Traffic circulation and parking scheme

The participants shall arrive at Central Civil Services Sports & Cultural Board (Central Secretariat) Ground. No vehicles will be allowed in the ground or on Vinay marg except special labeled vehicles. They shall be guided by the volunteers to assemble in their earmarked holding areas at the at Central Civil Services Sports & Cultural Board (Central Secretariat) Ground.

VVIP sticker and Elite Athlete Buses/cars with the label “Elite Athletis Bus” will enter Vinay Marg from Ashoka Hotel side and enter the ground Via Gate No. 2 and alight there.

General public/participants will park their vehicles on Race Course Ground-Opp. P.M. House, on Kamal Ataturak Marg after parking their vehicles, they will reach the starting/holding point on foot via K.A. Marg and Vinay Marg

Park and Ride

There shall be a Park & Ride Shuttle Bus Service available from Bhikaji Cama Place which is a Paid Parking provided by the organizers. Park & Ride Lable shall be displayed on the Shuttle vehicles. These vehicles will drop off/pick-up on Niti Marg. This service will be available from 5.30 A.M. onwards

Directional Corridors

Due to diversions on the route of Marathon, the available corridors are as follows:-

For East-West and West-East Movement

Ring Road in each direction and New Delhi covered via Mandi House-Barakhamba Road-Connaught Place-Mandir Marg.

For North-South and South-North movement

Shanti Path-Mother Teresa Cresent –RML-Lajpat Rai Marg-Ring Road-Mathura Road-BSZ Marg are available.

Corridor for Satya Marg residents:-

There are two passages for residents of Satya Marg. Through out the race they can take Madhu Limye Marg and a service road in the proximity of Security Line to come out on Vinay Marg and taking wrong carriageway take Panchsheel Marg. Second route available will be, available after 8 A.M. through railway underpass to reach Brig. Hoshiar Singh Marg and Aurbindo Marg.

Emergency Vehicles

All emergency vehicles including motor vehicles of Delhi Police, Ambulances, Fire Brigade and other Emergency Service Vehicles are allowed to cross the route of marathon during emergent situations, when proceeding on emergency duties to save precious lives of people.

General public and motorists are also advised to use public transport to avoid congestion on roads. General public and motorists are advised to plan their journeys keeping the Marathon in mind and advance their journeys so that delay can be taken into account. Motorists are advised to follow the directions of the traffic policemen posted on roads to avoid inconvenience. Traffic police will be available to divert and regulate the traffic. The diversion is likely to continue from 5.00 A.M. till completion of the Event.

Two active car borne robbers arrested. One Accent car bearing fake number plate DL 4CB 2634 recovered. Three robbed ATM cards recovered.

A team of officers of Crime Branch led by Inspr. Rajpal Singh Dabas and

consisting of SI Virender Singh, ASI Suresh Chander, HCs Dinesh, Harvinder

Singh, Rajinder Singh, Rajbir Sigh, Mahabir Singh, Virender and Cts. Jai Baba,

Sanjay and Ramesh Kumar under the supervision of ACP/Udaibir Singh Rathi

have busted a gang of car borne robbers. Two persons have been arrested and

one Accent car bearing fake number plate has been recovered. ATM cards that

have been robbed from the victim have also been recovered.

Information was received by HC Mahabir Singh that a gang is active in

Delhi who on the pretext of giving lift to passengers waiting at bus stops in the

night rob them of their belongings and then leave them at isolated places. This

information was further developed and on 18.11.2010, specific information was

received that the gang members would come to ISBT, Kashmere Gate, Metro

Station, Delhi in an Accent car. A trap was laid and the Accent car was

intercepted. Two persons were apprehended. They were identified as Deepak @

Deepu (age 22 years) s/o Inder Prakash r/o H. No. 4/156, Subhash Nagar, PS

Rajouri Garden, Delhi and Vikas Arora @ Vicky (age 31 years) s/o Subhash

Arora r/o C-97, Ganesh Nagar, PS Tilak Nagar, Delhi. The Accent car was found

having a fake number plate and was seized. Both the accused persons have

been arrested.

Both the accused persons were subjected to intense interrogation.

Deepak @ Deepu is the gang leader. He is a school drop out and in order to

meet his needs he formed a gang for committing robberies. Accused Vikas

Arora @ Vicky belongs to a middle class family. In order to fulfill the luxurious life

style he too joined the gang. On their disclosure one case of snatching of PS

Kashmere Gate has been worked out. In this case on 26.10.2010 the

complainant while waiting for a TSR at Kashmere Gate was accosted by the

gang who were in a car and offered him a lift. The complainant sat in the car and

after short distance they snatched his two mobile phones, purse and 3 ATM

cards and dropped him in an isolated area in Pitam Pura. They obtained the pin

of the ATM cards from the victim and withdrew Rs. 12,000/-. Apart from this

they have disclosed their involvement in ten other incidents which are being

verified. Both the accused persons have been arrested and the concerned police

station has been informed.

Three ATM cards which had been robbed from the complainant of PS

Kashmere Gate have been recovered and the Accent car has been seized.

Crude oil worth several crores of rupees siphoned. Two criminals involved in theft of crude oil from pipe

line arrested. Two country made pistols and two live rounds

recovered. One oil tanker used in theft of oil seized.

A team of officers of Crime Branch led by ACP Rajender Singh and consisting of Inspr. Richpal Singh, SI Sanjay Neolia, HC Chandram, Ct. Ashok, Ct. Mohit and Ct. Manoj under the supervision of Addl. DCP Sanjay Tyagi have busted a massive racket of theft of crude oil. Two persons have been arrested. Two country made pistols alongwith live cartridges, plastic pipe used for siphoning off oil and an oil tanker used in the thefts have been recovered.

Information was received by Ct. Ashok of Crime Branch that a gang is active in Delhi and Haryana which siphon off oil from the pipe line meant for Panipat Oil Refinery and then sell it to unscrupulous elements. This information was further developed and on 17/11/2010, specific information was received that the gang members would be coming in an Oil Tanker No. PB-23A-4255 at Sibbal Cinema Hall, Mathura Road, Badarpur. On this information a trap was laid and around 6 PM, the oil tanker was sighted and two persons were apprehended. They were identified as Shamsher Singh (age 42 years) and Mod. Shamid (age 30 years) both residents of Mundka. Two country made pistols alongwith live cartridges have been recovered. Cases under the appropriate section of the law has been registered.

Both the accused persons were subjected to intensive interrogation. Shamsher Singh disclosed that he alongwith his associate Mohd. Shamid have in the last 4/5 years siphoning off crude oil from the pipe line carrying crude oil from Bombay High to Panipat Refinery. They took on hire abandoned factories/godowns in remote areas nearby the pipe line. Then they dug a tunnel from the factory/godown to the pipe line. With the help of Horizontal Drilling Device they made a hole in pipe line and put a valve. Then one end of the plastic pipe they attached to the valve and the other end they attached it to the oil tanker. After the crude oil was collected in the Oil Tanker they sold it. Till

date according to them they have siphoned off crude oil worth several crores of rupees. In order to camouflage his illegal activity, Shamsher projected himself as a property dealer and ran a shop by the name of J.K. Builders at Mundka. From his ill gotten money he has purchased land and property in Mundka. Mohd. Shamid originally from Bihar is a close associate of Shamsher.

Four cases of theft of crude oil from the pipe line passing through Jhajjar, Rewari and Panipat in Haryana have been worked out. The oil tanker used for siphoning off crude oil has been seized.

Further investigation is in progress.

ONE AUTO LIFTER APPREHENDED ALONG WITH STOLEN VEHICLE

INTRODUCTION:

On 18.11.10 one official Gypsy bearing registration No. DL-1VA-0759 used by Sh. L.D. Madan, Private Secretary to Chief Minister, Delhi was stolen at about 9:30 P.M. from Cloud Farm House, G.T. Karnal Road, Delhi.

A wireless message was flashed by Command Room all over Delhi with the details of the vehicle carrying the sticker of Delhi Vidhan Sabha and a revolving red light. Entire PCR/Distt. staff was alerted and intensive checking/barricading was started by the MPVs. During this search by the PCR vans, the said vehicle was spotted and apprehended near Nasha Mukti Kendra, Auchandi Boarder along with the auto lifter namely Harsh s/o Narender r/o H. No. 349, Alipur, Delhi at around 1:30 A.M. by SI Shiv Shankarand his team , Checking Officer of Outer Zone/PCR. Local Police of P.S. Bawana was informed in this regard. The said accused along with the recovered vehicle was handed over to local police.

Whereas reports have been received that Pan Cigarette and aerated water shops are kept open till late in the night and the same attract gathering of persons who cause annoyance to the neighbourhood and indulge in quarrels having the potential of escalating into riotous situations and also disturb the public tranquillity and endanger human life.

2. And whereas to prevent annoyance to public, human life and disturbance to public tranquillity, it is necessary to take speedy measures to prevent the forming of such gatherings of persons in the late hours of the night.

3. Now, therefore, in exercise of the powers conferred upon me under Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, H.G.S. Dhaliwal, Deputy Commissioner of Police, South District, New Delhi do hereby made this written order prohibiting Pan, Cigarette and aerated water shops being kept open after 1.00 AM in the jurisdiction of South District, New Delhi.

4. The order shall come into force with effect from 14.11.2010 and shall remain in force for a period of 60 days i.e. upto 12.01.2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the Notice Boards of the office of all District DCsP, Addl.DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the NDMC and MCD.

It has been reported that a large number of people gather and unauthorised vehicles are parked at Funnel Point/landing taking off area at NH-8, which may cause security risk for landing aircraft. While the people assemble at this point to have a glance of the landing aircraft, there are

possibilities of miscreants mingling up with the general public in order to attack the landing aircraft which is at closer range from this point.

And whereas it is necessary to take speedy measures to this behalf to prevent danger to human life of safety and disturbance of public tranquillity and property.

Now, therefore, I, H.G.S. Dhaliwal, Deputy Commissioner of Police, South District, New Delhi in exercise of the powers vested to me under Section 30 (3) of Delhi Police Act, 1978 do, hereby, prohibit gathering/assembling of people/vendor/vehicles at a stretch of 250 meters back and forth on both the sides of NH-8 falling across the funnel area of IGI Airport.

As the notice cannot be served individually on all concerned the order is, hereby, passed ex-parte. It shall be published for information of public through press and by affixing copies on the Notice Boards of the offices of all DCsP/Addl.DCsP/ACsP, Tehsil Offices, all Police Stations concerned and offices of the MCD.

GANG OF SNATCHERS BUSTED : ONE ARRESTED:FOUR GOLDEN BANGLES AND ONE GOLDEN CHAIN WITH

PENDANT RECOVERED

With the arrest of one notorious accused, the South District Policehas busted a gang of snatchers who were committing the snatchingincidents while winning the confidence of vulnerable victims whileshowing forged Identity Card of Delhi Police and Snatching theirwearing jewellery on the pretext of stating that number of incident ofsnatching/looting are being committing in this area so take yourwearing and keep in bags as soon as the victim keeps the jewellery one of the member snatched the same and flew away from the spot.  With the arrest, six cases of snatching have been solved and recovered four golden bangles and one golden chain with pendant etc.

ACCUSED ARRESTED:

1. Yunus Shah Pur Jafari age 36 years S/O Shah Pur Jafari  r/o JhuggiAmbewali  Rly. Stn. Kalyan Atali Road, Mumbai.

INCIDENT:

TEAM AND ARREST:

In order to prevent these incidents and to arrest criminals involvedin these cases, various police teams were formed in South District. Aspecial police team comprising of SI Dharmveer Singh, HC Ramhet andConstables Salim Khan and Munshi Lal under the supervision of Inspr.A.S. Rawat, SHO/S.J.Enclave to develop the information and toapprehend the criminals involved in these type of cases in which theaccused are committing the snatching incidents while winning theconfidence of vulnerable victims while showing forged Identity Card ofDelhi Police and Snatching their wearing jewellery on the pretext ofstating that number of incident of snatching/looting are beingcommitting in this area so take your wearing and keep in bags as soonas the victim keeps the jewellery one of the member snatched the same and flew away from the spot.  With the arrest, six cases of snatching have been solved and recovered four golden bangles and one golden chain with pendant etc.

During the course of collection of intelligence, a trap was put up at

the Safdarjung Development Area in PS S.J. Enclave. On 27.10.2010accused Yunus Shah Pur Jafari S/O Shah Pur Jafari  r/o Jhuggi Ambewali Rly. Stn. Kalyan Atali Road, Mumbai was apprehended at the spot while committing the crime. A case vide FIR No. 246/10 u/s379/419/420/468/471/411/34 IPC was registered at PS S.J. Enclave and recovered the snatched items.

INTERROGTION & PROFILE:

During sustained interrogation, it was revealed that Younus  ismastermind of this gang who lay down the plan and to execute the same he take out his artificial gold chain and keep them in his pocket and one the accused takes out the jewellery and runs away from the spot. This type of crime they are committing all over India, mainly Delhi and Rajasthan.

Amit Kumar was born in 1987. He has studied up to class 5th and leftthe studies and started working in a private company. He haspreviously been arrested by RK Puram police in the year 2009 for hisinvolvement in a robbery case and remained in jail for a period of 4months.

INCIDENT/BRIEF FACTS:After a sudden spurt in the incidents of motor cycle jacking,

robberies, M.V.Theft and snatching in the area of Outer District, especially in K.N.Katju, a dedicated team of P.S. K. N. Katju Marg comprising of SI Satya Prakash D-640, HC Shiv Ram 1162/OD, Ct. Jaswant 1157/OD, Ct Jayender 1226/OD under the supervision of Inspr. Sanjeev Kumar, SHO/KNK Marg was constituted for identification and apprehension of the criminals. Sources were deployed and sincere efforts were made to develop information about them, which finally bore fruit.

On 16.11.2010, the said team was conducting checking of vehicles by setting up a picket for the prevention of MV Theft and snatching at the road dividing Sec-15/16, Rohini, Delhi. Specific information was received from the secret informer that one young boy would come with a stolen Swift car bearing no. DL 8CK 7227. At about 4:30 PM, the staff noticed a red colour Swift car bearing registration No. DL 8CK 7227 coming towards picket from Japani Park side. The police party signaled the car borne youth to stop but instead of stopping, he accelerated and tried to flee away from the spot. The members of team made valiant efforts and overpowered him. During enquiry, identity of the car driver was revealed as Rahul Karan S/o Ravinder Nath R/o A-1/108, Sec-16, Rohini. He was asked to produce the documents pertaining to the ownership of the car but neither he produced the documents nor gave any satisfactory reply. On verification, the car used by him was found to be stolen from the area of K.N. Katju Marg vide FIR No. 250/10 u/s 379-IPC, PS KN Katju Marg and consequently the original Regn No. of the car was found to be DL 9CK 3970. Accordingly accused Rahul Karan was arrested in the above case.

INTERROGATION: During the course of sustained interrogation

accused disclosed that he had stolen this car from Sec-17, Rohini and was looking for a purchaser. He was using the car after changing the number plate to avoid detection.MODUS OPERANDI:

Modus operandi of the accused is to steal a vehicle and dispose it off to car dealers and spend the money for personal luxury.PROFILE:

The accused alongwith his gang members has committed such incidents in 15 different states of the country by wearing police uniforms of the area where such crims were committed. At his instance, six cases of snatching have been solved and below-mentioned snatched jewellery and other valuables have been recovered.

The accused Rahul Karan (21 Yrs) S/o Ravinder Nath R/o A-1/108, Sec-16, Rohini, is studied upto 12th class. He is residing with his mother and sister. He resorted to crime after the death of his father. He was earlier arrested in case FIR No. 70/10 u/s 379/411-IPC, Ashok Vihar. RECOVERY MADE:

NOTORIOUS GANG OF PANINDIA CHEATERS/SNATCHERS BUSTED : LEADER OF THE GANG ARRESTED : SNATCHED PROPERTY WORTH RS.3 LACS (APPROX.) INCLUDING GOLD JEWELLERY, TWO MOBILE PHONESS, TWO MOTORCYCLES ETC. RECOVERED

South District Police has busted a notorious gang of snatchers who used to commit snatching incidents in the disguise of Police Personnel and arrested leader of the gang. They used to win the confidence of vulnerable victims by showing forged Identity Cards of Police and snatch away the jewellery items worn by them on the pretext that number of incidents of snatching/looting are being committed in the area and it would be safe for victim to hand over the jewellery items to them. With his arrest, six cases of snatchings have been solved and snatched properties worth Rs. 3 lacs (approx.) including four gold bangles, one gold chain with pendant, two mobile phones, two motorcycles, one electronic machine used to test the purity of the gold, etc. have been recovered.

INCIDENT, TEAM & ARREST:

In the recent past, several incidents of snatching were reported in various parts of Delhi and NCR in which accused persons have snatched the

jewellery and other valuables by posing themselves as Police Personnel. They used to show fake Identity Cards of Police to the targeted lady victim and ask her to hand over jewellery and other valuables to them on the pretext that incidents of looting are being committed in the area and it would be safe for victim to hand over jewellery items to them. In case of any resistence, they used to snatch the jewellery and other valuables at the point of weapon.

In order to prevent these incidents and to arrest criminals involved in these cases, various police teams were formed in South District. A special police team comprising of SI Dharmveer Singh, HC Ramhet, Constables Salim Khan and Munshi Lal under the supervision of Inspr. A.S. Rawat,

SHO/S.J.Enclave and Sh. Mahender Singh, ACP/S.J. Enclave was constituted to identify and apprehend the criminals involved in these cases.

The team so formed worked relentlessly and collected details of several criminals having similar modus-operandi. The team activated its secret informers to develop information about such criminals. The efforts of the police team bore results when on 27.10.2010, a trap was laid at the Safdarjung Development Area and accused Yunus Shah Pur Jafari was apprehended while he alongwith his other accomplices was committing the crime whereas his two other accomplices Ayub and Jaffar managed to escape. A case vide FIR No. 246/10 u/s 379/419/420/468/471/411/34 IPC was registered at PS S.J. Enclave and he was arrested.

INTERROGTION & PROFILE:

During sustained interrogation, it was revealed that Younus is mastermind of this gang and members of this gang have committed several crimes in various parts of the country. The accused alongwith his gang members has committed such incidents in 15 different states of the country by wearing police uniforms of the area where such crims were committed. At his instance, six cases of snatching have been solved and below-mentioned snatched jewellery and other valuables have been recovered.

DOUBLE MURDER CASE SOLVED, TWO PERSONS ARRESTED

With the arrest of 1. Sirajuddin s/o Babuddin r/o F-561, Janta Colony, Welcome, Delhi aged 31 Years and 2. Amir s/o Abdul Aziz r/o J-246, Janta Colony, Welcome, Delhi aged 42 Years, North East District Police has worked out a sensational double murder case on the same day of incident.

INCIDENT:-

On 18/11/10, a PCR Call regarding stabbing a person at Janta Colony, Welcome was received. On the receipt of the same, Police rushed the spot and found that the injured had been taken to hospital. On the way reaching to hospital, another call regarding stabbing of other person was received. In the said incident, two persons namely Miraj & Rambali sustained grievous stab injuries which proved fatal to them and another three persons sustained sharp injuries inperson. A case vide FIR No. 191/10 dated 19.11.10 u/s 302/307/324 IPC was got registered at PS Welcome and investigation was taken up.

TEAM:-

To work out this sensational case, several dedicated teams were constituted under the leadership of Inspr. Raman Kumar Jha, SHO/Welcome comprising SI Manoj, SI Kamlesh, ASI Rajender, Ct. Jagroop, Ct. Surender, Ct. Namdev, Ct. Umesh and Ct. Narender along with the public persons namely Mohd. Chand s/o Mohd. Sharif & Ashu s/o Ashok Kumar in close supervision of Sh. Dharamveer Joshi, ACP/Shahdara.

INVESTIGATION:- During investigation, several dedicated teams were

constituted and sent to different locations to apprehend the culprit such as ISBT, Railway Stations, Loni Border etc. Raids were conducted

at the possible hideouts and some information was developed to locate his whereabouts. With persistent and relentless efforts, the accused Sirajuddin was apprehended at Loni, Ghaziabad, UP. From his examination, he spilled the beans and revealed the entire incident. Based on his confession, the co-accused namely Amir was also apprehended.

INTERROGATION:-

Accused Sirajuddin disclosed that he has a property dispute with his family members and relatives. On the day of incident at about 09.30 PM, some hot arguments took place between him and his mother Munni. Mean while, his Uncle Abdul Aziz and brother Miraj intervened and tried to settle the matter. But he did not listen and in furtherance, he stabbed Miraj with a knife (Churi). He also injured his mother and other persons and ran away from the spot. After that when he reached near Raghunath Mandir, his friend Amir met him. Amir instigated him against Rambali, who had some dispute with Amir. Hence he and Amir reached to the house of Rambali, where he stabbed on the stomach of Rambali and there after both of them ran away from the spot.

PROFILE:-

(1) Sirajuddin s/o Babuddin r/o F-561, Janta Colony, Welcome, Delhi aged 31 Years. He is steam press worker. He is previously involved in 6 cases of arms act and hurt.

(2) Amir s/o Abdul Aziz r/o J-246, Janta Colony, Welcome, Delhi aged 42 Years. He runs a dry-cleaning shop.

Kidnapping-cum-Murder Case of a Minor Girl Worked Out***********

The South West District has worked out a kidnapping-cum-murder case of a minor girl reported in Police Station – Palam Village.

On 16-11-2010, Shri Bhupender Poddar of Mangla Puri, Delhi - working as electrical maintenance worker at Domestic Airport reported the missing of her daughter (6 years) at Police Station – Palam Village.

Every possible effort was being made to trace her, which resulted in impeccable information that one Bharat Kumar @ Manoj, R/o Mangla Puri (21 years) was also disappeared from his house since the day of incident. Also the houses of Shri Poddar and Bharat Kumar are in the same locality and facing to each other in Mangla Puri. Thereafter, on 18-11-2010 a dead body of a girl (5-6 years) was found in the open jungle behind petrol pump, Sector-6, Dwarka, New Delhi. Later on, the dead body was identified as of the missing daughter of Bhupender Poddar.

The minute inspection of the dead body revealed that she had been sexually assaulted. In the mean time, the search of suspect Bharat Kumar @ Manoj Kumar was also intensified and it was found that he had fled to Alwar (Rajasthan) at his grand maternal parents’ house on 16-11-2010. Further, information was received in the intervening nights of 17/18-11-2010 that Bharat Kumar was seen near Palam Flyover, Mangla Puri. On this SHO/Palam Village, Inspr. Satbir Singh along with other members of the raiding party apprehended him.

During investigation, Bharat Kumar disclosed that on 15-11-2010, he picked up the girl from near her house on the pretext of getting her toffee etc. and took her to a secluded place in a TSR behind Petrol Pump, Sector-6, Dwarka, New Delhi. There he first assaulted her sexually, and on fearing that she may disclose his identity, he killed her by holding her hair and hitting her against a stone. Thereafter, he came to his house in late hours and slept quietly. On early morning of 16-11-2010, he fled by a Rajasthan Roadways bus to his maternal uncle’s house in Alwar (Rajasthan) after collecting pants and shirts. On 16/17-11-2010, he stayed in Village Jawli, Laxmangarh (Rajasthan) and on 18-11-2010, he came back to Delhi. Thus, he was apprehended and he further disclosed that his blood-

stained pants and other clothes were at the house of his maternal uncle. So, he was taken back to Alwar (Rajasthan) for investigation purpose. Accused Bharat Kumar used to work as a driver at Kohat Travels in Palam Village area.

Further investigation is being carried out.
