Introduction

About Chickballapur District:

It is situated at about 54 Kms from Bangalore city. Gouribidanur, Gudibande, Bagepalli and Chintamani Taluks shares borders with Ananthpur and Chittoor Districts of Andhra Pradesh. Basically Agriculture is the main source of income for the people of the District. Ground nut, Ragi, Sunflower, Grapes, Vegetables and Maize are the main crops, Sericulture and Dairy farm are the important subsidiary occupations. There are no major rivers and Industries in the District NH-7 and NH-234 pass through the District. Total geographical area of the District is 4254 Kms and the population of the District as per the 2011 census is 1254375.

Concept: Systematic Voters’ Education and Electoral Participation (SVEEP) is a multi-intervention

programme that reaches out through different modes and media to educate citizens, electors and voters

about the electoral process in order to increase their awareness and participation. SVEEP is designed

according to the socio-economic, cultural and demographic profile of the state as well as history of

electoral participation in previous rounds of elections and learning thereof.

Programme Objectives: All SVEEP activities and efforts are aimed at:

(a) Increasing electoral participation through voter registration and turnout

(b) Increasing qualitative participation in terms of ethical and informed voting

(c) Continuous electoral and democracy education

It has been learnt that low voter turnout mainly in the urban polling stations compared to rural

polling stations. Reason is urban apathy towards participation in election process.

Strategy to overcome urban apathy:

Special focus has been given to these polling stations to ensure increase in voting percentage

Booth Awareness Groups have been formed

Street plays, Jathas and other message oriented activities

Bike rallies, Cycle rallies, Candle Light march will be organized

IT tools such as Facebook, Watsapp, Twitter etc used for information dissemination and

motivation

Targeted Interventions: To engage specific target groups identified through a rigorous mechanism that takes into account data from each polling station, customized interventions will be designed, with focus on the following:

For meeting gender gap Fighting urban apathy Overcoming youth “disconnect”; Targeting Service Voters Outreach to Overseas Indian Electors Special outreach for Persons with Disabilities Inclusion of domestic migrants and other marginalized segments

Remarks: Taluk level teams consisting of all wardens of Social welfare, BCM, and Schedule Tribe welfare departments were formed under the leadership of Taluk Social Welfare Officer. These teams visited the colonies and conducted meetings in the SC/ST colonies in the district to impart faith in the democracy and election process. They were motivated to vote without fail.

The SVEEP Committee headed by the CEO, Zilla Panchyath shall supervise the implementation

of the SVEEP Plan in the entire district. The Committee shall have representation from various

Departments, Agencies and organisations.

Youth Enrollment: Campus ambassador will be appointed in Colleges and universities to ensure

youth enrollment. Special Campaign will be organized for enrollment.

Gender Gap: ASHA and AWW network will be utilized to reach the target group, women

activies like Rangoli, group songs will be conduct to spread information. Utilisatation of SHG

and Woman cooperatives.

Persons With Disabilities: Person with disabilities voters information will be collected. Disable friendly

polling stations will be created. AIR, DD, Cable Network channels will be used to spread the information.

Rural Areas: Intensive campaign through mobile vans, autos and other Medias. Mass awareness through

Grama Sabha and other meetings.
