Since DRM/KGP is away on training abroad, I am writing this MCDO. 1. General:

1.1 125th Birth Day of Bharat Ratna Dr. B.R.Ambedkar was celebrated on 14.04.1016 in DRM‟s office, Kharagpur.

1.2 World Health Day was observed at Hospital Auditorium on 07.04.2016. 1.3 Full scale mock exercise for rescue and relief operation at accident site was successfully

conducted on 21.04.2016 at C.Yard/Nimpura.


1.4 A customer meet with vendors,

passenger association forums and other rail users‟ forum of KGP-BHC section has been organised at Balasore on 25.04.2016.

1.5 „Nukad Natak‟ has been organized at HWH(S), SRC, BVA, ULB, BZN, KIG. MCA, PKU, BCK &

KGP from 23.4.16 to 29.4.16 for wide publicity of use of UTS Mobile App.

1.6 A total of 09 nos special trains run during this month to clear extra rush of passengers.

1.7 As desired by GM vide his letter no. GM/MCDO dt. 28.4.2015, the following action has been

taken on „Swachh Bharat Mission 2016-17 for your kind perusal –

As a commitment to „Swachh Bharat Mission‟, Division has taken steps to ensure cleanliness at station premises. Contract has been awarded at all A1/A/B category stations viz., KGP, BLS, DGHA, SHM & MDN. In addition, contract has been awarded for 50 major stations in the Division. This will ensure in cleanliness at stations through out-sourcing. Regular drive is being taken to ensure cleanliness at major stations.

2. Achievements:

2.1 During the month of April‟16, division has interchanged 7912 wagons/day which is best ever interchange in any April.

2.2 In the month of April‟16, Punctuality performance of all passenger trains are 100% on 03.04.16, 4.4.16, 6.4.16, 9.4.16, 11.4.16, 24.4.16 & 25.4.16 and punctuality performance of Mail/Express trains are 100% on 03.04.16, 6.4.16 & 11.4.16 and punctuality of suburban trains are 100% on 1.4.16, 3.4.16, 5.4.16, 6.4.16, 8.4.16, 9.4.16, 12.4.16, 13.4.16, 16.4.16, 17.4.16 18.4.16, 19.4.16, 25.4.16, 26.4.16 & 27.4.16.

2.3 During the month of April‟16, diesel loco utilization figure is 381.92 KM/day, which is best ever utilization in any April.

2.4 Other coaching earnings realized for the month of April‟16 is Rs. 14.61 Cr as against Rs. 12.33 Cr in April‟15, which is +18.4% over and above the corresponding month of previous year.

2.5 (AB+C) Ticket checking earnings for the month of April‟16 is rs. 1.37 Cr as against Rs. 1.28 Cr in April‟15, which is +6.7% over and above the corresponding month of previous year.

2.6 Sundry Earnings realized for the month of April‟16 is 55.63 lakh as against Rs. 24.32 lakh in April‟15, which is +128.7% over and above the corresponding month of previous year.

2.7 Passenger Complaint (Mechanical): A total of 07 passenger complaints received in Apr‟16

against 14 complaints in 2015-16, showing 50% improvement over the last year.

2.8 Linen Complaint: In April‟16, the linen complaints were 06 against 11 complaints in Apr‟15 which

is far lesser and shows 45% improvement over last year.

2.9 Coach Augmentation: A total of 48 coaches (AC-11, NAC-37) augmented in the month of

Apr‟16 to clear extra rush of passengers.

2.10 As desired by GM vide his D.O.letter no. GM/DRMs dt. 25.8.2015, the following passenger

amenities at Railway stations through individuals, NGOs, Trusts, Charitable institutions,

Action plan to address passenger complaints :

Bedroll:

Segregation of dirty linens into lots of “Light wash”, “Medium wash” and “Heavy wash” (for heavily stained and discoloured linen) for customized washing as per the nature of the load.

Re-programming of the cleaning cycles for customized washing of different nature of loads i.e. light, medium and heavy stains for optimum result.

100 % inspection of the washed linen at SRC.

Cleanliness:

Monitoring of passenger feedback/ complaint and arranging prompt OBHS through sms and email to cleanmycoach.com on real time basis.

Developing one “Yatri Seva Kendra” to address passenger feedback/ complaints on real time basis through on real time basis.

Regular intensive cleaning of coaches by detaching the same from the service.

Intensive cleaning of AC & Non AC coaches.

4.6. Personnel:

4.6.1 Court cases – In this month 03 cases have been finalized in favour of Railway.

4.6.1 Compassionate appointment: During the month of Apr‟16, 16 candidates have been appointed on compassionate ground. The status is as under:

4.7. Staff amenities:

Roof treatment of 50 nos staff quarter under IOW/South, South-West and North-West at Kharagpur has been completed during the month and total during the year is 480 nos.

Snowcem painting of 20000 Sq.Mtr. of staff quarters have been done under IOW/S, IOW/SW & IOW/W at Kharagpur settlement during the month.

10.0 Km corroded pipe line has been replaced near DLS, Mathurakati & Old settlement area of Kharagpur.

2.0 Km black topping road under IOW/NW & Scrap yard at Kharagpur settlement has been repaired during the month.

5. Achievements of Technical departments: 5.1 Signal & Telecom:

i) 13.792 kms of old/defective Signalling cables has been replaced for improving safety and reliability of signaling system.

ii) 188 Nos. of Old/ defective cells have been replaced by new.

iii) 73 Nos. defective Glued joints (52 Kg - 18 Nos., 60 Kg - 55 Nos.) have been replaced by new.

iv) 53 Nos. of thorough maintenance of point machines done.

v) 18 Nos. of old and worn out point machines have been replaced.

5.2 Engineering:

Progress of CTR during the month is 6.84 CTR units as against 0.86 CTR units during corresponding month of last year.

Progress of Ballast supply during the month is 14.905 Cum as against 12.110 Cum during corresponding month of last year.

Progress of painting of rail during the month is 36.88 Tr.Km units as against 30.50 Tr.Km units during corresponding month of last year.

Progress of distressing of rail during the month is 6.28 Tr.Km units as against 3.01 Tr.Km units during corresponding month of last year.

Zero rail/weld failure during the month against 04 nos during corresponding month of last year.

Output of CSM machine during the month is 165.93 TKm as against 73.21 Km during the corresponding month of last year.

Output of Unimate during the month is 130 nos as against 97 nos during corresponding month of last year.

15 nos (HIJ, BCK & BLS) encroachments removed during the month.


5. 3 ELECTRICAL

5.3.1 Electrical (TRD):

4 nos. earthing station created near KKQ/SP, SUA/SSP, GII/SSP and CKU/SSP in KGP-TATA section as per RDSO SMI No. TI/SMI/0032 (Rev.-I) to achieve positive, strong and deliberate earth connection. This will help in reduction of elevated rail potential and will ensure proper functioning of protective arrangement.

188 nos. rusty cantilever assemblies have been replaced in HWH-KGP-RHE section to avoid

failure.

33 nos. critically implanted masts below 2.50 mtr in KGP-TATA have been relocated to avoid

open door hitting.

0.72 KM unregulated OHE has been converted to regulating type arrangement for better

fexibility of OHE with temperature variation.

63 nos. of composite insulators have been provided along with application of silicon compound

in the highly polluted zone of MCA-KIG badly affected by industrial pollutants of KTPP to

reduce probability of arching/flashover.

During the month of March’16, power factor rebate on Energy bills amounting to Rs.40.66 Lakhs has been availed w.r.t Rs.22.65 Lakhs (i.e. improvement of 83.0%) compared to last year from different SEB authorities.

Electrical (Coaching) & EOG wing SRC:

Intensive maintenance done in 6 nos TL coaches and special drive done -644 nos TL coaches

& 389 nos of TL coaches of VRLA battery are running in service, 10 nos E/Light and 43 nos

MCP(old) are replaced. DC to BLDC conversion-01, U/Frame wiring replaced-06, 32 nos RRU

have been repaired at TL/WS.

In RMPU: without having CMC 3 nos compressors, 02 nos condensers, 02 set of duct canvas,

02 set blower fan motor runner attended, leakage arrest on 06 coaches including 02 capillary

replaced. 03 sets wiring from control panel to Blower Fan Motor/condenser motor have been

done. More than 90 nos cells, 04 nos battery chargers have been replaced. 04 nos WRA

compressor and cut out switch repaired.

07 nos defective Fridge and 06 nos deep Fridge in conventional Pantry Car have been repaired.

Provision of capacitor bank for power factor improvement in 153 nos LHB type AC coaches have been completed in Apr‟16 out of 168 LHB coaches.

All pre-cooling boxes at PF no. 17 of HWH New complex have been checked and minor

repairing works done to ensure proper pre-cooling of AC coaches.

Electric Loco Shed/SRC:

Ineffectiveness: The Statistical and Hourly Ineffectiveness percentage of locomotive for the month of Apr‟16 are 5.00% and 7.88% respectively.

Punctuality Loss Incidence: Overall 05 no. Of punctuality loss incidences have been occurred with locos of ELS/SRC during Apr‟16.

5.3.2 EMU Car Shed/TPKR:

Nil failure case on EMU/MEMU account has been registered in the current month. There was one failure case during the corresponding month of last financial year.

A special drive has been started for checking and re-calibration of transformer thermostat (TT) as part of summer precaution drive. During this month, in 115 motor coaches checking and recalibration of TT has been completed. The same will be conducted in remaining 8 motor coaches.

Air suspension indication circuit provided in TWL & BEML rakes are being modified with fitment of 2.5A MCB and proper cable grommet after lifting the coaches. So far 3 rakes have been modified out of required 7 rakes.

A workshop on “Stores Management” in coordination with Sr.AFA/ WS&SV/ GRC was held at TPKR carshed on 06.04.2016 wherein training were imparted to the stockholder of all sections of EMU Carshed Tikiapara by Sr. ISA/GRC and his team of stock verifiers. Views were exchanged in connection with proper upkeep of stock ledgers by all stock holders.

A revenue of Rs. 7.80 lakh has been generated during the month under review through disposal of various ferrous & non-ferrous scrap.

5.3.3 Electrical (OP):

46 nos LP(S) have been promoted to LP(Goods) and 32 nos of Sr.ALPs have been promoted to LP(S).

Out of panel of 205 nos of ALPs, 104 nos reported to this division have been sent to ELTC/TATA for initital training. Further 17 more reported at later date are waiting for training.

Special drive was conducted to check under gear of three phase loco for a period of one month. 157 nos of LPs, 283 nos of ALPs and 28 nos of LP(S) covered during this drive.

On 20.4.16 Sri G.K.Das, LP/KGP had detected smoke emission from TM-6 of loco no. 27991/CNB at KKPR while conducting quick inspection of loco. This has resulted in avoidance of blockage of section or derailment of loco as the pinion of the TM was detected to be seized and caused locking of axle.

A seminar was conducted at KGP Lobby on “Stay Fit in summer”for the benefit of crew & Guard to combat high heat in the summer. The lecture was delivered by Sr.DMO/KGP.


5.3.4 Electrical (General):

LC Gate nos 91,93 & 96 is provided with 02 nos 4x24W out door fittings at each gate for illumination to achieve road user safety.

03 nos LC gates have been energized by Solar/SEB supply in JGM-GII, VKD-BLDA, & Kanti-DGHA section.

06 nos 1x28W fittings newly provided at KSBP, MsDL & DGHA station PF shelter for illumination.

12 nos C/Fans have been newly provided in PF shelter at BOP, GII & GTS station to achieve passenger amenities.

05 nos 16 ft SST poles with 1x28W fitting have been newly provided at Golebazar for better illumination of street light.

5.4 Mechanical: 5.4.1 Mechanical (C&W):

Garbage from respective coaches are now accumulated and dumped in dedicated bins at Washing line/KGP and scored accordingly. Thus making the area cleaner and more environment friendly.

1521 nos of sick marked wagons were repaired at sick line/NMP & HLZ and offered for traffic use in April‟16.

455 no. of wagons were repaired at NRY/NMP to minimize sick detachment in Apr‟16.

120 MT of steel turning and boring of scrap was disposed off from Wagon depot/NMP area. Also 04 nos wagons at Wagon depot/NMP have been loaded with 100 MT (approx.) of C&W scrap materials and dispatched to Scrap yard/MKT for unloading.

Coaching stock hot axle in the month of Apr‟16 is Nil.

Cases of total equipment failures have been reduced to 04 in the month of Apr‟16 as compared to 6 cases in the corresponding period of previous year – an improvement is 33%.

5.4.2 Mechanical (Diesel):

A fixture has been developed in-house to

check the function of electromagnetic

contactor with auxiliary interlocks before

fitment in locomotive. This will help improve

reliability of the assembly and the locomotive

in turn.

5.4.3 Coaching Depot/SRC:

Bio-Toilet Tank Fitment:

To increase the population of eco-friendly Bio-toilets in passenger coaches, SRC coaching

depot has started fitment of IR-DRDO Bio-Toilet Tank at the Sick Line of the depot. In the


month of Apr‟16, total of 12 Nos. of Bio-Toilet tank fitted in 08 nos. of coaches (01GS &

07 GSCN).

Modification work in SLR Luggage Door:

Vertical or lateral movement beyond permissible limit of luggage doors which may arise due

to sudden jerk during loading and unloading may cause the top rollers of the luggage doors to

be displaced from the „V‟ groove in the top rail , resulting in the derailment of the luggage doors.

As a preventive measure, a modification drive was taken at SRC coaching depot to restrict

vertical and lateral movement of luggage doors to approx. 5-6 mm by providing a‟ Stopper „

made of 5 mm rectangular piece to restrict vertical movement and „Restrictor‟ made of angles

one at top and one at bottom to restrict lateral movement within limit.

In the month of Apr‟16, the modification work completed in all SRC based SLR.

Special drive on Pantry Cars:

To ensure more safety and hygiene, a special drive was taken for thorough checking of the safety

items, fixing, replacement of missing, damaged items and ensuring the following items in all

i) Gas Oven fixing with floor: to ensure proper fixation on the floor.

ii) Fitment of Copper Pipe: Thorough Checking of the copper pipe between

gas the gas regulator and oven &

replacement of damaged pipes.

iii) Flexible Rubber pipe checking :

Thorough checking & replacement if necessary.

iii) Drain Chute fitting/replacement:

To facilitate and ensure proper drainage of used water.

v) Ensuring Gas Cylinder Holding chains inside Gas Chamber:

To ensure 100% gas cylinder holding chains for proper securement of gas cylinders inside inside the gas chamber.

Achievements of other Departments:

6.1 Accounts: 6.1.1 The A/cs deptt. Of Kharagpur Division has achieved savings of Rs. 4449 thousands to end of

month of April‟16 through meticulous checking and scrutiny of estimates, internal claims, and irregularities detected through local inspections.

6.2 Security:

6.2.1 11521 persons were arrested under different section of Railways Act and Rs. 18.96 lakh was realized as fine.

6.2.2 During the month of Apr‟16, 132 drives were conducted under Tobacco Act, 187 cases were detected and Rs. 37,400/- was realized as fine.

7. Assistance required: 7.1 Filling up of vacancies and creation of Gazetted posts:

7.1.1 There are 21 vacant posts in IRMS cadre. 11 CMP‟s are working against these posts. The vacancies may kindly be filled up at the earliest by IRMS doctors.

7.1.2 The posts of AOM(CNL), AOM/Movement, AOM (Chg) & is lying vacant from 31.3.16, 01.11.2015, 1.4.16 which may kindly be filled up.

7.2. Filling up of vacancies and creation of Non-Gazetted posts: 7.2.1 There is a severe shortage of Commercial Clerks on account of which the ticket counters are

left unmanned resulting in loss of revenue. Proposal for sanction and creation of 77 commercial clerks are pending at HQ which may be expedited. (Ref: DRM/KGP‟s d.o.no. Com/G18/3/66/Cadre/Comml.Clerks dt. 29.10.13 & Sr.DCM/KGP‟s letter No. COM/G.18/3/66/Cadre/Comml. Clerks dt. 22.8.13.

7.2.2 There is a severe shortage of ticket checking staff. A proposal has been sent to CCM/S.E.Rly, Kolkata-1 for creation of 450 ticket checking staff. (Ref: Sr.DCMKGP‟s letter No. Com.G/18/3/66/Plg. Dt. 6.11.2012.

7.2.3 A proposal for creation of 543 posts of non-gaz. Gr.C & Gr.D posts for SRC depot under Electrical deptt of KGP Divn., after concurrence of HQ/finance have been forwarded to CPO. In this connection, the undersigned has written a letter to CEE/GRC vide no. Elect/Chg/SRC/16 dt. 3.10.2013. However, sanction of the above is yet to be received.

7.2.4 Presently 26 JE posts are lying vacant out of the sanction cadre of 45. This is hampering the coach maintenance work and needs to be filled up at the earliest. The vacant posts in Artisan category may be filled up at the earliest.
