An esteemed panel of judges evalu- ated the entries based on the judging criteria of uniqueness and originality; technical value to the engineering profession; social and eco- nomic considerations; complexity; and meet- ing or exceeding owner/client needs. The judges assign projects to one of 3 levels with the top project earning the Grand Conceptor Award, followed by Excellence and Honor Awards. A fourth award category is the People’s Choice Award, which is determined by banquet attendees who cast their votes after reviewing the project poster boards before the awards program begins. This year’s awards banquet was held on January 18, 2015 at the Ko‘olau Ballrooms. Rounding out the top ten schools were Kahuku Intermediate seventh, Hawaii Technology Academy eighth, Niu Valley Intermediate Ninth, and Wahiawa Middle tenth. Competition was held Saturday, February 7,2015, at the Kamehameha Schools MiddleSchool campus. MARCH DINNER MEETINGProgram: Draft Provisions for Tsunami Loadsand Effects Near Approval for ASCE 7-16InclusionSpeaker: Professor Ian N. Robertson, S.E.,University of Hawaii at ManoaSponsor: Simpson Strong-Tie Synopsis: In February 2011, the AmericanSociety of Civil Engineers, ASCE, formed a newsubcommittee to develop design provisions forTsunami Loads and Effects (TLE). There is cur-rently no standard in the US for tsunami design,even though five Western states (California,Oregon, Washington, Alaska and Hawaii) areexposed to severe tsunami threats. The TLEsubcommittee consists of 18 members and 12associate members and has spent the pastfour years developing a new chapter for ASCE7, Minimum Design Loads for Buildings andOther Structures. These design provisions arenearing final approval by the main committeeof ASCE 7 for inclusion in the 2016 edition ofthe ASCE 7 standard.

This presentation will give an overview of thedraft Tsunami Loads and Effects chapter ofASCE 7, highlighting how many of the loadingexpressions were developed based on labora-tory experiments and post-tsunami observa-tions. On Saturday, January 25, 2015, the YMF

Hawaii hosted its Fourth Annual Hike atMakapuu Lighthouse Trail. There were 9 atten-dees comprising of YMF members, friends,families and a dog. The hike started on a cool,sunny 8:00 a.m. morning. ASCE providedwater and light snacks. The MakapuuLighthouse Trail is a mile long paved path withpanoramic views of the south eastern neighborislands of Molokai and Lanai. At the summit,crystal clear views were seen of Kailua andWaimanalo on the eastern shore and SandyBeach Park on the south shore. Attendeeswere treated to humpback whales seen splashing and spouting. Thanks to all whocame out!

On February 7, 2015, 16 ASCE YMF mem-bers graciously spent their Saturday morningvolunteering at the MATHCOUNTS OahuChapter competition at Kamehameha School.This competition involved 6th-8th grade stu-dents from schools all over Oahu. The mathskills of these students were put to the test asthey were challenged to solve a series of mathproblems within a given time limit. YMF mem-bers helped by tallying the results for three dif-ferent rounds: Sprint, Target & Team. Thank youto all the volunteers for coming out to help withthis event, we had a great turn out. And spe-cial thanks to Ed Chang for giving YMF theopportunity to participate, we look forward tohelping every year.

The Maui Chapter promotes the vitalrole engineers have in protecting the health,safety, and welfare of the community. Theevents included the following.

Proclamation Signing with the Mayor: OnFebruary 2nd, 2015 the HSPE Maui Chapterboard and HSPE President met with MayorAlan Arakawa to sign a proclamation, to offi-cially declare Engineers Week in Maui County.

Project of the Year: The Project of the Yearcompetition recognized projects completedduring the 2014 calendar year. A selectedpanel of the Maui Chapter of HSPE was tochoose the project to highlight based on engi-neering difficulty, construction difficulty, envi-ronmental considerations, and public benefit.The selected project will be featured in an arti-cle in the Maui News Engineers Week supple-ment. The new venue was the Board Members’consensus following an eMail discussion ofvarious options in January.

MEMBERSHIP – Frank encouraged theMembership Committee to recruit more mem-bers. All new members will receive the newly-designed Membership Certificate, as well as aT-Shirt with the redesigned logo.

ACECH Honors Lennox Nishimura withKako‘o Award

Honolulu, HI – The American Council ofEngineering Companies of Hawaii (ACECH)honored Lennox Nishimura, with the organiza-tion’s Kako‘o Award at its 2015 EngineeringExcellence Awards banquet held on January18th. The Hawaiian word Kako‘o, expressesthe concept of providing support, assistanceand mentorship. The Kako‘o award was creat-ed in 2014 to recognize individuals who pro-vide extraordinary service to ACECH and makeoutstanding contributions that improve thelandscape for Hawaii engineering firms.

“It is our great honor to bestow LennoxNishimura with the Kako‘o Award,” said ACEChpresident William Bow. “Lennox has been aquiet but steady force in supporting ACECHover the last 30 years.”

In the early 1990s, Lennox served asPresident and National Director of ACECH.And in 1999, he chaired the ACECH ArmyCorps of Engineers (ACOE) Liaison Committeewhich was instrumental in convincing theACOE to team with the A-E community andstart the annual ACOE workshop. This hasgreatly opened up communication with theACOE over the years.

Deep soil erosion along a portion of theWailuku River, whose riverbank was less than10 feet from the non-profit Riverside Apartmentbuilding, threatened to undermine the shallowspread footing foundation of this multi-storyapartment building. The dangerously closeproximity of the steep and marginally stableslope also threatened the safety of the manyfamilies living in this 73-unit affordable housingcomplex in Hilo, Hawaii. The design and con-struction to stabilize the riverbank was severelyconstrained by the limited construction accessto the riverbank near the Riverside Apartments.Moreover, access to the riverbank via theWailuku River was prohibited unless an ArmyCorps Clean Water Act Section 404 permit wasobtained, a lengthy process which would havetaken two years or more causing the non-profitowner of the Riverside Apartments to not qual-ify for much sought after federal tax credits.

Highly competitive low-income tax credits,awarded by the Hawaii Housing Finance &Development Corporation (HHFDC), was cru-cial to the financial viability of the project.During the planning stages, YKE provided crit-ical testimony to HHFDC to ease concerns thatsuch an unprecedented and high risk projectcould be designed, permitted and constructedon-time and on budget. HHFDC finally award-ed BIFH/UHC the low-income tax credits andYKE began the permitting and design process.

Utilizing investigative field data gathered byconventional exploratory drilling; geologicmapping; and geophysical surveying, an inno-vative design approach was developed incor-porating small-diameter soil nails and rockanchors tied to a reinforced shotcrete mat. Thenails, anchors, and shotcrete mat could beinstalled by small equipment enabling con-struction within the narrow access to the site.The anchors stabilization system was designedto derive significant stabilization capacity frombasalt lava on both sides of the deep, soft, vol-canic ash. Permitting and design were com-

Hawaii MATHCOUNTS is organized and sup-ported by the Hawaii Society of ProfessionalEngineers (HSPE) with the help of a steeringcommittee composed of educators and engi-neers. The major sponsor is Hawaiian ElectricCompany, Inc. providing financial support andscoring volunteers. With 28 teams and 133individuals, up to 80 scorers and 12 proctorsare needed. Scoring help came from HawaiianElectric Company, U.S. Army Corps ofEngineers (USACE), ASCE Young MembersForum (YMF), and ASME. Kevin Araki recruitedUSACE volunteers, and Lori Higashi and DavidMiyasaki helped assemble the ASCE YMF vol-unteers.

The Oahu Chapter Competition was honoredto have as the awards presenters DeweyGottlieb, Hawaii DOE Educational Specialist forMathematics; Dale Hahn, Senior Policy Advisorto Senator Brian Schatz; Carol Kellett, 29-yearMATHCOUNTS volunteer; and Lynne Unemori,Vice President, Corporate Communications,Hawaiian Electric Co., Inc. The Master ofCeremonies was Lou Muzzarini, retired USACEwho doubles as the competition moderator.

Hawaii MATHCOUNTS thanks theKamehameha Schools for hosting the OahuChapter Competition. They will also host theState Competition on Saturday, March 7, 2015.The State Competition will have the six Oahuschools competing with outer island schools todetermine the Hawaii team competing in the2015 Raytheon MATHCOUNTS NationalCompetition on Friday, May 8, 2015 in Boston,MA.

SAME ENGINEERS CAMP SEEKS STU-DENT APPLICANTS

Each year, U.S. military organizations host aone week long engineering camp. These con-struction camps are designed for high schoolstudents who excel in math, science, and tech-nical courses, and are interested in pursuingan engineering degree in college.

The one-week camps provide a high-energy,hands-on experience for students from acrossthe country and around the world. They are ledby a professional staff of engineers from bothprivate industry and the military services. Eachcamp has its own unique focus and theme,providing a one-of-a-kind opportunity to learnabout engineering from professional engi-neers, learn practical skills, and gain knowl-edge about our military services.

The Society of American Military Engineers(SAME) Honolulu Post is looking to sponsor a

local student to each of the constructioncamps. The total registration fee for a camp is$580. The student is responsible for paying halfthe registration fee, $290. The Army camp reg-istration fee is $50. The Honolulu SAME Postwill pay the remainder of the fee plus trans-portation costs. Note: The Post may choose torestructure this payment plan based on specialsituations or financial hardship.

A few key eligibility requirements for interest-ed students are they must: (1) be a U.S.Citizen, (2) be 15 years old and completed atleast their freshman year of high school, (3)have a minimum GPA of 3.5 on a 4.0 scale, (4)be enrolled in high school during the camp (HSseniors are not eligible), (5) be physically fitand healthy, and (6) have expressed an intentto pursue a degree in architecture, engineer-ing, or a related field.
