I have the honor to present to Your Excellency the Report of the Board of Land and Works upon the Victorian Railways for the year ending the 30th June 1873.

DEBENTURE CAPITAL.

The debenture capital bearing interest (£10,725,100) has been reduced during Return No. 4.

the past year by the redemption of the debentures (amounting to £68,100) originally issued by the Melbourne, Mount Alexander, .and River Murray Railway Company under the Act 19 Victoria No. 15. These debentures bore interest at the rate of five per cent. per annum, and the Revenue will consequently, in future, be relieved of this charge upon it. '.

The amount of. interest due upon the debenture capital during the past year was £621,740, and the net revenue will meet this to the extent of £382,438, leaving a ba,lance to be met by the Consolidated Revenue .of' £239,302. .

In connection with the large amounts drawn from the Consolidated Revenue for payment of interest, large sums have accrued during past years, and, to a lesser extent, are still accruing, from the interest allowed by the Contracting Banks upon the balances of the various loans deposited with them.

For these, the department has received no credit, presumably from the . difficulty. of determining the amounts, the Railway moneys not being kept as, a distinct account in the Treasury balances at the various banks.

During the year the fund created by the Act 33 Vict. No. 360, under the title of the Railway Loan Liquidation and Construction Account, has been drawn upon to the extent of £23 I, I 30, which includes an amount of £II S,OOO' (not yet brought to account) remitted to England for the purchase of plant and materials, and a further sum of £10,000 appropriated under the Act 36 Vict. No. 421 for preliminary and trial surveys of lines not authorized.

Contracts for the construction of ,the new light lines under the Act 3 S Vict. ' No. 41,S; ch~rgeable.to the above-mentioned fund, have been entered into, to date, as follow;-

Making a total of'98 miles, at an average cost of £2913 per mile, exclusive of land, engineering, permanent-way materials, stati!)ns, and rolling-stock.

Clause 5 of the Act limits the total cost of these lines when completed to £Sooo per mile; but in consequence of the largely increased value of land and railway materials of every description, it is evident that this amount will be insufficient to ,complete them.

It will be seen by the foregoing that the amount expended upon the . construction of the lines· is largely in excess of the debenture capital raised, and the . gross capital may therefore be divided into two classes, interest and non-interest bearing, as under :-

Of this there has been applied to the purposes of construction, including materials and stores on hand, £10,989,512, leaving an unexpended balance of £1,057,852, Return No. S.

£473,982 of which is interest-bearing, being the unused amount of the loan 32 Viet. 331 (£2,1°7,000).

If from the gross capital (£12,047,364) tl;lere be deducted the unexpended balance (£1,°57,852), the expenditure on the portions of the North-Eastern line not yet opened for traffic (say '£273,382), and the amount expended upon the new light lines ( £ 116, 1 30), the amount of gross capital from which a return is being obtained may be stated at about £10,600,000, and of this, £10,000,000 bears interest.

Upon the former amount the net revenue of the year shows a return of three and a half, and upon the latter of about four per cent.

REVENUE ACCOUNT.

The gross receipts during the past year amounted to £7°3,727 17s. 8d., and Return No.8.

the working expenses to £321,290, or 45'66 of the receipts, leaving a balance of profit on working of £382,437 17s.· 8d.

The receipts exceeded those of the previous year by £66,095 8s. lod., and the following will show the lines from which this was derived :-

There has been a decrease of 1648 in the number of passengers carried, but this alone is insufficient to account for the decrease in the receipts of £2946 4S. 2d. . "

, This has arisen from the larger number,of periodical tickets issued" from the shorter average distance travelled per passenger, and from travellers who previously used the main line to reach the Upper Murray and portions of Riverina now using the North-Eastern line for that purpose.

The' other decreases which call for remark .are those under the heads of Goods and Live Stock. The former is attributable to the 'opening of the North-Eastern line, and the latter chie~y to the very favorable season experienced for travelling sheep, enabling owners to send their flocks to Melbourne by road at a comparatively trifling cost.

The working expenses continue low, being 39'82 per cent. of the receipts, as ' against 39'68 last year. The proportions under the various heads of expenditure do not vary sufficiently to call for comment. ' ,:'

Williamstown Line.

The incre~se of £1409,1 5s. 6d. from passenger receipts is, however, scarcely commensurate with the larger number carried during the past year, the number being 1I5,390 in excess of 1871-2. This can only be accounted for by the low rates charged, the increased number of periodical tickets issued, and the decre~sed ~umber of miles travelled per passenger.

The number of tons of goods carried during the past year exceeded those of the previous by 24,637 tons, but this consisted principally of plant carried for the construction of the North-Eastern line, and the rate per ton per mile for this traffic isIonly such as to barely cover th~ cost of transit, which will account for the increased ~ceipts ,under this head being so low in proportion to the increased tonnage.

, The working expenses for the year show an incre~se of 8 '60 per cent., arising principally from the large amount cOf locomotive repairs effected, and the increased ~~~ .

Ballarat Line.

The traffic upon this line has remained nearly stationary, the increase upon the receipts of last year being only £1700 IS. IOd., the whole of which was derived from passenger traffic ; the goods receipts having suffered a slight reduction, as the following will show.:-

The percentage of working ~xpenses to receipts was 48'63, as against 44' I 8 in the previous year, the increase being chiefly attributable to the increased cost of maintenance of the permanent way and works, which during the past year averaged £250 per mile of line open, against £194 in 1871-2.

North-Eastern Line.

No comparison drawn in the ordinary manner between the traffic of the past and previous years upon this line would be of any value, as the length of line open for traffic has been increased by the various extensions which have taken place during the past year, from 58! to 105 miles, or an additional length of 46t miles.

These distances and dates give an average of 81 miles open throughout the year, and upon this basis it will be seen that the traffic during the p~st year bears favorable comparison with that during 1871-2,

The average length open during 1871-2, calculated in the same manner, was, , 16 miles, and the receipts, £16,151 13s. 7d., or £1009 9s. 7d. per mile open. During the past year the receipts were £83,728 148, 3d., or £1033 13s. 8d, per mile open, proving that hitherto the increase of traffic, consequent upon the extension of the 'line, has been in a greater ratio. than the increased mileage length.

" The percentage of working expenses to receipts is low, being only 44'29 per

cent. It must, however, be borne in mind, that the maintenance of the first section, from Essendon to Seymour, was, to the 18th April last, in the hands of the con­tractors, and that this portion of the expenditure must necessarily increase in future.

'In the Appendix will be founel the usual returns, showing the details of Returna 110a. 8 to

traffic revenue and expenditure upon the several lines, sundry statistical returns, and IS.

a comparative yearly statement for the last five and a half years, summarising the generall:~sults of construction, working, &c., during that period.

I have the honor to r~port that the way and works of the Victorian Railways were maintained in efficient condition during the year eniling' gotlr'June last., ' '

The totnl cost of maintenance for the year 1872-3 was £72,083 IS. 4~" agai~st £69,179-128. 2d. expended in 187I-Z, being an increase of £2903' 98. 2d. Th~ maintenance of the first,.section of the North-Eastern Railway, extending from Essendon to Seymour, a distance of fifty-six miles, fell i~to, the hands of the Railway Department on the 18th of April.last, the contract timeQf, maintena"l).~e having expired; this accounts for £1469 of the above increase. Additions to the Yarrowee culverts"~t'Ballarat"which are properly chargeable to construction, but have been temporarily charged to main~enance, cost £1887. These two items, therefore, more than account for the whole of the increased charge for maintenance in the year ending the 30th June last, as compared with the previous year.

The number of red gum sleepers used in renewals last year was 34,360, against 21,855 in the . . prevIOUS year.

Twenty-three miles of the second section of the North-Eastern Railway, extending from Seymour to Longwood, were opened for' traffic on the 20th Novembel' last, and a further length of twenty miles, from Longwood to Violettown, on the 20th March last; satisfactory progress ,vas made with the remaining works of this railway during the year, considering the very unfavorable weather with whi~h the contractors have had to contend.

The progress made with the works of the new lines, of. light construction during the year was also satisfactory.

I have the honor to report that all repairs and renewals' ofwom-out parts neeessary to maintain the effieiency of the engines and rolling-stock generally during the year ending 30th JUlle 1873 have been made, and that the total cost of such repairs and i'ene'wals bas been charged against the revenue for that, ~~ .

The work comprised in the above statement has heen as follows ;­Ordinary rumiing repairs to engines,

Thorough repairs to 42 engines, 10 of which have had the tubes taken out, defective portions of the boilers cut away, and new plates put in with double riveting, instead of wi~h single riveting as 'originally ; 9' engines have had new cast-steel cmnk axles put in, to replace old ones that were doubtful; 124 ~ew tyres have been put upon the wheels of engines and tenders, to replace those worn out; and 2 engines have been

fitted with new cylinders.

. In addition to ordinary running repairs of carriages a~d wag-gons, 83 carriages, 37 brake vans 2 post office vans, 7 carriage trucks, aud 4 horse boxes have all had their wheels re-turned iu the lathe, and axle~brasses repaired or renewed. The bodies of 6 other carJ:iage 'trucks have been entirely ~ebuilt ; 303 trucks thoroughly repaired, 100 of which ·have been nearly rebuilt, and 15, in addition, have been ' entirely so.

A considerable iJtcrease in the cost of coal has been experieneed during the year, amounting to an average of 5s. 9d. per ton,-or an increase of 24 per cent. upou the prices paid during the previous twelve months. This hts been due partly to the strike' of the miners at Newcastle, and partly to a steady advance in price.

: Notwithstan~ing ihis increase, the total expenditure per train mile has been 'kept down to IS. 9' fod.

as against IS. 9·13d. in 1871-2. Additions to the rolling-stock have been made during the past year, for the working o.f the North­

Eal;ltern line, in which are included 2 out of the 10 engines the building of which was undertaken under contract by the Phrenix Foundry Company of Ballarat.

The designs and specifications for these were fur~ished by this department especially with a view to their being less severe upon the road than the heaviest class sent from England. They are about 7 tons ligh~r, have the same tractive force, and do the same work as the heavier ones, with an expenditure of two pourids of fuel' per mile less than the average consumption of the English made engines, and I have every

reason for believing that they will prove good and serviceable. Thc straight axles for these, consisting of 2 for each engine and 3 for,,!:lach tender; were forged from

• scrap iron in the Williamstown shops, also turned and fitted there ready for going into their places. In addition to these ll'xles, all those required for new carriages and waggons are made and fitted at

Williamstown, out of the same material, and in the same manner. Tw.o new goods engines have been in course of construction in the Williamstown shops during the

past year, in which some small portions of duplicate parts of engines long lying unused in the stores branch

have been brought into servi~e. Four engines have also been altered in such manner as to admit of being run upon the new light

railways, by distributing their weight more equally. ' Three prison vans, long standing unused, have been converted into good and useful brake vans, and

four old Geelong carriages have, been made into travelling post offices,. to meet the growing requirements of
