Gain and pain: Swedish musicmarket on rise, Germany stalled

HAIVIBURGSTOCRROLM - Latest statis-tics reveal contrasting fortunes for theGerman and Swedish music industries.
Figures released by Germany'sFederal Association of thePhonographic Industry (BPW) for thewhole of 1997 show a meagre growthof only 1.6 percent in value-to$2.728 billion-compared to 1996.
Meanwhile, record sales inSweden for the first quarter of 1998rose by 17 percent compared with thesame period last year, indicating thatthe gloom of 1996 has now been lifted;the market may be set for its bestyear since the "boom" of 1995.
BPW president Thomas Steinclaims that the new figures meanGermany has consolidated its posi-tion as the world's third largestrecord market, after the U.S. andJapan, but admits that "althoughunit sales were up, there's no hidingthe fact that inflation -adjusted rev-enues were stagnant."
BPW member companies shippeda total of 49.4 million singles in 1997,up 1.9 percent on the total for the pre-vious year, with the maxi -format CDcontinuing to gain in importance.Albums in all formats racked up unitshipments of 218.8 million, equiva-lent to a 1.7 percent increase, under-pinned by CD shipments, which wereup by 3.5 percent to 191 million units.
The good news for the Germanindustry was that half of all chart sin-gles in 1997 were domestic produc-tions. National repertoire accountedfor 48.2 percent of chart entries, upfrom the previous year's already highlevel of 42.1 percent.
In Sweden, figures show that CDalbum sales reached 4.6 million unitsin the first three months of 1998,30,000 up on the previous year and
close to 1995's record of 4.66 million.Sales of CD singles made the mostimpressive leap, almost doubling to1.05 million units.
The Swedish indus-try is putting theupward trend down toquality of product andpricing, and to newseasonal attitudes."Traditionally, thisperiod [January -March] had been atime for taking stockand getting ready forthe summer," saysVirgin Sweden manag-ing director Anders Hjelmtorp."Everybody had spent all their TVadvertising budget in the run-up toChristmas, and there was nothing leftfor the first quarter. Then one compa-ny had a big winter campaign for aSimon & Garfunkel release which didreally well."
Hjelmtorp says aggressive advertis-ing and pricing have combined to pull
Swedish consumers back into theshops. Sanji Tandan, managing direc-tor of Warner Music Sweden, agreesthat pricing has been a crucial factor.
"Our mid -price campaignhas worked well for us andthere's been an extremelygood carry -through afterChristmas," he says. "I'mvery optimistic about 1998".
Hjelmtorp also says heis pleased with the devel-opment of the SwedishGrammy Awards. "I thinkGrammy nominees are get-ting a real boost now. Oneband we work with,
Weeping Willows, have seen theirsales almost double-and much ofthat is down to exposure viathe Grammies.
"Aggressive pricing has meantthat consumers have seen artistssuch as Eagle -Eye Cherry pick upGrammies, and have then gone outand bought their records at exception-ally good prices."
Staff cuts at EMI Electrolaby Wolfgang Spahr
HAMBURG - EMI Electrola is sheddingat least 50 of its 470 -strong staff in areorganisation of its operations.
Sources say the job losses at EMI'sCologne -based German affiliate areacross the board, including approxi-mately 10 from sales and 13 frommarketing. "Around a dozen" employ-ees will take early retirement, accord-ing to the sources.
As part of the shake-up, the major'smarketing operations will be restruc-tured -as two divisions: artist marketing(to look after EMI Electrola's exclusive
artists) under Peter Burtz, managingdirector of EMI Electrola's EMI division;and strategic marketing (to focus onjoint venture activities, including com-pilations and TV promotions), underRoman Rybnikar. The latter, currentlymanaging director of the affiliate'sElectrola division, gains additionalresponsibility for the company's jointventures and media relations.
Last week, it was confirmed thatMarco Quirini, EMI Electrola's jointMD of EMI, had left to pursue his ownprojects after 12 years with the compa-ny. Quirini had previously shared thepost with Burtz.

Q: Is it true that Hot Action willcease to exist in August?A: Yes, that's correct. We plan toannounce the closure of Hot Action at
[German music industry trade fair]Popkomm in August. It's no joke, wemean it!
Q: Why do you want to stop whenthe label's first release has beenan instant hit?A: Hot Action was meant to be a tem-porary label from day one. Die Arzteasked me if I wanted to run a label asan outlet for the material on this par-ticular album. We have had great funputting the campaign together, but Ihave quite a bit on my plate withoutrunning a label. I am also involved ina club venue and own a specialistvinyl shop in Cologne.
Q: Will that be the end forDie Arzte?A: No way! We have a marketingplan in place which runs until theend of the year. Next on the list is theband's 13th album, which is simplycalled 13 and due out on May 25.After that, we plan to work a couple
more singles from the album.
Q: Will the album be deletedafter August?A: No, 13 will continue to be availablein the shops as long as there isdemand for it. Hot Action has a licens-ing deal with [PolyGram's] MotorMusic. PolyGram will continue to dis-tribute Die Arzte's output on HotAction. I still know a lot of people atPolyGram and Motor who will dealwith Die Arzte [Spillmann was MD ofPolyGram Germany's now defunctPhonogram label until 1994], and I amconfident that they will do a great job.
Q: What made Manner a hit forDie Arzte after 15 years inthe business?A: There is no secret formula. A songis a song and a hit is a hit. The singlehas been bought by people who prob-ably don't even know who Die Arzteare or where they come from.Interview by Christian Lorenz

01\1 T II B ATTV -2 PLAY VIRTUAL GIGCOPENHAGEN - Danish band TV -2 are to perform the coun-try's first concert to be broadcast live on the Internet, fromCopenhagen on May 2. "We got the idea because we get lotsof e -mails from Danes abroad asking for concerts, but it isn'tyet [financially] viable for us to tour abroad, so this is analternative way of keeping our overseas fans happy,"explains TV -2 drummer Sven Gaul. The Danish Broadcast-ing Corporation will provide the audio-visual equipment forthe broadcast, while telecommunications company TeleDanmark and U.S. software producer Real Networks arealso providing assistance in the project. The concert on May2 can be downloaded from TV -2's homepage at www.tv-2.dk.
LIBERTY GOES BACK TO THE '70sLONDON - 963/972 Liberty Radio/Londonhas introduced the U.K.'s first ever all -'70s format. It is launching an extensive"underground" marketing campaign topromote its new retro-sound, which focus-es particularly on the decade's soul anddisco classics. Says station director JohnOgden: "Londoners have now got a quirky,
fun, alternative on their radio dials-a station for the '90soffering the best of the '70s." As part of the changes, Lib-erty is also reviving Simon Bates' Golden Hour (previous-ly a long -running fixture on public CHR station BBCRadio 1), which will be broadcast seven days a week.
JUVENTUS SCOOPS U.S. AWARDBUDAPEST - Hungary's Juventus Radio has been named asthe best international radio station at the recent NationalAssociation of Broadcasters' (NAB) annual convention inLas Vegas. The award is designed to honour stations thatshow exceptional leadership in advancing the broadcastindustry and service to the community. "We are very, veryproud of what the staff have done together," says Juventusstation manager Mike Lonneke. In particular, the CHR sta-tion was praised for the amount of charity and volunteerwork employees have undertaken in Hungary since U.S.-based Metromedia purchased the station in 1994.
BRITISH MUSIC RIGHTS ACQUIRE MANNERSLONDON - U.K. publishers and composers umbrella bodyBritish Music Rights has appointed Richard Manners toits board of directors. Manners is managing director ofPolyGram/Island Music. Since joining Island Records'publishing arm Blue Mountain Music in 1984, Mannershas signed publishing deals for such acts as James, theCranberries and Pulp.

Former Radio 3FM pre-senter Mark van den Akkei% will behosting a new show which will runSunday to Thursday between 00:00-03:00. Previously, the national commer-cial broadcaster was automated eachnight between 01:00 and 06:00. Mean-while, 538 has thrown popular DJ Ruud de Wild a specialbirthday party, held on April 24 in the village of Uitgeest.All -girl quintet Close II You (see page 10) agreed to play liveat the event, along with de Wild's own band Mudskipper.Dutch celebrities and Radio 538 listeners were invited tothe party, broadcast live on De Wild's show.
MOVING CHAIRSCOPENHAGEN-Kent Kordt Roder is joining CHR sta-tion Radio Viborg as programme director. He previouslyperformed a similar role at CHR rival Radio ABC. Hisreplacement at ABC is Morten Bach.LONDON - Thames FM , based in Kingston, in south-westLondon, has appointed Mark Walker as programme con-troller. Walker, a former presenter at County Sound/Guil-ford, Southern F1VVBrighton and Ocean FM/Fareham,will also present the full -service station's breakfast show.
CLT-UFA: Talk, Atlantic for saleby Mike McGeever
LONDON - Following severalweeks of radio industry specu-lation and "no comment" fromEuropean media giant CLT-UFA, the company has con-firmed that it is entertainingoffers to sell most of its U.K.radio interests.
The group's U.K. portfolioincludes controlling shares ofnational speech station TalkRadio, Eire -based CHR stationAtlantic 252 (which serves mostparts of the U.K), and London'sRTL Country 1035 AM. It alsohas a 15 percent stake in Londonalternative rock station Xfm.
All of CLT's interests-except for its shares in Xfm-are for sale as a package orindividually, according tosources who have requested aprospectus on the portfolioissued by merchant bankers,Lehman Brothers, on behalf ofthe group. However, CLT's 29percent interest in U.K. TVstation Channel 5 is not forsale. The price tag for theentire package of stations isunderstood to be in the rangeof £53-E60 million ($86-97 m).
A short list of potential bid-ders-overseen by CLT's directorof radio Jean -Michel Kerdraon-is being drawn up. Talks areexpected to commence in the
next week or two, according to asource who is a potential bidder.
CLT's Luxembourg head-quarters confirmed the companywill hold negotiations "withinterested parties" but claimnone have been held, or will be,until the short list is scrutinised.
In the past, U.K. groupsEmap Radio and Capital Radiohave expressed interest inacquiring Atlantic 252. Howev-er, that station's licence is up forrenewal next March by Eire'sregulatory body the IRTC.
Based on the number of
prospectuses so far requested,there are thought to be nearly60 parties interested in buyingall, or some of, the stations upfor sale.
Under current U.K. broad-casting ownership legislation,Ginger Media and GWR(respectively, owners of nation-al broadcasters Virgin Radioand Classic FM) are prohibitedfrom taking a controlling stakein Talk Radio. However, eithercould buy Atlantic, as its Eirebase means it is not governedby U.K broadcasting laws.

Regulator raps 'malicious' Energyby Ed Meza
BERLIN - Bavarian radio regu-lator the BLM has said it willtake Energy Munich's morningshow off the air unless its pre-senters stop making commentswhich it calls "malicious and dis-criminatory."
After monitoring the CHRstation's Bendel & Co morning
show, the BLM said the pro-gramme's content was "taste-less" and blatantly disregardedBavarian media guidelines.Among the on -air remarks crit-icised by the regulator werejokes about Pope John Paul II,O.J. Simpson, and HiltrudSchroeder, ex-wife of Germanfederal chancellor candidateGerhard Schroeder.
Horst Bork, general manag-er at Energy Munich, declinedto comment on the matter, say-ing that he was awaiting adetailed explanation from theBLM specifying its problemswith the show.
It is the second time theBLM has warned the NRJ-owned CHR station about thecontent of its morning show.
DMG's Hungary station launchesBUDAPEST - The growth ofcommercial radio in easternEurope put down another rooton April 17 with the officiallaunch of national Hungarianbroadcaster Radio Danubius,writes Mike Mcgeever.
The Budapest -basedCHR/AC station, ownedby U.K radio group DMGRadio (part of the DMGTnewspaper group), is targettingthe 20-44 age group (focusingparticularly on 24-35 year olds)with core artists ranging from AllSaints and Janet Jackson toBryan Adams and Eric Clapton.About 25 percent of the musicoutput is contemporary Hungar-ian tracks. Danubius' playlist is
partly compiled using M&M'sEuropean Radio Top 50airplay chart.

BRussms - Belgium's CHRRadio Contact network hasteamed up with Sony Music tolaunch a new Sunday nightshow called Knuffelrock, basedon Sony's popular series ofromantic compilation albumsbearing the same name.
The weekly two-hour loveshow (22.00-00.00) will fea-ture "the music and theatmosphere" of the Sony com-pilations. "We have SonyMusic's official authorisation
to use the name and to offi-cially associate our networkwith the albums," saysDanny De Bruyn, networkmanager of the FlemishRadio Contact stations.
"What we have done hereis license the Knuffelrocktrade mark to Radio Contactin return for substantialextra exposure," explainsSony Music Belgium manag-ing director Koen VanBockstal. "With salesapproaching the 100.000units mark for each volume,

Although the precisedetails of the Knuffelrock col-laboration have yet to beworked out, Van Bockstalreveals that it is likely toinclude Radio Contact's logoappearing on the album cov-ers, and details of the net-work's programmes on theCD inlay card. There is alsolikely to be joint advertisingcampaigns and competitions.
At present, the collabora-tion is limited to the FlemishRadio Contact stations, butVan Bockstal doesn't rule outa similar link -up withContact stations and Sony'sRock Mantique compilationsin the French -languageBelgian market.
The Sony -endorsed showis one of a number of changesat the Belgian network,including new jingles, newpresenters, new programmesand a reduction in the num-ber of advertising blocks perhour. The new presenters atthe station include Flemishsingers Yasmine and GeenaLisa, and TV personalityVeronique De Kock.
Arcade launchesaffiliate in Denmarkby Charles Ferro
COPENHAGEN - The Neth-erlands' Arcade Music Grouphas opened a wholly -ownedaffiliate company in Denmark.
Cai Leitner, managingdirector of the new ArcadeMusic Company Denmark,says: "Arcade wants to gain afirm foothold in the Danishmarket for signing and mar-keting local acts, the promo-tion and marketing of inter-nation-al acts,as wellas tomaintain the successful mar-keting of compilationrecords." The new affiliatecompany will encompassesboth the compilation albumsunit Arcade TV and theartist -orientated CNR label.
The move is in keepingwith Arcade's ambition to fur-ther strengthen its presencein Scandinavia-the label isalso reportedly in the prelim-inary stages of establishingan office in Finland and isdeveloping a publishing oper-

ation in the Nordic region,although no details are con-firmed as yet.
The Norwegian veteranexecutive Leitner was previ-ously senior vice-president atMega Scandinavia's head officein Denmark, and has previous-ly held management positionswith the Danish affiliates ofindie labels Sonet and Edel.
"We're basically already inoperation [as a company]," saysLeitner, "but right now the
mainactivi-ties areinter-
viewing potential staff andlooking for office space inCopenhagen. I hope to be upand running at full operationalspeed in a short period of time."
Arcade's repertoire inDenmark is currently han-dled via a licensing deal withMega Records in Denmark.Arcade recently pulled out ofnegotiations with MegaScandinavia about distribut-ing Mega's repertoire inNorway and Sweden, whereArcade already has offices.
Dave Matthews Band PROFILEIn just under eight years this five -member band from Charlottesville,Virginia has developed into one ofAmerica's most established rockbands and fastest selling live ticket.Early on DMB were prompted bytheir growing regional fan base torecord a live album. "RememberTwo Things" was released inNovember of 1993, the day the bandsigned to RCA Records. Thefollowing spring saw the release of"Recently" a live EP. Both CD's werereleased through their independentBama Rags label run from theirhome office in Charlottesville. Minute by minute: researchingradio towards the year 2000If the future of Europeanradio is digital, then thefuture of radio researchpromises undreamed-ofdetail for programmers,advertisers and policymak-ers as minute -by -minute lis-
tening information comescloser to reality with sophisti-
cated electronic monitoringsystems. But, asks Terry
Heath, does this much detailfrighten programmers, andcan it ever replace the tra-ditional diary and telephoneinterview techniques?
Commercial radio inEurope usually takes alead from the maturermarket experiences of theUnited States. But digital
radio is a special case.Thom Mocarsky, president of U.S.-
based radio research organisationArbitron observes: "The U.S. is amature market, locked into a methodol-ogy and committed to investment insystems and infrastructure, which is adrag on the adoption of new technology"
This goes for research as well asbroadcasting techniques, suggestsMocarsky. "Europe has the opportuni-ty to leapfrog all that, and advancessuch as electronic measurement [ofradio listening] can happen muchsooner in Europe," Mocarsky asserts.
Arbitron has 35 years' research expe-rience in the United States, and is one ofa number of companies making a con-certed effort to expand into Europeanradio with a mix of traditional and cut-ting -edge research techniques.
Electronic measurement, accord-ing to Mocarsky, will be able to pro-vide precise, minute -by -minute moni-toring of listening habits which can-not be achieved through diary andtelephone techniques. "Electronicmeasurement is more sensitive. Itwill test our age-old assumptionsabout research, and give us moreinsight into whether those assump-tions have been correct."
However, Mocarsky does not pre-dict a radical shift in the basic under-standing of listening patterns estab-lished by traditional research tech-niques. "It won't reveal much changein overall radio listening or in rela-tive station shares," he believes. "Butit will give more detail about listen-ing habits." This will have repercus-sions both for programmers and foradvertising sales departments.
Programming precision"If you know your morning presen-ter's spiel turns listeners off, whatwould you do? If you can measureprecisely which tracks keep listenerstuned, and which cause them to tuneout, how would it affect your pro-gramming decisions?"
These are the questions, accordingto Mocarsky, which electronic mea-surement methods will ultimatelypose for radio programmers. Thisdegree of sensitivity is a double-edgedweapon for programmers, all of whom

emap radiowould claim their job involves cre-ativity as well as interpretation ofaudience research data.
Paul Kavanagh, programme direc-tor of major radio group Emap Radio.which owns local commercial stationsacross the U.K, isambivalent about thesubject. "One side of mesays 'no' to the idea ofreacting too quickly tothis sort of information,"states Kavanagh, whopoints out that radio pro-gramming is about morethan instant verdicts.
"A lot of new music is not popularat first," he insists. "The bad side [ofdetailed audience information] is thatit could create bland radio, with thesame songs played everywhere. It'slike cars-research into aerodynamicshas made them all look the same, andthat has taken a lot of the distinctivecharacter away from different brandsand reduced consumers' choice.
"But," Kavanagh adds, "it will helpus to tune up our radio stations, andat the end of the day programmers'creativity will win through. We justhave to be careful not to use any kindof research as a complete system. It isto assist creativity, not replace it."
The prospect of proving to individ-ual presenters that their talk is aturn-off appeals strongly toKavanagh, however. "Mostly, we [pro-grammers] don't need to be told if apresenter is not saying the right sortsof things. But if precise feedback canhelp us help them to see this, andhelp them engage their audience bet-ter, that would be really useful."
Advertising benefitsFor radio sales houses, electronicmeasurement also has both its bene-fits and its challenges.
For example, proof of performanceis important to advertisers, particu-larly in an international contextwhere proof that their advertisinghas run on large numbers of stationsscattered across Europe has previous-ly been difficult to come by. "In theU.S. in the '60s, non -running of com-mercials caused a big scandal,"claims Mocarsky.
Now, some 30 years on, Europe isgoing through its commercial radiodevelopment period with more sophisti-
cated technology on its side. As Jay S.Guyther, Arbitron's vice president,international business development,points out: "The proliferation of newcommercial licences in Europe, and thehugely expanded choice offered by digi-
tal radio, means that old researchmethods are increasingly unableto cope on their own."
The future, Guyther assess-es, is one of "a mixed methodol-ogy, including the establishedpanels, diary systems and tele-phone techniques."Jay %4Jyther
Timescales and costsGuyther predicts that "by 2001, therewill be an electronic system commer-cially ready."
However, limiting factors on itswide adoption include cost, and theunknown rate of future consumertake-up of digital radio receivers inEurope. "It is probable that radioalone will not be able to afford thistechnology" says Guyther. "There willhave to be co-operation between ter-restrial TV, satellite, cable... all elec-tronic media."
Emap's Kavanagh declares:"Electronic measurement has thepotential to replace other researchmethods, but that is at least 10 yearsaway, and nobody knows how fast [dig-ital radio] will take off." Kavanaghpoints out, however, that "there are still21 million radio sets sold each year inthe U.K. alone.
"That means it's an ongoing mar-ket, and more likely to encourage dig-ital upgrading when new receiversare being bought. Provided," he adds,"that they are retailing at a reason-able price."
Out on its ownGuyther sums up: "The commercialradio industry in Europe is develop-ing so fast, it has taken around eightyears to get where the U.S. industrydid in 35 years.
"It's an exciting time. We've learnedfrom the American experience, and wedon't have to re -invent the wheel ormake the same mistakes."
However, pioneering digital tech-nology still appears to have fallen toEurope by default, and Europe iswhere the lead will now come from.Kavanagh concludes: "It will be nice tohave the U.S. follow us, for a change."

Butnew, detailed findings about the ability of radio to induce VT by playing thesoundtracks of previously aired TV commercials, could result in major adver-tisers diverting more of their budget into commercial radio in the future,writes Terry Heath.
Because it is possible to re-cre-ate a particular image byusing a certain sound, adver-tisers can generate the match-ing pictures in the minds of
listeners by playing only the sound ofa TV commercial on the radio."
That is the simple premise, saysRuben D. Marks, research manager ofDutch market research organisationThe Audience Profile Company, onwhich his company decided to under-take new research on Visual Transfer(VT), in association with advertising
agency Initiative Media and Dutchnational commercial CHR stationRadio 538.
"VT offers the possibility," Markscontinues, "of expanding or-comple-menting-a television commercialcampaign on the radio. Since the costs

for a radio advertisement are a frac-tion of those for TV, the importance ofVT to the medium of radio is veryclear to advertisers."
Marks points out that earlier basicresearch had already established that"an average of 72 percent of all peopleexperience a Visual Transfer when theyhear just the sound of a TV commercial.
"However," he adds, "we still didn'tknow when that transfer actuallytakes place, or, more importantly,under what circumstances it can hap-pen. Lack of this detailed knowledgemeant we still couldn't use VT in themost optimal way."
Away from the numbersHence the new research protocol,increasing the number of advertisingclips from just 3-5 known commercialsused in earlier research to 26, addingpreviously unknown commercials tothe mix, and using a telephone -basedsample of 1,577 listeners.
"Because of this high number ofrespondents," says Marks, "a deeperanalysis was possible and a highernumber of defining factors could beidentified." The research also tookinto account ancillary factors such asingrained attitudes to TV and radio,and the respondents' overall attitudeto advertising.
Having screened out cases of"related transfer," (where respon-dents had visual 'recall, but fromanother television commercial by thesame advertiser), and those of "creat-ed transfer" (in which respondentsmade up their own visual imagesunrelated to the advertisement or theproduct), there was an average of just51 percent "real visual transfer," com-pared to the 72 percent discovered inearlier research.
The lower score is probably, saysMarks, attributable to "the introduc-tion of previously unknown advertise-ments, compared to earlier researchwhich used established commercials."But, continues Marks, "when a selec-tion of the top five best-known com-mercials was played, significantly,72.6 percent of all respondents experi-enced VT."
The type of product being adver-tised appears not to have a directinfluence on the effectiveness of VT.More important, according to Marks,are three factors which were mostoften-although not totally consis-tently-present in the most successfulachievement of VT.
Tell me a storyFirstly, the content of the advertisingwas important.
The highest incidence of VToccurred "when a story was told," saysMarks. "The average occurrence was61 percent, in cases where a storylineformed the basis of the advertisement."A voice-over also appears to be a goodtechnique to induce VT, scoring anabove -average 55 percent occurrence.
Surprisingly, the use of music didnot necessarily lead to a higher inci-dence of VT. "On the contrary," says

Marks, "the use of classic songs leads tothe poor VT figure of just 34 percent."
Relating the sound closely to thevisual images (for example, a com-mercial featuring a cow mooing andshowing the animal being milked,scored 57 percent VT when the sound-track was played on radio) is also aboost to VT.Characteristics of listenersSecondly, respondents' personal pro-files were an important factor.
"There is a strong con-nection between age andthe percentage of VToccurrence," statesMarks. "Theyounger therespon-dents, thehigher theVT; 13 -29 -year -oldsscore65.8 per-cent, com-pared to 36percentfor the50+ age group."
Education alsoseems a factor, Marksclaims. "Those with a lowereducational level scored less (44percent) than those with an averageor higher level," says Marks, adding:"Occupation is also important. Theunemployed scored an average of 44percent lower than those in work."
Those who watch TV more dayseach week, or spend more time overallwatching, scored significantly higherVT, but "notably," according to Marks,"time spent listening to the radio hadno effect on the occurrence of VT."

Media planningThirdly, media planning significantlyaffects the VT outcome.
"Most important here is the amountof Gross Rating Points [the number ofviewers based on TV ratings figures]which have been bought on TV. Themore the GRPs increase, the higher theincidence of VT," says Marks.
"During media planning," Marksconcludes, "the advertiser must fully
realise what the target group is, andwhat sort of personal characteristicsthis group exhibits.
"Most importantly, knowing whenVT occurs, and making use of it, willgive commercial radio a higher adver-tising profile and bring benefits toadvertisers in terms of value formoney broadcasting time."
Clearly, the relatively low cost of
radio advertising may tempt moremajor advertisers-some of whomhave not previously considered radioas a viable option-towards the medi-um if there is quantifiable researchevidence that their campaigns canscore something approaching TVeffectiveness at radio prices.

"The old saying, 'Hear a sound, seea picture,' " concludes Ingram, "can bemodified to 'Hear a sound, have anadvertising experience.' "

BURNING IN PARISThe first single from the compilation Paris Is Sleeping,Respect Is Burning (Labels/France), Catalan F.C.'s RespectIs Burning, is an interesting stylistic collision. With itssqueaky clean, disco -funk groove, a bright, zesty productionand a catchy vocal refrain, the track is clearly aiming for thecrossover market. The combination of a strong tune and atight radio edit could well make it happen.
ESSENTIAL REFERENCE MATERIAL.Prior to the crossover success of tracks such as Crispy Bacon,Laurent Gamier was established as a programmer of mini-mal but inventively funky techno and the 16 tracks on thecompilation CD Early Works (Arcade) provide a comprehen-sive snapshot of his work during 1991-4. Classics such asAcid Eiffel and Wake Up sit alongside some of his betterremix forays for System 7 (the classic Batukau), Reese Projectand Moby. Already an underground celebrity, Garnier's deci-sion to go live this summer with a series of very un-DJ likegigs, indicates possible further profile enhancement of theinternationally renowned turntable wizard.
DOWN IN THE THE PARKOn their first two albums, German electronica act Kreidlertouched on an impressive number of sub -genres, all the whilesucceeding in sounding like an indie band who happen to lovesynthesisers. Their latest offering, Appearance And The Park(KiffS1VI/Germany), is tough and intense music, laced withshimmering, keyboard -led, tunes, Can -style rhythms fromdrummer Thomas Klein and supple, upfront bass guitar. Foranyone who likes tuneful music that makes its own rules,Kreidler are more on it than Tortoise by a long, long way.
RITES OF PASSAGEAmongst ambient imprint Apollo'seclectic roster of acts, David Morley hasalways been something of a stand -out.Past releases such as the StardancerEP have displayed a rich, sophisticat-ed, almost classical vein of musicality,hitched to a profound knowledge of thesynthesizer's textural capabilities.
Having established himself assomething of a leftfield Vangelis forthe 1990s, Morley's debut albumTilted represents a break with theartist's previous work. "Although this
is my first album it's actually my second attempt," admitsMorley. "First time round there just wasn't enough varia-tion [in the music], hence the change of direction."
Where previously Morley's music whooshed, swooped andflowed, Tilted-although no less melodic-is an altogethermore rhythmic record. The change of style comes, it seems,from Morley's long standing collaboration with MoWax artistAndrea Parker. "Andrea loves rhythms," he comments. "Iguess that in the process of working with her (as producer) Ipicked up some of her approach."
Apart from producing Parker, Morley has recently com-pleted two prestigious remix projects; Riuichi Sakamoto'sFury has been given the Morley treatment, as has SteveReich's 17 minute composition for a string orchestra, TheFour Sections. The latter was recorded for a project to markReich's 60th birthday. "It wasn't easy, squeezing seventeenminutes into six," says Morley, "but I enjoyed remixing some-thing like Four Sections, because it's a long way from what Inormally do. Material that's too similar to my own would bemuch harder to re -interpret."

An all -girl quintet from Holland has success-fully adapted the Spice Girls' blueprint for anolder demographic.
Since making their mark with last sum-mer's debut single Nice & Nasty (Epic), CloseII You have broken into playlists at CHR andAC formatted sta-tions. Ruud de Wild,star presenter atCHR station Radio538-he hosts 538'sdaily breakfastshow-is one of theNetherland's mostpopular radio DJs,and was an earlybeliever in the act.
The April 24release date of CloseII You's debutalbum, Closer, coin-cided with de Wild'sbirthday and the album was scheduled to bepremiered exclusively on Radio 538. The sta-tion's music programmer, Niels Hoogland,describes the premiere agreement with Epic as"vital ammunition" for his station. The girlswere to come to 538's studios to sing a selectionof album tracks as "a special birthday gift onde Wild's show."
The band's third single, Somebody, entered
powerplay rotation in the last week of March atRadio 538, with 75 plays a week "Close II You'smainstream potential shows in their airplay onboth extremes of the Dutch radio landscape,"claims Epic Holland GM Gerard Rutte. "Fromleftfield public [CHR station] Radio 3FM to themore conservative [soft AC -formatted] SkyRadio, they are on [every playlist]."
Close II You's fivemembers-Sally,Nadja, Natascha,Marsha and Sacha-broke out of the teenmarket last Januarywith their second sin-gle, the ballad BabyDon't Go. It peaked atnumber 4 in the DutchMega Top 100 chart,went gold (50,000copies sold), and wonthe band an award forBest Video at theMusic Factory (TMF)
awards on April 4. The track has crossed overinto the rest of Europe, making a strongimpression on M&M's Border Breakers chart.
The success to date of the band is impressive,but the production team of Eeg van Kruysdijkand Ed van Otterdijk have bigger plans in store."By the end of the year, when Friends comes outas a single, we hope to have simultaneousEuropean releases," says Van Otterdijk.

Danish label EMI -Medley has become thefirst label to follow the lead of Virgin RecordsU.K. and its interactive promotion strategyfor the release of Massive Attack's currentalbum Mezzanine. EMI -Medley is now tak-ing a similar course for for Need, the latestalbum by Danish MOR singer Hanne Boel.
Prior to the April 30release of Need, the labelwill make all its tracksavailable-at full length-to radio via the Internet."We'll be releasing a tracka day -10 in all-up to theApril 30 release date,"says Boel's personal assis-tant Peter Sorensen, whoalso handles promotionsat Boel's DownBeat label,a recently launched jointventure with EMI -Medley.
To spice up the radio promotion for Need,EMI -Medley decided to service stationsthrough the internet rather than with regu-lar singles. "We put a single edit of the trackDon't Tell Me How on the 'net," saysSorensen. The audio file is protected againstdownloads to limit its distribution to radiostations. "We provided radio programmerswith the necessary password and 65 stationsdownloaded the track for airplay."
The decision to promote Need with a track -by -track countdown on the Internet was insti-gated by Boel, who was keen to find novelways of promoting her work to radio insteadof adhering to the standard singles -based
approach. "One regrettable thing about radiois that stations often find one hit [on analbum] and stick with it," she explains. "It'sthe same with me; when I buy a record, I'llplay a song or two and do not really listen tothe whole album. By releasing one track at atime, we hope that people will be able to sitdown and listen to all the tracks."
Need is Boel's eighth album to date; each ofher previous albums has atleast gone platinum inDenmark (over 50,000albums), six went gold inSweden (40,000 units), andfour passed platinum status(50,000 units) in Norway,where she has been one of themost popular foreign femaleartists in recent years.
"For the first time, I'veworked with only originalmaterial," comments Boel."The songs are written by Ole
Hansen, Martin Hall and myself. And it's thefirst album without [EMI -Medley's creativedirector] Poul Bruun in the producer's chair.We worked together for 10 years and decided[mutually] it was time I tried something new."
A compilation of Boel's greatest hits, titledBest, will be released almost simultaneouslywith Need in Norway and Sweden, and EMI -Medley's radio promotion plan for it will fol-low the track -by -track Internet blueprint ofNeed. Outside Scandinavia, Boel will play onJune 16 at the Expo '98 exhibition in Lisbon."We have high hopes for the Portuguese mar-ket," adds Sorensen. International release forNeed is pencilled in for the autumn.

the original Bad Seed to a mainstream audience.Cave and his band have knocked at the door ofacceptance before, notably when his duet withKylie Minogue, Where The Wild Roses Grow, hitthe Top 10 across Europe in the winter of 1995. Afirm favourite with CHR stations, the track spent15 weeks in Music & Media's CHR Top 40 chartsin 1995/96, and helped its parent album, MurderBallads, to number 3 in Music & Media's Euro-pean Top 100 Albums chart in March 1996. How-ever, subsequent releases have been unable tomaintain that level of popularity-until now, per-haps? Selected and sequenced by the Bad Seedsthemselves, The Best Of... showcases some themost commercial songs from Cave's eight previousalbums. For a decade and a half now, theU.K. music radio and record indus-tries have met each year under theauspices of the Radio AcademyMusic Radio Conference, wherethey've attempted to hammer outdifferences and exchange new ideas.
Initially, the event was admittedly more toe -to -toethan face-to-face, as representatives of the two industriesslugged it out, rowing over airplay royalty payments andrelated matters.
However, year by year, the event became less of abitching session and more of a forum for explaining viewsand stances. Delegates from both sides walked away witha better understanding of what makes each other tick,and how initiatives could be formed for the mutual bene-fit of broadcasters and labels.
It's only fair to give those annual conferences creditfor fostering a belief-in the U.K. at least-among musicprogrammers and label execs that they are both part ofthe same industry: music. So, isn't it about time to seri-ously consider the idea of a separate, pan-Europeanmusic radio conference?
"Why does everybody struggle to create a pan-Euro-pean film and TV industry, no matter how credible?"muses John Bradford, executive director of the U.K. RadioAcademy. "In Europe and Britain, it has been provedthere is an excellent music industry-one of the reasonsfor that is because of the dynamic radio industry."
Bradford suggests that now is the time for the Euro-pean radio and record industries to forge new relation-ships. "The nut to crack is to build on the existingstrengths between the two sectors, and tackle the easy[issues] first, rather than being determined to crack themost difficult ones first."
The radio and music businesses in most European coun-tries have clearly scored significant achievements duringthe past few years. Programmers and heads of music havehelped labels break borders with innumerable artists-Sash, Lutricia McNeal, Aqua, Ace Of Base, 2 Unlimited,Billie Myers are just some which recently come to mind.Many of those acts would not have had such success with-out radio support.
A pan-European music conference need not be a sub-stitute for an existing convention or conference. Nor needit be a long drawn out and expensive affair-more some-thing that is purely about music radio, with support andinterest from all labels.

The three singles from his self -titled debutalbum-Darkman, He's Comin' and Let It Rain-enjoyed considerable suc-cess at radio, and were sizeable sales hits. Radio's initial lacklustre support forthis single, then, is rather difficult to understand-not least because Remem-ber The Time is a well -constructed ballad which could surely be expected toperform well on a multitude of formats. Martin Buchmann, one of the musicprogrammers at CHR station Radio 7/Ulm, which broadcasts in southern Ger-many, is among those who have already picked up on the song. On the airM&M's weekly airplay analysis column
The practice of heavily plugging a record weeksbefore its release date in order to obtain thehighest possible first week sales chart positionhas long been common practice on U.K. radio.
Most records which get early airplay solely inthe U.K. don't generally get enough airplaypoints to reach M&M's European Radio Top 50.However, a study of this week's chart seems toindicate that, nowadays, more record companiesare also getting their high profile acts ontomainland European radio as soon as possible.
This week, new en-tries Under The Bridgeby All Saints (London)at number 25 and IfYou Can't Say No byLenny Kravitz (Virgin)at 45 are not yet com-mercially available insingle format anywherein Europe.
All Saints' R&B take on the well known RedHot Chili Peppers original has picked up earlyairplay in the U.K., Denmark, Switzerland andItaly; the success of their Never Ever (London),which drops this week to number 17, after 13weeks in the top 10, has clearly established theU.K. quartet in Europe.
For his part, Lenny Kravitz finds early sup-porters for his new, trip -hop slanted sound mostlyin Italy, Spain, Germany and the Netherlands.
Two of this week's high-est climbers, Push It byGarbage (Mushroom), whichrises to number 13, andSimply Red's Say You LoveMe (East West), whichclimbs from 29 to number10, are also not in the shopsyet. Although the act's newvideo is not yet available toshow on music television,
Simply Red's song is already number 3 on air-play in Italy, as the Major Market Airplay sec-tion shows.
Frank Wilkat, head of music at Delta Radio inKiel, Germany, which only plays rock and pop,has a straightforward explanation for program-ming Garbage and Lenny Kravitz so early:"We're the one and only [local] station that spe-cializes in rock and pop, so we have to be early tobring something different."
If labels are willing to supply more new mate-rial by core artists long before their commercialrelease, Wilkat says he is happy to play them be-forehand, although he adds that he has to warnhis listeners every time he does so not to run tothe shops too early, as playing pre -releases is afairly new trend in Germany.
This week we welcome back two re-entries tothe European Radio Top 50. At 48, Bryan Adam'sI'm Ready (A&M) is picking up due to new inter-est from stations in Germany and Austria.That's just behind Wyclef Jean at 46, back withGone Till November (Ruffhouse/Columbia).
The reappearance of the Fugees' mainman'srecord seamlessly coincides with the disappear-ance of his production of Destiny's Child's No,No, No (Columbia), which drops out of the 50this week. Increased interest from U.K. program-mers could well see Jean's single climbing theairplay chart-still ahead of its U.K. sales debut.Which leads us, in time-honoured fashion, backto where we came in.

Warner Music Spain artist, who hassold a record 1.2 million copies of Mcisin Spain in the past seven months.
However, Sonoles Armendariz,head of international at Sanz's man-agement company RLM, insists:"There's nothing strange about this.Alejandro was very happy with theawards. Our original intention wasthat Alejandro could be there. We eventried to move the date of the awards."
A satellite link with Sanz in BuenosAires, organised by RLM and Spanishauthors' society SGAE, did not takeplace thanks to technical problems,says Armendariz. "As we were going tomake this connection, we did not haveanything recorded in advance."
Other acts winning in more thanone category included Virgin's Latinopop group Jarabe de Palo (best newcomposer and new artist) and SonyMusic's flamenco guitarist Vicente
Amigo (best fla-menco composerand flamencoartist), with twoawards each.
The Premiosde la Musicaawards areorganised forSpanish artists(apart from aLatino award,won this year byArgentina's FitoPaez) by authors'
and editors' society SGAE andartists' association ME. Spain'sother main music awards, Novem-ber's Premios Amigos, are organisedby IFPI-recognised music industrybody AFYVE.
Several presidents of major recordcompanies were absent from theshow, even though some of their actswere performing. Industry sourcestold M&M that some companies hadrefused to attend in protest at thedecision of Premios de la Musicaorganisers to ask each record compa-ny to become "sponsors" of the showfor Ptal million ($6,700). PARIS - French radio has started1998 with record listening figures.
According to ratings organisationMediametrie, the cumulative radioaudience reach peaked at 82 percentduring the January -March sweep,compared to 80.9 percent during thesame period last year.
Almost all radio stations have ben-efited from this overall audiencegrowth, although the trend favoursadult -orientated stations rather thanthe CHR networks. The cumulativeaudience of the five national AC net-works (RFM, Europe 2, RTL 2, CherieFM and Radio Nostalgie) now topsthat of France's three CHR networks(NRJ, Fun Radio and Skyrock).
RFM experienced the biggest gain,with a cumulative audience reach of 4.5percent (up from 3.3 percent last year).The Europe 1 -owned station is now
level with NRJ's AC network CherieFM (4.5 percent), which also improvedits audience (up 1.0 percent) on a yearago. Spectacular growth in the AC sec-tor was also enjoyed by RTL2.
NRJ's CHR network regained audi-ence following a dramatic drop (to 10.3percent) in the last Mediametrie sweep.It moves up 1.1 percent to 11.4 percent.
Another CHR network, Fun Radio, alsostopped a downward trend. At 5.9 per-cent, the CLT-UFA network is up 0.8percent compared to the end of 1997,although still 0.4 percent short of itsperformance a year ago. CHR/urbanSkyrock confirms its status as the coun-try's second largest music network, 0.2percent ahead of Fun Radio.

Take us seriously, says Radio 2 bossApril 23. Some 250 delegates from theU.K. radio and record industriesgathered for the one day event.
In his keynote speech, Moir tolddelegates: "The relationshipbetween Radio 2 and the recordindustry is uneasy. It seems therewill aways be a tension betweencommercial self-interest and thedemands of public service."
Moir contended that the musicindustry overlooks R2 when itcomes to exploiting older, estab-lished artists, especially since thenetwork has repositioned itself asa "home for classic artists." Hedescribed labels' promotionsdepartments, attitude towards R2,compared to sister network CHRstation Radio 1, as "deplorable."R2 has a weekly audience of nearly9 million listeners more than Rl.
Moir said: "If you go to (R1) plug-gers are clustered around the recep-tion desk, like bees around a honeypot... However, if you visit [R2], youwould be hard-pressed to know thatby the lack of pluggers who regular-ly visit, it is the home of the most
popular radio station in the country.So, it's time you [music industry]took us seriously."
He also noted that the playlistrotation for R2's core artists, such asthe Rolling Stones, Bruce Spring-steen, Madonna and Michael Bolton,might be increased to about 20 spinsa week from 9-10.
At a party and artists' showcasefollowing the conference, the "godfa-ther" of dance radio in the U.K., Gor-don McNamee, was scheduled tobecome the 1998 recipient of theRadio Academy/Music & MediaAward for Outstanding Contributionto Music Radio.
McNamee started his radio careerin the early '80s in south London as apirate dance music broadcaster. In1989, he went "legitimate" when U.K.radio regulator the Radio Authorityawarded him a London licence forKiss FM. Kiss 100 FM marked thestart of full-time dance music on theU.K. airwaves, and became one of themost recognisable radio brands inthe U.K.

LONDON - The EMI Group is playingdown the implications of changes to itssenior management line-up.
Following the resignation of EMIMusic president/CEO Jim Fifield, EMIMusic Publishing Worldwide chairmanMartin Bandier and EMI RecordedMusic chairman Ken Berry have beengiven seats on the company's board.
Berry and Bandier both nowreport to Sir Colin Southgate, whoremains group executive chairman.The changes also see Simon Duffypromoted from chief financial officerto joint deputy chairman, alongsidethe existing non -executive deputy
chairman Sir Peter Walters."We are very happy and secure
with the management and nothing hasreally changed with the operation ofthe business," says Bandier. "It's notreally changed anything because Jimhas left."
While the initial announcement ofFifield's departure on April 17 sawEMI Group's share price on the Lon-don Stock Exchange slide 3.5 percentto 465.5p, a subsequent rekindling oftakeover speculation pushed it high-er again, closing at 500p on April 21.Published reports again named Sea-gram as EMI's most likely suitor,although there 'remains no officialconfirmation of a bid from either side.
"The price rise is entirely down to
those stories," suggests David Cher-mont, London -based media analystfor Merrill Lynch. "EMI," he declares,"is struggling to deliver any profitgrowth at all -nothing has changedin the company's fundamentals."
Chermont acknowledges that thecompany has made efforts to stream-line its operations, but suggests thatit still has some way to go to reassureinvestors. "Ken Berry is doing a text-book job of cost-cutting in the U.S.,but Asia is still a problem," he says.

LONDON - PolyGram's warning lastmonth that profits would drop in thefirst quarter of this year has cometo fruition.
According to figures unveiled onApril 21, PolyGram's income fromoperations fell to $20 million in thefirst three months of this year, downfrom $95 million in the same periodlast year.
In a statement, PolyGram presi-dent/CEO Alain Levy says: "Poly -Gram's first quarter under -perfor-mance was predominantly the resultof a soft pop music release schedule...which caused music sales to be 6 per-cent down on last year."
Levy adds that high recording andmarketing costs and increased baddebt provision for Asia also had animpact. "We expect to see improvedperformance as the release scheduleunfolds, particularly in the secondhalf of the year," he predicts.

New figures from Italy's IFPI-recognisedindustry federation FIMI show the Italianmusic market registering significant growth forthe first time in five years. Total unit shipments(including singles) increased 12 percent to 48.7million. The value of shipments grew 6.6 percentto L669.8 billion ($372.1 million)... And theFrench market has continued its upward trend,growing 4.8 percent in value to Ffr1.68 billion($275 million) based on wholesale prices in thefirst quarter of 1998. Unit sales in units rose by7.9 percent to 36 million, according to recordindustry body SNEP.
Javier Pons, head of programming atSpain's leading CHR network Los 40Principales, is apparently being tempted tointroduce a late night "sex" show during thesummer. The programme is said to be inspiredby French station Fun Radio's Lovin' Fun,which has tackled sex issues in an informal waysince its launch in 1995... And staying withSpanish radio, Rafael Revert, who departedfrom Los 40 Principales' rival Cadena 100 atthe beginning of the year, says he is now "on asabbatical year" but keeping himself busy "doingthings I couldn't do during my years as a broad-caster." Revert says he is involved in the produc-tion of music and musicals and trying toimprove his golf handicap, but doesn't rule outgoing back to radio later this year, when newregional licences will be awarded.

A change this year for the secondAmsterdam Dance Event. Artist showcasesand parties at the October 22-24 dance musicconference will be limited to three venues-Escape, Melkweg and Paradiso.
