Minnesota Horse Council Donates$30,000 to the DNR for

Forestville/Mystery Cave State ParkThe Minnesota Horse Council donated $30,000 to the MinnesotaDepartment of Natural Resources (DNR) during a DNREquestrian Advisory Group meeting on February 18, 2009. Thesefunds, along with a $30,000 match from the Federal RecreationalTrail Program, will be used to develop a day-use parking facilityat Forestville/Mystery Cave State Park, near Preston, Minnesota.

Darrell Mead, Minnesota Horse Council Vice Ppresident andTrail Blazers Committee Chair, presented the check to JoelStedman, regional manager for the DNR Parks and TrailsDivision.

"Currently, there is very limited space for day users, and thisdonation will allow us to make important improvements in cus-tomer service," said Stedman.

Courtland Nelson, division director, added that the agency'scooperative working relationship with the Minnesota HorseCouncil is an example of a successful public-private partnership.

Forestville/Mystery Cave State Park is the most heavily used,state-owned equestrian facility in Minnesota, hosting approxi-mately 13,000 horseback riders each year. About 8,000 of thesevisitors are overnight guests in the horse camp, and 5,000 are rid-ers visiting the park for the day.

Ray Hunt was born August 31, 1929 in Paul Idaho to parents JoelEugene Hunt and Zua Stella Shangle Hunt. The family moved toMountain Home, Idaho in 1933. Ray attended Mountain Homeschools and worked with his father on the family farm. Ray mar-ried Millie Randall in 1948. In 1950 they moved to the BattleMountain, Nevada area where Ray worked as a cowboy for the TLazy S ranch. In 1955 the family moved to California. Ray con-tinued working with horses becoming famous the world over forhis pioneering methods. Ray married Carolyn Lord in 1980 atGeorgetown Lake, Montana. The clinics grew to epic proportionswith Ray helping people and horses both domestically and inter-nationally. Ray often earned recognition for his achievementsincluding the Top Hand Award, being inducted in to theCalifornia Reined Cow Horse Hall of Fame in 2004 and beingnamed the first Western Horseman of the Year in 2005.

Ray passed away March 12, 2009 in Denton, Texas after a longand courageous battle with COPD. Ray is survived by his wifeCarolyn and daughters Geri Van Norman of Tuscarora Nevada,Kathy Hunt of Salinas California, Elaine Black of HomedaleIdaho and Julie Ristau of Kodiak Alaska, and sons Joel Hunt ofBruneau Idaho and Preston Lord of Mountain Home Idaho,eighteen grandchildren and two great grandchildren.

2007 Census for AgricultureResults Released

The United States Department of Agriculture (USDA) hasreleased the results of the 2007 Census of Agriculture which wasconducted by the USDA’s National Agricultural StatisticsService (NASS). The census results can be found at www.agcen-sus.usda.gov.

The Census of Agriculture is conducted every five years and is acount of U.S. farms and ranches and the people who operatethem. The census looks at land use and ownership, operatorcharacteristics, production practices, income and expenditures,and many other areas. For the 2007 Census of Agriculture, afarm is defined as any place from which $1,000 or more of agri-cultural products were produced or sold, or normally would havebeen sold, during the census year.

The census found that the number of farms in the U.S. has grown4 percent and the operators of those farms have become moredemographically diverse in the past five years. A total of2,204,792 farms in the United States were counted, a netincrease of 75,810 farms. Nearly 300,000 new farms have begunoperation since the 2002 census. Compared to all farms nation-wide, these new farms tend to have more diversified production,fewer acres, lower sales and younger operators who also workoff-farm.

The latest census results show a continuation in the trendtowards more small and very large farms and fewer mid-sizedoperations. Between 2002 and 2007, the number of farms withsales of less than $2,500 increased by 74,000. The number offarms with sales of more than $500,000 grew by 46,000 duringthe same period. Census results show that the majority of U.S.farms are smaller operations. More than 36 percent are classifiedas residential/lifestyle farms, with sales of less than $250,000and operators with a primary occupation other than farming.Another 21 percent are retirement farms, which have sales ofless than $250,000 and operators who reported they are retired.

The 2007 census counted a total of 4,028,827 horses and283,806 mules, burros and donkeys. This was an increase fromthe 2002 census results which reported 3,644,278 horses and105,358 mules, burros and donkeys. A total of 575,942 opera-tions with horses were counted. Because the census focuses onagriculture production and only counted farms on which $1,000or more of agricultural products were produced or sold, a signif-icant part of the U.S. equine population would not have beencounted, such as recreational facilities and backyard horses.

I. Meeting called to order: 6:30 p.m. by Mark Ward

II. Introduction of Board Members/VisitorsMark Ward introduced Jan Schatzlein to the rest of the MHC board.

III. Call for Additions/Changes to Agenda1. Mark Ward led nominations for President. Nominations for Presidentwere Tracy Turner and Mark Ward; at which time Mark Ward transferredcontrol of the nominations to the Second Vice-President Darrell Mead.The MHC board voted via ballot with the final vote count being sevenvotes for Mark Ward and five votes for Tracy Turner. Mark Ward willserve as the new President of MHC. Darrell Mead was unanimously elect-ed First Vice-President. Tracy Turner was unanimously elected SecondVice-President. Dawn Moore was re-elected secretary as was TimBonham re-elected Treasurer of MHC. 2. Tom Tweeten requested the addition of a Legislative committee report.3. Trina Joyce requested the addition of a Scholarship committee report.4. Darrell Mead requested the addition of a Trails committee report.

IV. Treasurer's Report for February was distributed by Tim Bonham. Itwas requested that the time limit on grants be revisited. Tim Bonham hascontacted both outstanding grantees to inform them that the monies needto be utilized as stated in their acceptance letter or the funds will no longerbe available. Christie Ward asked for a recalculation of the Direct Fundingamounts. Glen Eaton asked that Tim Bonham research different financialinstitutions for a better CD rate. December financial questions pertainingto that report are: How was the reserve value calculated? Tim Bonham stat-ed the total amount in budget, minus what was spent, minus direct fundingcommitments, minus the grant commitments results in the reserve value.What was done with the income for the SHCAC? Tim Bonham to recon-cile the sponsorship checks for the SHCAC and report at the March meet-ing. Reconciliation of the reserve vs. the budget; Tim Bonham to reviewthis question, reconcile with Glen Eaton's records and report back at theMarch meeting. December's financial report tabled until March.

V. Approval of Minutes - Tim Bonham motioned to approve the Decemberminutes with corrections, Darrell Mead seconded, motion passed.

VI. Secretary's Report - Dawn Moore reported there were two thank youcards and two donations to the MHC this past month. Tim Bonham to usethe donations as additions to the Tony Gasser fund.

VII. OLD BUSINESSA. Website - Mark Ward reported that the MN Horse Council website isrunning well. There is still some archived information that needs to beupdated. The approved minutes and agendas are all available online. B. MN State Fair request for a cornerstone contribution from MHC for anequine renovation project--discussion followed. Glen Eaton reported thatthis topic should be tabled until there is more information from the SF.Glen Eaton offered to report on this issue when there is movement on theSF side. Mark Ward asked for interested parties to contact him. Withregard to the MN State Fair Horse Show, Dan Dolan stated he is willing togather information from exhibitors showing during the western portion ofthe fair. Glen Eaton requested to be the liason between MHC and the SF.C. Horseman's Directory - Mark Ward reported the website is live and hasreceived approximately 35 listings thus far. Mark Ward consulted regard-ing if information listed needs to be approved by each individual/businesslisted, he reports that it is legal and the MHC is listing businesses without

authorization as long as the information is publicly available. Mark Wardreported that the MHC site is legally allowed to link to any other site. D. SHCAC - Glen Eaton reported a conference call of the Task Force ofthe SHCAC was held February 5th and much was discussed concerningworking with the AHC. This was the second conference call since themeeting in Bloomington. The call lasted about an hour. Jay Hickey (AHCPresident) has called for a meeting of the Task Force of the AHC Trusteesand the SHCAC Task Force to be held March 19th in Indianapolis. We feelthis is a good move as it appears the AHC Trustees want to work with us.E. State Fair Coliseum Horseman of the Year Display - Dawn Moorereported that Judy Jensen is still working on contacting MN State Fairrepresentatives and will report back in March.F. Walt Westman - Dan Dolan reported he has not heard back regarding away for MHC to be involved in the event and requested the issue beremoved from the agenda until such time as there is something to report. G. Farm Bureau Lobbyist - Dan Dolan will report on this topic in March.H. Tim Bonham reported on a "Silverado" horse dedicated to JohnMcQuay's memory that receives donations that will be given to the MHC.John Tackaberry has requested the monies be used to aid with the unwant-ed horses within the state. Tim Bonham motioned to create a committeeto handle funds to be utilized for unwanted horses within the state of MN.Carol Dobbelaire seconded, discussion followed. Darrell Mead amendedthe motion to form the committee and charge the committee with the cre-ating a process and return to MHC board for approval. MHC boardapproved amended motion. MHC board passed the original motion. MarkWard requested that those interested in participating on this committeecontact him directly.I. UHC- Glen Eaton revisited the tabled motion that the $2500 membershipbe paid to the UHC. Glen Eaton motioned to pay the $2500 membership feeto UHC, Dawn Moore seconded, discussion followed. Tim Bonhammotioned to table the discussion until March, Carol Dobbelaire seconded.Motion defeated. Motion to pay 2009 membership to UHC carried.

VIII. Committee ReportsA. EXPO - Glen Eaton reported the following: With the 2009 MinnesotaHorse Expo just over 2-1/2 months away, everything in the planning is inhigh gear. Promotion is taking place in equine media and we are workingwith the St. Paul Pioneer Press again for an insert in the Sunday paperbefore Expo as we did for the 2008 Minnesota Horse Expo. The website isbeing updated as we see necessary. The Expo will have a vendor booth atthe Central Minnesota Horse Fair in St. Cloud the first weekend in AprilThe St. Paul Pioneer Press has a circulation of about 750. Noted Cliniciansto date are Stacy Westfall, Craig Cameron, Susan Harris, and Dr. TomLenz, Chairman of the Unwanted Horse Coalition. Dr. Lenz will be at theExpo on Saturday only. In general vendor booth, stall rentals and ads in theprogram are down from years past because of the economy but as Expotime gets closer the busier we get so I feel we will have a great Expo.B. Direct Funding - Christie Ward reported that the committee hasreceived two applications for direct funding and will meet with the com-mittee and report back regarding the outcome. Proposals to be considered today:1. Rum River Equestrian Farm - Sheriffs Youth Programs of

Minnesota Susan Graves, Business ManagerThis organization, which provides social services to at-risk childrenthroughout the state, is requesting $500 to support the purchase of 10 safe-ty helmets and 5 pairs of safety stirrups. This equipment will allow chil-dren participating in their educational program an opportunity to ride hors-es rather than simply address general horsemanship and barn management.2. Run Fast… Ride Hard Saddle Club Tia DvorakThis organization is requesting $500 toward the purchase of an electron-ic timing system for use in barrel racing competitions, horse shows, andclinics. The total cost for the item they plan to purchase is $804; they areseeking the remainder of the funds elsewhere.Direct Funding proposals approved for 2009 to date: N/ATotal Direct Funding approved for 2009: $0 to date

C. Annual Meeting - Dawn Moore reported the meeting seemed to be agreat success. Dawn Moore voiced a concern that the dinner was not thesame quality as years past. Dawn Moore has contacted the facility toreport the concern and will try all items prior to the annual meeting in2010. The following resolution was passed at the January meeting to read:RESOLVED, that Article VII of the Articles of Incorporation of this cor-poration be, and hereby is, amended in its entirety to read as follows: "Thenumber of directors of this corporation shall be not fewer than five (5) normore than seventeen (17), and the term of office of each director shall befor three (3) years, unless elected to complete an unexpired term or untiltheir successors are elected, qualified and have accepted." This changehas been given to the attorney for submission with the state.

D. Legislative - Tracy Turner absent. Tom Tweeten reported on the GreenAcres, there are currently seven separate bills that have been submitted tothe house and thirteen to the senate regarding changes to the currentGreen Acres legislation. Tom Tweeten encouraged directors to educatethemselves on the bills.

Tom Tweeten presented information on the current status of the Racinoproject. No bill as been introduced at this point, however, discussion hasresumed. www.Mn-racinos.com has information regarding this issue.Tom Tweeten brought the issue of the MHC implementing a program to

certify MN Equine Rescue Facilities before the board for discussion.Materials were distributed for directors to review prior to the March meet-ing. Tom Tweeten will email a link to all directors so they may review theAAEP guidelines. Mark Ward requested a summary of actions relating toEquine legislation be presented by the committee.

E. Promotions - Teresa Hanson reported that she will be going to theCentral MN Horsefest the first weekend in April. She welcomes individu-als with ideas or those who are willing to volunteer to contact her. There areseveral new ads circulating to promote the new website and horsemen'sdirectory. There will be new nametags ordered for the new directors and fordirectors whose nametag was lost. Please sign up for nametags or businesscards if needed. Anyone who would like to volunteer for the MHC booth atMN Horse Expo please contact Teresa Hanson.

F. Trails - Darrell Mead reported a $60,000 ($30,000 from MHC and $30,000matched by the park) project for day use parking at Forestville is underway.

H. Scholarships - Trina Joyce received several thank you cards for thescholarships given this year. One of the students would like to hold thescholarship until spring semester so as not to disrupt financial aidalready in place. Board agreed this would be fine.

IX. NEW BUSINESS A. Carver County's Comprehensive Master Plan - Darrell will address thisissue in March.B. Newsletter Articles and Copyright Permissions - Missie Schwartzreported on a story that was printed in the May 2008 newsletter that wasperhaps used without permission. The story was printed as "authorunknown." There was an email received from an individual stating thatshe was the original author and was not given due credit. Missie Schwartzresearched the copyright and found none for this article. The article wasimmediately removed from the website. A message giving her credit willbe printed in an upcoming newsletter.C. Animal ID System - will be presented in March.D. Abandoned Animals - will be encompassed by the new committee forunwanted horses.E. Guest Speaker - Dave Dayon presented information on the Green Acresbills that are before senate and the house currently. They are hopeful to havethe language regarding commercial boarding facilities needing to meetadditional criteria to qualify for Green Acres will be removed. Dave Dayonpresented the new draft of a bill to clarify the definition of horses as live-stock. This language will be inserted into section 17.X. OTHERXI.
