This is the announcement of Department of Labor and Em-ployment-Regional Office 1 Director Henry John Jalbuena amidst the on-going prepara-tions for the nationwide simul-taneous job and livelihood fair which is the centerpiece event for the Labor Day celebration on 01 May 2011.

Jalbuena said that initially, there are 21 local employers from the private sector who have committed to provide 4,726 local vacancies; and 4 Licensed Recruitment Agen-cies have initially indicated their interest to participate to make available some 3,736 overseas job orders.

This coming 01 May, the DOLE is again leading the whole nation in celebrating Labor Day - this time, with a renewed commitment to the anti-corruption and anti-poverty drive of the Aquino III administration, whose goal is to reduce poverty through inclusive job-rich growth. The commemora-tion, through its theme,

“Matuwid na Daan Tungo sa Kaunlaran Para sa La-hat”, aims to reinforce this goal by offering workers the opportunity to find productive job in the Job and Livelihood Fair that is the centerpiece event of the celebration , as well as safety nets and non-wage benefits. The fair will be complemented by services such as one-stop-shop government services, diskwento fair, medical services, live registration of employers at the Phil-jobnet, skills registration system and career employment coaching. The event will also showcase products from DOLE-assisted livelihood projects and video testimonials of livelihood project beneficiaries; awardees of the Ga-wad Kaligtasan at Kalusugan and Family Welfare Program; and entertainment. All services and strides to mark this year’s Labor Day will be made possible through strengthened partner-ship with our social partners from the private and public sectors to highlight our policy reform of inclu-siveness and social dialogue to foster industrial peace, increase productivity, and promote economic growth. All of these are our way of paying tribute to all Fili-pino workers. We invite all of you then to partake in this important event and join the Department in re-alizing its reforms anchored on the President’s 22-point Labor and Employment policy platform. Normally, the acronym DOLE 1 is used. However, as this newslet-

ter debuts at the dawn of a new administration’s strengthened

coherent policy and program complementation under a 22-point

labor platform, we deem it more emphatic to affix the number 1

before DOLE to represent both purposes.

“When I received the invita-tion, I was very delighted.

DOLE 1 was the first agency to invite me to speak about the new SPMS,” Ragucos

said. The SPMS will replace the

old Performance Evaluation System which was used by

government employees in assessing their individual performance. It entails a

shift from indicators that yielded figures to measure an employee’s accomplish-

ments, to outcome indicators to determine how an em-ployee’s performance con-

tributes to the agency’s goals.

Addressing the participants, Jalbuena said that even prior to the adoption of the SPMS,

Labor Secretary Rosalinda Dimapilis-Baldoz has always emphasized that her admini-

stration zeroes in on pro-gram outcomes to gauge the

effectiveness of agency per-formance.

This, he said, is in conso-nance with President Be-nigno S. Aquino III’s plat-

form of ensuring the ac-countability of government agencies and civil servants

as enunciated in his Labor Reform Agenda.

“We are changing the way we do things. Under the

the first government agency in the region to take the ini-tiative in institutionalizing

the Strategic Performance Management System.

During the orientation for the first batch of employees

on the SPMS on March 10, CSC 1 Director Bienvenida Ragucos congratulated Di-

rector Henry John Jalbuena and staff for the conscien-tious effort to gain knowl-

edge of and eventually make the new system their guide in the performance of their

duties.

In simple ceremonies graced by 6th District Representative Marlyn Primicias-Agabas, Ms. Erlinda Villegas, Head of the DOLE-Rosales Field Office, Ms. Teresa Bonavente, Officer-In-Charge of the DOLE-Technical Services Sup-port Division, turned over the check to the Barangay Govern-ment Unit of San Pablo. DOLE 1 Regional Director Henry John Jalbuena said the DOLE live-lihood program aims to spur inclu-sive growth, which is among the main goals of the Aquino admini-stration. The assistance, he added, consists of tools/jigs and raw materials like welding and vulcanizing equip-ment and motorcycle spare parts; entrepreneurship/business train-ing; values formation and human relations; and skills upgrading on vulcanizing and welding.

The Department of Labor and Employment-Regional Office 1 recently awarded livelihood as-sistance to 55 marginalized farmers in the remote barangay of Fulgosino in Umingan, Pan-gasinan for the putting up of a commercial egg production and processing project. Rosa-Namagbagan Tricycle Operators and Drivers Association of San Pablo, Sta. Maria, Pangasinan. The SMARTNATODA, which con-sists of 104 tricycle drivers and operators from at least 10 baran-gays of Sta. Maria, Pangasinan, received the first tranche of assis-tance amounting to P277,425.00 to fund its Motorcycle Spare Parts Cum Welding and Vulcanizing Shop project.

tional income for the direct beneficiaries, but will have an economic benefit for other com-munity members who will be able to purchase the eggs at lower cost. “Like any business venture, the project will not generate profits at first, but with proper man-agement and hard work from the recipients, returns will soon be realized,” Jalbuena said, add-ing that chicken egg is one of the most marketable staple food for its wide variety of uses in food processing and beauty products.

“Gains can also be derived from the by-products, which also have beneficial uses,” Jalbuena added.

Punong Barangay Ramil Partida expressed his gratitude to the DOLE for funding the project, which he believes will create em-ployment among his constituents. He also urged the members of the NGI to strongly cooperate in managing the project. The barangay unit of Fulgosino will shoulder the amount of P112,400 for the construction of the poultry housing. Jalbuena said the provision of livelihood assistance to disadvan-taged sectors such as marginal-ized farmers is one of the strate-gies of the Aquino administration in creating community-based em-ployment opportunities to ad-

DOLE 1 Boosts its Buri Weaving Business

Like her eyes and hands syn-chronized in a silent music, Betty weaved the dried buri leaves into a colorful pattern of bright colors. In about an hour, the buri will be completely adorned with accessories to make the fourth bag for the day.

She and her co-weavers have about three weeks to satisfy a bulk order from a customer.

Such is the ordinary course of business for the San Juan Buricraft SEA Kaunlaran Associa-tion since it received livelihood assistance from the Department of Labor and Employment-Regional Office 1.

Betty, a former Overseas Filipino Worker and the association President, recalls how buri weaving was just traditionally done by residents of San Juan to produce hats which they used in farming. “We just relied on farming for subsistence. We had no idea what economic opportu-nities there were in buricraft,” she admits.

The association set out with its buri weaving project through a loan from the Department of Social Welfare and Develop-ment. However, given their too plain look, the products were hardly able to even stand a competition in the tight market. “It seemed like we were doing something good that just did not come out right,” Betty shares. The loan from the DSWD, of course, was a problem to con-tend with. The odds seemed to favor business breakdown, she said.

From that point, they knew they

needed even the littlest help they can get.

In 2008, the Department of La-bor and Employment-Regional Office 1 extended its assistance to the association in the form of Skills Upgrading on buri weaving to help the members improve the quality and increase the marketability of their products. The amount of P41,500.00 was awarded to the association as additional capital and training assistance.

After the training, Betty and her co-weavers started producing more attractive buri products.

Now, the members can make 3-5 well-designed bags and other items a day on a per order ba-sis, though display products are available for walk-in customers.

The midribs of the buri leaves are first removed with a knife, then rolled and stripped into different sizes, as desired.

The rolled leaves are bleached white, then dried under the sun for a day. To put color, the leaves are dyed and allowed to

dry again for five minutes. In about two days, the leaves are ready for weaving. Betty says it takes about an hour to weave a simple bag, while about two hours are needed to produce one with a more complex de-sign. The last step is putting the right accessories to make the product more attractive. The association also makes buri hats, mats, fans, wallets, clutch bags and other items. “What sets our product apart is, every design is unique,” Betty shares.

The participation of DOLE-RO1 in the project has made an im-pact not just on product im-provement and marketability. It has likewise ushered in broader support and greater marketing opportunities.

The Department of Trade and Industry assisted the association in product promotion by enlist-ing it in trade fairs. In the Lu-zon Island Trade Fair held in July 2009, its products were ad-judged as the best seller. Since then, the association is always

The municipal government has

committed to mobilize baran-gay officials and personnel, SPES students and PESO man-

ager to assist in the implemen-tation of SRS activities such as purposive data gathering, en-

coding of manpower informa-tion, storage and updating of register and preparation of re-

ports. “An orientation for the Local

Chief Executives of the 17 barangays of Sudipen was held on 8 April 2011 to equip them with knowledge and materials

needed for the implementation of the SRS,” Jalbuena said.

To register for the SRS, job-seekers or workers should do the following steps:

1. Secure registration form at

the Barangay Hall or Public

Employment Services Of-fice;

2. Fill out registration form

with required information; 3. Submit accomplished regis-

tration form to the PESO;

The following documents should be prepared and pre-

sented upon registration: 1. Biodata;

2. List and proofs of pre- vious employment;

3. List and proofs of qualifica-

tions or skills. “Jobseekers should take the opportunity to “advertise” their

skills to secure quality em-ployment through the SRS,”

DOLE 1 Regional Director Henry John Jalbuena has urged all private sector em-ployers in the Ilocos Region to comply with Wage Order No. RB 1-14. The new wage order, which took effect on January 20, 2011, has provided for a P5 or P8 increase and the incor-poration of the P10 cost of living allowance in the basic minimum wage of workers in the region. In regionwide orientations held recently, Jalbuena and the members of the Regional Tripartite Wages and Produc-tivity Board responded to clarificatory questions to gen-erate a broad knowledge and support among employers and workers of the salient provisions of the new wage order. Even as the consequences for non-compliance were dis-cussed, Jalbuena stressed that, as enunciated in Presi-dent Benigno S. Aquino III’s labor policy platform, the DOLE aims to achieve indus-trial peace by capacitating industries in cultivating a cul-ture of voluntary compliance. “I cannot overemphasize the reforms which we have started in our Labor Enforce-ment Framework,” Jalbuena said, adding that the DOLE

has taken a developmental approach to ensuring comp-

liance with labor standards. He mentioned that one of the strategies being undertaken is engaging firms in the im-plementation of the Certifi-cate of Labor Standards Com-pliance. The CLSC will be is-sued to establishments which, after thorough evalua-tion by a tripartite committee under the TIPC, are found to have been compliant with La-bor Standards for the past three years. “The most immediate step as of the moment is complying with the new wage order,” Jalbuena said. Marketing assistance is also be-ing provided by the DOLE-RO1, resulting in a notable increase in product demand in the last three years.

The members who have given their full time for the project are now earning an average monthly income of P3,000.

24 March - The Sta. Maria-Sta. Rosa-Namagbagan

Tricycle Operators and Drivers Association of San

04 April - Institutionalizing the Skills Registry Sys-tem. The SRS gained ground in another municipality

after Mayor Alexander Boquing of Sudipen, La Union

and DOLE 1 Director Jalbuena signed the Memoran-

dum of Understanding for the implementation of the

system in the said LGU. The SRS was first localized

in the City of San Fernando, La Union on 01 December

2010 , followed by the Municipality of Rosales, Pangas-

inan on 08 December 2010. The signing was witnessed

by Mr. Fiorello Surell, Head of the La Union Field Of-

fice (2nd from right), Ms. Teresa Bonavente, Officer-
