Expression of Interest for establishment of Polyhouse/

Greenhouses & Shadenet Houses.

Instructions to FirmsExpression of Interest (EOI) is invited from the reputed Firms/ Agencies /

Organizations for rate contract of greenhouses/ Polyhouses/ Shadenet houses for

establishment of the units. The empanelment is valid for a period of two years (i.e.

2015-16 and 2016-17) from the date of confirmation.

The application form along with EOI schedule can be collected from the MIDH

cell O/o Commissioner of Horticulture, Andhra Pradesh, Hyderabad by paying the

application fee of Rs. 25,000/- (Non- refundable) by way of DD in favour of

Commissioner of Horticulture, Andhra Pradesh, Hyderabad from 26-03-2015.

Applications can also be downloaded from the Horticulture website (website

http:horticulture.ap.nic.in). and the filled application form with all necessary

documents along with application fee of Rs. 25,000/- ( Non- refundable) and Earnest

Money Deposit for Rs. 5,00,000 (Rupees Five Lakhs Only) (Refundable) by way of

DD in favour of Commissioner of Horticulture, Andhra Pradesh, Hyderabad.

Applications without EMD for Rs. 5.00 Lakhs (Rupees Five Lakhs Only) along

with required documents etc., can’t be considered for empanelment.

The filled application along with EMD etc., is to be submitted in the MIDH cell O/o

Commissioner of Horticulture, Andhra Pradesh, Hyderabad before 3.00 P.M. on

15-04-2015 and the same shall be opened on the same day at 5.00 P.M. in the

presence of representative of the concerned Firm, who may wish to present.1

Nature of Scheme:To ensure round the year supply of Vegetables to the consumer and also to promote cultivation of High value and exotic Vegetables and Flowers with high productivity which in turn increases the net income of the farmer, the Govt. of Andhra Pradesh has taken a new initiative for cultivation of Vegetables and Flowers under Polyhouses/ Shadenet Houses in an extent of nearly 700 acres, throughout the year including summer months.

I. SCOPE The scheme will be implemented during 2015-16 & 2016-17

II. HOW TO APPLY :Application is at Annexure-I.

A.SELECTION OF FIRMS/BIDDERS

1. The firm shall be invited for the technical and financial proposals and shall be selected based on the evaluation of their prequalification criteria in technical and financial bids.

2. The selection will be done by the Committees constituted by the Govt. of Andhra Pradesh.

3. The selection of firm shall be based on Combined Quality cum Cost Based System (CQCBS) for this highly technical project.

4. The technical proposal will be allotted weightage of 70% and the financial proposal will be allotted weightage of 30%.

B. ELIGIBILITY CRITERIA FOR TENDERER

1. Company / firm should have at least Annual turnover of above Rs.1 crore per year in last five years in the establishment of Poly / Greenhouses for Agriculture / Horticulture sector with required technical man power for installation of the Poly / Greenhouse / Shadenet houses

2.Company / firm should have sufficient skilled man power and sophisticated machines which required for the fabrication unit as detailed below:

2A. IN HOUSE FABRICATION UNIT:

Well experienced Design Engineer for construction of structure and Micro Irrigation systems including foggers & misters.

Minimum 15 skilled workers for welding, bending, cutting, grinding, drilling, painting and other works which have to be taken for construction.

2B. AT INSTALLATION SITE: Well experienced design / Technical Engineer for structure

and Micro Irrigation systems including foggers & misters.

Maximum skilled workers to be available at least 15 persons along with toolkit per one unit.

2C. MACHINERY REQUIRED: Power press, Grinding, Bending, Lathe, Drilling and

Bensaw Cutting machines other required machinery to be available at work spot.

3. (i) The Company/ firm should submit the detailed designs & drawings for both Polyhouses & Shadenet houses in two views(i.e Isometric view and top view) which are suitable for various places in Andhra pradesh i.e. Rayalaseema, North Coastal & Coastal Districts of A.P. and detailed specifications of each part and quantity for the structure as per specification.

(ii) The Company/ firm should submit the detailed drawings, specifications and quantity for micro irrigation and fogging systems.

4. Thecompany / firm should have experience

of executing

orders

in minimum area of 15 acres in the business of Greenhouse /

Polyhouse in last 5 years under any Central/ State Government programmes in India.

5. The company / firm should posses units on their 3

manufacturing ownfor structure material and will not be permitted

to outsource (Sub-

contract) to other firms / sub-tenderers.

6.The Companies, who are seeking empanelment are supposed to have registered in any state of India, five years back as on the date of publication of notification. Products with BIS standards only are accepted.

7.The company / firm should submit their audited balance sheets for the last preceding three years and also submit turnover for Greenhouse / Polyhouse business duly signed by Chartered Accountant. IT return for last 3 years should be furnished.

8. The company should have ISO certification.The technical bid and financial bids are to be submitted

separately in a sealed cover duly super scribing Technical quote “EOI schedule for Poly/ Greenhouse fabrication and installation” & price quote “EOI schedule for Poly/ Greenhouse fabrication and installation”. Both the technical bid and financial bid sealed covers are to be placed in a third cover along with the covering letter and EMD in the form of Demand Draft duly super subscribing “EOI schedule for Poly/ Greenhouse fabrication and installation” & technical quote and price quote along with name and address of the bidder.

C. GENERAL CONDITIONS

1. Offer will be considered inclusive of all taxes/charges. 2. Any EOI which is not on the proper EOI form and received late

shall not be considered. 3. In case the date of opening falls on Holidays, gazetted or

subsequently declared, the EOI will be opened on the next working day following the closed day.

4. The firm shall have to open at least one sale depo in Andhra Pradesh State with technically qualified staff with all required material.

5. The offers should be typed or written in ink. Offers in pencil shall not be considered.

6. The firm shall have to provide test report of products if farmer demands it, but in case of purchase by Department of Horticulture, Govt. of Andhra Pradesh test report is mandatory with the delivery of material.

7. The Commissioner of Horticulture, Department of Horticulture, Govt. of Andhra Pradesh, will have the right of rejecting all or any of the quotations without assigning reasons.

ANNEXURE-II

TERMS & CONDITIONS FOR EMPANELMENT OF FIRMS FOR

POLYHOUSES/ SHADENET HOUSES

The empanelment of firms shall be governed by terms & conditions of the Department. The firm has to submit undertaking on Rs. 100 stamp paper duly notarized to this effect that he is abiding by the following terms and conditions of empanelment:

A. ELIGIBLE CONDITIONS FOR OFFERER(S) :

1)Mere fulfilling of the requirements of Department does not entitle the firm to empanel in the State of Andhra Pradesh or empanelment for Polyhouse / Shadenet structures.

2)The Department is free to check the firm’s antecedents and verify firm claims. At any point of time, if any, discrepancy is noticed, then Department is free to cancel empanelment of the firm and the security amount shall be forfeited and liable for legal action.

3)The firm is empanelled subject to inspection of fabrication unit of firm and/or Polyhouses/net houses installed by firm. In case, of any defects / deficiency/ discrepancies found during inspection, the empanelment will be cancelled, no subsidy will be released in that case, bank guarantee shall be forfeited and the firm is liable for legal action.

4)The supplier should supply the material as per the standards mentioned in annexure for Polyhouse / Shadenet and should have agreement with the polythene sheet & structure manufacturers for minimum period of 3 years including structure material. All the test data sheets (TDS) should be included in the technical bid. CIPET report should not be less than 6 months old.

5)The supplier should have agreement with any Micro irrigation company of the approved list of APMIP of Govt. of Andhra Pradesh.

6) The supplier should have minimum 5 years of experience in manufacturing, designing and laying of structures and should submit the experience letters from the competent authority of the Government agencies concerned. They should prepare designs of Polyhouses and Shadenet houses suitable for Coastal / North Coastal districts and Rayalaseema Districts also. Submit both in soft and hard copies and Quote prices separately based on designs, duly following the specified and standard of materials.

7)The Offerer (s) should have a full fledged workshop with sufficient skilled technical personnel for fabrication of Structure as per the prescribed specifications and to attend

installation and after sales service.

8)The firm should have VAT (TIN), CST Registration and PAN number and Sales Tax assessment returns.

B. INSTRUCTIONS FOR SUBMISSION OF EOI SCHEDULE:

1. The offerer(s) shall submit in their EOI Schedule with all documents indicated in Annexure-III in a separate sealed cover duly super scribing “EOI Schedule for Fabrication and installation of Greenhouse and Price quotes as per Annexure-VII & VIII (indicative specification) in a separate sealed cover duly super scribing “Price quote for naturally ventilated Polyhouse / Greenhouse / Shadenet hoses with name and address of the Offerer(s). Both covers are to be placed in a third cover along with covering letter and EMD Demand draft as stipulated under the Instructions for Submission of EOI Schedule duly super scribing “EOI Schedule for Fabrication and installation of Greenhouse & Shadenet hoses”.

2. Earnest Money Deposit (EMD) for an amount of Rs.5,00,000/- (Rupees Five Lakhs only) shall be paid in the shape of Demand Draft drawn in favour of Commissioner of Horticulture, Andhra Pradesh State, payable at Hyderabad along with a covering letter and should be enclosed along with technical schedule EOI Schedule without EMD will be rejected.

3. The Offerer(s) shall submit duly notarized declaration along with EOI, as per the proforma furnished under Annexure-IV, with Rs.100/- Non-Judicial stamp paper.

4. The authorized person representing the firm who is signing on the EOI documents and also participating in the EOI opening shall invariably attach a copy of authorization from the competent authority of the firm as per the Bye-laws of the firm / Company.

5. Thelast date for submission of EOI schedule is 15.04.2015

up to 3.00 p.m.The technical quotations will be opened

at 5.00 p.m on the same day.9

6. The EMD amount will be returned to un-successful Offerer(s) on finalization of EOIs i.e., after agreement / price acceptance within 3 months from the date of opening.

7. The EMD of successful Offerer(s) shall be retained by the Department and refunded only after satisfactory completion of the contract. The EMD shall be adjusted against the Performance Bank Guarantee for the successful Offerer(s). This deposit will not carry any interest.

8. The suppliers who are willing to appoint dealers & service centers in Andhra Pradesh States are only eligible to participate in the EOI.

C. GENERAL TERMS AND CONDITIONS :

1. The Offerer(s) have to quote the prices as per the technical specifications given in the EOI schedule in Annexure-VII & VIII.

2. The Price quotes of only those Firms whose EOI Schedules are qualified for acceptance will be opened with due intimation to them.

3. Negotiations will be held as per the decision of the Technical Committee appointed by the Government of Andhra Pradesh at the address indicated in the data sheet. The aim is to reach agreement on all the points and sign a contract.

4. The agreement period will be up to 2 years from the date of signing the agreement. The successful Offerer(s) have to submit their price acceptance letter, agreement etc., within 10 days from the date of receipt of draft agreement. No Escalation charges will be paid for supply of equipment during the agreement period. If the contractor or firm fails to supply the material within the stipulated period without obtaining prior permission from the authority, such agreement will be terminated. When a firm or contractor indulges in fraud, mischief, representation in obtaining the contract such firm or contractor shall be blacklisted.

5. The manufacturers should submit list of dealers along with mail address & bank account details at the time of agreement without fail. No addition & deletion shall be entertained afterwards.

6. Performance Bank Guarantee of Rs. 50,00,000/- (Rupees Fifty 10

Lakhs only) should be furnished at the time of agreement in favour of Commissioner of Horticulture, Andhra Pradesh State.

7. The supplies made shall be invoiced on VAT invoice with serial No. of invoice printed on it. No invoice other than Tax invoice will be accepted. VAT applicable, if any, shall be clearly mentioned in the Tax invoice.

8. The supplier shall submit minimum 20 no. of satisfied farmers list along with contact numbers, full address for whom they have installed the Polyhouse/ Greenhouses/ Shadenet houses from the last 3 years i.e. 2012-13 to 2014-15 for physical verification by the technical team to ascertain the quality and function.

9. The Suppliers, Fabricators of Polyhouse who is participating in the EOI should indicate the details of authorized dealers in the EOI Schedule. The authorized dealer / distributor/ Fabricator of the successful offerer(s) will have to pay the Performance Bank Guarantee of Rs.50,00,000/- for Polyhouse and Shadenet hoses to empanel their firm as authorized dealer/distributor before entering into contract agreement. The dealer should have TIN/CST/ PAN numbers. The name of the firm once included in the approved list will not be deleted up to the end of the financial year unless felt by the EOI agency or Commissioner of Horticulture, Andhra Pradesh State.

10.a) Performance Bank Guarantee produced by the successful Offerer (S) shall be forfeited and alternative arrangements shall be made, if the firm does not fulfil the obligation of supply of stocks as per orders / specification / quality and alternate arrangements will be made for procurement of such products and any additional cost incurred in this regard will be recovered from the concerned firm. The arbitration will be initiated and shall remain final.

b) The responsibility of quality and quantity (eg. Misbranding / Substandard material) of the material supplied lies with supplier only.

11.Warranty: 10 years warranty from the date of installation for structure excluding poly film and Shadenet. For poly film 3 years warranty for all material and installation defects.

12.All those manufacturers, who had filed valid EOI and are willing to supply the Material at the accepted rate will be given opportunity to supply the Material for which they have offered

subject to the acceptance of the terms and conditions .

13.The firm has to provide at least five years after sales service of structures including Polyhouse / Shadenet houses and for Irrigation systems after installation of unit.

14. For testing of material, the fee shall be borne by the firm as and when required.

15. The firm or contractor deemed to be indulged in unfair business practice such as erection of Polyhouse structure with a faulty design and supply of sub-standard material, and deficiency in after sale service, penalty will be imposed as decided by the Commissioner of Horticulture as the case may be.

16. Penalties:- Penalty will be imposed for the below mentioned reasons other than departmental failures at following rates. S.No Item Penalty in Rs.

1.a. Delay in erection of Rs. 35/- per square meter shall be paid

Polyhouse for 15 to the farmer by the concerneddays from the contractor /firm.stipulated date.

b. Delay in erection of Rs. 70/- per square meter shall be paid

Polyhouse/ Shadenet houses for 30 to the farmer by the concerneddays from the contractor /firm.stipulated date.

c. Delay in erection of Rs. 140/- per square meter shall be paid

Polyhouse for 45 to the farmer by the concerneddays from the contractor /firm.stipulated date.

d. Delay in erection of In case of delay in erection of Polyhouse

2.Erection of Polyhouse The structure should be re-laid by theStructure with faulty concerned contractor / firm on their

farmer/department. A penalty ofRs.70/- per square meter shall be paidto the farmer by the concernedcontractor /firm. If the firm does notrespond than the penalty shall berecovered from the performance bankguarantee and necessary action shall beinitiated against the firm.

3.Supply of Sub-standard

The material shall be replaced as per

Materialthe technical specifications of the EOI bythe concerned contractor / firm on theirown cost within a period of 30 days fromthe date of complaint received from thefarmer/department. A penalty ofRs.140/- per square meter shall be paidto the farmer by the concernedcontractor /firm. If the firm does notrespond than the penalty shall berecovered from the performance bankguarantee and necessary action shall beinitiated against the firm..

4. Deficiency in AfterThe firm/ contractor shall attend to the

Sales Servicecomplaint within 15 days from the dateof complaint received from the farmer/department. A penalty of Rs.5000/-shall be paid to the farmer by theconcerned contractor /firm. If the firmdoes not respond than the penalty shallbe recovered from the

performancebank guarantee and necessary actionshall be initiated against the firm.

17. If the supplying firms fail to supply the material within the scheduled time i.e. 21 days from the date of receipt of purchase order, the firm/ contractor shall seek extension of time (EOT) from the authority duly explaining the reasons for EOT. If the firm fails to supply the material within the stipulated time without getting EOT from the authority the contract is liable to be terminated. In case of any eventuality such as, natural calamities and things which are beyond the control of the firm/contractor, such cases may be brought to the notice of the authority for consideration and obtaining prior written permission. Otherwise the penalty will be levied as indicated above.

18. Liquidated damages will be levied at the rate of 0.5% of the total value of work per week up to a maximum of 5% in case of default in the supply of material as per technical specifications.

19. The firm has to undergo Tri Party Agreement (TPA) with the farmer and Department in each case after administrative sanction before execution of work. This TPA will be signed and followed by each involved party and will be submitted in O/o ADH / DDH.

20. The firm has to follow norms & guidelines of Polyhouses/ Shadenet houses issued by the Department from time to time and shall abide by it.

21. A) Assistance amount including the farmers contribution will be released by the Department to the empanelled firm.Schedule of payment in case of non-loanee cases.

I. 25% of the farmer contribution will be released to firms along with Administration sanction.

II. 25% of the farmer contribution will be released at the time of completion of work (i.e. 75% of the work should be completed).

III. Subsidy will be released only on successfully completion of units as per the specification, standards and designs, and with the recommendation of Joint inspection

Committee report etc.B) In case of bankable projects the release of subsidy to farmer will be back ended with credit linked facility.

22.The firm has to abide by the inspection report of the Department and shall abide by its terms & recommendations. Pre-installation physical verification of material at the time of supply of material and post installation physical verification after installation will be carried out by the team of department.

23. The supplier has to show the demonstration of the functioning of foggers / drip irrigation to the beneficiary before taking signature of the beneficiary on Utilization Certificate. The firm has to educate the farmer on do’s and don’ts of operation of Polyhouse.

24. The acknowledgement (Proof of Delivery) along with photograph and other required documents for the material delivered should be signed by the beneficiary and countersigned by the concerned Horticulture officer and Assistant Director of Horticulture for all the material. Material should not be delivered without valid purchase order/ Indent from the competent authority.

25. The loading, un-loading, handling charges and demonstration expenses, should be borne by the supplier only.

26. The Supplier shall provide detailed operational and maintenance manuals, parts catalogue (in the local language) at the time of supply of the material to the beneficiary and training should be imported to the farmers in operation and maintenance of the Polyhouse.

27.Random inspection of all material distributed under subsidy schemes will be conducted by suitable committee / team appointed by the Commissioner of Horticulture, Andhra Pradesh State before / after the equipment is supplied to the beneficiaries.

28.The assistance shall be released as per guidelines or as decided by competent authority.

29. Commissioner of Horticulture, Government of Andhra Pradesh may add or delete or modify any term & condition as per requirement and in public interest and as recommended by the committees constituted by Govt. of Andhra Pradesh.

30.Commissioner of Horticulture, Andhra Pradesh State reserves 17

the right to award the EOI either in part or full or to empanel on rate contract or follow any other suitable procurement procedure. Commissioner of Horticulture, Andhra Pradesh State at its sole discretion and without assigning any reason thereof, reserves the right to accept / reject any or all bids at any stage of the EOI process.

31.In case of any dispute or difference arising out of the agreement between the two parties relating to any aspect of the agreement, the parties should attempt to settle the dispute through mutual and amicable discussions.

32.It is further to be agreed by both the parties that all differences and disputes if not resolved as above, shall be got remedied through the Court of Law of Hyderabad jurisdiction only.

33.The EOI Schedule can be rejected if at any stage of the procurement process, it comes to knowledge that any Offerer(s) is involved in any fraudulent practice or misrepresentation of the facts or tried to influence the selection process or indulged in any corrupt activities in competing with others.

34.The agency shall submit an affidavit attested by the authorised notary that "the agency has not been blacklisted by any Government of India / State Government or its department and no legal issues regarding any works is pending in any court of law during the last three years.

35.The Firm/Contractor is liable for prosecution and also blacklisting, when he deliberately and intentionally suppress the facts and plays fraud or mischief and gives false information in the affidavit submitted by the Firm/Contractor, in such event, the Firm/Contractor shall be liable for prosecution and blacklisting.

2. The information furnished in the ‘Application for EOI’ are true and factual and I/We clearly understand that our EOI is liable for rejection, if any vital information is found either not true or incorrect at any point of time.

I/ We shall not sell the products being quoted through this EOI schedule, at a lower price either to Government/ Private Parties in the State of Andhra Pradesh by of giving any additional trade discount or incentives. 3. Spring Insert

A coated spring I preferable compared to cold galvanized spring as a coated spring transfer less heat to the plastic and thus enhances the life of the plastic.If we are using GI spring it is better to use a two inch strip of new poly film to be placed over the main plastic in the profile and then lock it with GI profile. This will help in longer life of the plastic as the rusted spring will not directly come in contact with the main plastic. Wire material should be high carbon spring steel with spring action.

4. Shadenet

UV stabilized, ranging from 30% to maximum 75% GSM shade depending upon the crop, made up of ISI/applicable national standard, white/green/ black/suitable colour.

General conditions of Erection

1. No pipes should be welded as all length GI pipes are available in the

market.

2. The net must be buried in the ground at least 50 cm from ground level.

3. The main column and small column must touch the concrete of the

foundation and the foundation pipe should not be visible. In other words,

the foundations should be leveled.

4. Supplier should ensure checking of net-house construction materials for

specifications by department representatives after supply of materials at

site.

5. Trellising system – Trellising wires of 2 mm gear wire or 3 mm dia high

carbon steel to be used at 3 m height from ground level parallel to beds

and No of wires will be 6 for 6 m span. The trellis support wires for

support to trellising wires should be of 4 mm or 3 mm gear wire rope

and to be fitted at 4 m distance. The trellising wires should be

connected to a Base wire connected to both ends to the periphery

columns. The dia of such wires should be 8/10 mm. These wires should

be fitted to anchor buried in ground at each end. The dia of such anchor

should be minimum 12 mm and it should be buried in ground at least 90

cm in ground with 1:2:4 concrete. A pit of 45 cm x 45 cm x 90 cm to be

used for foundation and the anchor should be buried with hold fast.

6. If fixtures found rusted the structure will be considered incomplete.

7. Regarding material used under MI component the firm will use BIS mark

material. The system should run smoothly and there shall be no

leakage.

8. The overall structure should perform satisfactorily in all respects.
