ELECTION POLICY

ELECTION QUALIFICATIONS, POLICIES AND PROCEDURES

1. QualificationsIn order to qualify for President and Vice President, a candidate must:A. President and Vice President

1. Must run as a “slate” ballot. President and Vice-President candidates will be elected as a unit (together).

2. Must have completed at least twelve (12) units at MJC prior to the presidential elections.

3. Must have a minimum grade point average of 2.5 for the prior semester’s work before the presidential election (must have minimum 2.5 GPA for the Fall semester prior to Spring election), and a minimum 2.5 cumulative grade point average on all MSJC course work attempted.

4. Must have submitted a Petition to Run for office with 50 valid signatures of registered MSJC students. The collection of more than 100 valid signatures is grounds for disqualification.

5. Must have complied with all election procedures.6. Must be an Active Member of MSJCSGA – must purchase an SGA sticker.7. Must be enrolled in and maintain at least nine (9) units at MSJC with a minimum

grade point average of 2.5 during the term of office.8. Must attend the MANDATORY Candidate Orientation Meeting as scheduled in the

Election Timeline.9. Must attend the transitional meeting with the prior Board before taking office for

debriefing and skills development.

B. General Qualification Rules for All Student Government Policies1. A student shall not hold any executive office for more than a total of four (4)

semesters in Student Government.2. A student may only serve in one branch of Student Government concurrently.3. If at any time before elections, appointments, or during term in office, the officer no

longer meets the required qualifications, he/she will be disqualified from office.

C. Enrollment and GPA1. In Presidential elections of the past, more students were disqualified by the

enrollment and the GPA requirements than any other requirement. Candidates should make sure to meet the GPA requirements and that there are no errors in the records before submitting the applications.

2. It is the candidates’ responsibility to correct any discrepancies.3. A candidate must have completed twelve (12) units in order to qualify for President

and Vice President. If a candidate is disqualified because of a GPA or enrollment error, an appeal may be made with written proof that the error has been corrected before the deadline.

4. NO APPEALS WILL BE HEARD AFTER THE DEADLINE.

2016SGA CAMPAIGN REGULATIONS

1. Total expense for campaign materials per individual candidate must not exceed $200.00 (to include all donated advertising items). Please see attached “Report of Election Advertising Expenses”.

2. Each candidate is responsible for furnishing his/her own campaign materials – to avoid conflicts of interest, no candidate may use the SGA Office’s printers for campaign materials. Other supplies (tape, scissors, pins, markers, pens, etc.) may be loaned out on an as-needed basis and must be promptly returned.

a. No goods or services exchanged on a quid pro quo basis (absolutely no gifts for votes).b. All election materials must be free of obscenities or other offensive language.

3. Posters must be approved by the SGA Advisor or SGA Support Specialist and are limited to:a. Twenty (20) 8½” x 11” small posters per campus.b. Two (2) large posters (larger than 8½” x 11”)/banners per campus with the approval of

the appropriate entity. Do not post without approval from SGA Advisor/Support Specialist and/or Facilities Dept.

c. All posters can be placed only in approved and designated areas.d. Flyers can be passed out to students but must not be left unattended on campus. Flyers

are to be no larger than 8½” x 11” and the number to be passed out are unlimited.4. All online and social media posts must adhere to the same policies detailed above in 1.

a. All Facebook pages must be approved and co-administrated by the SGA Advisor and/or SLDP Support Specialist.

b. All social media activity will be closely monitored, and candidates will be disqualified if they abuse this posting forum.

c. If the SGA Advisor requests a post to be edited or deleted, it must be done in a timely manner (no more than 24 hrs. from the issue of the request). If the item is still posted after that 24-hour period, the Advisor will have the candidate removed from the election.

5. All campaign materials must be removed the day after the election. Posted flyers/posters and all online or social media posts must be removed or deleted by 12:00 p.m. Friday, April 29, 2016.

POLLING REGULATIONS

1. Elections will be held online. Instructions will be provided for voters and candidates prior to the election. Some of the following information will change, and this information will be provided to voters and candidates prior to the election as well. In the unlikely event that online elections cannot be held, we are including the information regarding manual polling as it has been presented in the past.

2. Polling will be open online from 12:01 a.m 4/25 – 4:00 pm 4/28/ All voting students must be currently enrolled at MSJC.

Campaign and Voting Rules for SGA Elections

1. Candidates and their supporters shall use the highest standards of ethics when campaigning and discussing other candidates.

2. All campaign materials must be approved by an authorized member of the Election Committee, SGA Advisor, or designee. Materials must be stamped with approval for distribution before being posted or handed out. No campaign materials will be approved without the completed expense sheet returned by the deadline. EACH CANDIDATE RUNNING FOR OFFICE MUST TURN IN AN ELECTION EXPENSE REPORT BY THE DEADLINE.

3. Each poster must be on a stake driven into the ground. Two-sided posters are acceptable.

4. If candidates exceed advertising limits, after warning, all campaign materials will be removed.

5. There shall be SGA election polling stations on campus with internet connected computers in locations selected by the Election Chair, which are solely dedicated to voting during the hours indicated and posted. Candidates or their supporters may not campaign within 50 feet of the Electronic Election Booths on the SJC or MVC campuses.

6. No support may be solicited for candidates or special issues from the faculty, staff, administration, or non-student employees of the college. This does not prohibit asking permission to speak in front of a class. (initial)

7. No campaigning within 50 feet of any polling station. Personal computers may be used by students to vote. No candidate or issue-driven campaign material shall be posted in any campus computer lab; nor shall any campaigning activity block student access to computers normally accessible to students in any way. 8. Candidates may speak to campus clubs and/or organizations immediately after mandatory candidate orientation or appointment by the Election Chair and submission of the campaign expense sheet. No campaigning is allowed in classrooms except with permission of the instructor. Campaign materials may not be posted in any classroom. (No campaigning is allowed in the cafeteria.) (initial)

9. No campaign materials may be exhibited before the expense sheets have been turned in and approved by designated Student Life staff members. (initial)

10. Any item not covered on the report of election advertising expenses must be explained in detail to the Election Committee chair. Price will be established according to fair market value. Receipts for all items are mandatory and must be attached to the report of election advertising expenses.

11. Donations count the same as if you had purchased the items yourself at retail cost and must be listed.

12. Infractions of advertising and campaign rules may result in the following:- Immediate removal of all campaign and advertising materials- Disqualification of the candidate by the Election Chair

and SGA Advisor or designee

13. Do not harass or "push" students to vote.

14. Any problems or protests must be filed with the Election Committee chair immediately, not after the polls close.

15. It is the candidate's responsibility to take down posters.

16. For write-in candidates, provide the name of the write-in candidate on the line provided on the ballot needs a minimum of 50 votes to qualify as an elected winner. A write-in candidate needs a minimum of 50 votes to qualify as an election winner.

17. The candidates agree, if elected, to be available for mandatory SGA Retreats and other training activities. (Dates TBA)

18. Candidates will only post campaigning materials in the designated Student Life areas located on the SJC and MVC campuses.

19. No dual or ticket campaigning (except for the President and Vice President slate, *see page 3)

WRITE-IN CANDIDATES

Write-in Candidates must meet all qualifications for the position at the time the vote is cast. No appeals will be available for write-in candidates. Votes for fictional candidates will not be counted.

ORDER OF EVENTS

1. Notification that applications for ballot positions are available. Acceptance deadline shall be at least 5 school days prior to the election. The “Declaration of Candidacy” must be submitted to the appropriate office. Once these forms are submitted, and when the candidate’s eligibility criteria are verified, he/she will then receive a position on the ballot.

2. Candidates will be notified if found to be ineligible to run for the position.3. The student will be given two days to submit an appeal.4. The newly elected officers will be notified by the SGA Advisor or Designee.5. All election results will be posted in public areas on campus.
