(i) ये िविनयम, “अ) ययन या �िश*ण का कोई नया या उ. चतर पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) खोलना और अ) ययन या �िश*ण के �कसी पाठय1म (अ) ययन या �िश*ण के �कसी पा01म सिहत) म8 �वेश *मता म8 वृि: करना (संशोधन) िविनयमावली, 2018” कह ेजाएंगे। (ii) ये सरकारी राजपD म8 उनके �काशन क� तारीख से �वृ त ह#गे। 2. “अ) ययन या �िश*ण का कोई नया या उ. चतर पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) खोलना और अ) ययन या �िश*ण के �कसी पा01म (अ) ययन या �िश*ण के �कसी % नातको तर पा01म सिहत) म8 �वेश *मता म8 वृि: करना िविनयमावली, 2000” म8 िनA निलिखत अिभवध�न/संशोधन/ िवलोप/�ित% थापन, इसम8 �दए गए अनुसार दशा�ए जाएंगे:- 3. “अ) ययन या �िश*ण का कोई नया या उ. चतर पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) खोलना और अ) ययन या �िश*ण के �कसी पा01म (अ) ययन या �िश*ण के �कसी % नातको तर पा01म सिहत) म8

�वेश *मता म8 वृि: करना िविनयमावली, 2000” के �कसी मेिडकल कालेज/सं% थान म8 अ) ययन या �िश*ण का कोई नया उ. चतर पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) खोलने के िलए के= > सरकार क� अनुमित के िलए ““अह�क मापदंड” अथा�त योजना शीष�क के अंतग�त भाग- I के खंड 3(1) को िनA निलिखत Jप म8 �ित% थािपत �कया जाएगा:- “ भारतीय आयु�व��ान प�रषद ्(संशोधन) अिधिनयम, 1993 के �ारंभण से पहल े% नातको तर पा01म चलाने के िलए भारतीय आयु�व��ान प�रषद ् अिधिनयम, 1956 के अंतग�त मा= यता �ाK त मेिडकल कालेज; आयु�व��ान तथा श� य–िव�ान % नातक (एमबीबीएस) पा01म चलान े के िलए मा= यता �ाK त मेिडकल कालजे और % नातको तर िच�क सा िश*ा �दान करने के उMेN य के िलए के= > सरकार �ारा स् थािपत िच�क सा सं% थान, % नातको तर िच�क सा िश*ा पा01म आरंभ करने के पाD ह#गे, परंतु यह �क भारतीय आयु�व��ान प�रषद ्अिधिनयम, 1956 के अंतग�त एमबीबीएस िडOी �दान करने के िलए अभी मा= यता �दान न �कए गए मिेडकल कालेज# को यह अनुमित होगी �क वे तीसरे नवीकरण के समय अथा�त एमबीबीएस पा01म के चौथे बैच के दािखले के साथ ि�-िRलिनकल और पारा िRलिनकल िवषय# नामत: शरीर रचना-िव�ान, शरीर�1या-िव�ान, जीव-रसायन, भषेज-िव�ान, रोग-िव�ान, सूS मजीव- िव�ान, फोर8िसक मेिडिसन और कA युिनटी मेिडिसन म8 और चौथ े नवीकरण के समय अथा�त् एमबीबीएस पा01म के पांचवे बैच के दािखले के साथ नैदािनक िवषय# नामत: संचेतनाहर-िव�ान, वचारोग-िव�ान, रितजरोग-िव�ान और कुU ठ रोग, जनरल मेिडिसन, बालरोग, मनोिV�क सा, िव�करण-िनदान, रेिडएशन ऑनकोलोजी, N वसनी मिेडिसन, कान नाक गला, रोग-िव�ान, जनरल सज�री, नेDरोग-िव�ान, अि%थरोग, �सिूत एवं % Dीरोग-िव�ान म8 कोई % नातको तर िच�क सा िश*ा पा01म आरंभ करने के िलए आवेदन कर सक8 ।” 4. “अ) ययन या �िश*ण का कोई नया या उ. चतर पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) खोलना और अ) ययन या �िश*ण के �कसी पा01म (अ) ययन या �िश*ण के �कसी % नातको तर पा01म सिहत) म8 �वेश *मता म8 वृि: करना िविनयमावली, 2000” के मौजूदा मेिडकल कॉलेज#/सं% थान# म8 अ) ययन या �िश*ण के �कसी पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) म8 �वेश *मता म8 वृि: करने के िलए के= > सरकार क� अनुमित हतुे “अह�क मापदंड” अथा�त योजना शीष�क के अंतग�त भाग-II के खंड 3(1) म8 सशंोधन को िनA निलिखत Jप म8 �ित% थािपत �कया जाएगा:- “कोई मेिडकल कालेज/िच�क सा सं% थान, % वीकृत �वेश *मता के �ित संबंिधत शिै*क योX यता को अिधिनयम क� धारा 11(2) के अंतग�त मा= यता �दान कर �दए जाने और अिधिनयम क� �थम अनुसूची म8 शािमल कर िलए जाने पर, एमबीबीएस/% नातकोत् तर िडK लोमा/% नातको तर िडOी/उ. चतर अित िवशेष�ता पा01म# के िलए �वेश *मता म8 वृि: करने हतुे आवेदन पD दनेे का हकदार होगा।” डॉ. रीना नZयर, सिचव (�भारी) [िव�ापन-III/4/असा./98/18-19] पादपादपादपाद----�ट� प�ट� प�ट� प�ट� पणी:णी:णी:णी: �धान िविनयमावली नामत: “अ) ययन या �िश*ण का कोई नया या उ. चतर पा01म (अ) ययन या �िश*ण के % नातको तर पा01म सिहत) खोलना और अ) ययन या �िश*ण के �कसी पा01म (अ) ययन या �िश*ण के �कसी % नातको तर पा01म सिहत) म8 �वेश *मता म8 वृि: करना िविनयमावली, 2000” भारतीय आयु�व��ान प�रषद ्क� �दनांक 14 अग% त, 2000 क� अिधसूचना सं[ या 34(41)2000- मेड के अंतग�त 7 अR तूबर 2000 को भारत के राजपD के भाग- III, खंड- 4 म8 �कािशत क� गई थी और इस ेभारतीय

NOTIFICATION

New Delhi, the 7th June, 2018

No. MCI-18(1)/2018-Med./113871.—In exercise of powers conferred by Section 33 of the Indian Medical

Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of the Central Government

hereby makes the following regulations to further amend the “The Opening of a New or Higher Course of Study or

Training (including Post-graduate Course of Study or Training) and Increase of Admission Capacity in any

Course of Study or Training (including a Postgraduate Course of Study or Training) Regulations, 2000.” namely:-

1. (i) These regulations may be called the “The Opening of a New or Higher Course of Study or Training (including

Post-Graduate Course of Study or Training) and Increase of Admission Capacity in any Course of Study or

Training (including a Postgraduate Course of Study or Training) Regulations, 2018.”.

(ii) They shall come into force from the date of their publication in the Official Gazette.

2. In the “The Opening of a New or Higher Course of Study or Training (including Post-graduate Course of Study

or Training) and Increase of Admission Capacity in any Course of Study or Training (including a Postgraduate

Course of Study or Training) Regulations, 2000.”, the following additions / modifications / deletions /

substitutions, shall be as indicated therein:-

3. The Clause 3(1) in Part I under the heading “Qualifying Criteria” i.e. “Scheme for permission of the Central

Government for Opening a new or higher course of study or training (including Post-graduate Course of

Study or Training) in a Medical College or Institution of “The Opening of a New or Higher Courses of

Study or Training (including Post-graduate Course of Study or Training) and Increase of Admission

Capacity in any Course of Study or Training (including a Postgraduate Course of Study or Training)

Regulation, 2000”, shall be substituted as under:-

The Medical Institution recognized under the Indian Medical Council Act, 1956 for running post-graduate

courses prior to the commencement of the Indian Medical Council (Amendment) Act, 1993; the Medical

Colleges recognized for running Bachelor of Medicine and Bachelor of Surgery (MBBS) course; and the

Medical Institutions established by the Central Government for the purpose of imparting postgraduate medical

education shall be eligible for starting a post-graduate medical education course.

Provided that it shall be permissible for Medical Colleges not yet recognized for the award of MBBS degree

under the Indian Medical Council Act, 1956 to apply for starting of a Post-graduate medical education course

in pre clinical and para clinical subjects, namely, Anatomy; Physiology; Biochemistry; Pharmacology;

Pathology; Microbiology; Forensic Medicine; and Community Medicine at the time of third renewal i.e.,

alongwith the admission of fourth batch for the MBBS course; and in clinical subjects, namely,

Anaesthesiology; Dermatology, Venereology and Leprosy; General Medicine; Paediatrics; Psychiatry; Radio-

diagnosis; Radiation Oncology; Respiratory Medicine; Otorhinolaryngology; General Surgery;

Ophthalmology; Orthopaedics; Obstetrics & Gynaecology, at the time of fourth renewal, i.e., along with the

admission of fifth batch for the MBBS course.

4. Amendment in clause 3 (1) of Part II under the heading “Qualifying Criteria” i.e. - Scheme for permission

of the Central Government to increase the admission capacity in any course of study or training

(including postgraduate course of study or training) in the existing medical colleges/institutions of “The

Opening of a New or Higher Courses of Study or Training (including Post-graduate Course of Study or

Training) and Increase of Admission Capacity in any Course of Study or Training (including a

Postgraduate Course of Study or Training) Regulation, 2000” shall be substituted as under:-

“A Medical College/Medical Institution shall be entitled to make an application to increase the admission

capacity for MBBS/PG Diploma/PG Degree/Higher Speciality Courses, once the concerned qualification

against the sanctioned intake has been granted recognition under section 11 (2) of the Act and included in the

First Schedule of the Act.”
