It is a matter for gratification that the AIRIEF Office Bearers Meeting went off well with concentrated subject matters & intense discussions & participation by more than 30 members present at BHOPAL.

After welcome address by Sri Pramod Bhatnagar,Secretary,RIEA & Jt Secretary AIRIEF, Sri GKrishnaswamy ,GS,AIRIEF spoke eloquently with experiences &anecdotes interspersed about various measures undertaken, his multipurpose role as Treasurer 1st & later as GS, to don the important role to bind all RIEAs into a cohesive whole. He spoke with fervor about 37 Circulars he has issued so far covering many events & important landmarks in the march of AIRIEF in its 21 year star-studded sterling achievements

R.B.Kishore,VP,AIRIEF enquired about the Groups pre 8/1997 to put up their hands just for a general assessment ,amongst those present, so too, other 5 year Groups.While speaking on DHC verdict & inadequacies & insufficiencies, he called upon those present in Group I 1/1/1986—31/7/1992 & Group II 1/8/92-31/7/1997 ,that they should have gone through the painstaking Charts flashed in so quick time & also the readymade Proforma for calculation of arrears from 18/12/1998 to 31/1/2018 & asked them who all came under Above Rs2130 Basic Pension in Group I & those above Rs3850 in Group II.As they were not sure,he clarified charts must be gone through to absorb the intents & purpose of helping pensioners where they stand & further, this arrears though confined to few pensioners only,yet arrears is 2.5 to 3 times the earlier 40 % IR & so must have attracted their

attention.After elucidating other pensioner issues & AIRIEF Website, its imporetance, covering holistically entire gamut of ones life enlightenment & entertainment through varied Categories listed therein, one can widen mental horizons ,he thanked RIEA Bhopal & all members present to have made such nice arrangements for stay. Our President Sri SSSaxena spoke about the ensuing SC Hearing, the splendid sportive, professional hard work, indepth ,assiduous preparation of gigantic Reply/Rejoinder covering all areas mentioned in DHC needed to be redressed in what manner & why.

All in all, it was a good gettogether & warming up for next days 29march AIRIEF OBs meeting

After Registration at 850am,lighting the lamp at 9am,Welcome address by Sri Pramod Bhatnagar,Inaugural Address by Sri SSSaxena,President, GS,AIRIEF Sri GKrishnaswamy presented GS Report of the various issues & activities undertaken to resolve problems faced by pensioners.

Sri V Jayaprakash, Treasurer.AIRIEF presented a full picture of Accounts data & particulars.He answered the queries asked by the OBs present & GS answered few other clarifications sought on Affiliation Fee, Legal Fund donation etc. He made a fervent appeal to ensure & maximize LFD to honour our sacred obligations for smooth conduct of entire proceedings to ultimately win the case for twin benefits

After teabreak & Photo session.a ball by ball commentary –like marathon, sparkling presentation of legal matters, the tough time ,the group of activists rich in manifold resources necessary to do a strong & successful rebuttal of LIC Counter Affidavit ,how each one of them undertook summaries, jottings of case laws, data & charts needed to substantiate our case in the most authentic & legitimate way .He answered many queries & doubts in a convincing & suave manner with supreme confidence.

The House was thrilled to know the hardships experienced, handicaps overcome,pooling of subject matters in a disciplined, professional manner ,which enabled indepth discussions with Sr Counsel. House applauded & congratulated the veterans for immersing themselves to produce a rich qualitative output.

Thereafter Mrs GSubbalakshmi Editor , Varistha Vaani narrated in a nutshell VV position,state of affairs,plans to be adopted to enhance value,some suggestions, some queries she replied .

After lunchbreak RBKishore spoke on the vital topic of Strategic Steps Ahead for Future growth of AIRIEF & promoting pensioners welfare & progress.He spoke how fervently on many GC Meeinghs, in Souvenirs ,he made SWOT exercise in detail , the Pensioners Education Series 1,2, 3 etc outlining realistically how AIRIEF can grow & also the Research Paper at Bengaluru GC in OCT 2014.

While many useful Committees were appointed, he bemoaned Data BANK & Think Tank importance was not realized & now absence was felt as no updation & consolidation with regularity was not done causing delay, hardships etc.Equally PR & Liaison with other Institutions Pensioners Fedns were at a low ebb.Equally whatever matters were placed before LIC CO or ZO must be pusued vigorously by regular meetings with Top Management of LIC , EDPer,EDOS, MDs ,Chairman etc to drive home importance of resolving pensioners issues with specific deadline 7 not eternally pending causing great

inconvenience & doing incalculable harm to pensioner community & fraternity.Concentrating on select Divisions in Zones ,with large denominator of pensioners thro methodical steps, meetings, addresses, printed Achievements & Accolades of AIRIEF will pay dividends & such energetic steps must go in full swing to make a dent & progress in numbers.

General discussions on 10th Biennial General Council Meeting took place.

Some members spoke about their activities & new measures followed,Bulletins issued, honouring aged pensioners above 80 years etc.Some undertake picnics.Some issue Booklets useful for pensioners.Some conduct medical camps.

Then President summed up .continuing the thread from earlier speakers & spoke with clarity & fervor of the happenings,few Resolutions were passed after due proposed & seconding, & gave a picture of what needs to be done, what is to be pruned, what extended activities we can perform as Elders & single-minded concentration on SC hearing,progress & a new better world for pensioners,with able professional Sr Counsel plan & strategy & submissions

A fullscale Report from Bengaluru Headquarters from GS,AIRIEF will portray the total picture & canvas of useful, hectic, productive deliberations for onward,forward march of AIRIEF in its pursuit of excellence

A motion disorder problem - parkinson / myoclonus is indeed crippling me. Besides my daughter in law is fighting an apparently terminal stage brain cancer GBM 4 having exhausted routine surgery, radio and chemo therapy.  

i never thought really I would be living now - at age 76 - when at 44 I was struck with spinal problems of impaired disc, cervical spondylitis and then vertigo. As I wait apparently impatiently, people dear to my heart and soul appear to leave me.   Possibly this could be a reason for my unintended silence. Sorry for the same.

Right from the day I saw you on the dais as our Faculty in 1975 or 76 at MDC, you have always been close to the hearts and needs of your colleagues.  The way you have been designed by the Almighty. 

I am sure He will bless all your endeavours (including the one you are continuing to fight at SC )

2)i)DEAR FRIENDS, The first time I came in contact with Shri KKD Hanumantha Rao was in October 2014 when he attended the 9th GC meeting of AIRIEF at Bangalore. His voice was heard with clarity and assertion with focus on facts and realty. I was instantly attracted to him and had spent some time with him. After that he was in contact with me at least once a week. 

When he wanted me to attend the GB meeting of Machilipatnam, I readily agreed and told him of my journey details. He was waiting at the AIRPORT at Vijayawada for a long time. He took me to the GH and spent 3 hours with me. We exchanged lot of information and he wanted my opinion as GS on certain matters. I told him that I was junior to him as a leader. He still elicited my views and  confirmed my views as well.

He told me his role as a union leader, consultant, adviser, and a great friend to one and all in the LIC and in the city. He impressed me as a man of courage and character , as a good leader, a great leader and above all, a man who should be emulated.

A firm believer of collective wisdom, he would call for opinions from all concerned and formulate his strategy and announce to all, which would meet with everyone's approval. 

TWO days before his demise he was talking to me on our Case.  As Shri LSR Krishna Rao has written, Shri KSS Sastry called me within one hour of the unfortunate end to announce this. AS I was in a meeting, I could not hear him and told him to send a message. On seeing the message I mad announcement of his unfortunate demise in the meeting itself and silence was observed immediately to respect the departed soul.

Later in the day I sent my condolence message to Machilipatnam Association. I also sent the message to Shri Saxena and Smt G Subbalakshmi.

As a General Secretary, I pray to God to grant enough courage and strength to the members of the bereaved family to bear the untimely loss.

ii)Sorry and sad to hear the news of death of Mr KKD Hanumantha Rao.

He was a member of the South Central Zone when I was ZM.I had known him even earlier from January 1994.

He was an active trade union leader both among Class III & IV & among Class I Officers.

v)Immediately after my return from BE WELL Hospital ,while we were taking dinner at 9pm ,after general exchange of news & views with Sri Raghava Rao Hyderabad   ,when he conveyed the news of the death of Sri KKD Hanumantha Rao ,my heart sank, I shouted to Mrs Seetha Kishore in the adjoining hall. Hanumantha Rao is no more, she was crestfallen as earlier many times when he used to ring me up for latest developments,Madam used to speak a few words &pass on the phone to me

  Another citadel of strength has fallen, he is no ordinary worker,he was a Leader in his own right,he is thorough with the subject matter,he used to send his own Writeups on many matters conveying his strong predilections , I used to insert inour website AIRIEF vision.wordpress.com

In a generation of declining activists who don the role of a blotting pad on all matters affecting Pensioners KKDHR was one.In a generation of carefree attitude & even supine indifference to issues being discussed & debated , he was a rare mortal wanting to know everything & testing them on the touchstone of his own pragmatic ideas & creative suggestions. 

 Even in the 9th GC Conference of AIRIEF at Bangalore, he participated well & truly made his points with emotional fervour.Many times he telephoned me & we used to chitchat .I never dismiss anybody, I get involved,we used to talk about his health, the heart operation earlier, the subsequent weakness even in his voice Last few years , silence, occasional calls, in fact only 2 days before I was enquiring when Sri LSRKrishna Rao phoned me

 So this is a very sad& shocking news of his death. Machilipatnam has lost an evergreen Hero, AIRIEF has lost a great Leader .KKDHR combined in himself the qualities of head & heart of a True Union Leader having donned that role powerfully with a spirit of commitment such work demands & ably combined deft sagacity & wisdom of a long drawn out mature leader

We miss him terribly. Let us all imbibe his good qualities & follow the virtues he embodied.May his soul Rest In Peace . May the Almighty grant strength ,courage & fortitude to his family to bear this irreparable loss

       i) The Association in Kolkata organised a Seminar on Mediclaim on 14.03.2018 and the officials of the TPA of East Zone and RM(OS),EZO were invited.  Although RM(OS) could not attend the seminar due to his preoccupation he provided one write up prepared by LIC, Eastern Zone. We circulated the write-up among the members who attended. To our surprise, more than 65 members attended and actively participated in the discussion in spite of the inconvenience in the small Association room.  We have prepared a report on the discussion there.

        Although circumstances and experience will vary from one Zone to another and one TPA to another the basic principles and procedures are expected to remain the same.  As such we are sending the Report along with the FAQ prepared by LIC,EZO with the hope that it may help some retired LIC employee anywhere in India. 

        However, we pray for Good Health for all the retired employees of LIC and their family members and wish that they don't have to make use of this knowledge.

DEPOSITS WITH BANKS AND POST OFFICES.  BUT FORM 15 H NOT ACCEPTED IN BANK SYSTEMS WHERE PENSION INCOME AND/OR INTEREST INCOME EXCEEDS RS.3 LAKHS (rs.5 lakhs for super srcitizens).

 

better to report rental income, share gains losses and sale of property incomes as with aadhar and pan linking IT dept gets every information from bank accounts ,regn offices, stock exchanges etc.  to avoid notices later.

 

III)Please hurry up & ensure that you fulfil your plan & strategy for various investments  to fulfil aspirations of family, to have least INCOME TAX or NO TAX as the case may be

FYear 2018-19/ AY 2019-20  as indicated above in  II) ,as per Budget, bestows some benefits & saving too in tax & interest of Rs 50,000 exempt + Rs 40,000 Standard deduction ,a boon indeed to Elders & Sr Citizens.

 III)Please note that 29th March & 30th March 2018 are HOLIDAYS ,Mahaveer Jayanthi & Good Friday respectively  & 31 March 2018 is Saturday .

9) PENSION A RIGHT, NOT A  SUBSIDY. JUSTIFIY ITS LINK TO AADHAR asks SC to the Government __ today's headline news in the Times of India. The Supreme Court on Wednesday questioned the centre on its decision to link Aadhar with pension, reasoning that it was not a subsidy but an entitlement of a person for years of service he/she has rendered to the Government .

13)Dear Sir, So kind of you and many thanks. Yes, DO1 has deducted Rs.1198.29 towards Medi claim premium. Now that I have your clarification, it is ok. I know the colleague pensioner I referred has not opted for increase in SI beyond the compulsory floater limit of the then prevailing 6 lakhs cover.Sir, my wife had a fall on 20/2/18 night 11-30. She is under treatment for HTN for about 15 years now. Fortunately, for me my son who had come here on holiday was with me. We lifted her and put her on bed and the next morning I called my Doctor, a close friend, associated with me since 1998 when we both did voluntary service in Sankara Hospital, Chrompet, administered by Sri Jayendra Saraswathi Swamigal Diamond Jubilee Health and Education Trust. He retired as Jt. Director of Medical Services, Tamil Nad. She was admitted in Sri Balaji Hospital, Chromepet and treated in ICU for 2 days. I could not claim reimbursement as we, on our own sought her discharge for taking treatment in a better known hospital. She got treated as OP in Apollo and is almost back to normal. My son has left for US after about a fortnight and my daughter is now here. My Doctor in Apollo is well known to us,  he suggested change of place for some time. And so, myself and my wife are leaving for US tomorrow  with my daughter and another son who has also come down to take us. With Bhagavath Krupaa and Aachaaryaal Anugraham we expect to be back in 3/4 months time. Because of this, I could not concentrate on anything.Sorry I narrated my tale of  state of mind even as I am aware you are doing a Great Service, notwithstanding your own health discomforts.Be that as it may. 14)Respected Sir, I read a news item in The Hindu of date,  on the above subject as under:

The Supreme Court on Thursday called pension laws of the country a " khichdi" of instructions, office memoranda,clarifications, corrigenda and so on and so forth.A Bench of Justices Madan B Lokur and Deepak Gupta, in a judgement recommended the Dept.of Personnel and Training to try and make life after retirement easier for a Govt Servant by having appropriate legislation enacted by parliament or applicable Pension Rules.The judgement came in the Case of a railway Employee who had to wait for 27 years for a decision on his Pension. The apex court warned that a somewhat similar fate seems to await Govt servants on getting retired.Since this news item seemed significant on the eve of our Pension case comming to the same bench of the Honourable SC, i just wanted to share it with you.

Well, long back I have read in one of the articles of "The Hindu", in the course of which there was a significant line:" Law begins where justice ends.". 17)Renewal Expense Ratio-by Shri R Ramakrishnan, An Actuary

Dear Mr Sahni, Thank you for forwarding the article of Mr R Ramakrishnan.He has no doubt correctly analysed the financial trend of LIC with a focus on expense ratios in relation to regulatory  stipulations.Although nobody can contest that LIC needs to tighten its expense management, the component of commission in the expenses is a variable item of expenditure and will be adequately controlled by a matching  increasing premium income provided the same is of the right composition.But what is causing anxiety  as seen from the data analysed by Mr R Ramakrishnan is the deterioration in the average annual rate of growth in First Year  & Renewal Premium in the recent past.The decline in the number of Club Members of the Corporation over a period of time observed by Mr Ramakrishnan reveals the weaknesses that have crept into our marketing system.In my view,the recent trends in new business indicate,that the group portfolio  dominates LIC Market share in First Year Premium Income with about 40% of the individual business first premium being garnered by the private life insurers.

The other major area of expenditure is the Salary Expenses and other benefits to employees.If the prescription of  tightening  of expenses is to be acted upon by LIC,the direct target will be only salaries of employees which constitute a fixed category of expenses.The only way LIC  can adhere to the regulatory stipulations on the expenses front will be by registering a consistent growth rate in premium income in a qualitatively good composition ensuring a consistent growth in renewal premium income.

Ironically in the recent past,while  there has been a trend of  of declining average annual growth rate in premium income and increasing average  annual rates of expenses,LIC has been able to provide  attractive wage revisions to employees at regular intervals of five years with a cascading effect of corresponding  guaranteed increase in pension to the beneficiaries of the wage revision.Let me hasten to add that I don't grudge it as I have also enjoyed wage revisions in  my service period barring the long moratorium period from 1970 to 1983  when LIC  Class I Officers suffered without a wage revision.

It is a further irony,that the older generation of retiree-pensioners who had contributed to a much higher rate of growth of premium in earlier decades are lagging far behind in the pension that they receive compared to the guaranteed higher pensions that will be received by the present generation of employees after their retirement despite the present situation of increasing  annual rate of expenses and decreasing annual rate of premium income if we go by the analysis of Mr Ramkrishnan.Such a situation itself warrants upgradation of pension with every wage revision.In my view,expense control should be measured in ratios  to premium income and what matters more is the focus on increasing the premium income of good quality which constitutes the critical denominator.If there is a healthy and consistent growth in premium income,then the expenses  incurred would be worth it.

1)Absolutely true Sri CHMahadevans comments Correct in every respectIn fact insurance industry is the only industry where Employees do not join Pensioners for any matter pending or solving genuine issues & problems of aged pensionersThough they were supposed to join discussions with AIRIEF & Fedn of Retd Class I Officers Assn at Bangalore after our SZ ,SCZ Zonal Council Meetingthey absented themselves

2)Same is the case with their yet another Call for Joint efforts combined to meet the threat of Govts undue delay to sanction PU for Insce pensioners,stating NOW that PRules 1995 & CG pension Rules are similar &so Govt must approve PU . Has Wisdom dawned only now so belatedly to point out this &vainglorious attitude topaint them as patriarch of this new venture

 3)They were the people who thwarted every attempt of a TwinBenefit victory , going unnecessarily to Govt to get DR ONLy dictum & wanting to sabotage progress  They were the persons who sensing positive & favourable developments on Courts , so Belatedly woke up to join other Pensioner Fedns &put in their SLP  

 4)When sensible people pleaded realistically that Employees & Pensioners are 2 sides of the same coin. & that after all Todays Employees are Tomorrow's Pensioners  ,they seemed to ignore & even scoffed at this idea &truth. 

  5)They were prepared to take up pension 2nd option more vigorously &have not demonstrated their true faith for complete PU.We know that inLIC Confidential Note secured thro RTI,LIC has mentioned categorically that Pension Optionis very costly & PU will involve moderate outlay & so can be consideredGOI has also refused another Pension option to few RBI Pensioners too.

6)They do little to Pensioners fraternity but always when victory comes , earlier toofor various pensioner issues, they secure maximum collections from pensioners to enrich their coffers

7)Let them declare openly their wholesale & total support to Pensioners & that they will join Pensioners fully & truly in all endeavors to promote Pensioners progress & welfare as a mark of respect for Elders &Sr Citizens who with fullest devotion & dedication created this Marvel of an Institution, no better 3 letter word than LIC, anEconomic Tajmahal & this Sterling Financial & Service Institution Pensioners are made to suffer due to pulls & pressures in different

19) Friends Please find attached the letter to Governor,RBI & Circular to all received from Com Samir Ghose,Convener of the United Forum of Reserve Bank Officers & Employees.After 6th Dharna the ball has been set rolling and further moves have been set by the Forum. WE have to support this all out and see that the Bank & GOI realise power of trade union movement. RBI communityhas proved its mettle in the past. This is the Final battle in resolving fundamental issues of pension as also of NPS optees. Further, some units have not yet send their formal reports of Dharna Programme. They are requested to do so as we are under the banner of AIRBREA and we are in the process of formalisation of our association. I also remind you to please send your report of meeting members of SLC in your respective area. The matter is not yet over and you have to again prevail on them to uphold their historical report.The undersigned would further move once you send your report of action. erstwhile employees ( all the categories of pensioners -- Senior Citizens, Octogenarians, Septuagenarians, Family & Ex-gratia ), it prefers dragging them to streets for fighting for their legitimate demands. Since the repeated moves of representatives of pensioners could not convince LIC Management and the Union Finance Ministry, they were forced to seek legal remedy.

We are already aware that the present system of judiciary is such that we have to wait for years to secure the lasting solution. Now we have come to the last leg of our legal fight. As one or two of pensioner-organizations are yet to file their rejoinder to the reply of LIC, there is a delay in fixing the hearing date in SC. Summer vacation for SC is to commence from 20th May, 2018 and there are about 49 days in between. Hectic efforts are being taken by AIRIEF to seek the fixed date of hearing through designated Bench of SC under legally allowed " MENTION " procedure. Any miracle may happen at any time. Let us not lose hopes. Having full and strong faith upon the all-out-efforts of AIRIEF is the need of the hour. Non payment of pension to our Bank's RetiredEmployees - Nadiad Branch (Gujarat State)

    We are thankful to our Bank's Central Office management for remitting pension of our Bank's retired staff for the month of March,'18 to all the Branches on 27th March,'18. The Branches immediately responded the entries and credited the pension to the respective Savings Accounts of our Bank's retired employees.

    However, it is a matter of utmost regret that the Branch Head, Nadiad has withheld pension of all the the retired employees of our Bank drawing pension from that branch under the pretext of staff shortage. Further excuse is also shown that Income Tax is to be deducted from the Pension. The real fact is that the aggregate amounts of pension in cases of  98% of the Pensioners do not attract any income tax.  Once the pension amounts are received by the branches from the Central Office, crediting pension to the respective Savings Accounts of the pensioners is only a few minutes job for the branches. Moreover, salary of all the working employees (including  salary of the Branch Head himself) for the month of March,'18 is already received. Therefore, there is no justification for the Branch Head to withhold the pension. 

    Kindly, therefore, advise the Branch Head, Nadiad to credit the pension of our Bank's retired employees for the current month forthwith. Please also take appropriate action against the Branch Head for unjustified delay for crediting the pension.
