Also present were President La Perla-Morales, Mr. Golum, Ms. D’Aloisio and several staff members. In compliance with the “Open Public Meetings Act” of the State of New Jersey, adequate notice of this meeting was provided as follows: (a) On November 17, 2008, advance written notice of this meeting was posted in the lobby of Chambers Hall. BOARD OF TRUSTEES OF MIDDLESEX COUNTY COLLEGE

Minutes of the Meeting of September 23, 2009

A regular meeting of the Board of Trustees of Middlesex County College was held at 9:00 a.m. in the Boardroom of Chambers Hall,

located on the College campus. Members present were: Mrs. Power and Messrs. Bauer, Finkelstein, Mulkerin, Raja, Rivas, Shah, Sica and Tighe. Ms. Palumbo, Mr. Antisell and Dr. Piegari were absent. Also present were President La Perla-Morales, Mr. Golum, Ms. D’Aloisio and several staff members.

In compliance with the “Open Public Meetings Act” of the State of New Jersey, adequate notice of this meeting was provided as follows:

(a) On November 17, 2008, advance written notice of this meeting was posted in the lobby of Chambers Hall.

(b) On November 17, 2008, advance written notice of this meeting was mailed to The Home News Tribune, 35 Kennedy Boulevard, East Brunswick, New Jersey and The Star Ledger, 205 New Brunswick Avenue, Second Floor, Hopelawn, New Jersey.

(c) On November 17, 2008, a copy of the advance notice of this meeting was filed with the Clerk of the Middlesex County Board

of Chosen Freeholders.

(d) On November 17, 2008, a copy of this advance notice was filed with the President of Middlesex County College.

ACADEMIC, STUDENT AND ALUMNI AFFAIRS COMMITTEE Mr. Raja moved, seconded by Mr. Tighe, for adoption of resolutions 1 through 3: 1. WHEREAS, the Board of Trustees of Middlesex County College (hereinafter referred to as the “Board”) has been awarded $300,954 to conduct a continuation year five of a four year grant entitled PROJECT CONNECTIONS by the United States Department of Education (hereinafter referred to as “USDE”) for the period September 1, 2009 through August 31, 2010; and

WHEREAS, an application for the operation of a project entitled PROJECT CONNECTIONS has been submitted by the College administration and agreed to by the USDE in the amount of $300,954; and

WHEREAS, the Board has determined that the operation of the project entitled PROJECT CONNECTIONS is consistent with the philosophy and purpose of the College,

NOW, THEREFORE, BE IT RESOLVED:

a. The Board approves the application for the project entitled PROJECT CONNECTIONS as submitted by the administration of Middlesex County College to the United States Department of Education for the period September 1, 2009 through August 31, 2010, in the total amount of $300,954.

b. The Board herein accepts the award of $300,954 and authorizes the College President and/or his designee to implement

the project.

2. WHEREAS, an application entitled NEW JERSEY BONNER LEADERS PROGRAM has been submitted by the College to The College of New Jersey (hereinafter referred to as the “TCNJ”) in the amount of $51,082.98; and

WHEREAS, the TCNJ has approved the application entitled NEW JERSEY BONNER LEADERS PROGRAM as submitted

by the College; and WHEREAS, the Board has determined that the operation of a project entitled, NEW JERSEY BONNER LEADERS

PROGRAM is consistent with the philosophy and purpose of the College, NOW, THEREFORE, BE IT RESOLVED that:

b. The Board herein accepts the award of $51,082.98 and authorizes the College President and/or her designee to implement

the project.

3. WHEREAS, the Board of Trustees of Middlesex County College (hereinafter referred to as the "Board") and the County of Middlesex, Department of Workforce Development (hereinafter referred to as the "County") have entered into a contract for the operation of a project entitled, YOUTH WORK READINESS PROGRAM for the period commencing July 1, 2009 and concluding June 30, 2010; and

WHEREAS, a proposal entitled, YOUTH WORK READINESS PROGRAM has been submitted by the College administration

and agreed to by the County in the amount of $75,685; and WHEREAS, R.S. 18A:64A-12J grants the Board the power to enter into contracts which it deems necessary and advisable with the

State of New Jersey or any of its political subdivisions; and WHEREAS, the Board has determined that the operation of a project entitled, YOUTH WORK READINESS PROGRAM is

consistent with the philosophy and purpose of the College, NOW, THEREFORE, BE IT RESOLVED as follows: a. The Board approves the proposal for the project entitled, YOUTH WORK READINESS PROGRAM, as submitted by the

administration of Middlesex County College to the County of Middlesex, Department of Workforce Development for the period July 1, 2009 through June 30, 2010, in the total amount of $75,685.

b. The Board herein ratifies the contract executed by the College President and the County of Middlesex.

2. WHEREAS, the State of New Jersey has cooperative purchasing services available under N.J.S.A.18A:64A-25.9 of the County College Contracts Law applicable to the College;

NOW, THEREFORE, BE IT RESOLVED, that the following contract over $32,000 be authorized under the provisions of State Contracts currently in effect:

HUMAN RESOURCES DEPARTMENT (a) WHEREAS the Middlesex County College Adjunct Faculty Federation, American Federation of Teachers (AFT), Local 6017, the exclusive bargaining agent for the Adjunct Teaching Faculty Bargaining Unit (the Bargaining Unit) of Middlesex County College, voted to affiliate with the United Adjunct Faculty of NJ, Local 2222, NJSFT, AFT, AFL-CIO; and WHEREAS the last negotiated collective bargaining agreement between the Board of Trustees of Middlesex County College (the Board) and the Bargaining Unit expired on June 30, 2009; and WHEREAS a successor agreement, for the period July 1, 2009 through June 30, 2013, has been negotiated between the Board and the Bargaining Unit, and ratified by the membership of the Bargaining Unit; NOW, THEREFORE, BE IT RESOLVED, that the Agreement between the Board of Trustees of Middlesex County College and the United Adjunct Faculty of New Jersey, Local 2222, NJSFT, AFT, AFL-CIO, be approved for the period July 1, 2009 through June 30, 2013 and filed in the Office of the President of the College.

After discussion, the motion was unanimously adopted.

GENERAL Mr. Sica moved, seconded by Mr. Tighe, for adoption of the following resolution: 1. WHEREAS, David B. Crabiel dedicated his life to public service, first serving as Councilman for eight years, then leading Milltown as Mayor for eleven years prior to his election in 1978 as Freeholder of the County of Middlesex; and WHEREAS, David B. Crabiel served as Freeholder Director for twelve years; and WHEREAS, in his position as Freeholder Director, David B. Crabiel provided strong leadership in all areas of county government, as well as chairing the Administration and Finance Committee; and WHEREAS, David B. Crabiel was a consistent and enthusiastic supporter of Middlesex County College throughout the years attending graduations, galas and other College events; and WHEREAS, David B. Crabiel was the recipient of the L’Hommedieu Award for the year 2001, signifying his public commitment and spirit of volunteerism for Middlesex County College; and WHEREAS, David B. Crabiel was instrumental in the development of the Middlesex County College / Raritan Bay Medical Center Joint Nursing Program; and WHEREAS, as a result of his death on December 1, 2008, David B. Crabiel will be missed as a member of the Middlesex County Freeholders, and to the people of Middlesex County, “the greatest county in the land,” now, therefore, BE IT RESOLVED that the members of the Board of Trustees of Middlesex County College do hereby name the new West Hall Building in honor of David B. Crabiel. After discussion, the motion was unanimously adopted.

Mr. Tighe made a motion, seconded by Mr. Rivas, to rename Blue Colt Drive, Otlowski Drive in honor of George Otlowski, Sr. After discussion, the motion was unanimously adopted. Mr. Bauer moved, seconded by Mr. Sica, to present the Board of Trustees Bylaws for a first reading, as required in Article VIII, Section 9 of the Bylaws. He asked that any comments be directed to the Office of the President prior to the second reading at the October 28, 2009, Board of Trustees meeting. A copy of the amended Bylaws is attached.
