Vision The Manufacturing Advancement Center
Workforce Innovation Collaborative will be the statewide focal point for employer-led
workforce training initiatives.
Mission The purpose of the Manufacturing Advancement Center
Workforce Innovation Collaborative is to preserve manufacturing tribal knowledge and to
execute the transfer of knowledge and critical skills to the current and future workforce.

– Short-term: Leverage existing resources, “scalable, tactical response to today’s needs.”
– Mid-range: Manufacturing Academy, focus on critical skills – Long-term: Fill the pipeline

Education and Training Committee
Task: Define a cross-industry, standard instruction set and evaluation process mapped to a delivery system of existing training programs and providers. Examine and influence content of programs.
• Add value and merit to careers in advanced manufacturing
• Create educational pathways for a variety of candidates
• Encourage cross-collaboration between training providers

Result: A standard set of Leveled Credentials which utilize existing educational resources. • Maps training funds and other resources to reach goals • Reduces cost to hire by creating industry standard skills levels • Introduces OJT training tool to help business with new hire
• ROI in applicants can be calculated if managed by MACWIC • To be “continuously improved” by an industry committee. • Can be replicated across the state • Embraced by DESE as frameworks for vocational training

General Program Consortium Grant Application Overview

Training Grants: Training grants are direct grants awarded competitively to employers, employer
organizations, labor organizations, training providers, or a consortium of such entities, to train current and newly
hired workers.
The maximum amount of a training grant is $250,000. Applications for amounts greater than $250,000 will not be accepted.

▪ Measures of Success from each company including estimated ROI ▪ Average wages of participants by category ▪ Companies that use more than 30% of the funds awarded will need to provide “balance and income statements” for last 2 years
Application information needed from Consortium Partners
Grant writing will be lead by the MassMEP and will gather required information from each participating company. Cost to the State for external training resources at each company is shared as compared to a single company grant. (cost effective / more attractive) More classes available at varying times so that companies don’t have to significantly impact their ability to manufacture.
Benefits of a Consortium Grant
Less administration for participating companies – Consortium Lead to provide majority of administration and reporting to the WTFP after grant is awarded. Experienced Writer/Provider - MassMEP has successfully applied for 2 Consortium Grants ▪ one for Lean Manufacturing with 5 Semiconductor companies ▪ the other for Manufacturing Skills Training & Lean which is just getting underway in Southern Worcester County with 5 manufacturing companies ▪ a consortium grant for ISO 13485 has just been submitted this week with 8 companies participating Over 150 General and Express grants written for Massachusetts Manufacturers.
