Objectives of the VFL

To provide an overview of HFA progress at the local level within participating countries

To strengthen public accountability for DRR policy execution by establishing a local level monitoring system and relevant baselines

To enhance civil society monitoring, research, analytical and advocacy capabilities

To increase dialogue and understanding between different groups responsible for reducing risk

To create a credible baseline information for future monitoring

Why focus on “Local Governance” ?

Where national polices are converted into practice – local state/non-state actors are the key implementers for DRR execution

Quantitative and qualitative survey supported by observations and collection of good practices

– Focus groups and face-to-face interviews with key informants

Status of the survey 2011

Data collection in 67 countries (20,290 respondents); VFL 2009 - 33 countries and 7000 respondents

minimum of 200 respondents in most countries;Over 2,000 respondents in Cambodia. • Some countries are still collecting data. Analysis in-country and included as

country reports

2. Post GAR 11 strategy of advocacy for compilation of regional and national case studies to complement global analyses of GAR 11 themes to induce regional and national stakeholders to align regional and national priorities with GAR 11 themes

GAR 11 Launching in countries

Integrate GAR 11 awareness into national events as suggested below.• Before launch, small group discussions with stakeholders, GAR 11 copies

presented to the key government ministers and agencies, presentations in national radio and TV newscasts, Series of Radio and TV programmes, full center page colour newspaper supplements in local languages with content, articles on drought risk, urban risk and CCA

• National Conference - The themes suggested are – Strengthening DRR and CCA Policy and Institutional Capacity– Integration of DRR and CCA into Development Planning – The Mechanism– Downscaling climate change– Urban Risk Reduction– Drought Mitigation– Cyclone Mitigation (for Sri Lanka)
