That was the ambitious target revealed by Universal Music International (UMI) chairman/CEO Jorgen Larsen during a speech on September 18 at the second annual JPMorgan music conference in London. Other conference panellists included BMG Europe president Thomas Stein, MTV Networks Europe president Brent Hansen, Zomba Records senior VP A&R Martin Dodd and IFPI general counsel Allen Dixon. Larsen said that although Univer- sal Music enjoys a market share of 22%, which is "36% ahead of our closest competitor," (see table, page 21) he believes that it is currently closer to 25% of the market and that "30% should be our objective for our company around the world." LONDON - Universal Music Interna-tional executives who thought they hadalready achieved significantperformances in the pasttwo years will have to rolltheir sleeves up further inorder to deliver a 30% mar-ket share.

That was the ambitioustarget revealed by UniversalMusic International (UMI)chairman/CEO JorgenLarsen during a speech onSeptember 18 at the secondannual JPMorgan music conference inLondon.

There was a defining moment last week highlighting thedivide between the music industry and the proponents ofpeer -to -peer systems that allow users to swap music filesonline for free.

It took place at a music conference organised by bankJPMorgan (see story, front page) when Universal MusicInternational chairman Jorgen Larsen, probably irritat-ed by what he was hearing, asked the young Ian Brown,developer of a file -sharing service called Freenet, if hewas "proud" of himself-advocating what Larsen equat-ed with ripping off someone's credit card pin number.

Larsen's choice of words was a clear sign of the con-tempt the industry has for these people, but also of thefundamental lack of understanding between both sides.

Brown and a few others are, to many, the heroes of theonline world, and their capacity to be a nuisance to theindustry should not be underestimated. But record com-panies would be well advised to take the time to hearwhat these people have to say.

Naturally, Brown countered that he is indeed proud ofwhat he is doing, because in his own mind, what he isdoing with today's digital technology is reacting to whathe calls an act of "censorship"-i.e. the music industry'sattempt to shut down similar services and not puttingout their music on the 'Net.

In passing, Brown also attacked what he believes isthe major record company's obsolete business model,while failing to note that an obsolete business model isbetter than no business model at all. He went even fur-ther, associating his combat with that of the right to freespeech. In saying that, Brown has chosen to fight on aterrain which is not necessarily his most solid ground.

Ultimately, it is hard to argue that record companiesare trying to kill freedom of expres-sion when that freedom consists oftaking someone else's property andgiving it to others for free.

So it was appropriate that the con-clusion to this heated debate camefrom the artists present on the panel.BMG act Right Said Fred summed upin one pithy sentence their feelingsabout the whole file -sharing issue:"Getting stuff for free is bollocks."

Sweden gears up for beauty contestsby Johan Lindstrom

STOCKHOLM - Applications for 11radio frequencies being advertised bySweden's radio and televisionauthority will be the first to bejudged under Sweden's new "beautyparade" licensing system introducedearlier this year.

The licence awards mark the firsttime in Swedish commercial radiohistory that frequencies will not beauctioned off to the highest bidder.Instead, the applications for the fre-quencies will be judged under variouscriteria including format, the amount

of local programming being offered,the company's ownership position inthe local market, plus the bidder'sfinancial status and technicalresources.

"We will make an overall judge-ment of the applicants and look at the

in parallel," saysPeter Scjiierbeck, a lawyer at theauthority.

Seven of the 11 frequencies up forgrabs (Skelleftea, Umefi., Arjeplog,Male, Gallivare, Sundsvall and Oster-sund) are located in Norrland, thenorthern part of Sweden. Two are inDalarna, while the remaining two

are in Sodertalje, just outside ofStockholm, and Norrkoping, on theBaltic coast.

Only one of the frequencies, thethird one in Umea, is totally new. Theremainder were either handed backby their owners for economic reasonsor had still to be auctioned off underthe old system.

The frequencies expected to attractthe most interest are in Norrkoping,Sodertalje and Sundsvall. Theauthority says it will announce thelicence winners in December, with aview to stations going on air on Janu-ary 1, 2002.

Mercury Germany MDmakes Columbia switchby Wolfgang Spahr

HAMBURG - Boris Lohe is leaving hispost as managing directorof Mercury Records inHamburg to take over asmanaging director ofBerlin -based ColumbiaRecords Germany. Theposition became vacant inMay when Martin Bremstepped down for personalreasons.

Lohe will report to JochenLeuschner, president of Sony MusicGermany/Switzerland/Austria.

"Boris Lohe is an example of anew generation of managers in ourindustry," says Leuschner. "He is avisionary and artist -oriented type ofleader."

Lillie began his career at EMI,later becoming marketing managerat East West. He was taken on byMercury in 1996, becoming manag-ing director there in 1999.

Universal Germany pres-ident Tim Renner saysLohe's role at Mercury willbe filled by two new generalmanagers, Sina Farschidand Lars Grewe.

for two years. Grewe moved to Lon-don at the beginning of the year totake up the newly -created position ofVP marketing for Island/Def Jamand Universal Motown. For Grewe itmarks a return to Hamburg, wherehe started out as product manager atMercury in 1996 before becomingmarketing manager in 1998 and, ayear later, marketing director.

Farschid and Grewe will bothreport to Renner.

Viva 2 torelaunch

BERLIN - Viva Media has extendedits relationship with AOL TimeWarner tocreate a newjoint -venturecompany thatwill relaunch andrebrand its music TV channel Viva2 at the beginning of 2002.

The transaction, which is stillsubject to' regulatory approval, willsee Viva Media is taking a 51%stake in the new company, withAOL Time Warner owning theremaining 49%. AOL Time Warnercurrently has an 18.9% stake inViva Media, as do the EMI Groupand Vivendi Universal.

The new venture will also man-age Viva Media's online assets atwww.viva.tv.

However, following the recentterrorist attacks in the US, bothpartners have said they are delay-ing giving any further details of theproject.

BBC digital radio channels will`damage enterprise' says CRCAby Gareth Thomas

LONDON - The official tradebody representing UK com-mercial radio, the CRCA, hasreacted angrily to the gov-ernment's announcementthat it has conditionallyapproved public broadcasterthe BBC's proposed new digi-tal radio channels,which it believes aretoo close in format toa number of existingcommercial radioservices.

Culture secretaryTessa Jowell hasgranted approval for theBBC's plans for an urban sta-tion, currently code -namedNetwork X, and for an AORchannel majoring on livemusic (Network Y), as well asnew national sports, speechand Asian services. It alsogranted approval for threenew TV services.

"By favouring the BBC

in this way the governmentis damaging enterprise andundermining competition,"says CRCA chief executivePaul Brown (pictured)."The decision threatens thefuture of some commercialradio stations which servetheir markets well, but willnow be replicated unneces-

sarily by a pam-pered, over -fundedpublic sector corpo-ration."

Brown was par-ticularly critical ofthe decision to givethe green light to

Network X, which he claims"duplicates both commercialradio's current analogue out-put and its new digital out-put for young black people."

The department of cul-ture, media and sport arguethat the new channels willnot provide unwelcomecompetition for commercialradio and could, in fact,

increase listenership toexisting digital services.

"Overall, the new stationsshould attract a wider rangeof viewers (sic) to all digitalservices. This can only be goodnews for all broadcasters andfor the viewer and listener,"said Jowell in a statement."Not all games are zero sum;sometimes everyone can win."

However, the commercialradio sector's opposition tothe BBC's new digital plansis not entirely unified. TheGWR Group, which is aCRCA member, welcomedthe news.

"I am delighted that theBBC has been given instruc-tions to put as much musclebehind the development ofdigital radio as the commer-cial sector," says GWR exec-utive chairman RalphBernard. "We look forwardto some healthy competitionin the marketplace to thebenefit of all consumers."

Italian music bodies agree compromiseby Mark Worden

MILAN - The ongoing sagaof who represents who in theItalian music business seemsfinally to have been resolved.

From now on, FIMI willbe the official representa-tive of the country's recordlabels, while AFI will repre-sent the interests of musicpublishers. Both will repre-sent their respective . sec-tors at Confmdustria, therepresentative body of Ital-ian industry, and is a com-promise in a debate thathas dragged on since anumber of labels brokeaway from AFI to formFIMI back in 1992.

For some time, FIMI has

been seeking to replace AFIat Confindustria on thegrounds that it is more rep-resentative of the musicindustry. Earlier this yearConfindustria had re -iterat-ed its policy of allowing rep-resentations from just onebody per industry, deemingthat FIMI was better quali-fied for the role. FIMI cur-rently represents the lion'sshare of record labels, whilepublishers have tended tostay loyal to AFI.

"This is a good result forFIMI and at the same timeI'm glad that AFI has beenaccommodated," FIMI vice-president Mario Limongellitells M&M.

Limongelli, who is also

managing director of NarInternational, a record com-pany with publishing inter-ests, continues: "Traditional-ly, people thought that FIMIwas the voice of the majors.If that was once true, then itis no longer the case. It hasalso become the main repre-sentative of small indepen-dent labels, like our own, andit is particularly strong indance. We reckon that FIMInow represents more than90% of the music industry."

AFI president FrancoBixio says he is happy acompromise has beenreached but , warns that "itisn't healthy for an indus-try as small as ours to bedivided in two."

ON THE BEATDELTA RADIO DENIED AGAINHILVERSUM - The Dutch supreme court has turned downa planning application from Delta Radio to erect trans-mitters near Apeldoorn in the centre of Holland. Delta,which is part -backed by the UK's Wireless Group, wants tolaunch a high-powered pan-European long wave service,and has been seeking permission to build its 335 -metre -high transmitters on the site for over four years. The courtcited environmental and health issues as the reason for itsrefusal to grant planning permission. Delta will nowswitch its attention to the possibility of erecting its trans-mitters on a man-made platform in the North Sea.

DAMILOLA TRIBUTE TO BE RELEASED

LONDON - A UK release date has been setfor the Damilola Taylor charity tribute single(M&M, July 28). Wake Up The Morning byTogether As One-featuring Des'ree,Gabrielle (pictured), Damage, Roachford andCourtney Pine-will be released in the UKby Universal -distributed independent labelBrothers Records on October 29. The singleis in memory of 10 -year old schoolboy Damilola Taylorwho was murdered in London last November, allegedlyby a gang of school bullies. Proceeds from sales will goto the Damilola Taylor Trust, which raises funds forinner city youth in the UK. At presstime, continentalEuropean distribution details had still to be finalised.

SVENSSON, BIRGISSON TEAM WITH UNIVERSALSTOCKHOLM - Universal Music Sweden has launched anew label, Cap Music, in collaboration with artist MartinSvensson and producer/songwriter Arnthor Birgisson.The label will mainly focus on A&R, with distribution andmarketing being handled by its parent company. ITALIAN MUSIC SALES DOWNMIL - The Italian record industry suffered a 9.4%drop in unit sales and a 5.6 % fall in value during thefirst six months of 2001, according to an audit by PriceWaterhouse Cooper on behalf of Italian music indus-try federation FIMI. Unit sales were at 22 million,down from 24 million in the same period in 2000,while turnover fell from L340 billion (euro 175m) toL321 billion. Album sales fell by 3.2% in units and by0.9% in value, while. CD singles fell by 6.9% in unitsand 2.1% in value. Local repertoire increased itsshare of the market to 47% of total sales, while inter-national product fell to 48.4%.

MINISTRY GETS TEMPORARY LICENCE

LONDON - UK dance brand Ministry ofSound (MoS) has been granted a month-long Restricted Service Licence by theRadio Authority, allowing the company totest the London FM radio market as wellas celebrate its tenth anniversary. DuringOctober, the club group will broadcast thedigital radio and Internet station it launchedlast September on the 87.7 FM frequency. More than£300,000 (euro 485,000) has been earmarked to pro-mote the broadcast, and MoS hopes that when the ser-vice ends on FM listeners will be inspired to purchasedigital radio sets. David's success propels Telstar into orbitUK independent label Telstar

is enjoying a truly stellarmoment with the Europeansuccess of Craig David beingrepeated in the US and

urban act Mis-Teeq making impres-sive inroads into the European charts.

The Telstar Music Group has anactive roster that currently stands ataround a dozen acts across itslabels - Wildstar, Multiply andTelstar-and is recognised to be theUK's largest independent record com-pany. The main difference with majorrecord companies is that it does notdeal with any incoming internationalacts and has a solely UK roster.

"Very often the issues that effectUniversal are too big for us, andsomething that affects a two -manoperation in Bristol is too small,"explains managing director JeremyMarsh. "I think it's a goodposition to be in, becausewe can compete on anartist -by -artist basis inthe same away as a major,but we have to limit thesize of our roster."

Considering its history,Telstar's artist develop-ment is a relatively recentphenomenon. The labelbegan life -and is stillassociated in many peo-ple's minds-as a compa-ny selling TV -advertisedcompilation albums.

Starting up in an officein the Marylebone area ofLondon in 1982, it wasfounded by Sean O'Brienand Neil Palmer, whocame from Ronco andbrought in expertise inbuying and selling prod-ucts on TV.

They came up with the idea of pro-ducing greatest hits compilations andpersuaded Motown-who were dis-tributed through RCA-to license abest of Michael Jackson album. It soldfive million copies and launched thelabel. From there the company beganreleasing more Best Ofs, coveringgenres from rock to reggae and pop tobest of the year.

"The majors thought it was smallfry, so they were able to license fromeverybody," says Marsh. "And soonthey were taking the companythrough the £10 million barrier, to£20, £30 and £40 million...Telstar hadan almost clear 10 -year run, from1983 to the early '90s. Then themajors started to sit up and takenotice."

With the dawning of dance compi-lations and increased competitionduring the mid -90s, Telstar startedinvesting in artists such as pop actsJive Bunny and Ant & Dec.

At the time Marsh was presidentof BMG's music division, and hadbeen working with Telstar distribut-ing their records. "Sean O'Brien and Ihad met previously socially and hehad tried to woo me over to Telstar,"he recalls. "Then one Christmas wemet up and decided to give it a go."

Telstar is not only the UK'slargest independent com-pany, but with the interna-tional success of acts suchas Craig David and Mis-Teeq, it is also becomingone of the hottest labels, asGareth Thomas reports.

Marsh stayed at BMG for a yearwhile new arrival Richard Griffithsbedded in before moving to Telstar inApril 1999. He joined at a time whenthe label was developing its predomi-nantly pop/R&B/dazike roster, andwas about to sign Craig David.

Marsh says: "There's definitelybeen a transition from a compilation -

based organisationthrough to an artist ros-ter and the two will co-exist. The intention is tokeep both going."

In continental EuropeTelstar is distributedthrough Edel, whichbecame the label's part-ner around a year and ahalf ago. Edel's London -based VP internationalmarketing, MonicaMarin, says: "The rela-tionship with Telstar hasbeen very successful. Inthis industry the firstthing is a good product,then good teamwork,then luck-being in theright place at the righttime. With Telstar andCraig David we had allthree. We are proud to be

able to work with people, like GrahamWilliams and Tanya Davies [head of

international]. It's a very good rela-tionship."

Telstar's CEO internationalGraham Williams agrees the relation-ship is proving fruitful. We supplythem and work individually with eachterritory and each artist, and it's

The danger, according to Marsh, isthe temptation to try and find anoth-er Craig David. "What it's taught usis, because of the scale of Craig's suc-cess you actually don't learn as muchas you would on an artist that hastaken five years to develop. It taughtus what a great and self-containedartist he is."

Telstar's new media divisionplayed an major role in the marketingof Craig David, and is becoming anincreasingly important part of thecompany as a whole, with its develop-ment of both artist websites and thedownload market. The company hasmasterminded a number of successfulInternet campaigns, notably duringthe first week of release of CraigDavid's debut album last year, when

proved to be successful so far," he says."Before that we worked artist -by -artistand country -by -country and it becamequite difficult to manage, especiallywith the roster we were developing. Welooked around for a strong Europeanpartner and Edel was the best optionfor us at that time."

The success of Craig David hasreflected well on everyone involved.

TELSTAR LABELS Wildstar is Telstar's joint venture with the UK's Capital Radio group and manage-ment company Wildlife. Its biggest artist is Craig David, who has sold four millionunits (outside North America) of album Born To Do It, which has just been released inUS on Atlantic and peaked at number 11 in the Billboard 200. Other signings includepop group the Dum Dums, soul singer Conner Reeves and garage act De Nada, whosesingle Love You Anyway entered the M&M's Eurochart Hot 100 at number 68. Multiply has a dance bias, with artists such as Sash!, Sister Bliss, Phats & Smalland more recently Weekend Players, whose single 21st Century has just been releasedand is starting to receive widespread airplay. Telstar itself is home to three-piece female garage group, Mis-Teeq, Liverpool bandBBMak-whose Sooner Or Later album went gold in the US-and Scandinavian pro-ducers/artists Stargate. Other collaborations include one with Duty Free Records for Tall Paul and withDirty World Records for rock act Dirty Harry.

The division is now develop-ing download models and movinginto one-to-one mobile phone mar-keting, as well as looking intostreaming video on mobiles andinteractive TV.

Marsh says the future of Telstarlies in artist development and thatthe company's short -to -medium -termaim is to try to establish one new acta year. "If we can have one CraigDavid a year we'd be going really well.We need to develop a roster over thenext five years that can last for thenext five to 10," he says.

Neil Palmer adds: "It's been avery exciting period, starting in aone -room office and rising to mar-ket leader in compilations, theninvesting in artists and ending upin the delivery of a world super-star in Craig David. Telstar hasalways had great determinationand has never accepted beingdefeated. I think that's what hasbrought us through."

He says Telstar's greatest asset isits ability to react quickly to events."Being an indie is much like being asports car-we can react fast andmake quick changes to adapt to a fastchanging market. Majors are likelarge ocean-going liners, full of luxu-ries, but it takes longer to make achange."

NAB: Consolidation sets agendaJust a few days prior to the shocking events in NewYork and Washington, the US radio industry (and alarge number of overseas programmers) gathered inNew Orleans for the annual NAB Radio Show. Thespectacular consolidation of the US industry over thelast couple of years was at the heart of most of thedebates, as Jon Heasman reports.

ble whammy of consolidation andthe dot corn downturn. Many exec-utives from America's largest radiogroup Clear ChannelCommunications were apparentlyattending an important series ofinternal company meetings, whilethe amount of exhibitor space com-pared to last year's Radio Show inSan Francisco was visibly lackingmany of the dotcom exhibitors of ayear ago, despite the debut thisyear of the NAB Xstream streath-ing audio conference which ranalongside the Radio Show.

A rosy picture of the newly -con-solidated world of US radio waspainted in the GroupExecutive Super Session,featuring CEOs from anumber of America's bigradio groups. AlfredLiggins, president andCEO of the Radio Onegroup, claimed that "con-solidation has improvedthe financial situation forour employees, in termsof health and other bene-fits that didn't exist pre -consolida-tion."

While this narrow point may betrue, big -group station employeesappearing on the various NABpanels attended by this writerappeared stressed and over-worked in the post -consolidatedindustry in which they are nowoperating. In particular, execu-tives seem to be finding it hard todeal, in both practical and strate-gic terms, with the sheer size ofthe big group "clusters" of stationsto be found in the large cities. Thepanellist who admitted "we're stillworking out how to do clusters,"was speaking for more than a fewof his colleagues.

Yet Cox Radio CEO Bob McNeilpredicted in the Super Sessionthat consolidation in the US radiosector will continue even further,to the point where there are jut

Researcher/consultant JonathanPontell has been making some-thing for a name for himself in theUS media lately by drawing atten-tion to the demographic he haslabelled "Generation Jones."

Currently aged 35-45, and com-prising 26% of the US adult popu-lation, they are what Pontell seesas America's "forgotten" genera-tion who sit between the "babyboomers" and "Generation X," andtheir wealth and power makethem a very important demo-graphic for radio stations to beaware of.

"Jonsers," said Pontell in anNAB session devoted to the sub-ject, "were (literally) children ofthe '60s brought up in an unprece-

Speaking on the panel "A View FromThe Top: Radio's Top Programmers,"Emmis Communications VP program-ming Rick Cummings said it was hisgroup's job to counter the collective con-testing by "creating promotions that

money can't buy." Fellowpanellist Pat Paxton,Entercom VP of program-ming, contended that, byputting all the emphasison the cash prizes, the biggroups were ignoring theentertainment value ofcontests. "To me, radio isshowbiz," he said, stress-ing the mechanism was

It is not a devel-opment which has surprised Paxton,who-noting radio's tendency to con-centrate on the more advertiser -friendly demographics-said that"we as an industry stopped trying toattract them. We chased them away."

Fad-tastic formatsChairing the programmers' panel,

Saga Communications' SteveGoldstein posed the question ofwhy there have been so many oneor two year "fad" formats in USradio recently (such as Jammin'Oldies) which, in ratings terms,don't seem to have stood the test oftime. Again, the answer appears tobe tied in up in the politics of con-solidation in that the big groupsare looking for ever more niche for-mats so that their clusters of sta-tions in the same market won'tcannibalise each other's audience.It was also argued that being, forexample, an All -'80s station (one ofthe possibly "fad" formats current-ly in vogue in the US) was betterthan being the third classic rock orAC station in the market.

Fad formats exist, admittedCummings, "because we don't havethe answers. In many cities thereare more FM stations than thereare viable formats. We've tried'70s -based Classic Hits, and afemale -skewed FM talk station.Being a decade -based music sta-tion isn't viable in the long term."

However, Citadel Communications'VP of programming Ken Benson saidthat some people were "way too quickto write off new formats. They neednurturing and developing." AndPaxton added that even if a formatonly lasts a couple of years before run-ning out of steam, it at least tem-porarily boosts the audience numbersat failing stations. "Stations where we

Testing on the 'NetFaced with budget cuts for musicresearch (yet another consequenceof consolidation, it appears!) someof the panellists on the program-ming panel had recently beenexperimenting with Internet -basedmusic testing. Cummings had beenrunning traditional call -out musicresearch alongside researching lis-teners' music tastes online. "Thesong [order of preference] wasroughly the same," he reported,"but the web respondents get onthe new songs earlier, are general-ly more passionate, and thereforeburn [songs] faster."

However, Paxton, who had alsoconducted parallel music research,says he wasn't sold on the idea, ashe had found considerable varia-tions in the ranking of songs. Hesaid the concept of web -basedmusic research would only beviable if the market researchers"can find out how to reach normalpeople [over the web] and not justthe teccies."

The programmers did note, how-ever, that e-mail is increasinglyreplacing direct mail as a way ofgetting in touch with their listen-ers, and stations are therefore plac-ing great emphasis on developingtheir e-mail databases.

Ana Torroja's French prayersby Howell Llewellyn

Ana Torroja, former singer of Spain's most success-ful ever pop group, Mecano, has become one of BMGFrance's priority artists. Ensconced in a Parisapartment since March and rapidly improving herFrench for TV and radio interviews, Torroja hashad the single Mes Prires at radio since July inpreparation for its late October launch in Francewith her eponymous album.

It's a trip back in time for Torroja, who with herbrothers Nacho and Jose Maria Cano in Mecano,had the biggest ever hits of any Spanish pop artistsin France in the late '80s and early '90s. Thealbums Descanso Dominical (1988) and Aidalai(1991) sold a total of 1.2 million units in France,and two singles sung in French-Hijos de la Lunaand Une Femme avec Une Femme-sold one millioncopies each.

Mecano's music, and more importantly Torroja'svoice, have never left the French airwaves through'80s oldies programmes and, late last year, seniorexecutives at BMG France decided they wantedlbrroja to make a "comeback" with an album ofsongs recorded in French. "Her crystalline, magicand hypnotic voice is easily recognisable in Franceeven among under -25s who won't rememberMecano's heyday," says BMG France product man -

Alongside changing his artistname from DJ Cam to simply Cam,the French DJ/producer, signed toSony Music France's labelColumbia, has undergone a stylis-tic rebirth aptly demonstrated bythe seductive jazz/house tones oflatest single Summer In Paris.Scheduled for global release in lateOctober, the track has alreadybecome a chill -out ter-race staple in key hol-iday hotspots.

"The original ideawas to use Summer InParis as a teaser forthe upcoming studioalbum SoulShine [setfor release in January2002]," says AntoineGouiffes-Yann, inter-national marketingmanager at SonyMusic France. "We hired [indepen-dent promoter] EuroPropagandafor summer promo and the feed-back has been way beyond ourexpectations. We knew we had agreat track but never expected thatit would become the chill -out trackof Ibiza 2001!"

The reaction from Ibiza's DJshas been uniformly positive, withMatt from Pacha calling it the"best track he has received allsummer" and all the club terracesand bars in St Antonio, St Josephand the town of Ibiza spinning thetune on a daily basis. In order tobuild on that buzz, and to add amainstream element, Sony hasteamed Cam up with Asian singerAnggun who is set to record a newversion of the track. She will alsobe joining Cam and a six -piece

band for the Asian leg of his tourthat kicks off in January.

Meanwhile, encouragingly forSony, independent distributorChronoWax has. shipped 20,000copies of the 12" vinyl of SummerIn Paris. "We are going to releasethe single commercially with soft,house -orientated club and radioremixes," reports Gouiffes-Yann."Radio servicing and club servic-ing are due to be completed by the

beginning of Octoberas we hope to capi-talise on the successin Ibiza to bringEuropean clubs andmedia onboard."

Radio is, accordingto Gouiffes-Yann, cru-cial to breaking Camout of his under-ground niche. "Radioairplay is a key aspectof our international

strategy," he admits. "Havingvocals by Anggun as well as moreradio -friendly dance mixes shouldhelp us break into the mainstreamradio networks and start to attracta new audience."

While the inclusion of Anggun onthe track forms one part of Sony'sstrategy, the company is also invest-ing in a video to try and widen theappeal of this talented but, thus far,low-key artist. "A clip is currentlybeing completed which is very muchan MTV -orientated video," Gouiffes-Yann says. "It's the most expensivevideo that we've done for Cambecause we want his music to not beconfined to the traditionaltrendy/elitist/clubbing audience. Weare targeting a wider audience; peo-ple looking for uptempo chill -outmusic for the soul!"

BMG France asked several songwriters to com-pose a number especially for Torroja, and the selec-tion of five new songs was made by BMG's Parisand Madrid A&R teams together with the artist.Another Mecano-era song, Corazones, has beenrecorded in French as Coeurs, with another five inSpanish. At present, there are plans for a limitedSpanish release which may expand if there is suffi-cient cross -border demand. One of the songs on thealbum is a collaboration with French major actPatrick Bruel, a re -working of his mid -'90s hit QuiA Le Droit. "He and Ana have been friends for 10years, and it was Patrick who helped us to installMecano in France," says Bonnetain.

"It is a luxury for us to have BMG in anothercountry dedicate its time and energy to one of ourartists," says BMG Spain international exploitationdirector Sonsoles Armendariz. "All three Mecanomembers have undertaken solo projects, but Ana hasbeen by far the most successful in Spain and LatinAmerica." The only previous example of a successfulFrench -singed Spanish pop act in France was EMISpain songstress Luz Casal in the mid -'90s.

DANCE GROOVESWith the summer drawing to aclose, Gary Smith rounds upthose tracks that dominatedEuropean dancefloors.

Whereas last year was supposed tobe the year that trance died, inprinciple buried under a tide ofrefreshed house music, this year,the much -touted "sound du jour"was hard house/happy hardcore.The truth is, though, that the dancescene is now so utterly fragmented,much like everything else in oursuper -connected global village, thatco -existence has become the norm.

KEEPING IT REALTake, for example, two records cur-rently tipped as upcoming summerhits, Souvernance's Havin' A GoodTime (FTII/Holland) and Slam'sLifetimes (Soma/UK). The former ishouse music that makes good use ofa speed garage bass line, featuresstrong vocals and splashes of saxand is ripping it up in Ibiza. The lat-ter, featuring Tyrone "Visionary"Palmer sounds an awful lot likeDepeche Mode. The similarity?They are both vocal -heavy. Thepressing need for real songs has notgone away and, in fact, is perhapsthe only factor that could be said tobe a common denominator in thecontemporary dance scene. Goodnews for programmers.

STILL IN A TRANCEAs for trance, it might no longer bethe pre-eminent form, but itremains a firm favourite and contin-ues to provide a significant amountof crossover material. Two Belgiantracks from BYTE Records fall intothis category; Zippora's What About

U and, following on from two hugecrossover tracks in the form of TurnThe Tide and Forever In Love, Sylvais back with Forgiven. "Forgiven,with its trance/pop feel, has thepotential to really blow up big," saysTempo Music international A&Rmanager Matt Tallon. "And theSouvernance track is also worthkeeping an eye on, as it is getting alot of support from [UK public CHRbroadcaster] Radio 1 DJs Pete Ragand Judge Jules."

CUTLER'S UNIVERSAL APPEALAnother unifying factor in all theabove mentioned material is thatit is of European origin. The US,however, continues to be a signifi-cant source, with New York pro-ducer John Cutler one of thenames of the last few months. Twotracks in particular, the It's YoursEP and You Groove Me (Chez/US)having made a huge impact inIbiza that could spill over intonorthern Europe's charts thisautumn. On a more sophisticatednote, the Racoon album UniversalVibes, on Miami -based SFP/DeepTouch, has been quietly making amark on the terrace/chilloutscene. Again, it all boils down tothe vocal element. "I played thefirst version of the album to BobSinclar at the WMC and he saidthat he liked it but felt that itneeded some vocal touches,"admits SFP/Deep Touch's PierreZonzon. "We've since added vocalson six of the 11 tracks and thereactions are excellent." Theaspect of Universal Vibes thatseems to be meshing with currentconsumer tastes is that it is gen-uinely fresh.

surprise from a nu metal band whose debut albumwas the less than modestly titled Greatest Hits. AlienAnt Farm's sophomore album ANThology, fromwhich the single is taken, is currently out on PapaRoach's imprint New Noize after Papa Roach decidedto make their old touring mates the first signings totheir new label. ANThology was given a low-keyrelease in Europe in July, but word from Universalsays it will be given a major push across theterritories in the next three to four weeks. SmoothCriminal was first released on Jackson's 1987 albumBad (Epic) and the latest bout of Jackomania has nodoubt contributed to the success of the cover, whichis suprisingly loyal to the original. "It's a good guitarversion of the Michael Jackson original," says head ofmusic at CHR/alternative station Eins Live StephanLaack. French act Superman Lover's Starlight(LafesseNogue), tipped here a long time ago as apossible number one, is also still a grower and couldeven beat Jamiroquai to the top spot, as it currentlytops charts in Portugal, Britain, Ireland and Italy.

Sandwiched between Jamiroquai andSuperman Lovers (what a place to be) isBabarabatiri (SoundDesign/InHouse) by US actGypsymen, in fact an alias for house legendToddy Terry.

Jumping from 10 tothree this week, KylieMinogue's (pictured)Can't Get You Out OfMy Head (Parlophone)poses a serious threatto Michael Jackson'sseemingly unassail-able position at thetop.

After four weeksYou Rock My World(Epic) is still steadilybeing added to

playlists across Europe, while Minogue'strack, which has spent five weeks in the chart,is only now starting to take hold, and thereforehas scope for considerable further growth.

CHR station Radio NRW and urban -format-ted Planet Radio in Germany and CHR stationRadio Deejay and full service RAI Uno in Italyhave all added the track this week.

"It's a good pop track," says Birgit Wetzig,head of music at CHR Radio FFN in Germany."We are excited about what is coming nextfrom her, and looking forward to the newalbum. She is visiting our station in the begin-ning of October and we are excited about see-ing her."

All the new entries this week are by popveterans who are so established they haveeven got their own imprints. The highest newentry, at 41, Elton John's I Want Love onRocket/Mercury is being picked up mainly byAC stations like RTBF Radio BruxellesCapitale in Belgium and Rix FM in Sweden.However, the track is also enjoying supportfrom some CHR outlets as well, includingRadio 2 in the Netherlands.

Further down, 1980's Swedish pop iconsRoxette's Milk And Toast And Honey (RoxetteRecordings/EMI) enters at 45. This week,CHR stations FFN in Germany and Los 40Principales in Spain have added the track.

"It's a nice ballad for the autumn," saysWetzig, who thinks it will do well in theGerman charts. "We got it in the summer, butit wasn't the right time then."

Another Wetzigfavourite is Macy Gray's(pictured) Sweet Baby(Epic), which featuresErykah Badu. "It's a bril-liant song," she says. Thetrack is at nine thisweek.

Finally, Shaggy's suc-cess earlier this year with It Wasn't Me andAngel, the latter still sitting at 19 after 20weeks in the chart, could be repeated now withnew track Luv Me, Luv Me (Big Yard/MCA)."Mr Lover Lover" teams up with SamanthaCole on the track, which has been picked up byCHR stations Radio 3FM in the Netherlandsand The Voice in Denmark this week.

A number of tracks by major acts are beingadded to stations across Europe. One that willimpact in the chart shortly is Backstreet Boys'Drowning (Jive), while label -mate BritneySpears makes it a little harder for radio thanshe usually does with her quirky R&B trackI'm A Slave 4 U.

Finally, Lenny Kravitz is back with Dig In(Virgin), another contender for next week'schart.

Web simucasts licence"This is a significant step towards

tackling the difficult issue of globallicensing for music on the Internet,"says IFPI chairman and CEO JayBerman.

The trial scheme, which will rununtil May 31 2002, has already beengiven the green light by the EuropeanCommission, which was informed ofthe plan last November.However, the scheme pure-ly covers simulcasts of ter-restrial radio broadcastsand does not cover Inter-net -only audio streams.

"For the moment it'sspecifically for simulcast-ers, but we hope this is astep toward regulation forall types of webcasting,"confirms Fiona Harley ofIFPI's communicationsdepartment. "We hope to lay down aglobal system that we can add to andchange as we go on."

The IFPI's head of licensing and e -commerce Nils Bortloff says: "We areaware of the broadcasters' demand toget their licences streamlined. No onewanted to travel around the world tocollect the licences locally. This is verymuch industry -led. We're not reactingto pressure."

According to the IFPI, there are anestimated 5,000 radio stations world-wide streaming their output on the'Net, a 600% increase since 1998.

However, the agreement meansthat broadcasters, who already payfees for music broadcast on their ter-restrial AM and FM services, will nowhave to pay an additional fee forstreaming exactly the same output onthe Internet, in "a new revenue streamfor labels," according to Harley.

Paul Brown, chief executive of theUK's commercial radio trade bodyCRCA, has mixed feelings about theproposed system, and feels that thereis a lack of information coming fromthe music industry side.

"This is the first I have heard ofthis," he admits, adding: "We are cur-rently negotiating with Ithe UK per-formance rights body] PPL about thesituation in this country."

Brown continues: "It seems to methat this can be done country by coun-try. The simple solution is not to havea 'world-wide licence' that only covers

25 countries. It would besimpler to have licences inthe individual countriesthat [automatically] goacross the border. On theplus -side it's good to seethat copyright holders areengaging in this. But itseems like a lot of unnec-essary bureaucracy."

Tom Laidlaw, head ofthe Londorbased CapitalRadio Group's online divi-

sion Capital Interactive, says thatwhile he is in favour of "the industrygetting together," he is sceptical of therelevance of the new licence. "I'm nottotally clear, it must be said, on why itis that we now need a licence to broad-cast [music] in territories where wehave no business."

The agreement also raises ques-tions about the role of collecting soci-eties in the digital era of music. "[Theagreement] bypasses the individualcollecting societies. So what is thelong-term future of collecting soci-eties?" asks Nick Henry -Stolz, musicanalyst at JP Morgan in London."That still needs to be clarified."

IFPI general counsel Allen Dixonsays that the agreement will soon beextended to include more than 30countries. Austria, Germany, Greece,Ireland, Netherlands, Portugal, Swe-den, the UK, the Czech Republic,Hungary, Poland and the SlovakRepublic have all signed the initialagreement, while France, Norway,Spain, Italy, Finland and the US areyet to come on board.

He is currently president of theGerman Phono Academy, chairman ofthe German music industry's EchoAwards and a member of the board ofthe BPW German industry body. Ear-lier this year, he was also namedchairman of the IFPI Europe PlatinumAwards.

Paying tribute to his colleague,Heinz Canibol, president of EMI GSA,says: "I regret very much-irrespectiveof the qualifications of his successor inthe German market-that the Germanindustry is losing one of its most out-standing and experienced managers."

As for the future, Gebhardt, who isin his early 50s, says he is "not in arush" but intends to stay in music."Although I have been in this industryfor 30 years, I am still young and I feelI can still bring a lot to the industry,"he says.

Larsen sets 30% targetThe analyst continued: "Vivendi is

in the mood to do all it can to reassurethat it isn't going to issue a profitswarning. Given that you would have tobe an idiot to believe music sales aregoing to show organic growth thisyear, they need to bang the table aboutmarket share gains to give confidencethey will deliver."

Nick Henry -Stolz, media analyst atJPMorgan and one of the organisers ofthe conference, described the Univer-sal's target as "ambitious" but notedthat "in several markets, Universal isalready close to, if not exceeding, thatfigure."

However, Helen Snell, media ana-lyst at ABN-Amro, believes 30% is anover -ambitious target. "It's certainlynot impossible in certain markets-France possibly, for example-but con-sistently, on a global basis, I do notthink they can achieve it, certainly notthis year and I doubt whether they canmanage it in 2002," she says.

Analysts also point to current eco-nomic and political conditions, withone expressing concern "about the out-look for music sales as a result of theUS tragedy."

One analyst said that "the argu-ment is that in a consumer recessionsmall -ticket items, like music, typical-ly outperform big -ticket items, likedinners in restaurants. But at bestthat may, this year, only serve to staveoff some of the declines. I do not envis-age it being anywhere near big enougha factor to push sales into positive ter-ritory. Far from it."

Larsen reminded the audience thatUniversal Music was the first recordcompany to post an Ebitda over $1 bil-lion and a profitability of roughly 17%,a feat set to be repeated in 2001 asLarsen revealed that Ebitda for thefirst half of 2001 reached euro 452million (up 16% on the previous year)on revenues of euro 2.986 billion (up2%). "We are way ahead of our com-petitors in terms of profitability," hecommented.

"The first territory in the world tochart a Macy Gray record was Italy,"recalls Sony Music Europe's FrankStroebele, vice president of marketingfor the Epic label. "She started hercareer very successfully in Europe withgood exposure through music TV andpress, but to establish Macy Gray atradio was quite a slow process. It tookus three months to succeed with I Try."

This time, radio has been muchquicker to react. Sweet Baby, whichfeatures backing vocals by Motownartist Erykah Badu, was immediatelyA -listed in the UK by national publicCHR station Radio 1, which has sup-ported Gray since her first release DoSomething.

Austria's public CHR station 03also playlisted the single last month."It's a good song and people like it,"affirms assistant head of music Mari-on Benda. "There have been manyrequests from our listeners, so we'replaying it. You need such songs in themix-it's a little bit spicy."

"The airplay is perfect for thelaunch of the album," says Stroebele,emphasising that radio's response thistime has not only been faster but alsomore widespread. "For instance Span-ish radio programmers have come onboard very quickly. I think they feelthat last time they missed somethingand so wanted to be early this time,"he explains.

However, in Sweden, where I Tryonly became a hit on its second release,

things are not moving quite so fast."Sweet Baby is a track that may

take longer to establish in the morepop -orientated markets," Stroebele con-cedes, adding that strong competitionfrom other artists-including Epic'sown Michael Jackson-is also a factor.

Head of music at Swedish Hot ACnetwork Rix FM, Anders Svensson,agrees. "It's an autumn with a lot ofbig artists and great songs, so Sonyneeds to make sure that people knowMacy Gray is back," he says. "Theyneed to hear the song more."

Although public broadcaster SR P3is also playing Sweet Baby in Sweden,Svensson is aware that his fellow com-mercial radio programmers are beingmore cautious. "You have to risk a lotin order to play it," he admits. "It's oneof those songs that listeners have tolearn to like."

Stroebele says that Sweet Baby is agood track to start promoting thealbum with because it's a song thatpeople can listen to without it burningtoo quickly. "It's important to have asingle that sticks around on the radiofor a long time," he says.

Stroebele believes that this steadybuild-up is helpful to the overall mar-keting campaign for the album, whichwill continue with another track fromThe Id, the much more up -tempo Sexu-al Revolution, to be released as a fol-low-up single when Sweet Baby hasrun its course. There will also be a fur-ther European promotional visit bythe artist in November, plus globaltouring plans.

Virgin is poised to officially announce theappointment of Philippe Ascoli to the newly -created position of VP of A&R for Virgin RecordsUK. Ascoli, who successfully launched the Sourcelabel in France and then the UK, will report to thecompany's president/CEO Paul Conroy. Ascolihas exited Source's offices in Clerkenwell inLondon and is already at work in Virgin's building.

At Warner Music Europe (WME), in thewake of Gerd Gebhardt's departure (see story,front page), Hotline hears that Milan -based GeroCaccia, who was promoted in April to the newposition of executive VP for WME, is becomingincreasingly involved in the day-to-day operationsof the company alongside president Paul -ReneAlbertini. Caccia will now split his time betweenMilan and London and will assist Albertini in allmatters involving the company, particularly inthe areas of sales and music publishing.

Meanwhile, Warner has acquired the licensingrights to Buena Vista Music Group's repertoirefrom Hollywood Records, Mammoth Records,Walt Disney Records and Lyric StreetRecords, effective October 1. Previously, all Disneymaterial was licensed to German indie Edel. Thedeal covers Europe, Israel, Turkey and Russia.

And in yet more Warner news, Warner MusicInternational and Telstar Music Group haveagreed on a long term exclusive licensing dealcovering Telstar, Wildstar and Multiplyrepertoire throughout South East Asia. WMI willbe responsible for the sales, distribution andmarketing of repertoire signed to Telstar Musicthrough its nine South East Asia affiliates.

Amid the announcement of a massive euro 2.4billion write-off for the first half of the year, theRTL Group has disclosed that its radio divisionhas posted a 20% decline in revenues and a 51%drop in profits during the first half of 2001,compared to the same period in 2000.

In the UK, Hotline hears that ex-BRINB/Birmingham presenter Brendan Kearneyis returning to that city's radio market on soon -to -be -launched MOR/talk station Saga Radio Sagahas confirmed that David Hamilton will host itsflagship breakfast show. Meanwhile, Tim Disneyis leaving his programme controller's gig atBrighton's Juice 107.2 to take up a similarposition at Peak FM/Chesterfield.

Top European music industry executives willfly to Moscow on October 3-4 to attend the IFPI'sEuropean executive board. The meeting willcoincide with the launching of a fully -restructuredRussian branch of the international label's body.

Pelle Romberg has been named chairman ofnational AC network P4 in Norway, effectiveimmediately. He was formerly managing directorat P4's parent company MTG in Stockholm, andcurrently holds that position at MTG-ownednewspaper publisher Metro International.
