    INTRODUCTION

    Objectives

    ommunity Based Disaster Preparedness Programme, a jointinitiative of Caritas India, Kerala Social Service Forum (KSSF)and Diocesan Social Service Societies is being implemented sinceC

    2006. Th programme has entered into the final stage of resilience building.In this phase the programme focuses on the transferring the knowledge ondisaster preparedness to the general public and to make them competent inmitigating any disasters through capacity building. Linking thecommunity based organizations to the local self governments is alsosignificant. In this context the partner organizations and KSSF observedvigilance week in the operational areas of the project.

    Community consciousness on disaster has been created resulting to theprogramme. The partners organized processions, cycle rallies, publicmeetings, awareness classes, cleaning campaigns, medical camps, treeplantation, vigilance meet, photo exhibitions etc in their respective areas.

    ? To generate a common platform for disseminatinginformation on disaster and disasterpreparedness

    ? To promote the collective responsibility of CBOs, Partnerorganizations and the PRIs in mitigating disaster/emergencysituations

    ? To develop support groups for supplementing task forces andcoordination committees in CBDP programmes

    ? To provide an opportunity to enhance the leadership skills of the CBO leaders in disaster preparedness programme

    ? To augment the participation of the target community in disastermitigation and to make them more vigilant in the operationalarea to face emergencies

    ? To rejuvenate the task forces? To sensitize the community on health issues? To examine the knowledge base of our actions and experiences

    thand the district level disaster vigilance week observation on 27 May at St.Lisieux Church Parish Hall, Animation Centre Compound,Vellayambalam. Sri. Mullakkara Ratnakaran, Hon Minister forAgriculture-Kerala inaugurated the district level launching of third yearactivities.

    The Minister appreciated the efforts taken by the societies in the field of disaster preparedness. He added that the Government also realized theimportance of disaster preparedness and was organizing manyprogrammes in this line. Fr. Wilson Thattaruthundil, Director, MSSSwelcomed the gathering. Rev. Fr. Eugin H Pereira, Vicar General-ArchDiocese of Trivandrum presided over the meeting. Fr. Romance Antony,Director-KSSF addressed the gathering. Fr. Sabbas Ignatius, Director-TSSS, proposed vote of thanks.

    The programme startedwith a seminar on 'Fallow land management'. Mr. J.T. Ramse, Block Panchayath member inaugurated the seminar. Dr. Abraham Varghese

    cientist Mankombu Research Center-Alleppey led the session. Hepointed out the geographical peculiarity of Kuttanad, importance of agriculture in Kuttanad, impacts of the application of chemical manureand pesticides. n the final session participants were given opportunity toraise questions regarding organic farming and different governmentschemes for paddy. The questions and queries were clarified by theresource person.

    The inaugural function began with a prayer song. Fr. Jacob Kattady,Director, CHASS welcomed the dignitaries and the gathering. Mr. K.V.Mathew, President, Edathua Grama Panchayath presided the meeting.Msgr.     CHILDRENS PROGRAM

    hildren are one of the most vulnerable groups during any disasters.The age factor affects their vulnerability and shapes their ability tocope and survive in a disaster context. Even though the children'sC

    participation in development process is recognized, recognition of theirparticipation in disaster risk reduction is an emerging concern. There isless focus on working with children in reducing their vulnerabilities anddisaster risk. Support for children need to be in the context of their family,community and culture, there should be an increased focus in workingwith children. During this vigilance week observance, participation of children in disaster preparedness programme has given much priority .

    KIDS, Kottappuram, 25 May 2009: As part of the disaster vigilance week observation children's parliament was arranged. Mock parliament wasperformed and 78 students attended. Mr. V.D. Satheesan, MLA was theChief Guest. In his speech he appreciated the children for performing amock parliament. And the children having no awareness aboutparliamentary affairs were one of the disasters in the modern era-he added.He congratulated KIDS for their effort for creating awareness about theparliamentary affairs to the children. Fr. Johnson Panketh, Director - KIDSpresided the meeting.

    KIDS: Various competitions were conducted for children inKaipamangalam GP during the vigilance week observance. The focus of the programme was to make aware the children about disasterpreparedness through their involvement in the competitions of elocution,

    story writing, poem writing and pencil drawing. The theme, for elocutionwas the role of CBDP' in the disaster prone areas. Like wise all thecompetitions were centered on the importance of disaster preparedness. 40children actively participated in the whole competition and prizes weredistributed among the winners.

    While humanitarian principles and human rightsconventions ensure that, increasingly, children aregiven special protection in emergency situations;children's right to participation remains largelyunrecognized. Children continue to be perceivedas mere victims of disasters rather than activeagents of change who can make a real difference."

    Changathikkuttom - Children's camp

    Children's Campaign

    CHASS, Changanassery, 18-20 May 2009: Changathikkuttom, a camp forth thkuttikkuttom members was organized by CHASS from 18 to 20 May at

    Amala English Medium School, Mithrakkary. The objective of the campwas to sensitize and organize the children to engage in communitydevelopment activites and to develop a social commitment among them.110 children from the project area attended the programs.

    Mar Joseph Perumthottam, Archbishop of Changanacherry inauguratedthe programme. The meeting was presided by Mr.K.K Krishnankutty,President Muttar GP. Key note address was given by Fr. Jacob Kattady,Director CHASS and felicitations by Coordination CommitteePresidents, Regional Secretary-CHASS and ward members.

    The camp led through awareness programmes, orientation sessions, groupworks, games, skits, mimes and presentations. The participants werehighly motivated through the camp and they actively took part in allsessions. Personality development, Leadership, Motivation, Wastemanagement, Environmental protection, Water preservation andDeforestation was covered in the different sessions.

    Interface programme

    An interface programme of children and eminent personnel was organizedin Changathikkuttom'09. The purpose of the program was to motivate the

    children and to develop an attitude & aptitude towards social commitment.Personnel from Education, Panchayat, Sports and Political sectorsparticipated in the sessions.

    thThe camp ended on 20 May with a valedictory function. Mr. Krishnaprasad, Cine artist inaugurated the valedictory function.

    Fr.Romance Antony, Director-KSSF presided over the meeting. Fr. JacobKattady, Mr.K.K KrishnankuttyPresident Muttar Grama Panchayat, Wardmembers, CDS Chairperson, Coordination Committee Presidents andCHASS officials attended the function. Certificates and gifts weredistributed to the Changathikkuttom members.

    BODHANA, Thiruvalla: Childrens campaign was organized at Peringarand rdand Thalavady on 22 and 23 May respectively. The objective of the

    campaign was to make them aware about various components of disasterpreparedness. In Peringara, 175 children and in Thalavady 200 childrenparticipated. The children's group visited the houses in their wards anddistributed notices and IEC materials. The children's group holding theballoon having disaster vigilance week messages was actively viewed bythe public.

    CSSS, Cochin, 28 May 09: Boatrowing training was arranged withthe intention of strengthening the

    capacities of women to cope up withdisasters and its mitigation process.The programme was inaugurated by

    MSSS, Thiruvananthapuram, 27 May 2009: A seminar on 'Role of childrenin disaster management' was conducted. Mr. M. U. Poulouse, Assistantcoordinator-UNDP led the sessions. 450 children attended.

    QSSS, Kollam: Three camps were conducted for children at Alappad,Arattupuzha and Kollam with the focal theme of disaster preparedness.Stories, poems, debates, quiz competitions were organized. Children weredivided into different groups and

    QSSS, Kollam, 24 May 2009: A programme on 'personality developmentfor adolescents' was conducted at Arattupuzha. Mr. Sidharthan,psychologist led the sessions. Attitude of community in handling theissues of suicidal tendency was discussed in the workshop. The idea of conducting the workshop was come out from the discussions of DMT intheir monthly meetings regarding the high rate of suicidal tendency anddivorce cases in the area. 62 members participated.

    CSSS, Cochin, 31 June 2009: A painting competition was organized forthe children in the sub district schools in Ernakulam. 197 childrenparticipated in the competitions.

    CHASS, Changanassery, 28 May 09: As part of disaster vigilance week observation, CBDP teamorganized a Task force convention. 102 Task forcemembers attended the programme. Mr.Radhakrishnan, Nature club member, Muhammahandled an interactive session on environment andcommunity. He spoke about the relationship with theman and the nature and about the need andimportance of maintaining jovial relationship..Discussions were carried out regardingenvironment and water pollution.

    The public meeting after the session was presidedover by Mr. Poly Thomas, Block PanchayathMember Champakulam and the meeting wasinaugurated by Mr.K.V Mathew, PanchayathPresident Edathua GP. Street play was performedafter the meeting. The participation andinvolvement of Coordination Committee membersand Task Force members were appreciated by thePRI members.

    Street PlayAn effective tool for information dissemination

    KIDS, Kottapuram, 30-31 May 09: Street play on disaster preparednesswas performed by the childrens group in the project area. The theme of theplay was Community action in Disaster Preparedness. A team of 10children were trained in the play as part of the disaster vigilance week andperformed it in highly populated areas mainly in Methala, Eriyad,Pallipuram, Kaipamanagalam and Engandiyur Gramapanchayats. Theplay was well appreciated by the key persons in the community.

    MSSS, Thiruvananthapuram, 26 May 09: A demonstration of street playwas performed at the district collectorate, Thiruvananthapuram for NGOrepresentatives and Govt. officials. Mr. Biju IAS, Sub collector-Thiruvananthapuram inaugurated the programme. The agencies and thegovernment officials appreciated the play.

    30 May 09: An awareness programme on ' Water borne diseases andpreparedness' were organized in Thiruhriyaud church, Thinavila. HealthInspectors Mr. Biju. K led the session. Participants were motivated tospread the knowledge on water born diseases and they clarified theirconcerns and doubts on various diseases. Participant children commentedthat the programme was very informative and interactive. Street play wasperformed after the session.

    ESSS, Ernakulam, 27-28 May 09: A street play on disaster preparedness -Pravachakanthe Puthappu- was performed at 10 locations in the projectarea. The team comprised of school children and college students wasflagged off from High court junction.

    CHASS, Changanssery, 25 May 09: A street play-Jagratha- was performedat St.George Pilgrim's centre, Edathua in the occasion of disaster vigilanceweek inauguration jointly organized by CHASS & Bodhana. It was also

    performed in the 10 wards of Edathua GramaPanchayat and in the 8 wardsof Muttar GramaPanchayat. On request the play was performed at Kollamduring the occasion of State level valedictory function on 29th May andgot wide appreciation from the audience.

    Bodhana, Thiruvalla: A Tele film developed bythe CBDP team was telecasted in differentcorners of the project area. The film comprisedof two parts focussed on various disasters,both natural and man made . The second partmainly focused on water resource management.It covered various programmes under disaster preparedness programme. In Peringara GramaPanchayat, the show was organized incollaboration with PHC. An audio visualprogramme was jointly organized by Bodhanaand PHC for sensitizing people on variousmonsoon diseases.

    Clean ing campaignsKIDS, Kottapuram, 25 May 09: Cleaning campaign was organised at thesites of Water & Sanitation Programme of Eriyad and MethalaGramapanchayats. The task Force members and other communitymembers participated in the programme.

    TSSS, Thiruvananthapuram, 15 June 09: A cleaning campaign wasthorganized at Puthiyathura on 15 June. More than 500 villagers were

    mobilized by the task force team. The people were divided into teams andcleaned the places. Public Health Center, Pulluvila and Parish renderedtheir support for the programme. Phenol and bleaching powder wasprovided by the center.

    WSE, Ernakulam, 27 May 09: A cleaning campaign was arranged in theGovt. Hospital, Ayyampilly. Mr. M.M Pramukhan, President-KuzhuppillyGramaPanchayat, inaugurated the programme. Mr. Sajeeth, HealthInspector-Kuzhuppilly, Task Force members and members of ADS andCDS participated. 95 villagers participated in the programme.

    QSSS, Kollam, 15 May 09: The second phase of Clean Arattupuzha, afollow up activity of the last year, was organized during the vigilance week observance. Planning meeting was conducted with Kudumbasree,Emergency Response Team, Public Health Center, Youth club, PanchayatRaj Institutions (PRI) and Children for ensuring community participation.All wards in Arattupuzha Grama Panchayat was selected for the cleaningprogramme. Teams for cleaning, house hold campaign and monitoringwere formed from each ward.

    Primary Health Center provided chlorine, hand gloves and bleachingpowder for cleaning. The team cleaned the vulnerable areas of each wardand visited every house to make the people vigilant in cleanliness. Morethan 1200 community members participated , including youth, childrenand members of PRI. After the cleaning, an evaluation session wasconducted to share the experience and to plan follow up activities. Thecampaign got wide acclaims from the Govt. and PRI members.

    Eye Camp

    TSSS, Thiruvananthapuram, 23 May 09: An eye camp was conducted atCheramanthuruth (Kadinamkulam GP) in association with theProgressive Students Arts and Sports Club & Library (PSAC & L). Themedical team from Regional ophthalmology centre comprised of doctors,refractionists and senior technical assistant led the camp. 90 peopleparticipated in the camp.

    KIDS, Kottapuram, 26 May 09: A medical camp and health awarenessexhibition was organized in Eriyad Grama Panchayat. The programmewas the joint venture of KIDS and the panchayat. Mr. Kochumoideed,President, Eriyad GP, inaugurated the programme. Fr. Johnson Panketh,

    Director, KIDS gave keynote address. Physicians from General Medicine,Gynecology and Ophthalmology departments provided their services inthe camp. Medicines were provided for the patients. 423 membersattended the camp.

    Cartoon and photos relating cancer and contagious diseases weredisplayed in the health awareness exhibition. Health Centre, Madavanaand Amala Hospital, Thrissur partnered the programme by providing theirstaff. Booklets and brochures depicting various diseases and preventionsdistributed with the support of the partners.

    27 May 09: Health awareness programme was organized for the task force

    members at Methala GP. Mr. Ratheesh, Member, Kodungallur Block inaugurated the Programme. 74 task force members attended. The HealthInspector, PHC-Madavana , the resource person, explained about thediseases in monsoon season and the possible remedial measures.

    WSE, Ernakulam: Blood pressure (BP) and blood sugar check up campwas conducted at Maya bazaar colony, Edavanakkadu, under theleadership of the CBDP youth group, Mrs. Sumi, lab technician facilitatedthe sessions. 70 persons checked their BP and Sugar. Out of them 52 havehigh BP and 43 have high level of sugar in blood.

    Bodhana, Thiruvalla, 23 May 09: A Disaster vigilance march was organized as part of the observance. The rally started by noonfrom Thalavady Grama Panchayat junction

    an ended at Neeretupuramp -chakkulathkavu junction. Fr. Varghese

    Maruthoor, Executive Director-Bodhanaflagged off the rally. 200 Programme

    coordinators, Animators and Task Forcemembers coordinated the rally. The rallyended with a pledge by the participantsand they promised that joint effort will betaken to withstand the impa cts of any

    disasters.

    KIDS, 30 May 09: An ayurvedic medical camp was organized inassociation with Pallipuram Gramapanchayat and Pallipuram Govt.Ayurveda Hospital. Mr. P.B. Sajeevan, President, Pallipuram GramaPanchayat inaugurated the camp. 195 patients utilized the services of thecamp. A team of 4 doctors, 3 supporting staff renderes their service to thecamp and medicines were provided.

    ESSS, Ernakulam: A cancer awareness programme was organized atNjarakkal Grama Panchayat on 25th May 09 and a dental check up campwas organized at Elamkunnapuzha Grama Panchayat on 26th May. On31st May, a blood group detection camp was conducted at NayarambalamGrama Panchayat and blood donors' forum was formed. Monsoon diseasesand precautionary measures, food habits, monsoon diseases and life styleswere the topics covered in the health awareness programs.

    QSSS, Kollam, 30 May 09: Disaster Management Team organized a freeeye check up camp at Cheriazheekkal in association with OPE-C, anorganization of senior citizens at Cheraizheekal. Dr. Oommen from St.Thomas Mission Hospital led an awareness session on ophthalmicproblems. Medical team of St. Thomas Mission Hospital checked 116persons and referred 38 cases for cataract surgery. The hospital will do thesurgery and they provided spectacles for 21 patients.

    TSSS, Thiruvananthapuram: One day awareness programme wasorganized at Puthukurichy. The session was led by Sr. Flossy, Dept of Health, TSSS. She pointed out the importance of hygienic practices toavoid monsoon diseases. The common diseases in the rainy season and thepreventive measures were explained. 85 people participated.

    QSSS, Kollam, 3May 09: A photo

    exhibition was arranged in the'Thottampattu festival' at Alappadu

    Cheriazheekkal temple. Mr. Rajadas,President, Alappad GP, inaugurated the

    stall. Photo exhibition narrated all theDisaster Risk Management activities of

    QSSS. Leaflets and posters weredistributed from the stall. Visitor's bookand contingency fund box were kept in

    the stall and Rs.180 collected ascontingency fund.

    A puppet show too was organized at

    the place. 'Whoopee masters', thepuppet show team developed theawareness programme which is fully

    focused on CBDP activities. More than800 community people watched the

    show.

    Thottampattu festival is a 10 day celebration held in May. During the festival

    devotees come and stay in small huts called 'Kudil'. Every year around 1000 huts

    have built at the time of the festival and devotees from various place used to visit

    the temple. Due to these reasons, DMT has decided to select this place for the puppet show and made linkage with Karayogam,the local organisation of Dheevara Hindu

    limate change was one of the themes in the disaster vigilance week observance. Raising community awareness is of foremostimportance when adapting to a changing climate. Big initiativesC

    may be needed depending on the magnitude of impacts, but even smallactivities on the ground can contribute a great deal to coping with adverse

    climate change impacts. ADS & SWS observed the disaster vigilanceweek for dessemintating information regarding the impacts of climatechange and to aware people about the need of environment protection.

    ESSS, Ernakulam, 22 May 2009: An awareness program on climatechange was organized. Mr. V.J Jose, River Keeper, Periyar handled thesession.

    ADS & SWS, Alappuzha, 27 May 09: Disaster Management Committee,Pollethai of Mararikulam south panchayath organized an awarenessprogramme about climate change and water borne diseases at PallotineParish hall. The session on climate change was led by Ms. Jiji Ponnan,Coordinator, CBDP. Causes of climate change, its effects on the livingorganisms and the importance of reducing the usage of plastics werecovered in the sessions. The second session on Water borne diseases wasled by Dr. Sajith Kumar, Medical Officer, PHC - Chettikkadu. The topicscovered in the session were preventive and curative measures of epidemicslike chickun guinea, viral fever and cholera.

    ADS, Alappuzha, 28 May 09: CBDP project team and DMC members of Vattayal and Vadackal arranged a workshop on Climate change at Kolpingcentre, Vattayal. The topic was handled by Ms. Amrutha Sebastian, Chief Coordinator- AWEDS. She introduced the topic by giving examples of theeffects of climate change. The participants were divided into five groupsand each group discussed the causes and effects of climate change. Sheexplained the effects of climate change in the coastal region and themeasures can be taken to reduce the vulnerabilities. In the afternoonsession, the resource person clarified the doubts of the participantsregarding climate change.

    Bodhana, Thiruvalla, 27 May 09: Kuttanad isfamous for its scenic beauty and it is known asRice bowl of Kerala. But due to unscientificcultivation, increased use of chemical pesticidesand manures to increase the yield has broughtdramatic changes in the ecological condition of the place. Kuttanadu was also famous for its bio-diversity, but it is getting disappeared. In fact,community members are ignorant about this.

    ,In this context a nature study was organized inPeringara and Thalavady. The aim of theprogramme was to conscientize the communityabout the massive ecological depletion. Theprogaramme was held at MTLP School,Kalathikadavu -Thalavady. The study sessionon Nature was led by Sri. K.V Dayal, anenvironmental activist. Sessions included afield study and a transect walk with participantsto explore nature and to see different plantshaving medicinal value. He exhorted the

    participants to start organic farming to savenature and natural environment of Kuttanadu.The participants including children, Task Forcemembers and general public could familiarizewith different species of plants and itsimportance in day to day life through theprogramme. The second programme was heldat St. George Orthodox hall-Vengal in

    thPeriangara Grama Panchayat On 28 May. Mr.,P J John Programme Support Officer, Caritas

    ADS & SWS, Alappuzha, 23 May 09: A seminar on climate change wasarranged for Children's club members. Project Coordinator, Ms. JijiPonnan, Mrs. Reena Joseph, Assistant Coordinator and Mrs. Riyamol,Animator jointly led the sessions. After the training programme theyformed a cycle club with the aim of promoting the message of reducing thecarbon emission. The children's club members took the responsibility forspreading the message in the village and adding members to the club. Theanimator Mrs. Reena Joseph will monitor the activities.

    ADS & SWS, Alappuzha, 20 May 09: A drawing competition for thechildren's club was organized at ADS hall. 52 children from differentgroups participated. This programme aimed to sensitize the children's clubmembers on environment protection and its impacts on human life. Prizeswere given to the winners at the end of the programme.

    observation, plants were distributed andplanted at public places in Muttar Grama

    Panchayat by the Task Force andChangathikkuttom members. Plants for

    plantation were collected from Socialforestry department, Alappuzha. Mr.

    Sundaresapanikar, Secretary, Muttar GPdistributed the plants. Ward members,parish priest, Coordination Committee

    members, CHASS unit representatives andTask Force (TF) members attended the

    Valedictory function of Vigilance Week at KollamThe valedictory function of the vigilance week observance 2009 and theinauguration of the third year activities of SOA III phase of CBDP was

    thheld at Maha Jubilee Auditorium, Bishop Jerome Nagar, Kollam on 29May 2009.The inaugural session started at 1.40 pm with a prayer. Fr.Romance Antony- Director Kerala Social Service Forum (KSSF)welcomed all the dignitaries. In his speech he gave an outline about thescope and objective of Community Based Disaster Preparedness Project. Most Rev. Dr. Stanley Roman Bishop of Quilon gave the Presidentialaddress. In His words Lordship suggested that other developmentprogrammes in the coastal villages has to be taken up along with disastermanagement programme.

    Hon. Minister for Labour & Excise Sri. P.K. Gurudasan inaugurated the IIIphases of CBDP programmes and valedictory function of vigilance week observations by lighting the sacred lamp. In his inaugural address, heupheld the services provided by Catholic Churches of Kerala in thespectrum of social and community development initiatives. Expressing hishappiness in associating with the programme he declared that Govt. of Kerala would extend all support to Catholic Churches in many dimensionsfor the betterment of people and community. He appreciated Caritas Indiaand its associating agencies and NGO's for rightful implementation of disaster preparedness project in coastal villages coming under 10 diocesesof Kerala.

    Mr. N. Padmalochanan, Mayor of Kollam released the Annual report of CBDP project in Kerala supported by Caritas India.

    Mr. Rajadas, President, Alappad Grama Panchayath in felicitationexpressed his heartfelt praise and admiration to the catholic church forsystematic implementation of CBDP project of Caritas India and CBDRMactivities of UNDP, Govt. of Kerala (GoK). He expressed his opinion andrequested GoK to install warning systems in all coastal villages.

    Bishop of Quilon was invited to present the mementoes to all the workingpartners for their successful achievements in the implementation of CBDPproject.

    Mr. Ajith Chacko, State Coordinator, UNDP-CBDRM presented gifts tothe children's group -Changathikkootam- for presenting a thematic streetplay in the event.
