My dear Himveers,

I feel a deep sense of pride and honour at being given the opportunity to lead this elite Central Armed Police Force - The Indo-Tibetan Border Police (ITBP) in the 57th year of its dedicated service to the Nation. Safe guarding of our international border in the most uncongenial and difficult conditions in the greater Himalayas are our core mandate. Apart from this, we have also been deployed for anti naxal operations, internal security and protection duties in high profile locations. We have been widely appreciated as ambassadors of rescue and relief during any disasters in Himalayan states. Himveers have earned honour for their excellent performance in UN and Indian Missions abroad. The stubborn zeal and dedication of our men has always been commendable.

I felicitate all ranks of the Force and extend my heartiest congratulations on their fulfilling our commitments and allotted tasks. I will prioritise my coming days for promoting a more effective working environment based on mutual respect and camaraderie amongst all ranks, ensure Force up gradation, develop basic infrastructure and facilities with particular focus on our border units and make sure the highest level of security consciousness amongst our rank and file.

I will also work for the welfare of the ITBP troops working in different security horizons. I would like to deliver more on various resource development within the Force so that multi talented Himveers and the Force assets are fully utilised. Ensuring the highest standards of operational preparedness to meet present and emerging challenges and providing requisite welfare measures for ex-ITBP personnel and NOKs of Martyrs are also high on my priorities.

57th Raising Day Parade, 2018

Hon'ble Union Home Minister presenting the 'Overall Best Bn Banner' to 19th Battalion, Sarhan

New Delhi/ Greater Noida:- 57th Raising Day Parade of Indo-Tibetan Border Police (ITBP) was held at 39th Bn, ITBP, Greater Noida. Sh. Rajnath Singh, Hon’ble Union Home Minister took the salute.

Led by Mahila Contingent, Commando, Skiing, Anti Naxal Operations, paratroopers, mounted column, and different frontier contingents, the parade showcased all aspects of the Force including the Horse and Dog contingents. Snow Scooters, different types of All Terrain Vehicles, Different high end SUVs, Pol Net etc, and a dummy Helicopter were also included in the march past.

In his speech, Shri Singh conveyed greetings to the all Force personnel on the auspicious day and acknowledged the services rendered by the Force which is working with zeal and professionalism in uncongenial & extreme conditions on the mountainous borders of the country. Shri Singh praised the ITBP for initiatives by the Force. He said that the ITBP has been instrumental in different efforts made for better facilities for the force personnel. He lauded the Force for its spirit and high morale in the difficult most terrains in the Himalayas.

On this occasion, 1 Uttam Jeevan Raksha Padak, 05 President’s Police Medals for Distinguished Service, 23 Police medals for meritorious service and 1 Jeevan Raksha Padak were awarded. The newly instituted Best Sports person, Best Training Centre, Swachhta Trophy were also awarded. ASI Kalpana Devi Thoudam, a world fame female Judoka of the Force was awarded with the Best Sports Person Trophy. Recruit Training Centre, Karera (MP) was awarded with Best Training Centre Trophy. 28th

Battalion of the Force was awarded with Swachhta Trophy.

In the special medals category for serving animals of the Force, Horse ‘Mayur’ from Basic Training Centre, Bhanu and Dog ‘Baghera’, from 27th Battalion deployed in Anti Naxal Operations in Chhattisgarh conferred with Best Horse and Best canine medals respectively by the Hon’ble HM. 19th Battalion was awarded the Best Border Battalion Trophy. 26th

Battalion received the Best Non Border Battalion Trophy while 40th Battalion was awarded the Best ANO Battalion Trophy. An ITBP souvenir containing highlights of the achievements of the Force during the year was also released. Different demonstrations were presented after the Parade. Demonstrations of Silent Weapon Drill- Rifle Magic, Demonstration

by mounted column, Vehicle Disassembling/ Assembling Drill, and ‘Janbaaz’ motorcyclists were shown. The Parade was telecasted/broadcasted live by Doordarshan and All India Radio.

Later on, a 200 bedded CAPFs Referral Hospital was inaugurated by the Hon’ble Union Home Minister in Greater Noida. Under the administrative control of the ITBP, the Hospital is the biggest and first of its kind in the CAPFs which will be having state of the art equipment and treatment facilities for the patients. It will cater for modern pathology lab,

radiology department, operation theatre including different specialized departments such as pediatric, labour department, ophthalmology, medicine, ENT and orthopedic etc. Cardiology, Neurology, Nephrology and Neurosurgery departments will also be included in near future. .

In ITBP, the Veterinary cadre performs multifaceted role. Generally, major operation and surgery of dogs are referred to the Veterinary Colleges, Veterinary Hospitals, NTCDA Bhanu or private pet clinics as per the circumstances and cases. But, in this case, one critical operation was carried out by a dedicated officer which saved the life of a member of the K9 team of the ITBP.

An explosive Detection (ED) dog ‘Kajal’ which is 9 years old, presently posted in 22 Bn Tigri camp and engaged in VVIP duties in Delhi & NCR was suffering from pyometra showing symptoms of severe vaginal discharge, abdominal distention, anorexia (loss of appetite), Staggering gait, malaise, reluctant to work and pyrexia Dog was not responding to conventional treatment.

‘Kajal’ has served many tough and operationally active areas such as Chhattisgarh and was part of ITBP squad on many important occasions like Independence day, Republic day Parades, Anti

Sabotage duties during parliament session and visit of many foreign dignities at the national capital from time to time and also served at security arrangements made for Commonwealth Games-2010 and FIFA U-17 World Cup India 2017 held in New Delhi.

Dr Anoop Kumar Nayak AC/Vet 22 Bn Tigri treated the Dog and explored the possibility of Ovariohysterectomy (Removal of Uterus and ovaries).

He consulted the case with Professors of different Veterinary Colleges and known Veterinary specialists of Delhi & NCR’s. The condition of the dog was not good to take it to nearby veterinary colleges like Ludhiana or Hisar. Private Pet clinics were asking an estimate of Rs 20,000/- for said operation without giving assurance of success of operation.

In such circumstances, Dr Anoop Kumar Nayak, a Veterinary surgery specialist decided to perform this major surgery at the Unit itself.

He discussed the case with the Battalion Commandant Sh P K Tiwary and simultaneously got approval from Comdt/Vet Dte Gen. He also arranged all required medicines, instruments including inspection K9 table etc for the surgery.

The dog was operated surgically for Ovariohysterectomy (removal of Uterus and ovaries) successfully under general anesthesia with Kitamine and Xylazine adopting all Standard Operating Procedures.

The dog recovered completely after two weeks due to untiring efforts of the Unit Vet, Para vet and Dog handler staff. Now dog is ready to take on new challenges and eagerly waiting to go on new assignment with merrily heart and feeling itself lucky and proud to be part of ITBP K9 Squad.

It is the first time in ITBP & CAPF that such a major surgery was performed successfully at the unit level. This bold surgical effort will definitely inspire others.
