LtGen Petersen assumes `Gray Eagle' designation

The "Gray Eagle," the Navy Department's senior aviator by date of aviation designa- tion.

Lieutenant General Frank E. Petersen, commanding general of the Marine Corps Development and Education Command, assumed the title when Navy Vice Admiral James E. Service retired Aug. 21.

The general also became the senior aviator in the Department of Defense, His October 1952 designation supersedes all other Armed Forces aviators.

The Gray Eagle Trophy award, sponsored by the Vought Corp., was started in 1960. The trophy is passed on to honor the senior Naval Aviator still on active flight status.

Young Marines enjoy hav- ing the opportunity to work out next to their command- ing general. Although he admits that he is probably setting the example, the general says that is not the reason he is there.

"It's my own personal desire to be here," he said. "Staying physically fit is the best thing you can do." The general can still pass the Marine Corps physical fit. nesstest but is no longer required to because of his age.

Even though being the Gray Eagle is the culmina- tion of a 35.year career in aviation, LtGen. Petersen still says, "As I sit here with three stars, I would give up a month's pay to lie able to rove around with the young aviators and fly their stuff and live in their world."

At A Glance Paydays Change

Dates of regular military paydays will change as a

result of the 1987 Don Appro- priations Act.

The Act, which was effec- tive earlier this fiscal year, shifted the regular payday scheduled for Sept. 30 to Oct. 1. All future paydays will also he affected by this change. Monies earned dur- ing the first half of a month will he payed on the 15th while those earned during the last half of a month will be paid on the first of the following month.

holiday.

Holiday Classes Dependent Recreation is

offering a class in making Hawaiian Christmas Angels from natural plant materials to add to the fes- tivities of the Christmas sea- son. All materials are pro- vided. Class will be Sept. 10 from 7-9 p.m. and Sept. 25 9-11:30 a.m.

Also being offered are Cake Decorating classes for making the special holi- day desserts. The class will be offered Sept. 4-25, every Friday, from 9-11:30am.

Dress-up your favorite basket in our Basket Dec- orating class with lining and matching lid. Class will be Sept. 15 from 7-9 p.m.

A Beginning Tole Paint- ing Class will meet every Tuesday evening, Sept. 15, 22, and 29 from 7-9 p.m. The wood decorations in this ses- sion include a heart, pump- kin, an Amish couple, and a Christmas tree.

Our Intermediate Tole Painting class runs from Sept . 3-24, every Thurs- day morning 9-11 a.m. The art piece is a 22 inches goose.

Help keep those cookouts safe The word "cookout" seems

to be synonymous with summer. Most people enjoy cookouts, with their good food and happy memories. However, outdoor cooking can lead to tragedy when carelessness causes burns.

The Federal Fire Depart- ment recently issued and advisory to reminds every- one of some common sense rules when cooking out:

When starting a fire use

only charcoal starter fluid on unlit coals. Don't freshen a fire by adding more fluid the heat of the coals can ignite the liquid burn back into the can, causing it to explode in your hands. Never use gasoline or other flammable liquids to start a fire, they are explosive and much too dangerous to use on grills. Electric starters can be used in place of lighter fluids.

Have a container of

water or a garden hose ready to extinguish a fire. Always soak coals after cooking; unsoaked coals can relight a day later.

Place grills where they will not tip over or ignite objects above them. Never bring a grill into homes, tents, or recreational vehi- cles. Aside from the possibil- ity of fire, carbon monoxide produced by burning char- coal can be dangerous in an

enclosed space. Keep children away

from fires and grills. They may try to climb on the grill to see what is cooking. If anyone is burned by outdoor cooking, cool the burn with water immediately. Cover the burn with a clean cloth and seek emergency help.

If a bag of charcoal gets wet, leave it outside, away from the house.

Adjusting the body clock AFIS - In one way,

our Stone Age ances- tors had it easier than

we do. They never had to fly

across time zones and face a power breakfast meeting, much less a battle, when their bodies told them it was midnight. And unlike most people in uniform, our fur- wearing forebears never had to work late at night and then defend the Free World early the next morning.

Along with the joys of modern civilization comes the need to be alert to the command of the clock. Our bodies tell us to be alert, eat and sleep according to a cycle known as a circadian rhythm, which is believed to follow the sun's cycle.

We can get our bodies to adjust to clock time, but the balance is easy to upset. We don't even have to travel to get that rhythm out of whack. All it takes is a week- end or a couple of days off duty, when we go to bed and get up later than normal, and

we've set our bodies up for a letdown, the "Monday syn- drome."

No matter the cause, a fouled-up body clock can lower productivity and cause 'accidents. Dr. William Storm, chief of aerospace research branch at Brooks Air Force Base, Texas, said that military researchers have been looking at special sleeping pills with a short half-life as one way of min- imizing jet-lag problems. Ordinary sleeping aids stay in the body a long time and cause a hangover - which can dangerously hamper per-

formance in critical situa- tions.

The British had some suc- cess with the new type pills when they gave them to troops en route to the Falk- lands to make them sleep in the daytime so they'd be ready to fight on arrival. Storm says the research is still being done on the sleep- ing aids and advises strongly against self-medication.

Storm says there is no way to completely avoid the fatigue of time changes or longer working hours. But he recommends ways to man- age the body's rebellion at a manageable level.

To avoid Monday syn- drome, don't stay up late on weekends.

Storm says it's best to simply get several good night's sleep at your regular bedtime before flying. he disagrees with experts who say to adjust your bedtime several days before you fly across time zones by one hour per time zone.

How the first sergeants got their rank By Capt. Dale Dye

USMC, Retired irst, let me say that the first time you find yourself stand-

ing in line in front of the first sergeant's desk you'll, become the first one to realize why he's called first among ser- geants.

That crusty old composite of stern features, stripes, ribbons and diamonds will probably tell you he's got more salt in his socks than you've got in your whole seabag and you'd better shape up or he'll ship you out. First sergeants have been doing that for a long time. Since shortly after the War of 1812, in fact.

During that early combat period the Corps had exactly

115 men serving as ser- geants, some working with line units and other wrestling with garrison life. When the war ended and the Navy took over the primary job of national defense and show- ing the flag all over the navigable world, most ships with Marines aboard had no officer and the Leathernecks were commanded by a ser- geant.

Under that system you had sergeants facing pirates and privateers at sea drawing the same salary as sergeants dealing with laundry han- gups at the Washington Marine Barracks. Since there was no special "combat pay" to reward the three striper getting shot at, Congress in 1833 finally realized the sit- uation was unfair and cre-

ated the intermediate rank of "orderly sergeants of the post" and "first sergeant of the guards at sea."

They were not common ranks (in fact there were only 33 men originally appointed to the two titles) but they did have some monetary bene- fits. The 33 Marines who first received the ranks in 1833 drew $16 per month.

Just a year later, a billet arrangement at Headquar- ters Marine Corps set the stage for usage of first ser- geants as specialist in administration. Three orderly sergeants were employed in 1834 by Colonel Commandant, the Adjutant and Inspector, and the Quartermaster.

orderly and first sergeants officially referred to them by those names, by far the most common term used for senior NCO's was orderly sergeant. Over the years however. Marines who found it diffi- cult to deal with three sylla- ble words in fast-paced barracks-room bitching ses- sions began to refer to the senior NCO at their station as simply the "first ser- geant."

By July 1872 the term orderly sergeant was almost unheard throughout the Corps and Headquarters decided to link reality with the official record by drop- ping the title in favor of first sergeant.

The first sergeants remained in the second pay grade until 1893, when they received a three dollar monthly raise in salary. This threw some smelly substance into the rank-rate game, since the sergeant major and quartermaster sergeant remained senior enlisted men but drew only $23 per month, or $2 less than the first ser- geant and drum major.

What followed was a hazy period of NCO command relationships and pay inequi- ties that kept everybody grumbling over their break- ers or ale. Finally in 1899, following the war with Spain, a law was enacted which partly untangled the mess. Legislators set forth enlisted grades and the number of men who could occupy them. At this point, first sergeants were placed in the second pay grade along with the first gunnery ser- geants created just a year earlier.

By the beginning of World War I first sergeants were firmly entrenched and oper- ating as the senior NCO in many commands. After the war, however, first sergeants again found themselves on

the short end of the promo- tion stick.

Sergeants major and quar- termaster sergeants were the Corps' senior ranks, but both implied special technical ability and many first ser- geants watched with tears of frustration as junior ser- geants were jumped over them for promotion to the most senior NCO ranks.

In 1926 the problem was solved when the Comman- dant indicated all sergeants major would be selected only from the list of eligible first sergeants and gunnery ser- geants. In the same year headquarters spelled out for the first time in official black and white the duties of the first sergeant. He was to be utilized as "first or leading

noncommissioned officer in the organization to which attached."

By the beginning of World War II first sergeants shared the second pay grade with gunnery sergeants, drum majors and supply sergeants.

In 1943 the Corps advanced the first sergeants to the first pay grade along with sergeant major, even though the latter took prece- dence over all other NCO's in the top pay grade. The first sergeant new found prestige was shortlived, however, and in 1946 all first sergeants' found themselves master ser- geants under the Corp's most-recent shakeup.

Congress enacted the Career Compensation Act in 1949 which turned the pay grade numbering system upside down, placing the private in the lowest level at E-1 and the master sergeants at the top level at E-7. In 1954 two additional rank titles were established in the Corps and the sergeant major and first sergeant were resurrec- ted.

Then, in 1958, the 'Career Compensation Act was amended and two new pay grades were added to the top of enlisted structure.

Finally, let me say while the first sergeant is officially not first, it would not be wise for you to consider him sec- ond in your command. Not even for a second.

squad. The battle ended July 18,

with a rifle squad from Com- pany L, 3/8 narrowly captur- ing the title over rifle squads from Co. A 1/5 and Co. E., 2/3. The Co. E 2/3 Marines are deployed to Okinawa under the UDP, from the MCAS Kaneohe Bay-based 1st MAB.

"The competition tests the squad leader's leadership and decision-making abili- ties based upon his knowl- edge of basic infantry tactics. It also tests the squad's abil- ity to follow orders and func-

tion as one," said 2ndLt. Forrest Fitts, the competi- tion's defensive problem evaluator.

In order to test both the squad leader and the squad, the competition consisted of five categories. The first three categories were one-day field exercises which required the squad leader to deploy his men in a defensive position the first day, take the offensive the second day and conduct ambush patrols on the third day. Each event(' was worth a maximum of 100 points.

During the second day of field exercises, Typhoon Thelma blew in and the com- petition was delayed. The competition was put back on its seven-day schedule by combining the last two events, field firing and phys- ical fitness.

After the first three field events, the squads were close in total score. The last two events, each worth a max- imum of 50 points, were designed to test the squad's teamwork and became the competition tiebreaker.

At 6 a.m. on the final day, all three squads seemed impatient as the physical fitness event began at Camp Gonsalves. The event requi- red each squad to designate a member as wounded, then carry him on a stretcher across a course measuring more than three miles. The faster they ran, the higher they scored.

The squad from 1/5 started the event. The squads from 3/8 and 2/3 followed at five minute intervals. Third Bn., 8th Marines tok a narrow lead by passing 1/5 and corning in five minutes faster

Hawaiians as a blessing. Captain Ron Davis, U.S. Army, Intelligence Center of the Pacific, will have no difficulty believing this Hawaiian legend as he dodged the liquid sunshine sweeping off the Koolaus and won Low Gross honors dur-

ing the Camp H.M. Smith Quarterly Golf Tournament.

From the tee to green, it was Davis setting the pace for the 39 other golfers to follow, but never catch, as he fired a 78 (net 68) to win the Low Gross trophy on the Par 72 Leilehua Golf Course at Schofield Barracks.

As the late afternoon sun beat down through a misting rain, rainbows streaked across the fairways. Except for Davis, Cooke and only a few others, there were no pots of golf to be found as the tough Leilehua course took its toll on most golfers.

Leading the "B" Flight (handicaps 12-19) was LtCol. Paul Fields, Assistant Force Engineer, with a 74. Runner- up with a 76 was LtCol. Rick Stepien, FMFPac Public Affairs Officer.

The "C" Flight golfers (handicaps 20-26) were led by Maj. Scott Beaty, Plans and Policy Officer, G-5, who shot a 77 and FMFPac SgtMaj. Louis Picheler with a net 80.

Master Sergeant Fred Steiner, FMFPac Public Affairs Chief, led "D" Flight (handicaps 27-36) with a net 67, which was also good enough to take the Low Net Award. The "D" Flight trophy was won by D.J. Podoll who finished with a 72.

Marine skipper navigates into Navy trials

0 ne of the Air Station's most avid sailboaters recently

returned from Coronado, Calif., where he placed fifth in the Navy National sail- boat trials.

Captain Craig Leonard, property control officer at Station Supply, was one of nine applicants selected from throughout the Department of the Navy, to take part in this highly com- petitive event that began July 27.

Leonard, who sailed alone in a 14-foot Laser sailboat for this competition, was selected on the strength of his performance at the Single-hand Championships of Hawaii held last April at Pearl Harbor. Leonard won 1st place overall in that event after beating some very tough Navy competi- tion.

Leonard's fifth place fin- ish wasn't enough to get him to the Nationals, but he was pleased with his perfor-

mance nonetheless. "I felt good about the corn-

petition," said Leonard. "The guys I competed against were extremely good, so I was pleased to do as well as I did."

The competitiOn in Coro- nado consisted of four days of sailing, with three to four heats each day, according to Leonard. "I knew the compe- tition was going to very tough, but I felt good, and I had about three weeks of good practice, so I was confi- dent," he added.

Leonard, who seems like the typical weekend sailor with his easy manner and quick smile, began racing sailboats about ten years ago on the shores of south- ern New Jersy. "My father bought a sailboat with the intention of racing it with my older brother, but after the first year he retired from it, so I just took his place," said Leonard.

Leonard went on to sail competitively on the inter-

' collegiate level while attend- ing the U.S. Naval Academy.

Sports Shorts Cross Country Team Forming The Marine Corps is form-

ing a cross country team to compete in the Armed Forces Cross Country Champion- ship to be held in January.

The team will consist of seven men and five women. There are no age categories for either team. The men will run a 12K course and the women will run a 5K course.

Interested Marines must send an application to the Commandant of the Marine Corps (Code MSR) no later than Nov. 12.

Paddlethon The adults and children of

Honolulu Area Special Olym- pics and members of Hawaii Special Olympics will hold a canoe race Paddlethon at Maunalua Bay Beach Park in Hawaii Kai on Saturday, Oct. 3, starting at 8:30 a.m.

The event is being held to support the year-around pro- grams of the Honolulu Area Special Olympics.

Registration will be held

through Sept. 21. Late regis- tration will be held the day of the race on a first-come, first-serve basis.

A $25 donation will entitle a five-man team or a four- man team of paddlers to enter and also sponsor one special olympian. The min- imum age limit for partici- pants is 8 years old.
