SLMA Joins Essential WorkerImmigration Coalition

The Southeastern LumberManufacturers Assoc. (SLMA), locat-ed in Forest Park, Ga., recently joinedthe Essential Worker ImmigrationCoalition (EWIC), a broad-basedgroup of national business and tradeassociations concerned with theshortage of semi-skilled and unskilledlabor.EWIC supports policies that facilitatethe employment of essential workersby U.S. companies that are unable tofind American workers. “Immigrationreform is a growing concern of ourmembers, so it is a high priority issuefor SLMA,” said Steve Rountree,SLMA president. U.S.-Canada Softwood LumberDispute Continues

The United States and Canada havechosen its arbitrators to settle the lat-est lumber trade dispute between thetwo countries in the London Court ofInternational Arbitration (LCIA) inLondon, England. The United Statesselected a panelist from England,while Canada chose an arbitratorfrom Belgium. The two selected pan-elists together chose a third arbitrator.U.S. officials are seeking two sepa-rate panels, with the first ruling onwhether Canada failed to cap itsexport volumes or properly apply animport surge mechanism, as pre-scribed under the Softwood LumberAgreement. A second panel will con-sider whether Canada assisted itslumber industry through programsthat violate the SLA.The Coalition for Fair LumberImports maintains that Canada hasunder-collected export taxes totaling

U.S. and Canadian structural woodpanel production is expected to finishthe year at 40.09 billion square feetand to decline slightly to 39.7 billionfeet next year, according to APA’sannual fall forecast. The forecast for 2008 is based on theexpectation that residential construc-tion will mirror this year, with singleand multifamily housing starts around1.4 million. The outlook also is for a continuingdecline in North American imports,providing at least some offset to theindustry capacity and market demandimbalance. Imports are expected tofall in 2008 to 830 million square feet,down from just over 1 billion feet thisyear and 2.7 billion feet as recently as2005.

Stick Built Construction Gained Ground Last Year

Stick built single-family and multifam-ily construction gained marketshare in2006 against all other constructionmethods, according to an APA esti-mate based on various sources. Stick built construction rose to 77 per-cent of all methods, up from 74 per-cent in 2005, according to APA Market

BC Wood’s 4th annual Global BuyersMission (GBM) was acclaimed by allparticipants as a great successfor Canada’s value-addedwood products industry. TheGBM is BC Wood’s signatureevent and was held in beautifulWhistler, B.C., the site of manyof the upcoming 2010 winterOlympic venues. This year’s GBMwas bigger than ever, attracting 570participants including manufacturersrepresentatives; international buyers;North American architects, designers,builders and developers; partners,staff, volunteers and interpreters.International buyers came from:China, Japan, Korea, Taiwan,Vietnam, Pakistan, Ireland,Liechtenstein, Croatia, Belgium,Germany, Hungary, Turkey, Mexico,and across the United States.The Honorable Rich Coleman, B.C.’sMinister of Forests and Range andEdward Fast, MP Abbotsford and fed-eral government representative, offi-cially opened the Global BuyersMission. Stephen Poloz, vice presi-dent and chief economist, ExportDevelopment Canada also addressedthe BC Wood members.Manufacturers came from acrossCanada to attend, representing PrinceEdward Island, New Brunswick, NovaScotia, Ontario, Quebec, Alberta andBritish Columbia, making this a trulyPan-Canadian event. Buyer groups from Mexico, China,Japan, Korea, Taiwan, Pakistan andEurope participated in extended mis-sion programs that toured productionfacilities, attended sustainableforestry practice presentations andviewed applications of value-addedwood products at construction sitesaround British Columbia.All buyers surveyed to date expect topurchase Canadian value-addedwood products within the next year.A new and exciting element was

added to the GBM this year, attractingqualified architects and designersfrom across North America. Seminarsdelivered by BC Wood members, andtours led by local architects ofWhistler building sites allowed theparticipants to gain valuable “learning-units”, as part of their on-going pro-fessional development requirements.It was also an excellent environmentto introduce these important decisionmakers to many suppliers of woodproducts available in “their own back-yard.” Feedback has been extremelypositive and we have plans to expandthis program for the next GBM.Dates for next year’s GBM areSeptember 11–13, 2008, at theWhistler Conference/ConventionCentre.The GBM continues to be a “win win”for all involved: the Canadian woodproducers enjoy a cost effectivevenue to showcase their products andto diversify their markets; and interna-tional buyers experience the benefitsof Canada as a trading partner.

Coastal Forest Strike Continues

There is very little attention or ‘noise’from the media, the industry, the sup-pliers, the union, the public or the gov-ernment. As incredible as it sounds,it’s a non-event. Normally, in any labor dispute thepressure on all sides to settle intensi-fies over time. Company owners(shareholders) are only willing to forgoprofits for so long. Company workersare only willing to forgo paychecks for

Research data. The rise is attributedin large measure to a decline in con-crete construction, which fell from 14percent in 2005 to 11 percent lastyear. Most of that decline was due tothe severe housing downturn inFlorida, where concrete walled homeconstruction dominates.Steel frame construction also contin-ued to decline, falling to just two-tenths of 1 percent, down from 1 per-cent in 2005. Structural insulatedpanel construction, meanwhile, con-tinued to hold at one-half of one per-cent.

“While I was working in the insuranceindustry I built a deck on my house,” saidOppenheim, founder of Matthews ChairCo. “I had some lumber left over, so Idecided to build a few Adirondack chairs.My friends and family loved them andencouraged me to start doing this for a liv-ing.”Oppenheim spent over a year strategizing

a plan for his American dream, and hebegan sketching different styles ofAdirondack furniture.“I have always had a passion for wood

working and I’m a business person atheart, so I thought I would combine thetwo,” he said. Thus began the start of Matthews Chair

Co., located in a suburb of Memphis, Tenn.Like the start of any company, there was a

lot of trial and error.“We shipped our first order and when the

customer received the chairs, they werenot intact,” Oppenheim stated. “We havedefinitely learned how to pack and ship ourproducts ever since. It is all about making the customerhappy.”When the company started in early 2006, just three

products were manufactured, and today that numberhas climbed to 20.Matthews manufactures a complete line of Adirondack

chairs and accessories including loveseats, tables androcking chairs. In 2007, the company’s expansion plans

included swings, balcony chairs and potting tables toits growing product line.“We build high quality, affordable Adirondack furni-

ture with its own unique style,” Oppenheim said. The backbone of the product line is the Adirondack

chair–such a simple design, yet so expressive. Thereare few things in modern day Americana that expressthe concept of relaxation as well as the Adirondack

But this expect-ed cyclical downturn has not madeHampton cautious or pessimistic.“We continue to make significant capitalinvestments in our sawmills to improve effi-ciency,” explained Mike Phillips, presidentof Hampton Lumber Sales. “We’re posi-tioning Hampton to hold steady in thedownturn and thrive as the housing marketrevives in the coming years.”In 2006, Hampton didn’t just upgrade itsmills. The company also acquired an 89percent interest in the Babine and DeckerLake Sawmills near Burns Lake in BritishColumbia, Canada, from West FraserTimber Co. Ltd. The Burns Lake NativeDevelopment Corporation owns an 11 per-cent interest in the mills and will retain itsshare.Together, the Canadian mills have thecapacity to produce approximately 365 mil-lion board feet of lumber annually. TheSPF lumber produced at these millsexpands Hampton’s mill products beyondthe company’s traditional Douglas Fir andHemlock lumber. The acquisition has alsoenabled Hampton to add new customers inCanada, the U.S. and Japan.With the addition of the Canadian mills,Hampton now operates seven mills. Thecompany’s total capacity is approximately2 billion board feet, making Hampton theseventh largest lumber producer in NorthAmerica, moving up from ninth last year.Hampton remains the fifth largest producerin the U.S.The company says it is also proud to oper-ate the nation’s largest single-site produc-er of lumber, its flagship mill in Willamina,Ore. Hampton’s 65-year history began withthe Willamina operation in 1942.The company is one of Oregon’s largestprivately held companies and ranked No.286 on Forbes list of the largest privatecompanies. Hampton now employs morethan 1,700 people in three states andBritish Columbia.For all its size, Hampton remains a family-owned business that remains true to itslong-term history of dedication to cus-tomers, employees and the communities inwhich the company operates. This plant’s waste wood-firedboilers produce heat for new dry kilns andgenerate electricity, which is sold back tothe Snohomish County Public UtilityDistrict.The efficiency of the new cogenerationplant improves Hampton’s competitive-ness, while also benefiting the environ-ment. To further enhance Darrington oper-ations, Hampton also is making a substan-tial investment in 2007 in a new state-of-the-art planer facility. A new boiler and drykilns at the Randle, Wash., mill also bringsgreater efficiency and capacity to the com-pany.Hampton is now evaluating the newCanadian mills for upgrades. At all its facil-

Despite manyreports of a deflat-ed market, somesources contactedin the Midwestsaid they haveremained busy inrecent months.

“I know that’s not the case for a lot ofthe lumberyards,” said a Texas millingfacility contact. “But, the timber side isstaying extremely busy. It’s not affect-ing us a whole lot.”The Texas source said Pine and Firhave remained strong species, whileCedar has suffered due to the ongo-ing mill strike in Canada.“The prices are up so high people arefinding other alternatives for Cedar,” asource said. “The future for Cedar ispretty bleak. After the strike is settled,they’re going to be in for a rude awak-ening from the end user.”

By mid-Octoberthere was no solu-tion affecting thestrike, which hasclosed mostcoastal mills inBritish Columbia,despite recent

meetings between industry leadersand the United Steelworkers Union.The strike has been on since July 21stand has shut down in excess of 30mills producing a variety of forestproducts, both commodity items andspecialty products. Mills on strike aresaid to be feeling the pressure of win-ter approaching.

Mill owners want logging to resumein order to build log inventories beforewinter weather hits. Otherwise it willbe May of next year before loggingcan resume. The strike has resulted intighter supplies and stronger prices onCedar items, from both Canada andthe United States. Despite the strikesome B.C. coastal logging and millproduction continues at smaller non-union companies. Wood productioncoming from interior British Columbiahas been unaffected.While the strike continues in coastal

British Columbia, over the past fewweeks mill owners in Washington andOregon have voluntarily closedsawmills and plywood plants, hopingfor stronger prices and better balancebetween supply and demand. Despitethis, most traders feel that wood mar-kets remain oversupplied.

Ron Lemmatize of Haida ForestProducts, Burnaby, B.C., said,“Although our overall Cedar supply isgetting tighter and tighter now, ourown company so far is able to sourcereasonably well. We hear nothingabout the strike in talking with otherindustry members and there is notmuch about it in the newspapers. OurCedar specialty items are in strongdemand. We are running full time andhave a good six-week of inventory towork from. Demand is quite high. Wehave strong inquiries for our HaidaSkirl siding products. We are outabout five weeks on orders.Customers are impatient and want theproduct yesterday. They see strongdemand continuing from custombuilders and remodelers. The rainyseason has started here and normallylogging slows down in November. Itmay be May before we see any signif-icant improvement in Cedar supply.”

Doug Clitheroe of Interfor, MapleRidge, B.C., said, “Our three Cedarmills are shutdown by the strike. Weare basically waiting for the union andthe larger companies to work out asolution. Our hands are tied. We areconcerned about not being able to fillour customers’ needs and also for ourpersonnel. There is a shortage oflabor in British Columbia and some ofthe tradesmen, such as electricians,may take other permanent jobs whileall this is settled.”

Dennis Wight of Pacific WesternWood Works, Delta, B.C., said,“Supply of Cedar is all around us eventhough the primary mills are shutdown, however prices are high, espe-cially on clear material.”

Wight, whose company producesCedar lattice, panel systems and gar-den products, said, “We are busy, butnot as busy as we would like to be.One bright spot is buying from off-shore. Demand from offshore is verystrong. I’d say that this year on a scalefrom 1 to 10, we are seeing about aneight and a half. It’s been a goodyear.”

The shingle market isvery hot right now, but with the Cedarand labor shortage, we are working atonly 40 percent capacity.”

Hundreds of residentsremain displaced from the storms,which destroyed an estimated 1,300homes.Sen. Derek Schmidt (R-Kansas) saidthe plan, supported by Gov. KathleenSebelius, would take $5 millionalready allocated for disaster relief.“This is one step in what must be along-term effort to help damaged com-munities get back on their feet,” hesaid.The plan calls for the $5 million to beplaced in a state housing trust fund.The Kansas Housing ResourcesCorp. would use approximately $2.5million to attract federal funding formultifamily housing projects.Under the program, displaced resi-dents could receive money for rebuild-ing or finish remodeling a damagedhome. Habitat and Conservation ActPasses Committee

The Senate Finance Committee,chaired by Max Baucus (D-Mont.),recently approved the “Habitat andConservation Act of 2007” whichestablishes tax credits for voluntaryconservation and habitat easementson private land. The legislation alsoprovides tax deductions for privatelandowners who aid the recovery ofthreatened or endangered species.Provisions include: permanentlyextend tax incentives for farmers,ranchers and other eligible taxpayerswho establish conservation ease-ments; establish tax credits for tax-payers who take voluntary measuresto help protect and restore the habi-tats of threatened or endangeredspecies; establish a tax deduction forthe cost of specific actions recom-mended in habitat recovery plans;allow taxpayers to exclude from tax-able income any payments receivedfrom the federal government undercost-sharing conservation programs;and extend a provision to allow tax-payers to fully deduct the costs ofenvironmental cleanups in the yearthe costs are incurred.

Agriculture Secretary Mike Johannsrecently left his position to run for anopen Senate seat in Nebraska.Deputy Secretary Charles F. The Forest Service’s State andPrivate Forestry, TechnologyMarketing Unit in Milwaukee, Wis., isseeking proposals for projects thatincrease the use of woody biomassfrom National Forest System lands.The woody biomass utilization grantprogram helps improve forest restora-tion activities by using and creatingmarkets for small-diameter materialand low-valued trees removed fromforest restoration activities.The funds were created to help com-munities and entrepreneurs turnresidues from forest restoration activi-ties into marketable forest productsand/or energy.The full application deadline is Feb.1, 2008. There are fourseparate industry groups, who sharekey fundamental demands, but havedistinct ‘local’ issues.So how about pressure from the cus-tomers of these forest companies? Inparticular, the value-added manufac-turing sector.Though overall raw materialsupply/availability is drasticallyreduced from pre-strike days, espe-cially in the higher grades of Hemlock,there is raw material available,through custom cutters (mostlyDouglas Fir and Western Red Cedar)or independent sawmills that are non-union, or have already settled with theunion. Also, the ongoing decline inmarket demand has made the neteffect of reduced supply less dramat-ic. Overall, the three main issues in thislabor dispute remain non-monetary:contracting out, severance pay in theevent of partial closures, and shiftflexibility and work hours (the bigone).Costs, including wages in the B.C.coastal forest industry, are among thehighest in the world. Productivity isnot. When will the strike end? Not sure,

A newly established StandardsCommittee (PRS-610) met at APAheadquarters in Tacoma recently tobegin development of a performance-based American national consensusstandard for structural insulated pan-els (SIPs).APA, which is secretariat of theCommittee, initiated the effort in coop-eration with the Structural InsulatedPanel Association under APA’saccreditation as an American NationalStandards Institute (ANSI) standardsdeveloper. Committee membersinclude some 30 SIP manufacturers,material suppliers (such as OSB,adhesive and foam core manufactur-ers), distributors, architects, designengineers, regulatory and governmentlaboratory representatives, and otherinterested parties from the U.S.,Canada and United Kingdom. SIPs are currently recognized underthe prescriptive provisions of the 2007Supplement to the 2006 InternationalResidential Code (IRC). Developmentof the consensus standard isdesigned to broaden acceptance anduse of the product.
