ORI SUCCESS!!by 2d Lt Regina Berry

The 154th Wing successfully completed its Opera-tional Readiness Inspection (ORI) conducted by theHeadquarters Pacific Air Forces Inspector General(IG) team at Hickam Air Force Base from 10 to 16May. The objective was to provide the Pacific AirForces Commander with an independent assessmentof the 154th�s readiness to mobilize, generate, deployand employ expeditionary forces to augment in-placeunits in a combat environment and its execute itsair sovereignty mission.

The IG team, consisting of 85 PACAF IG mem-bers and augmentees from other Air Force units, chal-lenged the Wing with a tough but fair assessmentand rated us overall Satisfactory for the ORI. Thismeans we are totally capable and ready to go to wartoday.

The Initial Response phase tested our ability tomobilize and generate weapons systems, personneland equipment to a forward operating base. Duringthis phase, covering the first few days of the ORI, theWing did an exceptional job mobilizing and deploying 502personnel and 186.5 short tons of cargo. It also generated 23combined F-15, KC-135 and C-130 aircraft greatly exceedingrequirements for quantity and timing. At the same time theF-15s and the 169th Air Control and Warning Squadron suc-cessfully performed our Homeland Defense Mission involv-ing F-15 scrambles against a variety of simulated threats.The Wing successfully defended the Island of Oahu from en-emy air and missile attacks on four separate occasions. Noother Air National Guard unit has been given such a com-plex scenario and at the same time finished their deploymenttasking 18 hours before the required war plan timing. TheIG recognized these accomplishments by rating the Wing�sinitial response as �Excellent�. Our Alert Force Evaluation ofour air defense mission was rated an overall �Satisfactory�with aircraft regeneration and Air Defense both rated �Ex-cellent�.

The Combat Employment phase of the inspection beganthat Thursday, and allowed the Wing to prove its ability tosuccessfully perform in a combat environment. The Wingmembers simulated working and functioning at a deployedsite in a hostile area. Fresno ANG F-16�s provided a realisticatmosphere for the inspection by playing the bad guys, �RedForce�. During this phase the wing launched 78 of 80 taskedF-15 sorties and 20 of 20 tasked KC-135 sorties. Our fightersachieved an overall F-15 mission effectiveness rate of 92.7%

while the KC-135s maintained 100% perfect mission andsortie effectiveness throughout the inspection. In recogni-tion of this accomplishment, the 203 Air Refueling Squad-ron received a rating of �Outstanding�, the highest ratinggiven by the IG and our only unit to receive this recogni-tion. While the fighters and tankers fought the air war,the support forces treated the injured, managed casual-ties, accounted for personnel, contracted for needed sup-plies, repaired real world and inspection simulated equip-ment damage and kept the birds flying. Three days of simu-lated combat later our good guys, �Blue Force� won thewar. The IG recognized our achievements by rating ourcombat employment as �Excellent� and our Mission sup-port and ATSO as �Satisfactory�.

The IG team also recognized 25 outstanding perform-ers, 10 outstanding teams (three of which came from the154 SVS flight) and 9 individuals as coin recipients fortheir above and beyond performances during the ORI.

Overall the Inspector General characterized the Wingas a, �rock solid organization�ready to defend the Home-land and ready to rapidly and effectively�fight tonight!�According to Colonel Peter S. Pawling, the 154th WingCommander, this accomplishment was made possible bythe men and women of the Wing pulling together as oneteam to achieve one goal. It was hard work, long hours,long days, but the success has made it all worthwhile.

The journey waslong and it seemed like the ORI wasnever going to get here and then�whoosh� it was over. I had the privi-lege of being teamed up with our Chap-lains and was afforded the opportunityto visit all the sites throughout theWing. At each location, professionalmen and women with the most amaz-ing attitudes greeted us. The teamworkwas evident throughout the Wing andthe results speak for themselves. I couldnot have been more proud to watch ourwarriors performing their duties, ex-ercising their wartime skills and ac-complishing the mission. Thank youfor your commitment to excellence andto the mission. It goes without sayingthat the 154th Wing is �Ready to FightTonight�. Mahalo Nui Loa to you andyour families for a job well done!

There are so manyindividuals that made a huge andpositive difference during the inspection.What I was most struck by was theteamwork. Day to day we are a largeorganization with diverse missions,goals and sometimes conflictinginterests. However, for the ORI we allfocused on the goal at hand, comingtogether as one team with one mission.Our joint energy, contributions, andspirit of cooperation made our ORIhappen. I want to build on that synergyas we now move forward to an excitingfuture full of changing missions and newleadership for the Wing.

The C-17 conversion still has chal-lenges, but no showstoppers. We�ll beready when the planes arrive.

I�m pleased to announce the appoint-ment of our new Group Commanders.

Col Stanley Osserman will be replac-ing Col Edwin �Skip� Vincent as theMission Support Group Com-mander. Col Vincent is transferring tothe National Guard Bureau as ANGDirector of Personnel and we wish himcontinued success in his new position.Col Osserman is transferring from HQHIANG where he was the ExecutiveSupport Services Officer. Lt Col JosephKim, our current Operations GroupDeputy Commander, will take overthe OG reins from Col Jim �Bat� Drakewho transferred to the AF Reserves.Lt Col Ronald Han takes over the Lo-gistics Group from Col Michael Melich.Col Melich will be retiring in Septem-ber with our congratulations andthanks for his outstanding service toour nation and state. Lt Col Han trans-fers from the Maintenance SquadronCommander position. I know theseCommanders will support you and ourmission in an outstanding manner. Iask you to give them your full supportas they transition to their new posi-tions.

Summer is here, the kids are onbreak and everyone seems to beon vacation enjoying time with

their families. This means more carson the road, more people at the beachesand more people traveling. Summer isone of the busiest times of the year andalso one of the most hazardous. Lastyear during the summer, we lost ninemembers of our ANG family to fatalmishaps. Five of those were from mo-tor vehicle accidents and three werefrom off-duty sports and recreational ac-tivities.

In the Air Force, more than half ofall motor vehicle accidents involve al-cohol and excessive speed. The HIANGis not immune; we recently had twoalcohol related vehicle accidents. For-tunately, no one was hurt; but POVssustained major damage.

Off duty sports and recreation are awonderful way to enjoy summer but in-juries and fatalities occur when we getcomplacent about our abilities. Here in

Hawaii the ocean deserves and requiresour constant respect while swimming,surfing or boating.

This summer, be safe and practicerisk management. Utilize designateddrivers, wear seat belts, and drive de-fensively while traveling on our roads.Use the buddy system around and onthe ocean. We do not want you to be-come an AirForce mishapstatistic.
