The Minutes of the188th Meeting of the NRC held on November 11th to 15th, 2011

The 188th Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 11th November 2011 to 15th November 2011 at NRC, Jaipur.

The following were present:

With the permission of Chairperson, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:--

The Regional Director, NRC apprised the Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time. The Northern Regional Committee (NRC) after going through the relevant provisions of the NCTE Act, Rules & Regulations, is of the view that in order to further strengthening & streamlining the system of the NRC, the following remedial measures are adopted:-

(a) In order to verify the land & building documents as per provisions of the NCTE Regulations, 2009, the Northern Regional Committee has decided that the Visiting Team constituted by the NRC shall in all respect verify the authenticity of the land & building documents and its legal valid transfer & land use for educational purposes by verifying the same from original Khatoni/Land Possession Certificate issued by the competent authority.

(b) The Northern Regional Committee has decided that office of the NRC shall obtain the following documents from the existing & proposed institutions from time to time as per requirement of the NCTE Act, Rules & Regulations.

(i) Details about infrastructure etc. as per clause 7(4) of the NCTE Regulations, 2009 duly sworn before the Notary Public/ADM/SDM or First Class Magistrate (as per the prescribed format). The same shall be required to be filled in by the institution as per the prescribed format to be verified by the Visiting Team at the time of inspection of the institution.

(ii) A building completion certificate duly issued by the approved/authorized engineer/architect certified by the competent govt. authority/local govt. body duly countersigned by the authorized representative of the management of the institution as per the prescribed format.

(iii) A list of qualified faculty duly appointed as per the provisions of the NCTE Regulations, 2009 indicating qualification, percentage of marks, teaching experience etc. alongwith attested copy of professional qualification & experience certificate and attested photographs of staff duly countersigned by the competent authority of the affiliating body or endorsement of the same by submitting a written approval of the competent authority of the affiliating body as per the prescribed format.

(iv) Submission of an undertaking relating to adherence of the NCTE Act, Rules & Regulations by all the existing & proposed teacher training institutions as per the prescribed format.

The Northern Regional Committee has decided that a copy of the above formats be also uploaded in the Website of the NRC, NCTE for the use of existing & proposed the teacher training institutions immediately.

The Northern Regional Committee has also decided that all the existing & proposed teacher training institutions shall upload the details as per the formats mentioned at (i) to (iv) above in their websites under intimation to the NRC, NCTE in writing within 30 days from the upload of the formats in the website of the NRC, NCTE. The institutions shall compile & upload the required information as per provisions of the NCTE Act, Rules & Regulations. The responsibility of non-adherence/non-compliance of the provisions of the NCTE Act, Rules & Regulations shall be of the institutions only.

(c) The Northern Regional Committee has decided that the Visiting Team at the time of the visit of the institution under section 14, 15 and 17 shall obtain the information as per the revised VTR proforma containing details as per provisions of the NCTE Regulations, 2009.

(d) The Northern Regional Committee has decided that all the proposed institution shall be required to submit the building plan giving the complete details of the land & building viz. plot no., land & built up area, size of rooms as per provisions of the NCTE Regulations, 2009 which shall be duly prepared by the approved Engineer/architect certified by the competent civil authority/local body authority.

(e) The Northern Regional Committee has decided that all the existing & proposed institutions while submitting its reply/representation/compliance to the NRC, NCTE as asked for by the NRC, NCTE from time to time shall be accompanied with an Affidavit in support of the reply of the institution alongwith

(f) All necessary documents as per provisions of the NCTE Act, Rules & Regulations.

After considering the above mentioned issues, the Northern Regional Committee took up the Agenda placed before the NRC. Item-wise consideration and its decisions taken are as follows:-For taking the decision on the applications submitted by the institutions in the NRC office for seeking recognition of teacher training courses, the NRC decided the following:

(i) Building Plan approved by the Gram Pradhan in the rural areas is accepted.(ii) If the land documents is registered in the name of the institution and the purpose

of land is define for educational purpose in the land documents, in that case separate change of land use (CLU) is not required.

(iii) If Khattauni of land is submitted by the institution in the name of the institution than the certified copy of registered land documents is not required.

AGENDA ITEM NO. 188.01; CONFIRMATION OF THE MINUTES OF 187TH NRC MEETING

o The VT has observed that the Institution building is under construction.

o The Institution has submitted three different maps. (2)


The building maps submitted by the Institution do not mention the dates of approval by competent authorities. These building plans of Vidyarthi Snatak Mahavidyalaya differ from each other in terms of area earmarked for different courses as well as space shown for B.Ed. Programme. In one of the maps, the Institution has shown 31 shops in the Institution building of which the implies that the premises are to be used for commercial pruposes. This against the norms of NCTE.

o The VT has observed that the Instructional Space available is not sufficient to meet the additional requirement as per NCTE norms. Faculty room is not available as per NCTE Norms. Science Lab does not have sufficient sets of science apparatuses. The existing science lab facilities are not sufficient for the requirement of additional intake. The additional space has not been created and equipments and apparatuses have not been procured.

o The existing psychology lab facilities are not sufficient. The additional space has not been created and tests have not been procured. There are no CD Rom. There is no access to Internet. VCR is not available. Existing ET lab facilities are not sufficient for the requirements of additional intake. Additional equipments and learning softwares have not been procured. Facilities for language learning are not available.

o The following library facilities are not available:

(i) Educational Journals/Periodicals; (ii) Encyclopedia;(iii) Reference Books;(iv) Additional seating space for additional intake.

o Records were not made available for scrutiny for inspection team. The joining report and the records related to payment of salaries were not shown to VT which is violation of the NCTE Regulation 8(14). The fee structure prescribed by the competent authority was not shown to the VT. The original documents of the following were not shown to the VT; land ownership document; Society/Trust registration certificate and land deed. The land available with the Institution is not satisfactory for so many courses.

o The College had not created website till the date of inspection. The College has not been accredited by NAAC.

The VT’s overall remark is not satisfactory with regard to land and building for running teacher education course as per the NCTE norms. Hence, NRC decided that Show Cause Notice under section 14/15(3)(b) of NCTE Act, 1993 be issued to the Institution on the above points.

The recognition for B.Ed. course was granted to the institution by NRC on 22/09/2009, Hence the institution has not completed three academic sessions as required in the Section 8(3) of NCTE, Regulations, 2009. Therefore, the institution is not eligible to apply for M.Ed. additional course.
