(iii) 14-Assam Rifles organized a lecture on MalariaPrevention at Khawbung village, district Champhai , Mizoram on 2nd April, 2014. 10 villagers attended the

About 78 students attended the programme. Counseling of the students based on written performance was also conducted during the event.

(vi) 30-Assam Rifles organized an ‘AIDS awarenessprogramme’ with the aim of educating women folk and youth from Chingmeirong village and adjoining areas of Imphal East district, Manipur on 20th April, 2014. 40 villagers attended the programme.

(vii) 14-AssamRiflesorganizedan‘awareness-cum-coachingprogramme’ to motivate and prepare youth to join the ArmyandtheCAPFsasOfficers.Thetwoweeksprogramcommenced at Aizawl, Mizoram on 17th April, 2014,

4. Celebration of mothers’ day. 3-AssamRiflesorganiseda series of events to celebrate Mother’s Day at Sehlon village, district Chandel, Manipur. The events included various cultural programmes at village church followed by interaction with the locals on various issues including ‘ThanksGiving’totheMothersfortheirroleinNationBuilding; security & welfare measures being undertaken bytheAssamRiflesinthearea,etc.39familiesincludingmothers and their children attended the event.

5. Vocational training.(i) 18-Assam Rifles conducted a three months basic

computer course at Vocational Training Centre (VTC), Jalukie, district Peren, Nagaland from 1st January, 2014 to 31st March, 2014. 24 students were imparted basic computer knowledge and were given course certificates.

The festival has been an effective platform where various tribes of this region come together strengthening peace, tranquility and inter tribal harmony.

14. Tree plantation. AssamRifles formationheadquartersand units have been regularly contributing towards makingtheenvironment‘cleanandgreen’.Towardsthisend, the headquarters 5-Sector Assam Rifles and itsBattalions undertook a plantation drive in the state of Nagaland, wherein approximately 500 saplings of pine and Kiwi fruit were planted in Chieswema on 7th April, 2014.

(B) Programmes undertaken by Sashastra Seema Bal (SSB)

Sashastra Seema Bal, Guwahati frontier is undertaking programmes for development of the remote villages located in the border areas through its various Civic Action Programme units deployed in the border areas.

During the month of March, 2014, SSB Guwahati Frontier has undertaken various activities in the remote village of Indo-Bhutan border viz. Community Interaction, Civic Action and Community Welfare Programme.

Civic Action Programme:-

(a) During the month of March, 2014, 15th Bn Bongaigaon organised a Samajik Chetna Abhiyan under Civic Action Programme under their jurisdiction at lakhriguri L.P. School on 12th and 13th March, 2014.

Activities :- (i) MCA & VCA at Sapkata, Koilamoila & Lowkhriguri villages.

(ii) Cultural Programme, Distribution of Bicycles to school students, Sports etc.

(b) During the month of March, 2014 Veterinary and Homeopathic Civic Action during the month of February, 2014 under CAP under:-

(C). Programmes undertaken by Central Industrial Security Force (CISF)

(1) ONGC Nazira (i) Weapon handling competition was held at CISF unit

ONGC Jorhat on 3rd March and 4th March, 2014. CISF unit ONGC Nazira won the runner up trophy.

(ii) “The inter sector sport meet-2014” was conducted at CISF Unit ONGC Nazira from 26th February, 2014 to 28th February, 2014.

(iii) Kabbadi tournament- 2014 was organised at CISF unit ONGC Nazira from 10th March, 2014 to 12th March, 2014. 8 units of North East Region participated in the tournament. CISF unit ONGC Nazira won the trophy. The Chief guest Shri D. Sharma, ASP Sivasagar district & Commandant/ONGC Jorhat, presented the trophy and certificatestowinnerandrunners-upteams.

(iv) “Women safety and security awareness week 2014” was observed at CISF unit ONGC Nazira from 3rd March, 2014 to 9th March, 2014. The unit personnel and their families participated in various events such as free medical check-up, yoga and self defence workshop for women.

(2) ONGC Jorhat: Zonal level weapon handling competition was organised at CISF unit ONGC Jorhat on 3rd March, 2014 and 4th March, 2014. 13 North East Region based units participated in the competition.

(3) BTPP Bongaigaon: CISF unit BTPP/NTPC Bongaigaon organised a blood donation camp on 08.03.2014.

(4) IOC Guwahati: CISF unit IOC Guwahati observed security awareness week from 3rd March, 2014 to 9th March, 2014.

(5) CISF Unit Oil (D)(i) CISF Unit, Oil Duliajan observed security awareness

week from 3rd March, 2014 to 9th March, 2014. DIG CISF unit Oil Duliajan inaugurated the Security Week. In the event volley ball and badminton match, tug of war, drawing competition, slogan writing, shramdan, screening CISF documentary film, blood donationcamp, Women health camp, UAC classes for the children were organised.

(ii) 45th CISF raising day was celebrated at CISF unit Oil Duliajan on 10th March, 2014. Four platoons of CISF personnel participated in the raising day parade. On the occasion, Shri Jagbir Singh, DIG CISF unit Oil Duliajan, addressed the personnel.

(6) CISF unit OPS (N): Security Awareness Week was observed at CISF unit OPS Noonmati from 3rd March, 2014 to 9th March, 2014. Various events like cycle rally, volleyball match, essay writing competition, tug of war, drawing competition, jallebi race and spoon race for CISF wards, Musical chair and Hitting of Matka competition for CISF families were conducted on the occasion. Prizes were distributed to 1st, 2nd and 3rd positions in each event by GM (PLS) and other Oil Executives.

Command Area Development and Water Management (CADWM) programme in their states. There are 20 on-

The irrigation projects including the minor irrigation projects are undertaken by respective State Governments as per their own priorities. With a view to encourage the completion of the ongoing projects

and help States in creation of irrigation potential, Government of India provides financial assistanceunderAcceleratedIrrigationBenefitProgramme(AIBP).Following grants have been released to the North East States in the month of March, 2014 for taking up ongoing/ new MI schemes under AIBP:

The Northeast has vast reserves of bamboo which if utilized properly can boost the state’s economy, besides providing employment to many people. A first-of-its-kind, a bamboo tiles factory set up at the bamboo park in Bodhjunjnagar Industrial Growth Centre will soon start producing and exporting tiles to the European market. The bamboofloortilesunithasbeensetupbyaMumbai-basedcompany, Mutha Industries Private Limited. The factory is the firstofitskindinthecountry.

Production has already started in the plant and in the next three months international standard commercial production will start. Technologies and machinery from foreign countries are being used in the unit and the employees have been trained by overseas trainers. There is a huge demand for bamboofloortilesintheoutsidemarket.

“We have started producing bamboo wood flooringwhose look and feel is exactly like hardwoodflooringbutit’s many times better. The most important thing is that it is an eco-friendly product,” said Shri Sanjoy Singh, Assistant General Manager at the factory. The Government of Tripura starteddevelopingIndia’sfirstbambooparkfiveyearsagoinorder to give a boost to bamboo-based industries.

After winning the Santosh Cup this year, youth in Mizoram are keen to make a career in football. Aiming to become a football superpower, Mizoram is nurturing talent from remotest corners of the state. A recent visit to Kanhmun Village in Mamit District of the state shows youth honing their skills in the sport.

This unit has come as a boon for a large number of people by providing them employment opportunities. The company also plans to expand bamboo plantation in the state so as to get the required raw material and also provide employment to the bamboo farmers.

“After Mutha industries started buying bamboo the farmersarehighlybenefited.Wecollectbamboosfromeverycorner and supply them here. The farmers have benefitedafter installation of the company as they are no more worried about selling their products,” said Shri Manju Debbarma, a bamboo supplier.

“Local youth have got employment here and supporting their families from what they earn. We took training here and also got jobs,” added Shri Kartik Debnath, a worker.

With the decline of insurgency, many investors are now expressing interest in setting up industries in the State. There is a huge potential for export of bamboo products in international markets and the sector can generate jobs, and good revenue for the state. The Northeast has huge reserves of bamboo, which is known as “Green Gold” of the region. There are at least ten varieties of bamboo available in Tripura and approximately 145 in the entire country.

Assamese, Bengali and Manipuri and has a circulation of 40,000 copies. Ministry of Home Affairs brings out the publication incorporating important information/developments concerning North Eastern States.

Ministry of Home Affairs, through the Newsletter, requests for inputs for the Newsletter from the State

Governments, agencies, institutions and individuals highlighting the area specific issues, problems, specialfeatures, potential for tourism, environmental protection or specialefforts/achievement invariousfieldsetc. Viewsandwrite-ups fromgeneral public are also solicited on specificissues/problems including on measures for resolution thereto in the North East.

Two players from Mizoram, Mr. Lalrindika Ralte and Mr. Jeje Lalpekula, play for the Indian team. Mr. Numkhima Darlong, a player, said: "Everyone in Mizoram loves football, and we want to play for the National team. Now, also matches are going on, and we are football crazy. Almost every village has two to three football grounds."

Shri Boral Zhua, a local football club manager, said: "From Mizoram, we have three players who play at international level, and from our own village we got two players for under -16 who play for the Indian team." To encourage football among the youth, the state government has provided two astro turfs at Aizwal and one at Lunglei. The third one is coming up at Champhai.

In 2012, the State government launched the Mizoram Premier League (MPL) and organized tournaments with the participation of various clubs of the state. Mizoram's success story will surely inspire other states in the region as well.

There is a large pool of untapped talent in the tribal belts of India and intra-tribe and inter tribe sports competitions can be a solid stepping stone for the youth. The north eastern states are known for some big names in sports like archery, boxing, long distance running and football.
