Expression of Interest for Empanelment of Certification for Promotion of Organic Farming in the State of Mizoram

Sealed proposals are invited from reputed Government/Semi-Government Institutions, Farmer Producer Organizations (FPOs), Partnership/Professional Firms, Private Companies, Cooperative Societies, NGOs for empanelment for certification of Organic Farming under Mission Organic Value Chain Development for North East Region(MOVCD-NER) in the State of Mizoram. The proposals should come in sealed envelope super-scribed as “Application for Registration of Certification of Organic Farming” from the Organizations as per the enclosed application format by registered/speed post. No e-mail will be entertained for submission of proposals in this regard. Last date for receipt of application is 15th November, 2016 up to 12:00 noon. The application form is available at the website of www.agriculturemizoram.nic.in

Eligibility criteria for interested Agencies/Organisations:

1. Agencies/Organisations having at least 5 years accreditation under APEDA for certification of organic produces. They shall have to furnish the requisite documents in this regard.

2. Applicant organizations should have valid three years’ Annual reports and audited balance sheets i.e. from 2013-14 to 2015-16.

3. The Agencies/Organisation should have sufficient experience in the field of Organic certification processes through ‘Small Holder Group Certification and Internal Control System’ as laid down under, NPOP, Govt. of India.

4. Agencies/Organisations should have certified a minimum of 2500 ha. area in North Eastern states of India in current date.

5. Agencies/Organisations should have technically sound staff in the fields of organic agriculture/horticulture in order to carry out initial training of concerned government machinery and project heads.

6. The Agencies/Organisations must have the experience and expertise on the requirement of Tracenet launched by APEDA as a tool for traceability through online data entry.

7. Agencies/Organisations should have recognition for offering organic certification for both raw as well as processed food and feed products in order to facilitate their exports to major markets in European Union, Switzerland, North America, Japan and Korea.

8. Agencies/Organisations should be in a position to offer fair trade certification for the major certified organic commodities in order to benefit small and marginal farmers in the project.

9. Agencies/Organisations should have a minimum of 5 years of experience in India the field of Organic certification processes and should have issued certificate for at least 10,000 ha. or 50,000 farmers.

10. Agencies/Organisations should have their local representative based in north eastern region of the country.

11. Agencies/Organisations should facilitate buyback arrangement of organic

produces and product.
