Ebola• Statewide unified command group has been established,

consisting of representatives of state agencies, including:– Governor’s Office

– Department of Health

– Department of Emergency Management

– Virginia State Police

– Department of Social Services

– Department of Transportation

– Virginia National Guard

– Department of Environmental Quality

– Department of Education

– Department of Agriculture & Consumer Services

• State Health Commissioner has activated the regional hospital coordinating system to assess capability of each region in the state and ensure appropriate coordination.

• Virginia is actively monitoring incoming travelers from countries battling the Ebola outbreak so that public health officials may respond quickly in the event of an Ebola case in the state.

Safety & Homeland Security and

Secretary of Transportation

• Meetings have been held in Richmond,

Lynchburg, and Norfolk. A report with

recommendations will be issued soon.

Hurricanes

• Governor McAuliffe requested a review of the hurricane preparedness plan for Hampton Roads region on May 12, 2014

• Review focused on:– Situational Awareness and State-

Local Coordination

– Evacuation (including I-64 Lane Reversal)

– Sheltering

– Citizens Needing Assistance, and

– Public Information

• Hurricane season dates for 2015: June 1 through Nov. 30.

All-Hazards Response• Virginia Department of Emergency

Management manages and staffs the Virginia Emergency Operations Center (VEOC)– Serves as the operations center for state

efforts before, during, and after emergencies and disasters that strike or threaten Virginia

• The VEOC also serves as the state’s Search and Rescue Coordination Center, providing a central coordination point for a statewide search and rescue response.

• The VEOC’s Watch Center is the emergency point of contact for the Commonwealth, connecting the VEOC to local emergency managers across Virginia, to other state emergency operations centers across the country, and to partner agencies at the federal level.

Cyber Security Commission

• Cybersecurity is a growing concern for Commonwealth agencies, businesses, and citizens

• Virginia Cyber Security Commission– Established by Executive Order No. 8

– Co-chaired by Secretary of Technology and Richard A. Clarke

– Working to address cyber crime, infrastructure protection, education, economic development, and cybersecurity awareness

• Governor McAuliffe is vice chairman of the National Governors Association’s Public Safety and Homeland Security Committee, which studies cyber security issues.

Climate Change and Resiliency Commission

• Established by Executive Order No. 19; Secretary of

Natural Resources and the Secretary of Public Safety

& Homeland Security, co-chairs

• The Commission is charged with conducting an

assessment of the recommendations from the 2008

Climate Change Action Plan.

COMMONWEALTH OF VIRGINIA 9

• Concurred with VIMS report that there will likely be a 1.5-foot rise in sea level by

2050.

• At December meeting, identified Sec. Moran as Virginia’s Chief Resilience Officer,

responsible for overseeing Commonwealth’s resiliency effort.

• Applying for HUD National Disaster Resilience Competition grant for a share of $1

billion in federal funds.

Combating Campus Sexual Violence Task Force

• Established by Executive Order No. 25– Chaired by Attorney General Mark Herring

• Responsibilities include making recommendations for:– Best practices for institutions of higher

education (IHEs) to respond to sexual violence on campus

– Improving relationships between IHEs, law enforcement, mental health professionals, and advocacy groups

– Best practices for policies governing sexual violence and associated procedures for the investigation of complaints

• Established by Executive Order No. 29– Co-chaired by the Secretary of Health & Human Resources

and the Secretary of Public Safety & Homeland Security

• Task Force is charged with making recommendations to meet identified objectives under five (5) major areas:

1. Education

2. Treatment

3. Data and Monitoring

4. Drug Storage and Disposal

5. Enforcement

• Four Task-Force recommended billsenacted into law during 2015 LegislativeSession.
