Vision of the State
The vision of State is that ALL children should receive high quality education and becomeresponsible citizens with an acute sense of the other. They should be aware of their environmentand think about it critically. They should listen carefully and speak fearlessly. They should beable to understand what they hear and read; but they should also be able to question it. Teachersshould promote these skills, provide meaningful teaching learning processes in natural andfriendly environment that enable children to express themselves freely and ask questions. Teachersare collaborative learners and reflective practitioners. Parents and community should have asense of ownership and participate in the activities of the school. School should create a spacefor reflection, cooperation and promotion of human and ethical values. In a world which isbecoming increasingly instrumental, materialistic and competitive.
Teachers are the one's who play a key role in its implementation. Wishing that their dedication,competencies, teaching skills and efficiencies will make us realise the expected objectives, .....hoping that they will pave way for the future of the children.

The academic calendar 2015-16 is designed after detailed consultations with various Teacher Unions, subject experts and also teachersfrom various schools in the State. The salient features are:
It is based on the guidelines of RTE-2009 to provide quality education to students.It focuses on the changed curriculum, new textbooks, examination reforms and implementation of CCE.As per the changed timings of the schools and weightage to different subjects mentioned in RTE.It includes the month-wise schedule for completion of curricular and co-curricular activities.Detailed plan of Formative Assessment (FA)s and Summative Assessment (SA)s for the year 2015-16 is included.Completion of the syllabus, does not mean completing all the units mechanically. Teaching-learning process (TLP) should be in such awaythat the pupils should achieve the expected outcomes while doing the textual exerices as per the academic standards.Inview of revised textbooks, CCE/ Examination reforms teacher should adopt the suitable TLP as per the steps suggested. Instead of justreading and explaining or asking questions mechanically.Teacher should develop the ability of self expression among the students by asking open ended questions, only after explaining the contentthoroughly.Two sets of Teacher Handbooks for co-curricular activities are supplied to each school which should be put to optimum use by the teachersconcerned. They should ensure that the activities are taken up according to the guidelines given in these Handbooks.Eight (8) periods are allotted per day. The average number of periods per teacher shall be decided by the Head Master after considering thenumber of available teachers and the number of sections in the school.Teachers should voluntarily accept the responsibilities of handling co-curricular activities.Record work related to FA, SA should be completed as per the schedule and Progress Reports must be issued to the students/ parents byconducting Parent Teacher Meeting.For the professional development of teachers, it is decided to conduct four (4) School Complex Meetings in the academic year 2015-16.Generally they are held during Formative Assessment (July, September, November and January). Wherever there is an additional need forone or two meetings, they can be conducted with prior permission from DEO.The Divisional Resource Persons shall be attending the School Complex Meetings as subject experts. In the first meeting one of theteachers is selected as Joint Secretary to coordinate these meetings.The School Complex Meetings discuss the issues like implementation of new textbooks, demonstration of model lessons, preparation ofquestion papers, areas in FA, preparation of TLM, experiential training etc.‘Annual Day’ must be celebrated in all the schools during February, 2016.‘Bala Sabha’ should be conducted on 4th Saturday of every month. This platform should be utilised to showcase the talents and creativeabilities of the students and encourage them to participate in activities such as seminars, elocutions, skit, drama, ballet etc.Mass drill should be conducted on every Saturday in the evening with students from all the classes.Headmaster should monitor the teaching learning process of every teacher at least once in a month. The observations must be recorded inthe monitoring format and discuss with the teachers during the staff meetings.Headmaster should give necessary feedback and suggest the corrective measures to ensure the proper implementation of Year Plan,various activities connected to FA, utilisation of TLM and achievement of Academic Standards by the students.Teachers should follow the suggestions given by the Head Master and implement the same scrupulously.Teachers must use the available resources like library, laboratory and other material. Activities connected to FA must be conducted utilisingall these resources.Check list is provided for every month. Hence, the teachers must follow the instructions given in the academic calendar and mark 'Yes/ No'in the check list accordingly.Implementation of academic calendar is the responsibility of the Head Master. All the teachers should cooperate with HM by performing theirtasks in time.Academic calendar is like a guiding tool to the school which aims at providing quality education to the students. Additional activities at theschool level may be taken up in order to achieve better results.Summative Assessments will be conducted twice in 2015-16. SA-I will be conducted from 03.10.2015 to 09.10.2015 and SA-II will be heldfrom 07.03.2016 to 14.03.2016. However, there will be only four subjects for classes I to V (Telugu, English, Maths and EVS). Hence, theSummative Assessment should be conducted on the first four days only for classes I to V. Oral and written assessment in a subject must beconducted on the same day of the exam.Similarly, FA will be conducted four times in the academic year 2015-16 during the months of July, August, November and February. Basedon these marks and grades must be entered in the CCE Records.School Games Federation organizes competitions in games and sports every year to select the students for participating at the State Level.For this, the School Level competitions must be organized in the month of July to select the students and send them to participate at MandalLevel and Division Level competitions. Students selected at Division Level shall participate in the District Level competitions to be heldbetween 21st August and 15th September. Then the selected students from the District Level will participate at State Level.
SPECIAL INSTRUCTIONS TO TEACHERS
Note : During the staff meetings held every month, the Head Master should review the implementation of all the activities given in the academiccalendar for that month and record the observations about completion of syllabus and other activities in the Minutes Register.

2. The lost period in upper primary schools is 70 minutes. This period is ment for co-curricular activities like Moral story telling, work education activities. Music, Dance Drawing,Mass drill, Yoga etc., primary sections will be closed 30 minutes before upper primary school timings. 6 and 7 class will be continued total 70 minutes till the end of school workinghours.

INSTRUCTIONS FOR TIME TABLE(for all schools – rural/ urban)
• All the schools must function from 09.00 AM to 04.30 PM (including lunch break). 8 periods are allotted perday. Time table has to be prepare considering the number of teachers available and number of sections.
• Time table of a particular class must be display in the classroom. Head Master should have time table of allthe sections/ teachers.
• 48 periods per week are allotted as follows. MT-FL-10, English-8, Language book reading and reflections-2,Maths-8, EVS-6, Health & Physical Education-5, Work & Computer Education-4, Value Education & Life Skills-3, Art & Cultural Education-4 (music, drama, dancing etc.)
• Modification in the time table are to be made in the day of radio programme ‘Vindam-Nerchukundam’.
• Head Master should take the responsibility of any one subject.
• Only regular teachers should be given responsibilities of class I.
• Co-curricular subjects like Health & Physical Education, Work & Computer Education, Value Education &Life Skills, Art & Cultural Education should be treat equally like the curricular subjects- Maths, English,Telugu, EVS etc. The periods allotted for co-curricular activities must be utilized only for training thestudents in those areas. For this, the Handbooks supplied to schools should be utilized.
• If a teacher is absent on a day, Head Master should be allot those classes to the existing teachers and seethat no classroom is without a teacher.

Section 16 declares that no student admitted into the school should be retained in the same class orremoved from school till he completes the elementary education.
Section 23 declares that only those candidates who have the educational qualifications as stipulated bythe NCTE are eligible for becoming teachers.

SMC - SCHOOL MANAGEMENT COMMITTEESMCs were constituted as per the guide lines of RTE – 2009. SMC helps in enrolling the students from the habitat and
there by ensures that all the children of school going age get quality education. They work for the development of the school incoordination with the school Head Master and teachers and help in smooth functioning of the school pooling. They also supportin pooling up resources for school development etc.
Main functions of SMC• SMC meets once in two months to review the functioning of school and suggests measures for the effective implementation
of academic activities.• Take measures to reduce the dropout rate irregularity of the students.• Ensures that the irregular students come to school on regularly by consulting with their parents.• Cooperates with the teachers in providing quality education. It also reviews the attendance of the teachers and their work.• Monitors the MDM programme.• Reviews the school annual grants and details of expenditure.• Passes resolutions for the proper utilization of the funds received by the school.• Takes necessary steps for schools account audit by CA/ local Fund Auditors / Auditors from cooperative Dept.• Selecting and appointing Vidya Volunteers as per the need.• Reviewing the progress of the students and cooperating with the teachers to improve their learning standards.• Community participation is essential for the development of the school. In order to utilize the community resources

Jawahar Balarogya Raksha (JBAR)We all know that "Health is Wealth". We can build healthy society only when children are healthy. The department of Edcuation,
coordinating with the other departments aiming for the child health started a programme, "Jawahar Balarogya Raksha", 2010. This was startedon the children's Day (Nov. 14th). It is observed in all Govt. Schools along with Sarva Siksha Abhiyan (RVM). Its features are as follows :
♦ Conducting screening tests to all the children, in all the districts through out the state with the help of teachers, para-medical staff andmedical officiers as per G.O. M.S. No. 316 of the Ministry of Health and Family Welfare.
♦ Feeding the data on the computer at district level within 15 days after the screening test.♦ Conducting health camps in schools as part of the annual fortright Educational Festivities. This should be computed in 15 days with the
help of the terms at mandal level.♦ Formation of the observation teams and monitoring the health check-ups.♦ Bi-monthly review of the committees to enable the implementation of the programmes.♦ Conducting reviews as per the guidlines of NRHM/ RVM (SSA).♦ Implementing the programmes by monitoring the children and their referal hospitals.♦ Getting help from NGO, Lion's Club and the Corporates.♦ Conducting and Publicising the activities like Dental Care, Eye Care ('Chinnari Chupu'), Deworming, reducing anaemic conditions (WIFS),
Hand washing etc.♦ All the children of private and government schools being vaccnated as per the prescribed plan.
♦ Implementing this programme even in Madarsas, K.G.B.Vs and O.S.C.s
♦ Including MDM workers, Health workers, Primary Health care centre Assistants in this health programme, JABAR and training them.

QUALITY ASPECTS ACCORDING TO RTE 2009Every school going age child has the right to get quality education from school as per the RTE 2009 Act. Let us learn
qualitative aspects of this.• According to Section 4, child can take admission in a class appropriate to his/ her age and he/ she has right to receive
special training to fill the learning gaps.• According to Section 8(c) & 9(c) the children belonging to the groups of backward classes facing adverse conditions in
getting good education must be assisted in completing elementary education without any discrimination or obstacles. Theyshall get quality education on par with other children.
• As mentioned in Sections 8 and 9 teacher training program shall be conducted. Academic calendar shall be prepared andmonitoring should be done.
• Section 11 states that children above 3 years must be prepared for primary education through proper training by preprimarycentres.
• Section 21 states that school management committees must prepare school development plan, executive, supervise andmonitor its implementation.
• Section 23 states that only trained teachers should be appointed as teachers.• Section 24 states that teachers should come to school intime regularly, complete the syllabus within the stipulated time, asses
learning standards of children. If needed, take up remedial teaching.• While laying down the curriculum and the evaluation procedure under subsection (i), shall take into consideration the following
namely ....i) Conformity with the values enshrined in the constitutionsii) all round development of the childiii) building up child’s knowledge, potentiality and talentiv) development of physical and mental abilities to the fullest extentv) learning through activities, discovery and exploration in a child friendly and child-centred manner.vi) medium of instructions shall, as per as practicable in child’s mother tonguevii) making the child free from fear, l trauma and anxiety and helping the child to express their views freely.viii) comprehensive and continuous evaluation of childs understanding of knowledge and his/ her ability to apply the same.

As a part of implementation of RTE - 2009, SSA is providing the necessary facilities to the children of school going age but with special needs so that they can study in the main stream. As a part of it, it is takingup programmes like, identifying the chidren with special needs, confirming the handicap, supplying the aids / appliances, home based education and conducting minor surgeries.
To construct ramps with railing so that CWSN can move around freely and easily in the school premises. Such physical hassle free environment is provided in 32,591 schools till now.
To construct toilets with ramps in the schools where there are children with cerebral palsy.
For the first time in the country a children resource centre is established 1 for every 3 Mandals so that CWSN in rural/ sub-urban and Ubran areas can be identified it an early age to provide physiotherapy,speech theraphy, Visual motiviation, teaching through special methods, training and counselling to the parents and also referral services.
1,470 resource persons are appointed to provide home based education in mandal to the children with severe and profound handicap.
1,485 itenarent teachers are appointed additionally for the remedial teaching to CWSN.
In the past 3 years aearing aids, wheel chairs, tricycles, clutches rollaters, callipers etc. are supplied to 41,046 children.
Minor surgeries to the CWSN are carried out with the help of the hospitals volunteering for the cause where 4,864 children underwent minor surgeries till now to inculcate self confidence in them.
Escort allowance is paid to the children who attend the school with the help of helpers.
476 expert physiotherapists are appointed in Mandal to provide physiotheraphy to CWSN.

Family Animals - Base of Our LifeChanging Family Structure
Textbooks with Braille script are supplied to class VI children who joined the schools.Teachers are being trained in the teaching methods, tips and using the teaching material.Along with the above special training centres are established to cater to the needs of dropout/ never enrolled children. These children aretrained for two years maximum and then they are mainstreamed.Two KGBVs in each district are alloted to out of school girls with special needs 20 children are admitted in each school.Parents of CWSN and people's representatives are trained to create awareness of the programmes taken up under SSA.Nearly 80 Lakh of schools aged children in the state underewent eye tests. Nearly 4.5 lakh children will be given necessary appliances andseven thousand children are underwent the surgeries.
