On the basis of an examination of the Canadian claisified license system and related implementing regulationbull u 1et forth in the Canadian National Safety Code the Admini1trator bu determined that Canadian provincebull and temtoriebull in conformance with the Canadian National Safety Code do indeed test drivers and i11ue a COL ln accordance with or similar to the atandardt contained in Subparu F G and Hor Part 383 Allo the Administrator bu determined that the CMV testing and licensing standards ln rhe Canadian jurisdictions in conformance with the Canadian National Safety Code meet the 1tanderd1 contained in Part 383

Therefore COLI i11ued by Canadian jurisdictions in conformance with the licensing standards establilhed in the Canadian National Safety Code will be honored in the United States Canadian driven will not be required to obtain a Nonresident COL ln order to operate commercial vehicle1 in thibull country Moreover to ensure the tingle license concept Canadian driven holding a commercial driverbull llcenbulle i11ued by a Canadian jurisdiction will be prohibited from obtaining a driverbull license commercial or noncommercial from a State or other licensing jurisdiction of the United States Appendix A contains the text of the Administratorbull determination a1 made in a letter to the Canadian Government on December 23 1988

The FHWA is con tinuing its review of the commercial driver testing and licensing standards of other foreign jurisdictions Until this review Is complete or until April 1 1992 whichever is earlier the foreign lirensf or other license issued by a State in keeping with State requirements can continue to be accepted as the single license while the operator drives a CMV in the United States
