, to ease stomach upsets. Use agar agar for your cooking needs. Here is how to use it: • Dissolve 1½ tablespoon of agar agar in ½ cup of hot water; this may need up to 10 minutes. • Bring it to a boil. • Simmer for one to five minutes for powder and 10-15 minutes for flakes. • Mix well with warmed ingredients. • Put aside to set. As the ingredients cool, the agar agar will set.

1 ½ T. agar-agar½ c. hot water 1-3 c. diced fruit2 c. fruit juice

Put the agar agar into a pan with the hot water, bring to a boil and simmer rapidly for three minutes, stirring constantly Pour the agar agar into the fruit juice and mix and add the chopped fruit. If you want pure jelly, just skip the diced fruit.

It is autumn, there is a slight change in weather and people are anxious for community activities to get underway. All the activities sponsored by the Copper Basin Chamber have changed in dates and format. “Celebrating Our Heritage” is the theme for 2014-2015. Ray High is celebrating its 100th anniversary this year as well as Winkelman as they venture into their 100th year. Kudos to the Bearcat boosters for their kickoff to what was the first of many remembrances of Ray High School’s 100th anniversary this school year. Oktoberfest as it has been known for many years is now the Fall Festival and this year only minus the car show. This year the street fair will combine with Trunk or Treat, Great Pumpkin, Halloween movie and haunted house on Saturday, Oct. 25. Your favorite vendor booths with arts and craft and food

will open at 11 a.m. in the mall area. The ever popular Great Pumpkin sponsored by the junior chamber students will be in front of the Pinal County Building at 4 p.m. As each age group goes through the pumpkin’s mouth they can proceed to the cars or booths that are lined up to hand out treats. Applications are available at the chamber office for vendor booths which are $25 per booth and Trunk or Treat booths which are free. Any individual or group who want to help with the haunted house can check with Angela at the chamber office or with Fall Festival chairperson, Adam Perlman at the Ray Federal Credit Union. The Town of Winkelman will be celebrating the 100th birthday of its founding Oct. 11 with something for everyone. The Centennial Celebration is planned to get underway at noon at Winkelman Flats Public Park with a free BBQ, corn dogs, birthday cake and drinks. A history of the town will be on display throughout the event complete with pictures and several keynote speakers will address the crowd. Also on the agenda are entertainment and a dance in the evening. A Kids Zone is also planned for the youngsters with train rides,

piñatas, mechanical bull and a rock climbing wall. In addition the Copper Corridor Economic Development Coalition is expected to unveil the Winkelman Ore Cart exhibit by artist Nancy Dunn. Vendors, other than food, are welcome for a charge of $20 and a beer and wine garden will be available with a charged fee. Call the Winkelman Town Hall for more information. Come one, come all. Fifth-ranked Gilbert Christian started last Friday’s game versus fourth-ranked Ray by returning the opening kickoff 85 yards for a touchdown to take an early 7 – 0 lead. The long scoring play was a sign of things to come as the Knights scored seven touchdowns on plays of 25 yards or more, including three of 60 or more, in defeating the Bearcats, 62 – 28. Bearcats’ freshman quarterback Cole Yocum accounted for four first half touchdowns, three passing and one rushing to bring his team back within a point after it trailed 21 – 0 in the first quarter. Yocum’s first two touchdown passes were thrown to older brother Destry. The younger Yocum later scored on a 2-yard

rushing touchdown, making the score 21 – 20 midway through the second quarter. The Knights scored the next three touchdowns, two of them on pass plays of 40 and 66 yards. With less than a minute left before halftime, Yocum threw his third touchdown pass of the first half, connecting with Douglas McPeak on a 50-yard pass. Still, the Knights held a commanding lead at the break, 43 – 26. The Bearcats were outscored 19 – 2 in the second half with their only score coming on a defensive safety in the fourth quarter. The schedule doesn’t get any easier for the ‘Cats as they play their final regular season home game this Friday night against second-ranked Mogollon. The undefeated Mustangs are coming off a bye last week. Friday’s game is scheduled for 7:00 p.m.

Hayden High School’s Homecoming festivities will get underway this Friday with a parade starting at 4 p.m. Anyone participating in the parade will need to be at the school by 3:30 p.m. to get in line. The parade route will be the same as in years past.

Following the parade a Hayden Lobo Tailgate Party is planned in the high school parking lot. The Lobos will take on Arete Prep with a kick-off at 7p.m. and this year’s Homecoming Royalty will be crowned during half-time.

The 2014 Royalty includes Emmett Sims and Jaden Gonzales, Freshmen attendants; Thomas Valencia and Laryssa Torrez, Sophomore attendants; and Jacob Lorona and Jaida Corona, Junior attendants. Homecoming King and Queen are Gabriel Mariscal and Adrianna Lopez.

Hayden Homecoming celebration set for Friday

The schedule makers were not kind to the Hayden Lobos, scheduling them to play three straight ranked opponents in the middle of the season. Their final of those three games took place last Friday against eighth-ranked St. David with results similar to first two; a 48 – 0 loss. The Lobos previously lost to fifth-ranked Gilbert Christian (56 - 20) and fourth-ranked Ray (32 - 6). The Lobos, who have lost five straight games since a season opening 70 – 6 win at San Pasqual Valley, have chance to return to the win column this week. They host Arete Prep, a team with the same number of wins so far this season – one. On paper, at least, it appears the Lobos are the stronger team, scoring a total of 136 points so far this season. The Chargers on the other hand have only scored 96 points. The Chargers’ defense has allowed 56 points or more in four games so far and three times allowing 60 or more. Friday’s game is the Lobos final home game of the season and Senior Night. Kickoff is scheduled for 7:00 p.m.

A poor start and some questionable officiating cost the Jr. Lobos a chance at earning the final berth in the Central Junior High football playoffs. The San Manuel Jr. Miners defeated the Jr. Lobos last Tuesday, 20 – 0. “I’m disappointed in the officiating and our team’s performance,” Jr. Lobos’ head coach Mike Smith said after the game. “We started out sluggish and never regained our fire from pre-game warmups.” It wasn’t all bad for the Jr. Lobos. Running back Joel Rodriguez ran and caught the ball well out of the backfield. Quarterback Gilbert Carmelo, a seventh-grader, was able to make something out of nothing, scrambling for big runs after some busted plays. The Jr. Lobos had two touchdowns called back in the game, both on questionable calls, according to Smith. Joel Rodriguez had his 45-yard scoring run called back just before halftime on an illegal block. With his team trailing 20 – 0, Jr. Lobos eighth-grader receiver Omar Lopez returned the second half kickoff only to have it nullified by another illegal block penalty. The Jr. Lobos appeared to lose some composer after the second touchdown was called back and were unable to avoid the shutout. The Jr. Lobos closed out their season on October 7 at home versus the Ray Jr. Bearcats.

The top six teams in the Central Junior High League will com-pete in the season-ending CJHL Volleyball Tournament Champi-onship at Ray Jr/Sr High School on Saturday, October 11, 2014. Separate seventh-grade and eighth-grade are tournaments will be held at the school. The seventh-grade tournament will take place at Ray’s Jr. High gymnasium while the eighth-grade tour-nament will be played at the Sr. High gym. Both Championship games will be played in the Sr. High Gym with the seventh-grade finale scheduled first. The eighth-grade championship will be played upon completion of the seventh-grade game. Both tournaments begin at 9:00 a.m. “This will be an exciting tournament with schools from the Central League competing for the Championship trophy,” Ray Jr. High Athletic Director Ramon Rubalcaba, Jr. said in a statement. Entry fees are $4.00 for adults and $3.00 for students/Senior Citizens and serve as “All-Day passes.” The “All-Day” passes allow entrance to both tournaments and gyms. Neither Central League nor AIA passes will be accepted for admission to either tournament. Tournament seeding will be available Thursday morning and could be available as soon as Wednesday afternoon. The annual CV Foundation Art and Wine Auction, “Friday Night at the Movies,” will take place on Friday, Nov. 14, beginning at 6 p.m. at the Gila County Fairgrounds. The evening will feature many talented local artists, fine wine, finger foods, and a silent and live auction. The night will also take you to a movie filled evening. Artist, Marilynn Rasmussen’s painting, “Bread and Wine,” is the featured painting and will be up for sale at the end of the live auction.“I was a crusher operator at a gold mine called Echo Bay in Nevada and from my perch, which had windows all around, I would see the beautiful sunsets.” Marilynn Rasmussen states as she recalls the first urging to put magnificent scenes on canvas. “I wanted to capture the

sunsets somehow, the colors, the warmth, the way I envisioned them.” Sometimes people have an untapped talent, an innate gift that is discovered within themselves through the help of others. “My husband, Jim (whose mother was a painter), began to encourage me to paint and when we moved back to the Globe-Miami area in 1993, I began taking classes out at the college,” she said. Marilynn’s gratitude is extended to her mentors who influenced and encouraged her to delve deeper into her talent. “Over the years I had many instructors, but Wanda Mitchell-Tucker, Diana Tunis, and especially Jeri Warner left their mark with me.” “The feeling of satisfaction of putting paint to a canvas from your own hands brings me a sense

October is “Breast Cancer Awareness Month”. It is an annual campaign to increase awareness of the disease and encourage women to take the necessary steps to detect the disease in its early stages. The month is used for fund raising walks and runs such as the Susan G. Komen Race for the Cure. Besides raising money and awareness, the month is a time to remember victims of the disease and honor the survivors. Nearly 40,000 women die each year from breast cancer. One in eight women will be diagnosed with breast cancer during their lifetime. Unfortunately most of us know someone who has had breast cancer. Many of us have had family members or friends that have had other forms of cancer. A group of employees in the safety department of ASARCO Grupo at the Ray Mine thought outside the box and came up with an awareness campaign idea that is unique and effective. Nick Ferreira, safety and health manager first brought up the idea then members of the ASARCO Management Team added to it and got the ball rolling to paint one of its fleet trucks pink and gray. The pink for breast cancer and gray for brain cancer. Not just any truck but the world’s largest haul truck, the Liebherr T 282B. The truck has a 400 ton load capacity.

Its overall height is 48 feet and it is over 50 feet in length. It is 30 feet wide. The tires are 12 feet in diameter and cost $60,000 each. A brand new Liebehrr will cost over $5 million. At first the idea of a pink truck met with some doubt as some felt that none of the “macho” truck drivers would want to drive it. After talking with staff they decided to go ahead with the project. Two companies, Road Machinery and Taylor Made Irons helped with the project. It took 35 gallons of pink paint and 20 gallons of gray paint to complete the job. It was decided that any employee, vendor or contractor at the mine who had friends or family with any form of cancer could sign their name and write the names of family members who were victims of or survived cancer. Many chose to write a message about loved ones. ASARCO mine has over 800 employees. Pink and gray ribbon pins and cancer awareness wrist bands were passed out to all those that participated. ASARCO allowed employees to bring some of their family under escort to view the truck and bring in cameras for the day so everyone could take pictures of themselves with the truck. George Herman spent nearly six hours operating a scissor lift to allow people to sign on the upper areas of the truck. George said he lost two family members to cancer. “It got very emotional; people started talking about loved ones that had passed away,” he said. “A few

George said he received 200 responses on his Facebook page. The pink truck sends a big message for breast

cancer awareness. It honors cancer survivors and remembers the ones that have been tragically lost to the disease. As it transports and dumps ore every day it will also be delivering awareness that will provide help and inspire hope for those affected by breast cancer.
