VMA commissioned artist Adam Stanton currently serving in the US Coast Guard to create the mural on the west-side of the building located at 236 E Plume Street in downtown Norfolk

HRSA AND EMPLOYERS SECURE MASKS FOR LONGSHOREMEN ON COVID-19 FRONT LINESNORFOLK | Ensuring that terminals remain in operation during the pandemic is crucial to ensure cargo moves through the supply chain and is delivered The essential men and women offloading the vessels arriving at these terminals are the International Longshoremen Association (ILA) To keep them as safe as possible and reduce risk of exposure to the cornovirus the Hampton Roads Shipping Association (HRSA) and employers collaborated on securing 100000 regular masks and 5000 reusable masks
ldquoThese masks will assist in making the waterfront a safer working place for essential employeesrdquo said Roger Giesinger President of HRSA ldquoEveryone on the terminals should have access to masks and be wearing themrdquo
The masks were secured by Ron Babski from Virginia International Terminals while HRSA covered the cost The 5000 reusable masks will be given to ILA and employer front line supervisors The regular masks will be used as necessary
HRSA employers and ILA leadership have been working together in many areas to keep everyone as safe as possible Giesinger added ldquoour efforts have been very successfulrdquo
The Virginia Port Authority police have been conducting temperature checks using a third-party company The process proved to be a successful way to monitor for the cornonavirus
ILA union president Dennis A Daggett agreed to collaborate with the United States Maritime Alliance to launch a program ensuring that ILA members who get the coronavirus will not see a wage loss

DOMINION ENERGY SELECTS RAMBOLL TO PROVIDE SUPPORT FOR OFFSHORE WINDRICHMOND | In March Dominion Energy selected Ramboll as Ownerrsquos Engineer to provide project development and engineering support on the Coastal Virginia Offshore Wind (CVOW) project It will produce enough zero-carbon electricity to power 650000 Virginia homes
Ramboll is a Denmark-based company one of the worldrsquos leading consultants in offshore wind They were selected due to their combination proposal of cost performance and proven track record of successful completing offshore wind projects in 21 companies Ramboll will provide support in development supply chain strategy and technical concepts including wind farm layouts and yield assessments
ldquoRamboll is a respected global leader in the offshore wind industry and their expertise will prove to be a valuable asset as we develop our Coastal Virginia Offshore Wind projectrdquo said Mark D Mitchell Dominion Energyrsquos vice president of generation construction ldquoWorking with experienced offshore wind leaders such as Ramboll will help us bring clean renewable energy to our customers and achieve our goal of net zero emissionsrdquo
The CVOW pilot project is scheduled for completion this year ndash two 6-megawatt turbines to be installed this spring and scheduled to deliver clean renewable power to the grid by the end of the year Dominion Energy is also preparing to perform ocean surveys during this time determining the projectrsquos impact to the ocean and sea life
CAPT CHISMAN ELECTED AS PRESIDENT OF VA PILOT ASSNCaptain Whiting Chisman a Hampton native is a 1992 VMI graduate who was enrolled in the Navy ROTC program and joined the Virginia Pilot Association apprenticeship training program in 1993 Captain Chisman went on to earn his Virginia State Pilot license as a Branch Pilot and unlimited tonnage USCG Inland Masters license
As a member of the Virginia Pilot Association Captain Chisman served
in many roles over his career including numerous committee assignments the Board of Directors the Vice-President of the Association and now has been elected President of the pilots beginning May 1st with the retirement of Captain Bill Cofer For the past six years Captain Chisman has been very involved in supporting the Virginia Maritime Association in roles that include serving on numerous VMA committees and has been named chairman of the Harbor Dredging and Navigational Rules committee He also serves on the local Maritime Cyber Security committee as well as the Virginia Port Authorityrsquos stakeholder committee
In his role as Vice-president of the Pilot Association Captain Chisman has worked closely with the USCG and the port community
to support safe and efficient transits of ships upon the waters of the Commonwealth Captain Chisman has worked closely with the Virginia Port Authority and the Virginia Maritime Association in its planning of dredging projects the Chesapeake Bay Bridge Tunnel and the Hampton Roads Tunnel expansion projects as detailed planning and construction parameters have been put in place to ensure the safe movement of commerce during these exciting times of infrastructure buildout
Captain Chisman has personally been involved in the simulation of the ships that will be transiting our ship channels and berths working closely with the Army Corps of Engineers and other entities associated with the development of the waterborne highways that enable Virginia to host the deepest widest and safest ship channels on the east coast if not the entire United States He has been instrumental in moving the 55rsquo dredging project forward that supports the movement of commerce as we prepare for unrestricted channel movement into the future
Captain Chisman pointed out that ldquountil you begin to get involved personally with the Virginia Maritime Association few people realize the critical role they play in the economy of not only Coastal Virginia but the entire Commonwealth The VMA is fully integrated into the entire business community and will certainly be the primary driver of our future economiesrdquo

PHASE IV COMPLETE OF NIT EXPANSION PROJECT
Adam has painted murals in 10 different countries ranging in size and concept The VMA mural is the tallest one though he says Graciously VMA member and mural sponsor Atlantic Lift Systems contributed the lift equipment for Adam to use while painting
ldquoWhat really appealed to me about the project was the blue-collared aspecthellipboots on the ground doing the workrdquo said Adam ldquoThe mural represents living history the maritime industry - the assembly line - as it is todayrdquo
The mural design includes components from the vast segments of the supply chain rail logistics warehouses trucking containers agriculture bulk ships tugsbarges and blue-collar workers
The Hampton Roads Shipping Association a mural sponsor was pleased the mural would emphasize the people of maritime supply chain workforce The mural prominently features a longshoreman in a hard hat a man who could be a trucker or farmer and a female welder Interestingly the choice to make her African American was solidified during Adamrsquos search for
reference art He discovered that some of the first female welders were African Americans during World War II
ldquoThe mural truly shows the vibrancy of our port today and all that it contributes to the well-being of the regionrdquo added David White

VMArsquoS MARITIME MURAL (CONT)
NORFOLK | Six more rail mounted gantry cranes (RMGs) have arrived at Norfolk International Terminals (NIT) as part of the third phase of the Virginia Port Authorityrsquos construction project to increase the terminalrsquos capacity Once installed 24 of 30 stacks will be online The fourth and final phase will have all stacks running as of November of 2020 and six more ship-to-shore cranes are scheduled to be added a month later
Once completed NITrsquos capacity will have increased by 46 within the same footprint VPA recently completed increasing capacity at one of their other terminals Virginia International Gateway (VIG) Once construction is completed at both terminals VPA will have added capacity of over 1 million containers

PMT CLOSES SHIFTS CARGO TO NIT amp VIGPORTSMOUTH | The Virginia Port Authority (VPA) has begun phasing out ship calls to Portsmouth Marine Terminal (PMT) planning to close it on May 4 2020 With a record number of blank sailings and idled containerships due to the coronavirus pandemic closing the terminal and consolidating shipments to Norfolk International Terminals (NIT) and Virginia International Gateway (VIG) was the logical choice
ldquoWe just donrsquot have the volume to keep [PMT] openrdquo said VPA spokesperson Joe Harris ldquoItrsquos easier to move that volume to other terminalsrdquo
VPA will reassign the longshoremen working at Portsmouth to NIT and VIG while the marinersquos doors are closed to container traffic The equipment including ship-to-shore cranes will be left on standby at the terminal keeping PMT ready to re-open at any time
ldquoKeeping PMT open is not really germane or necessary to maintain our import and export balancerdquo Harris said ldquoWersquove always known we were going to phase out container business at PMTrdquo

COMMITTEE UPDATES
In March the US began experiencing historic life and industry altering effects of the COVID-19 coronavirus The federal and state governments began enacting prevention and mitigation measures and our member companies acted to protect their employees and businesses As part of the nationrsquos critical infrastructure and supply chain the services our member companies provide are a vital part of the fight for the economic and the physical health of our communities On the front line of that fight are the longshore and waterfront workers vessel crews truckers warehouse employees and everyone else who does the hands-on work each day to keep the supply chain of critical goods flowing
Since the COVID-19 coronavirus initially appeared as a threat the VMA transitioned from a posture of monitoring and communications about the pandemic to actively adapting our services to support essential industry operations The VMA established limited office hours to continue processing export documents continued issuing daily vessel reports provided the membership with operational information solicited the impacts and needs of the industry and represented those interests to regulators and policymakers at the local state and federal levels VMA made clear the essential nature of the work and services our members provide to maintain the supply chains of vital goods and the importance of our industry during the pandemic
The General Assembly concluded the 2020 legislative session before the outbreak took hold The priorities of VMArsquos legislative agenda were largely achieved During the session VMA monitored and weighted in on over 50 bills With VMArsquos strong advocacy legislation was passed and
funding approved that positions Virginia to become the East Coast epicenter for offshore wind additional funding was included to make improvements to prepared sites for economic development Virginiarsquos ldquoright to workrdquo status and a competitive labor environment for the port were preserved legislation that threatened member businesses handling fossil fuels was defeated and also rejected were bills that would have established onerous heat illness preventative regulations and increased the operational costs for above-ground storage tanks The aforementioned are examples of VMArsquos accomplishments during the 2020 legislative session However the pandemic has drastically shifted the economic outlook and the General Assembly is expected to revisit the budget passed in March VMA will remain diligent about protecting and advocating for our industry
VMA holds a seat on the Board of the National Waterways Conference (NWC) and attended NWCrsquos annual Legislative Summit in Washington DC March 10-11 NWC is the leading advocate addressing federal legislation and policies affecting water resources and dredging The summit provided the opportunity to hear from and speak with key members of Congress staff of Congressional oversight and money committees and the leadership of the US Army Corps of Engineers On those same dates in Richmond the VMA was pleased to sponsor the Governorrsquos Conference on Agricultural Trade where business leaders and policymakers addressed topics pertaining to some of the primary exports utilizing Virginiarsquos ports to reach foreign markets
AWARDS COMMITTEE (MARCH 13) The committee considered candidates for recommendation to the Board of Directors to receive the Distinguished Service Award andor the Port Champion Award The Distinguished Service Award is bestowed upon an individual within the maritime community with a record of accomplishment and leadership while the Port Champion Award honors an individual that does not work directly within the maritime industry but whose contributions have done much to benefit the industry
EXECUTIVE COMMITTEE (MARCH 17) As a result of the COVID-19 coronavirus the committee considered plans for VMArsquos annual May events the Maritime Mixer harbor cruise International Trade Symposium Annual Banquet VMA2020 Centennial After Party and Annual Maritime Golf Outing It was decided to move the full program of events to September 22-24 2020 and the committee established the policies for registrations and sponsors The committee was advised of the changes that would be made to office hours and plans to
support staff teleworking to continue providing membership services in compliance with state requirements and measures to prevent the spread of the pandemic The committee approved the recommendations of the Awards Committee for recipients of the Distinguished Service Award and Port Champion Award
VMA2020 COMMITTEE (MARCH 30) The Committee was briefed on planning shifts from May to September for programs Mural will continue as planned although reception will be rescheduled Shift allows sponsors to receive four additional months of coverage therefore planning accordingly
MEMBERSHIP COMMITTEE (MARCH 31) The membership committee discussed process and planning to keep connected with member representatives Virtual Mixers committee and Chapter meetings essential during this time

GOVERNOR NORTHAM SIGNS CLEAN ENERGY LEGISLATIONRICHMOND | On April 12 2020 Governor Ralph Northam signed the Virginia Clean Economy act and amended the Clean Energy and Community Flood Preparedness Act requiring Virginia to join the regional Greenhouse Gas Initiative
The Virginia Clean Economy Act incorporates clean energy directions the Governor issued in September 2019 incorporating environmental justice concepts related to the Green New Deal
The law requires new measures to promote energy efficiency sets a schedule for closing old fossil fuel power plants and requires electricity to come from 100 percent renewable sources such as solar or wind
The act accomplishes the following goals Establishes renewable portfolio standards establishes energy efficiency standards advances offshore wind and advances solar and distributed generation
Of particular note the act defines that 5200 megawatts of offshore wind generation is in the public interest Dominion Energy will be required to prioritize hiring local workers from disadvantaged communities work with the Commonwealth to advance apprenticeship and job training and to include an environmental and fisheries mitigation plan
The Clean Energy and Community Flood Preparedness Act establishes a
carbon dioxide cap-and-trade program to reduce emissions from power plants The act also creates a Virginia Community Flood Preparedness Fund to enhance flood prevention protection and coastal resilience It creates a low-interest loan program to help inland and coastal communities that are subject to recurrent flooding
ldquoThese new clean energy laws propel Virginia to leadership among the states in fighting climate changerdquo said Governor Northam ldquoThey advance environmental justice and help create clean energy jobs In Virginia we are proving that a clean environment and a strong economy go hand-in-handrdquo

DOMINION ENERGY SELECTS RAMBOLL TO PROVIDE SUPPORT FOR OFFSHORE WINDRICHMOND | In March Dominion Energy selected Ramboll as Ownerrsquos Engineer to provide project development and engineering support on the Coastal Virginia Offshore Wind (CVOW) project It will produce enough zero-carbon electricity to power 650000 Virginia homes
Ramboll is a Denmark-based company one of the worldrsquos leading consultants in offshore wind They were selected due to their combination proposal of cost performance and proven track record of successful completing offshore wind projects in 21 companies Ramboll will provide support in development supply chain strategy and technical concepts including wind farm layouts and yield assessments
ldquoRamboll is a respected global leader in the offshore wind industry and their expertise will prove to be a valuable asset as we develop our Coastal Virginia Offshore Wind projectrdquo said Mark D Mitchell Dominion Energyrsquos vice president of generation construction ldquoWorking with experienced offshore wind leaders such as Ramboll will help us bring clean renewable energy to our customers and achieve our goal of net zero emissionsrdquo
The CVOW pilot project is scheduled for completion this year ndash two 6-megawatt turbines to be installed this spring and scheduled to deliver clean renewable power to the grid by the end of the year Dominion Energy is also preparing to perform ocean surveys during this time determining the projectrsquos impact to the ocean and sea life
CAPT CHISMAN ELECTED AS PRESIDENT OF VA PILOT ASSNCaptain Whiting Chisman a Hampton native is a 1992 VMI graduate who was enrolled in the Navy ROTC program and joined the Virginia Pilot Association apprenticeship training program in 1993 Captain Chisman went on to earn his Virginia State Pilot license as a Branch Pilot and unlimited tonnage USCG Inland Masters license
As a member of the Virginia Pilot Association Captain Chisman served
in many roles over his career including numerous committee assignments the Board of Directors the Vice-President of the Association and now has been elected President of the pilots beginning May 1st with the retirement of Captain Bill Cofer For the past six years Captain Chisman has been very involved in supporting the Virginia Maritime Association in roles that include serving on numerous VMA committees and has been named chairman of the Harbor Dredging and Navigational Rules committee He also serves on the local Maritime Cyber Security committee as well as the Virginia Port Authorityrsquos stakeholder committee
In his role as Vice-president of the Pilot Association Captain Chisman has worked closely with the USCG and the port community
to support safe and efficient transits of ships upon the waters of the Commonwealth Captain Chisman has worked closely with the Virginia Port Authority and the Virginia Maritime Association in its planning of dredging projects the Chesapeake Bay Bridge Tunnel and the Hampton Roads Tunnel expansion projects as detailed planning and construction parameters have been put in place to ensure the safe movement of commerce during these exciting times of infrastructure buildout
Captain Chisman has personally been involved in the simulation of the ships that will be transiting our ship channels and berths working closely with the Army Corps of Engineers and other entities associated with the development of the waterborne highways that enable Virginia to host the deepest widest and safest ship channels on the east coast if not the entire United States He has been instrumental in moving the 55rsquo dredging project forward that supports the movement of commerce as we prepare for unrestricted channel movement into the future
Captain Chisman pointed out that ldquountil you begin to get involved personally with the Virginia Maritime Association few people realize the critical role they play in the economy of not only Coastal Virginia but the entire Commonwealth The VMA is fully integrated into the entire business community and will certainly be the primary driver of our future economiesrdquo

Adam has painted murals in 10 different countries ranging in size and concept The VMA mural is the tallest one though he says Graciously VMA member and mural sponsor Atlantic Lift Systems contributed the lift equipment for Adam to use while painting
ldquoWhat really appealed to me about the project was the blue-collared aspecthellipboots on the ground doing the workrdquo said Adam ldquoThe mural represents living history the maritime industry - the assembly line - as it is todayrdquo
The mural design includes components from the vast segments of the supply chain rail logistics warehouses trucking containers agriculture bulk ships tugsbarges and blue-collar workers
The Hampton Roads Shipping Association a mural sponsor was pleased the mural would emphasize the people of maritime supply chain workforce The mural prominently features a longshoreman in a hard hat a man who could be a trucker or farmer and a female welder Interestingly the choice to make her African American was solidified during Adamrsquos search for
reference art He discovered that some of the first female welders were African Americans during World War II

VMArsquoS MARITIME MURAL (CONT)
NORFOLK | Six more rail mounted gantry cranes (RMGs) have arrived at Norfolk International Terminals (NIT) as part of the third phase of the Virginia Port Authorityrsquos construction project to increase the terminalrsquos capacity Once installed 24 of 30 stacks will be online The fourth and final phase will have all stacks running as of November of 2020 and six more ship-to-shore cranes are scheduled to be added a month later
Once completed NITrsquos capacity will have increased by 46 within the same footprint VPA recently completed increasing capacity at one of their other terminals Virginia International Gateway (VIG) Once construction is completed at both terminals VPA will have added capacity of over 1 million containers

PMT CLOSES SHIFTS CARGO TO NIT amp VIGPORTSMOUTH | The Virginia Port Authority (VPA) has begun phasing out ship calls to Portsmouth Marine Terminal (PMT) planning to close it on May 4 2020 With a record number of blank sailings and idled containerships due to the coronavirus pandemic closing the terminal and consolidating shipments to Norfolk International Terminals (NIT) and Virginia International Gateway (VIG) was the logical choice
ldquoWe just donrsquot have the volume to keep [PMT] openrdquo said VPA spokesperson Joe Harris ldquoItrsquos easier to move that volume to other terminalsrdquo
VPA will reassign the longshoremen working at Portsmouth to NIT and VIG while the marinersquos doors are closed to container traffic The equipment including ship-to-shore cranes will be left on standby at the terminal keeping PMT ready to re-open at any time
ldquoKeeping PMT open is not really germane or necessary to maintain our import and export balancerdquo Harris said ldquoWersquove always known we were going to phase out container business at PMTrdquo

COMMITTEE UPDATES
In March the US began experiencing historic life and industry altering effects of the COVID-19 coronavirus The federal and state governments began enacting prevention and mitigation measures and our member companies acted to protect their employees and businesses As part of the nationrsquos critical infrastructure and supply chain the services our member companies provide are a vital part of the fight for the economic and the physical health of our communities On the front line of that fight are the longshore and waterfront workers vessel crews truckers warehouse employees and everyone else who does the hands-on work each day to keep the supply chain of critical goods flowing
Since the COVID-19 coronavirus initially appeared as a threat the VMA transitioned from a posture of monitoring and communications about the pandemic to actively adapting our services to support essential industry operations The VMA established limited office hours to continue processing export documents continued issuing daily vessel reports provided the membership with operational information solicited the impacts and needs of the industry and represented those interests to regulators and policymakers at the local state and federal levels VMA made clear the essential nature of the work and services our members provide to maintain the supply chains of vital goods and the importance of our industry during the pandemic
The General Assembly concluded the 2020 legislative session before the outbreak took hold The priorities of VMArsquos legislative agenda were largely achieved During the session VMA monitored and weighted in on over 50 bills With VMArsquos strong advocacy legislation was passed and
funding approved that positions Virginia to become the East Coast epicenter for offshore wind additional funding was included to make improvements to prepared sites for economic development Virginiarsquos ldquoright to workrdquo status and a competitive labor environment for the port were preserved legislation that threatened member businesses handling fossil fuels was defeated and also rejected were bills that would have established onerous heat illness preventative regulations and increased the operational costs for above-ground storage tanks The aforementioned are examples of VMArsquos accomplishments during the 2020 legislative session However the pandemic has drastically shifted the economic outlook and the General Assembly is expected to revisit the budget passed in March VMA will remain diligent about protecting and advocating for our industry
VMA holds a seat on the Board of the National Waterways Conference (NWC) and attended NWCrsquos annual Legislative Summit in Washington DC March 10-11 NWC is the leading advocate addressing federal legislation and policies affecting water resources and dredging The summit provided the opportunity to hear from and speak with key members of Congress staff of Congressional oversight and money committees and the leadership of the US Army Corps of Engineers On those same dates in Richmond the VMA was pleased to sponsor the Governorrsquos Conference on Agricultural Trade where business leaders and policymakers addressed topics pertaining to some of the primary exports utilizing Virginiarsquos ports to reach foreign markets
AWARDS COMMITTEE (MARCH 13) The committee considered candidates for recommendation to the Board of Directors to receive the Distinguished Service Award andor the Port Champion Award The Distinguished Service Award is bestowed upon an individual within the maritime community with a record of accomplishment and leadership while the Port Champion Award honors an individual that does not work directly within the maritime industry but whose contributions have done much to benefit the industry
EXECUTIVE COMMITTEE (MARCH 17) As a result of the COVID-19 coronavirus the committee considered plans for VMArsquos annual May events the Maritime Mixer harbor cruise International Trade Symposium Annual Banquet VMA2020 Centennial After Party and Annual Maritime Golf Outing It was decided to move the full program of events to September 22-24 2020 and the committee established the policies for registrations and sponsors The committee was advised of the changes that would be made to office hours and plans to
support staff teleworking to continue providing membership services in compliance with state requirements and measures to prevent the spread of the pandemic The committee approved the recommendations of the Awards Committee for recipients of the Distinguished Service Award and Port Champion Award
VMA2020 COMMITTEE (MARCH 30) The Committee was briefed on planning shifts from May to September for programs Mural will continue as planned although reception will be rescheduled Shift allows sponsors to receive four additional months of coverage therefore planning accordingly
MEMBERSHIP COMMITTEE (MARCH 31) The membership committee discussed process and planning to keep connected with member representatives Virtual Mixers committee and Chapter meetings essential during this time

GOVERNOR NORTHAM SIGNS CLEAN ENERGY LEGISLATIONRICHMOND | On April 12 2020 Governor Ralph Northam signed the Virginia Clean Economy act and amended the Clean Energy and Community Flood Preparedness Act requiring Virginia to join the regional Greenhouse Gas Initiative
The Virginia Clean Economy Act incorporates clean energy directions the Governor issued in September 2019 incorporating environmental justice concepts related to the Green New Deal
The law requires new measures to promote energy efficiency sets a schedule for closing old fossil fuel power plants and requires electricity to come from 100 percent renewable sources such as solar or wind
The act accomplishes the following goals Establishes renewable portfolio standards establishes energy efficiency standards advances offshore wind and advances solar and distributed generation
Of particular note the act defines that 5200 megawatts of offshore wind generation is in the public interest Dominion Energy will be required to prioritize hiring local workers from disadvantaged communities work with the Commonwealth to advance apprenticeship and job training and to include an environmental and fisheries mitigation plan
The Clean Energy and Community Flood Preparedness Act establishes a
carbon dioxide cap-and-trade program to reduce emissions from power plants The act also creates a Virginia Community Flood Preparedness Fund to enhance flood prevention protection and coastal resilience It creates a low-interest loan program to help inland and coastal communities that are subject to recurrent flooding
ldquoThese new clean energy laws propel Virginia to leadership among the states in fighting climate changerdquo said Governor Northam ldquoThey advance environmental justice and help create clean energy jobs In Virginia we are proving that a clean environment and a strong economy go hand-in-handrdquo

COMMITTEE UPDATES
In March the US began experiencing historic life and industry altering effects of the COVID-19 coronavirus The federal and state governments began enacting prevention and mitigation measures and our member companies acted to protect their employees and businesses As part of the nationrsquos critical infrastructure and supply chain the services our member companies provide are a vital part of the fight for the economic and the physical health of our communities On the front line of that fight are the longshore and waterfront workers vessel crews truckers warehouse employees and everyone else who does the hands-on work each day to keep the supply chain of critical goods flowing
Since the COVID-19 coronavirus initially appeared as a threat the VMA transitioned from a posture of monitoring and communications about the pandemic to actively adapting our services to support essential industry operations The VMA established limited office hours to continue processing export documents continued issuing daily vessel reports provided the membership with operational information solicited the impacts and needs of the industry and represented those interests to regulators and policymakers at the local state and federal levels VMA made clear the essential nature of the work and services our members provide to maintain the supply chains of vital goods and the importance of our industry during the pandemic
The General Assembly concluded the 2020 legislative session before the outbreak took hold The priorities of VMArsquos legislative agenda were largely achieved During the session VMA monitored and weighted in on over 50 bills With VMArsquos strong advocacy legislation was passed and
funding approved that positions Virginia to become the East Coast epicenter for offshore wind additional funding was included to make improvements to prepared sites for economic development Virginiarsquos ldquoright to workrdquo status and a competitive labor environment for the port were preserved legislation that threatened member businesses handling fossil fuels was defeated and also rejected were bills that would have established onerous heat illness preventative regulations and increased the operational costs for above-ground storage tanks The aforementioned are examples of VMArsquos accomplishments during the 2020 legislative session However the pandemic has drastically shifted the economic outlook and the General Assembly is expected to revisit the budget passed in March VMA will remain diligent about protecting and advocating for our industry
VMA holds a seat on the Board of the National Waterways Conference (NWC) and attended NWCrsquos annual Legislative Summit in Washington DC March 10-11 NWC is the leading advocate addressing federal legislation and policies affecting water resources and dredging The summit provided the opportunity to hear from and speak with key members of Congress staff of Congressional oversight and money committees and the leadership of the US Army Corps of Engineers On those same dates in Richmond the VMA was pleased to sponsor the Governorrsquos Conference on Agricultural Trade where business leaders and policymakers addressed topics pertaining to some of the primary exports utilizing Virginiarsquos ports to reach foreign markets
AWARDS COMMITTEE (MARCH 13) The committee considered candidates for recommendation to the Board of Directors to receive the Distinguished Service Award andor the Port Champion Award The Distinguished Service Award is bestowed upon an individual within the maritime community with a record of accomplishment and leadership while the Port Champion Award honors an individual that does not work directly within the maritime industry but whose contributions have done much to benefit the industry
EXECUTIVE COMMITTEE (MARCH 17) As a result of the COVID-19 coronavirus the committee considered plans for VMArsquos annual May events the Maritime Mixer harbor cruise International Trade Symposium Annual Banquet VMA2020 Centennial After Party and Annual Maritime Golf Outing It was decided to move the full program of events to September 22-24 2020 and the committee established the policies for registrations and sponsors The committee was advised of the changes that would be made to office hours and plans to
support staff teleworking to continue providing membership services in compliance with state requirements and measures to prevent the spread of the pandemic The committee approved the recommendations of the Awards Committee for recipients of the Distinguished Service Award and Port Champion Award
VMA2020 COMMITTEE (MARCH 30) The Committee was briefed on planning shifts from May to September for programs Mural will continue as planned although reception will be rescheduled Shift allows sponsors to receive four additional months of coverage therefore planning accordingly
MEMBERSHIP COMMITTEE (MARCH 31) The membership committee discussed process and planning to keep connected with member representatives Virtual Mixers committee and Chapter meetings essential during this time

GOVERNOR NORTHAM SIGNS CLEAN ENERGY LEGISLATIONRICHMOND | On April 12 2020 Governor Ralph Northam signed the Virginia Clean Economy act and amended the Clean Energy and Community Flood Preparedness Act requiring Virginia to join the regional Greenhouse Gas Initiative
The Virginia Clean Economy Act incorporates clean energy directions the Governor issued in September 2019 incorporating environmental justice concepts related to the Green New Deal
The law requires new measures to promote energy efficiency sets a schedule for closing old fossil fuel power plants and requires electricity to come from 100 percent renewable sources such as solar or wind
The act accomplishes the following goals Establishes renewable portfolio standards establishes energy efficiency standards advances offshore wind and advances solar and distributed generation
Of particular note the act defines that 5200 megawatts of offshore wind generation is in the public interest Dominion Energy will be required to prioritize hiring local workers from disadvantaged communities work with the Commonwealth to advance apprenticeship and job training and to include an environmental and fisheries mitigation plan
The Clean Energy and Community Flood Preparedness Act establishes a
carbon dioxide cap-and-trade program to reduce emissions from power plants The act also creates a Virginia Community Flood Preparedness Fund to enhance flood prevention protection and coastal resilience It creates a low-interest loan program to help inland and coastal communities that are subject to recurrent flooding
ldquoThese new clean energy laws propel Virginia to leadership among the states in fighting climate changerdquo said Governor Northam ldquoThey advance environmental justice and help create clean energy jobs In Virginia we are proving that a clean environment and a strong economy go hand-in-handrdquo

PHASE IV COMPLETE OF NIT EXPANSION PROJECT
Adam has painted murals in 10 different countries ranging in size and concept The VMA mural is the tallest one though he says Graciously VMA member and mural sponsor Atlantic Lift Systems contributed the lift equipment for Adam to use while painting
ldquoWhat really appealed to me about the project was the blue-collared aspecthellipboots on the ground doing the workrdquo said Adam ldquoThe mural represents living history the maritime industry - the assembly line - as it is todayrdquo
The mural design includes components from the vast segments of the supply chain rail logistics warehouses trucking containers agriculture bulk ships tugsbarges and blue-collar workers
The Hampton Roads Shipping Association a mural sponsor was pleased the mural would emphasize the people of maritime supply chain workforce The mural prominently features a longshoreman in a hard hat a man who could be a trucker or farmer and a female welder Interestingly the choice to make her African American was solidified during Adamrsquos search for
reference art He discovered that some of the first female welders were African Americans during World War II
ldquoThe mural truly shows the vibrancy of our port today and all that it contributes to the well-being of the regionrdquo added David White

VMArsquoS MARITIME MURAL (CONT)
NORFOLK | Six more rail mounted gantry cranes (RMGs) have arrived at Norfolk International Terminals (NIT) as part of the third phase of the Virginia Port Authorityrsquos construction project to increase the terminalrsquos capacity Once installed 24 of 30 stacks will be online The fourth and final phase will have all stacks running as of November of 2020 and six more ship-to-shore cranes are scheduled to be added a month later
Once completed NITrsquos capacity will have increased by 46 within the same footprint VPA recently completed increasing capacity at one of their other terminals Virginia International Gateway (VIG) Once construction is completed at both terminals VPA will have added capacity of over 1 million containers

PMT CLOSES SHIFTS CARGO TO NIT amp VIGPORTSMOUTH | The Virginia Port Authority (VPA) has begun phasing out ship calls to Portsmouth Marine Terminal (PMT) planning to close it on May 4 2020 With a record number of blank sailings and idled containerships due to the coronavirus pandemic closing the terminal and consolidating shipments to Norfolk International Terminals (NIT) and Virginia International Gateway (VIG) was the logical choice
ldquoWe just donrsquot have the volume to keep [PMT] openrdquo said VPA spokesperson Joe Harris ldquoItrsquos easier to move that volume to other terminalsrdquo
VPA will reassign the longshoremen working at Portsmouth to NIT and VIG while the marinersquos doors are closed to container traffic The equipment including ship-to-shore cranes will be left on standby at the terminal keeping PMT ready to re-open at any time
ldquoKeeping PMT open is not really germane or necessary to maintain our import and export balancerdquo Harris said ldquoWersquove always known we were going to phase out container business at PMTrdquo

COMMITTEE UPDATES
In March the US began experiencing historic life and industry altering effects of the COVID-19 coronavirus The federal and state governments began enacting prevention and mitigation measures and our member companies acted to protect their employees and businesses As part of the nationrsquos critical infrastructure and supply chain the services our member companies provide are a vital part of the fight for the economic and the physical health of our communities On the front line of that fight are the longshore and waterfront workers vessel crews truckers warehouse employees and everyone else who does the hands-on work each day to keep the supply chain of critical goods flowing
Since the COVID-19 coronavirus initially appeared as a threat the VMA transitioned from a posture of monitoring and communications about the pandemic to actively adapting our services to support essential industry operations The VMA established limited office hours to continue processing export documents continued issuing daily vessel reports provided the membership with operational information solicited the impacts and needs of the industry and represented those interests to regulators and policymakers at the local state and federal levels VMA made clear the essential nature of the work and services our members provide to maintain the supply chains of vital goods and the importance of our industry during the pandemic
The General Assembly concluded the 2020 legislative session before the outbreak took hold The priorities of VMArsquos legislative agenda were largely achieved During the session VMA monitored and weighted in on over 50 bills With VMArsquos strong advocacy legislation was passed and
funding approved that positions Virginia to become the East Coast epicenter for offshore wind additional funding was included to make improvements to prepared sites for economic development Virginiarsquos ldquoright to workrdquo status and a competitive labor environment for the port were preserved legislation that threatened member businesses handling fossil fuels was defeated and also rejected were bills that would have established onerous heat illness preventative regulations and increased the operational costs for above-ground storage tanks The aforementioned are examples of VMArsquos accomplishments during the 2020 legislative session However the pandemic has drastically shifted the economic outlook and the General Assembly is expected to revisit the budget passed in March VMA will remain diligent about protecting and advocating for our industry
VMA holds a seat on the Board of the National Waterways Conference (NWC) and attended NWCrsquos annual Legislative Summit in Washington DC March 10-11 NWC is the leading advocate addressing federal legislation and policies affecting water resources and dredging The summit provided the opportunity to hear from and speak with key members of Congress staff of Congressional oversight and money committees and the leadership of the US Army Corps of Engineers On those same dates in Richmond the VMA was pleased to sponsor the Governorrsquos Conference on Agricultural Trade where business leaders and policymakers addressed topics pertaining to some of the primary exports utilizing Virginiarsquos ports to reach foreign markets
AWARDS COMMITTEE (MARCH 13) The committee considered candidates for recommendation to the Board of Directors to receive the Distinguished Service Award andor the Port Champion Award The Distinguished Service Award is bestowed upon an individual within the maritime community with a record of accomplishment and leadership while the Port Champion Award honors an individual that does not work directly within the maritime industry but whose contributions have done much to benefit the industry
EXECUTIVE COMMITTEE (MARCH 17) As a result of the COVID-19 coronavirus the committee considered plans for VMArsquos annual May events the Maritime Mixer harbor cruise International Trade Symposium Annual Banquet VMA2020 Centennial After Party and Annual Maritime Golf Outing It was decided to move the full program of events to September 22-24 2020 and the committee established the policies for registrations and sponsors The committee was advised of the changes that would be made to office hours and plans to
support staff teleworking to continue providing membership services in compliance with state requirements and measures to prevent the spread of the pandemic The committee approved the recommendations of the Awards Committee for recipients of the Distinguished Service Award and Port Champion Award
VMA2020 COMMITTEE (MARCH 30) The Committee was briefed on planning shifts from May to September for programs Mural will continue as planned although reception will be rescheduled Shift allows sponsors to receive four additional months of coverage therefore planning accordingly
MEMBERSHIP COMMITTEE (MARCH 31) The membership committee discussed process and planning to keep connected with member representatives Virtual Mixers committee and Chapter meetings essential during this time

The Virginia Clean Economy Act incorporates clean energy directions the Governor issued in September 2019 incorporating environmental justice concepts related to the Green New Deal
The law requires new measures to promote energy efficiency sets a schedule for closing old fossil fuel power plants and requires electricity to come from 100 percent renewable sources such as solar or wind
The act accomplishes the following goals Establishes renewable portfolio standards establishes energy efficiency standards advances offshore wind and advances solar and distributed generation
Of particular note the act defines that 5200 megawatts of offshore wind generation is in the public interest Dominion Energy will be required to prioritize hiring local workers from disadvantaged communities work with the Commonwealth to advance apprenticeship and job training and to include an environmental and fisheries mitigation plan
The Clean Energy and Community Flood Preparedness Act establishes a
carbon dioxide cap-and-trade program to reduce emissions from power plants The act also creates a Virginia Community Flood Preparedness Fund to enhance flood prevention protection and coastal resilience It creates a low-interest loan program to help inland and coastal communities that are subject to recurrent flooding
ldquoThese new clean energy laws propel Virginia to leadership among the states in fighting climate changerdquo said Governor Northam ldquoThey advance environmental justice and help create clean energy jobs In Virginia we are proving that a clean environment and a strong economy go hand-in-handrdquo
