10/17 Minutes  

Meeting called to order at 7:05 Michelle was at the Neighborhood Traffic Safety Alliance meeting - arrived around 7:45pm Handed out the flyers – E-cycle locations, Friends of Trees, CFL Recycling locations Break-ins at the Tilikum Deaf Facility Installation of cell tower at corner of Mill Plain & Hearthwood -Has been pushed out 8 months Talked about the noise ordinance and Cascade Tavern. Pastor Sue made the motion to support the effort to change the city ordinance on noise. It was a unanimous vote (all that were present, which is reflected in the signup sheet) to support Brandon and Michelle Neighborhood cleanup discussion – recruited volunteers Dan Lloyd (City Liaison) gave the City update:

Tower Mall has been purchased by the city: With the Idea to build up the area. Downtown fire station has moved and will be going on line soon.

Officer Burgara and company was not present so no police report The question was asked about a noise ordinance for mufflers: Dan said there isn’t one???? Update on the 157th speed cushion project presentation Discussion of the future 1st Street Improvement Project Meeting Adjourn at 8:20

Our next meeting 12/19 we will be electing our Executive board of Chair, Co-Chair, and Secretary/Treasurer for 2018. We hope there is interest in filling these positions and getting further involved with our neighborhood. If you are interested, please be sure to attend the meeting.

Cell tower installation There will be a cell tower installed in the Additional Self Storage lot which is located on Hearthwood Blvd. and Mill Plain. The Neighborhood Association was notified of development to happen in our area, so our chair went to the storage unit to get conformation or updates. The owner is aware and in fact working with the planners for the tower to be installed. Break-in at deaf facility Tilikum The deaf facility located on Harthwood Blvd has had a series of break-ins over the past few months, as of the latest break-in suspect has been caught. According to the affidavit, the suspect said, “he broke out a door window, squirted gasoline and lit a small fire inside the building to get an adrenaline rush.” He has been charged with second-degree burglary, second-degree arson, second-degree malicious mischief and one count of obstruction and the judge has set his bail at $75,000. Lead Deputy Fire Marshal Chad Lawry said the fire was partially extinguished by a police officer before firefighters arrived. the fire and vandalism caused a combined $11,500 damage. (Columbian) This is just another reminder that people do silly/stupid stuff for “fun” and at others expense; don’t let yourself fall victim to mischief. Remember don’t leave valuables in your car. Always lock your car and house doors, and keep your eyes open for things that just don’t look right; be aware! Noise Ordinance violation – Cascade Tavern A neighbor approached the Neighborhood Association for help with the live bands played outside and the vocal chatter noise coming from the Cascade Tavern late after 10pm. This has been an ongoing issue for quite a few years now. VPD has been involved along with the city’s ordinance department, to no avail. There have been requests made to the bar owner from neighbors and VPD officers, also to no resolve. Our NA Chair did some research to find violation of the cities noise ordinance isn’t only an issue with the Cascade Tavern, but several other bars in the Vancouver area. City Manager and Council are aware of the issues throughout the city and the topic has been brought up at council meetings by other neighborhood associations. It was discussed at the October 17th East Mill Plain Neighborhood Association meeting and with unanimous vote we will support our neighbor and neighborhood requesting revision and adjustment to the verbiage of Vancouver’s noise ordinance VMC 7.05.010. We would like to include enforcement after hours and regardless of residential or commercial location. We are actively working with CRESA to get the information and statistics needed to move forward. Once we get all the necessary information we will make a presentation/request to City Council. Speed Cushion project request Michelle Beardshear (our chair) made a PowerPoint presentation to the NTSA (Neighborhood Traffic Safety Alliance) board for final confirmation of funding for our request. The city has $300 thousand dollars for neighborhood safety traffic calming projects in 2018 and eight projects requested various amounts of funding. The order of project completion falls on the highest combination score from the seven judges scoring the presentations. We will get the results at the November NTSA meeting and be able to share at our December Neighborhood Association meeting.

1st street improvement project – attending the neighborhood traffic safety alliance meetings I have been able to get city traffic project updates with our transportation department. Per Ryan Lopoosa the Transportation Department supervisor, within the next few years there be an expansion called the 1st Street improvement project, which is pretty much like the current 18th street improvement project. This project will include street widening, additional lanes, round abouts, and stop lights. It will take place along 1st street starting at 164th ave and go all the way to 192nd street.

If you were to travel west on 1st Street it now goes all the way to 136th ave, as to where it used to end at Hearthwood boulevard; right where our neighborhood boundaries start. With the 1st street improvement project being installed this will make 1st street a solid corridor on the east side of Vancouver. I have spoken with Ryan and there isn’t anything planned for the portion of 1st street in our neighborhood boundaries (Hearthwood to 164th). There isn’t room for widening the streets because there aren’t even sidewalks in some areas, but they will repaint the bike lanes and repave the street. I am going to ask for the project to include speed cushions along 1st street in our neighborhood from about 157th to 164th. There are already speed cushions from Hearthwood to about 148th ave. Including the cost for additional speed cushions in the larger project will help our neighbors along 1st street, our neighborhood in general, and the city as a whole. Again, this project is set for a few years out but as our town is expanding so does our infrastructure and transportation needs. I am sure we will have further discussion in our meetings within the next year.

2017 Neighborhood Cleanup – At out 10/17 meeting we discussed our first annual neighborhood cleanup. It was scheduled for November 4th in the back lot of the Mill Plain United Methodist Church. Partnering with Waste Connections and the City, we have a neighborhood cleanup and dump household items, yard debris, scrap metal, cardboard, and goodwill items all free of charge!!! A few neighbors have volunteered to help and again really want to thank Pastor Sue and the United Methodist Church for allowing us to use their property for our neighborhood functions. Writing up this part of the newsletter before the cleanup date, am excited for this event. – I will write an update after the cleanup as well.

******************AFTER THE CLEAN UP********************** SUCCESS!!! - Huge thanks the Mill Plain United Methodist Church for the use of their parking lot, and to Additional Self Storage for the drinks and snacks. Thanks to Sue, Donna, Theresa, John, Jason Campbell, Robbie, Jose, & Robert Drake, for all of your help!!! (Sorry if I forgot anyone) Our neighborhood association complete the conservation challenge with the recycling of yard debris, scrap metal, cardboard, and goodwill items. For completing the challenge, we earned $100 for our treasury! In total we had 4.73 tons of household trash and 1.83 tons of yard debris.
