Virginia Academy of Science, Engineering, and Medicine Organization and Purpose

The Virginia Academy of Science, Engineering, and Medicine (VASEM) is a Virginia nonprofit corporation established on October 2, 2013. The primary purposes of VASEM shall be to (1) inform and educate the executive branch agencies of the Commonwealth of Virginia, when requested, as well as citizens of Virginia on issues for which science, engineering, and medicine affect decisions on policy, on the economy, and on the quality of life; (2) promote research and the application of knowledge in science, engineering, and medicine to improve the lives of the citizens of the Commonwealth; (3) foster interchange between individuals and organizations and engage the next generations and encourage them to engage in fields of science, engineering, and medicine; and (4) recognize and honor those individuals in the Commonwealth who have made major achievements in science, engineering, and medicine. VASEM will create scientific analyses, technical evaluations, clinical evaluations, and analysis of policy issues in a technical context (collectively, “Studies”). VASEM will engage in these Studies at the request of the Governor of the Commonwealth, the Governor’s designee, the General Assembly of Virginia, and other appropriate governmental or nongovernmental entities. VASEM will appoint expert committees to conduct the Studies and prepare reports. VASEM will provide the Studies to the requesting person or entity, and will publish a public report of all Studies produced by VASEM. VASEM may also provide reports on Studies performed by organizations outside the Commonwealth. VASEM will also hold conferences on important scientific topics, some of which may be open to the public. VASEM will provide opportunities for young scientists, engineers, and doctors to attend and participate in VASEM conferences and events.

Membership

The criteria for membership in the Corporation shall be: (1) membership in one or more of the U.S. National Academy of Sciences (NAS), U.S. National Academy of Engineering (NAE), or the U.S National Academy of Medicine (NAM); and (2) residence or employment in the Commonwealth of Virginia. In special circumstances, membership may be granted to individuals who do not meet the requirement above but are considered to have an outstanding record of scientific accomplishments, national and international recognition, and willingness to participate in the activities of the Corporation.

He has directed work in the areas of system level modeling, concurrent error detection, automatic test pattern generation, hardware description languages, Very Large Scale Integration (VLSI) system design, and embedded computing. He has authored or co-authored one book, four book chapters, and over 150 technical articles. He served as the President of the Electrical and Computer Engineering Department Heads Association during 2001-02. He has also served in many administrative roles within the Institute of Electrical and Electronic Engineers (IEEE) and the IEEE Computer Society including serving as the Computer Society President in 1993 and Editor-in-Chief of IEEE Computer from 1999-2002. From 1994 through 1996, he served as an IEEE Division Director and a member of the IEEE Board of Directors. He is a Fellow of the IEEE. He also has served as an ABET visitor for electrical engineering, computer engineering, and computer science programs and is currently a Cice-Chair of the Computing Accreditation Commission of ABET, a group that leads accreditation teams on computer science visits.

Benson is Dean of the School of Engineering and Applied Science at the University of Virginia as well as the Janet and John Hamilton Professor of Civil and Environmental Engineering. Prior to joining the University of Virginia, Dean Benson was appointed as Wisconsin Distinguished Professor, Chair of the Dept. of Civil and Environmental Engineering, Chair of the Dept. of Geological Engineering, and Director of Sustainability Research and Education for the University of Wisconsin-Madison. Biography: Toby Berger received the B.E. degree in electrical engineering from Yale University, New Haven, CT in 1962, and the M.S. and Ph.D. degrees in applied mathematics from Harvard University, Cambridge, MA in 1964 and 1966. From 1962 to 1968, he was a Senior Scientist at Raytheon Company, Wayland, MA. From 1968 through 2005 he was a faculty member at Cornell University, Ithaca, NY where he held the position of Irwin and Joan Jacobs Professor of Engineering. In 2006 he became a professor in the ECE Department of the University of Virginia, Charlottesville, VA. He has been a Fellow of the Guggenheim Foundation, the Japan Society for Promotion of Science, the Ministry of Education of the People's Republic of China and the Fulbright Foundation. He received the 1982 Frederick E. Terman Award of the American Society for Engineering Education, the 2002 Shannon Award from the IEEE Information Theory Society, the IEEE 2006 Leon K. Kirchmayer Graduate Teaching Award, the 2010 Aaron D. Wyner Distinguished Service Award of the IEEE Information Theory Society, and the 2011 IEEE Richard W. Hamming Medal. Within this discipline, my major research focus is on high switching frequency multi-phase ac-dc power conversion, electronic power distribution systems, power electronics systems modeling and control, and integrated design of high-density power converters, in order to increase energy efficiency, reduce size, and improve availability of the electric power. My experience is mostly in the medium and high-power applications such as in transportation electrification (electric, hybrid-electric, and more-electric automobiles, airplanes, ships, and trains), industrial automation and motion control, data centers, space and military systems, utility power, ac and dc nanogrids and microgrids, and renewable energy systems.

Goodwin Chair in Biomedical Engineering and Dean, School of Engineering at the Virginia Commonwealth University in Richmond, VA. In addition, she is professor emerita in the Wallace H. Coulter Department of Biomedical Engineering at Georgia Tech and Emory University in Atlanta, Georgia. Dr. Boyan directs the Virginia branch of the FDA-sponsored Atlantic Pediatric Device Consortium. She is a Fellow in the American Association for the Advancement of Science (AAAS) and in the American Institute of Mechanical and Biomedical Engineering (AIMBE) and in 2012 she was elected to the National Academy of Engineering and was inducted into the Fellows of the World Congress of Biomaterials. Following this, he was professor of zoology at the University of Kansas from1966-1968. In 1968, he joined the faculty of Virginia Tech. During summers from 1961 to 1994, Cairns taught at either the Rocky Mountain Biological Laboratory or at the University of Michigan Biological Station. Cairns

The 20 courses he taught at Tech ranged from protozoology, limnology, ecotoxicology, and restoration ecology, to ethics in science, hazard evaluation, and ecosystem risk analysis. His research has been primarily in ecotoxicology, ecological restoration, protozoan community dynamics, and, for the last two decades, sustainable use of the planet. Cairns retired as both director of the University Center for Environmental and Hazardous Materials Studies, and as University Distinguished Professor of Environmental Biology in June 1995.

In January of 2006, Professor Campbell moved to the University of Virginia in Charlottesville as the Lucian Carr Professor of Electrical and Computer Engineering. Dr. Carey is an elected member of the Institute of Medicine of the National Academy of Sciences, the Association of American Physicians and the American Society for Clinical Investigation. He has been President of The Endocrine Society, the American Clinical and Climatological Association and the American Heart Association (AHA) Virginia Affiliate and has been Chair of the AHA Council for High Blood Pressure Research (CHBPR), the AHA Council Operations Committee and (currently) the AHA Scientific Publications Committee. Dr. Carey has received the Thomas Jefferson Award (the highest award of the University of Virginia), the Distinguished Physician Award of The Endocrine Society, the Irvine Page-Alva Bradley Lifetime Achievement Award of the CHBPR, the AHA Distinguished Achievement Award, the Robert Tigerstedt Distinguished Scientist Award of the American Society of Hypertension, the Edward H. Ahrens, Jr. Distinguished Scientist Award of the Association for Patient-Oriented Research and the AHA Excellence Award for Hypertension Research (Novartis Award). He assumed the role of Department Chair in 2009. Since joining the University he has focused his research efforts on wireless systems, and a systems engineering approach for addressing cyber security He currently is leading a DoD sponsored research effort focused on embedding security solutions into systems, referred to as System Aware Cyber Security. The System Aware Cyber Security concept is currently being prototyped through a significant DoD research project led by Dr. Horowitz, focused on cyber security for airborne surveillance systems onboard unmanned airborne vehicles. From 1969 through 1996 he was employed in a variety of positions at the Mitre Corporation, including the last five years as President and CEO and the three prior years as Executive Vice President and COO. He received the Air Force’s highest award for a civilian as a result of this effort. He also was awarded the Gold Medal for Engineering in 1990 from the Armed Forces Communications and Electronics Association for his efforts in leading major large-scale systems integration activities. As a result of his efforts, in 1996 Dr Horowitz was elected into the National Academy of Engineering. He is also a member of the Tau Beta Pi and Eta Kappa Nu honor societies. Dr. Horowitz received an MSEE and PhD from New York University in 1967 and 1969 respectively, and a BEE from the City College of New York in 1965.

Prior to pursuing his Ph.D. in structural engineering at the University of Texas-Austin he worked for three years as design engineer at the construction site of Glen Canyon Dam (Lake Powell) in Page, Arizona. He joined Texas Tech University as civil engineering faculty in 1964. He was one of the founding members of the wind engineering research program established at Texas Tech in 1970. He was director of the program from 1986 through 2003. Biography: Murray joined Virginia Tech in 1987 after 17 years with the University of Oklahoma, the last year of which was spent as a Distinguished Visiting Professor at the U.S. Air Force Academy. After receiving his bachelor’s degree from Iowa State University in 1962, he was employed as an engineer trainee with the Pittsburgh-Des Moines steel company, Des Moines, Iowa. In 1966 he received his master’s degree from Lehigh University, and in 1970 he received a Ph.D. in engineering mechanics from the University of Kansas. A specialist in structural steel research and design, Murray was responsible for the construction of large laboratories at the University of Oklahoma and Virginia Tech. Murray founded Virginia Tech’s Structures and Materials Laboratory, where he and his graduate students developed alternate methods for connecting beams and columns in buildings in areas that experience high levels of seismic activity. His research and teaching interests include steel connections, pre-engineered building design, and light gage design. Among Murray’s other accomplishments is the development of techniques for building lightweight, affordable floor systems that reduce vibrations in large steel and concrete structures, such as airports and shopping malls. A registered structural engineer, he has been a consultant to numerous state and national government agencies, industrial corporations, and engineering firms. Rubin is a vice president of the Howard Hughes Medical Institute and executive director of the Janelia Farm Research Campus. Rubin received his bachelor's degree from the Massachusetts Institute of Technology and then worked at MRC Laboratory of Molecular Biology, earning his Ph.D. in 1974 (University of Cambridge). He did postdoctoral work with David S. Hogness at the Stanford University School of Medicine and held faculty positions at Harvard Medical School and the Carnegie Institution of Washington before moving to the University of California, Berkeley, in 1983 to assume the John D. MacArthur Professorship. Rubin was appointed a HHMI investigator in 1987. He moved to HHMI headquarters in 2000 and assumed overall planning responsibility for Janelia Farm in 2002 and was appointed its first director in 2003. He is known for his studies of genetics, genomics, and developmental biology in the fruit fly Drosophila. In 1982, he and Allan Spradling developed methods for making transgenic Drosophila, an advance that had a profound effect on research using the fruit fly. His laboratory at Berkeley did pioneering studies using genetic approaches to discover components of signalling pathways acting downstream of tyrosine kinases. He later led the publicly funded effort to sequence the Drosophila genome, collaborating with Celera Genomics to achieve this goal in 2000. Rubin is a member of the NAS, the NAM, and the American Academy of Arts and Sciences, and a Foreign Member of The Royal Society (UK).

His areas of research interest are in mathematical optimization modeling, analysis, and design of algorithms for specially structured linear, nonlinear, and continuous and discrete nonconvex programs, with applications to transportation, location, engineering and network design, production, economics, and energy systems. He has published over 325 refereed articles in various OR journals and has (co-) authored eight books in this area, with a total Google Scholar citation count of over 20,720 and an H-index of 52. He has been awarded the IIE David F. Baker Distinguished Research Award, the INFORMS Lanchester Prize and the Koopmans Prize for Military OR, the IFORS Prize for OR in Development, and five best paper awards, among others. Dr. Stone joined Metron in 1986. He became Chief Operating Officer in 1990 and Chief Executive Officer in 2004. In 2010 he returned to technical work as Chief Scientist. He is a member of the NAE and a fellow of the Institute for Operations Research and Management Science. In 1975, the Operations Research Society of America awarded the Lanchester Prize to Dr. Stone's text, Theory of Optimal Search. In 1986, he produced the probability maps used by the Columbus America Discovery Group to locate the S.S. Central America which sank in 1857, taking millions of dollars of gold coins and bars to the ocean bottom one and one-half miles below. In 2010 he led the team that produced the probability distributions that guided the French to the location of the underwater wreckage of Air France Flight AF447. He is a coauthor of the 2013 book, Bayesian Multiple Target Tracking. Strauss, III is the Dean of the Virginia Commonwealth University School of Medicine and Executive Vice President for Medical Affairs of the VCU Health System. He has written more than 200 publications and holds two U.S. patents, and has been involved in research in excess of several million dollars while at Virginia Tech. In 2008, Thorp received the Benjamin Franklin Medal in Electrical Engineering from the Franklin Institute, which now includes him on its list of the greatest men and women of science, engineering, and technology. Thorp is also a member of the NAE. He has served in a number of international professional technical societies, including being elected a Fellow of the Institute of Electronic and Electrical Engineers for contributions to the development of digital techniques for power system protection. His major activity has been to develop and employ physical measurement techniques that give incisive information about the atomic details of chemical processes on surfaces. He now works in several fields related to heterogeneous catalysis, to photochemistry on surfaces, and most recently to astrochemistry in ices. In 2013, he is the author of about 750 papers, has written and edited several books, and serves on several scientific advisory boards in the energy area. He is the winner of all the ACS national awards in Surface Chemistry and the ACS Peter Debye Award in Physical Chemistry. He has about 35000 citations to his work and is (in 2013) the 86th most highly cited chemist in the world. He is a member of the NASs.

He worked as a research scientist at the Canada Center for Minerals and Energy Technology (CANMET) from 1976 to 1978 and joined the faculty of Virginia Tech in January 1979. He currently serves as director of the Center for Advanced Separation Technologies (CAST). Early in his career, his research focus was on fine particle separation, which led to the development of the Microcel flotation column, which is widely used in industry today, and also on the electrochemistry of sulfide minerals. During the last 20 years, Yoon

He has advised 38 Ph.D. students, 34 M.S. students, and more than 40 post doctorial fellows and visiting scholars. To date he has 57 U.S. and international patents to his credit, many of which have been commercialized through license agreements. He is a member of the NAE and has won numerous awards, including the Gaudin Award (2003) and the Richards Award (2007).

Thomas Young is the former Director of NASA’s Goddard Space Flight Center, President and COO of Martin Marietta and Chairman of SAIC. He retired from Lockheed Martin in July, 1995 and the SAIC Board in 2013. Mr. Young is involved in various advisory and review activities associated with the U.S. Space Program. Mr. Young began his career with NASA at the Langley Research Center in 1961. He was a member of the Lunar Orbiter Project Team and was Mission Director for Program Viking. He became Director of the Planetary Program at NASA Headquarters in 1976 and was appointed Deputy Director of the Ames Research Center in 1978. Mr. Young was Director of the Goddard Space Flight Center from 1979 to 1982. He joined the Martin Marietta Corporation in 1982 and was subsequently President of Baltimore Aerospace and the Electronics and Missiles Group. Mr. Young was President and COO of Martin Marietta from 1990 to 1995. Mr. Young is a Honorary Fellow of the American Institute of Aeronautics and Astronautics, a Fellow of the American Astronautical Society, a Fellow of the Royal Astronautical Society and a Fellow of the International Academy of Astronautics. He is a member of the National Academy of Engineering and the University of Virginia Raven Society. Mr. Young earned a bachelor of aeronautical engineering degree and a bachelor of mechanical engineering degree in 1961 from the University of Virginia. In 1972 he received a masters of management degree from MIT which he attended as a Sloan Fellow. He also holds an honorary doctor of science degree from Salisbury State University.
