The figure, made public on March 20 by EMI Recorded Music chair- man and CEO Main Levy (pictured), represents close to 20% of the com- pany's total workforce, and is part of a massive cost-cutting plan aimed at making annualised fixed -cost sav- ings of £100 million (euros 160 mil- lion) by March 2004, and at generat- ing operating margins of 11%-13% within three years. Levy said that the measures weren't "a cost-cutting exercise for the sake of it" but "a re-creation of EMI" (full details of EMI's new strategy are outlined on page 8). "We have not touched the cre- ative and marketing opera- tions," emphasised Levy at an analyst and media pre- sentation, adding that most of the job losses were in sales, IT, finance and administration. He said that almost half of the jobs have already gone, mainly in Latin America and Asia. Levy said that all employees affected would know by March 31. "We have devot- ed a lot of time to do it properly," said Levy. "It's not pleasant, but we're trying to do our best in what is a painful situation." Asked if he feared whether such drastic cuts would affect staff morale, vice chairman David Munns, said: "The feeling inside the company is that some- thing needed to be done. People feel it's an exciting time for EMI Recorded Music and even the people leaving have said, We do get it'." LONDON - By March 31, around1,800 EMI Recorded Music employ-ees around the world will have beennotified that they are being laid offby the company.

The figure, made public on March20 by EMI Recorded Music chair-man and CEO Main Levy (pictured),represents close to 20% of the com-pany's total workforce, and is part ofa massive cost-cutting plan aimed atmaking annualised fixed -cost sav-ings of £100 million (euros 160 mil-lion) by March 2004, and at generat-ing operating margins of 11%-13%within three years.

Last Wednesday was a black day for the industry as awhole-but it could prove to be a blessing is disguise.

As part of its massive restructuring plan, EMI hasshed 20% of its staff, probably the most brutal cost-cutting exercise ever to be undertaken in the musicindustry. People will lose their jobs by the thousand inthe coming weeks. It is not a pleasant prospect.

But for Alain Levy, who engineered this drasticsurgery with his vice chairman David Munns, this isthe price of having a new start-or a "re-creation", inthe words of Levy.

EMI's human and financial cost today is the divi-dend of years of inertia. One can argue-and this isthe feeling of many in the industry-that the jobshould have been done a long time ago, and had therestructuring work begun earlier, the harsh measuresof today could have been implemented more smoothly,more gradually over a longer time period.

In that respect, all the previous top managers ofthe EMI group, from Jim Fifield, who acquired Virgin,

to Ken Berry, who refused to integrate it into EMI, aswell as former chairman Colin Southgate, with his"laissez faire" attitude, and current chairman EricNicoli, with his initial lack of knowledge of the indus-try, are the guilty men (as well as the company'sboard), leaving the situation deteriorate to a pointwhere extreme measures were required.

Doctor Levy's remedy is a violent one and is meantto attack the very heart of the problems faced by EMI.His bet is that with a new structure, a rejuvenatedmanagement and a new approach to marketing on aglobal scale, it will bring back self-confidence in thecompany and make it an attractive proposition againfor investors. In these difficult times, the music indus-try needs record companies that are focused and goodat their job. Universal has set atemplate and, as a former Poly -Gram chief, Levy can certainlytake some credit for the currentstrength of that company.

For the sake of the industry, it isin the interest of everyone to seeLevy succeed. And if he succeeds,the question that will then ariseis-how long will it take for Levy toreplace Nicoli?...

BBC goes that 1Xtra mile to reach urban youthby Gareth Thomas

LONDON - Following the launch ofAOR service 6 Music on March 11(M&M, March 23), UK publicbroadcaster the BBC is gearing upfor the summer launch of its seconddigital radio station, urban -format-ted 1Xtra.

The new service, which comesunder the auspices of CHR stationRadio 1, will feature UK garage,ragga, hip hop and R&B targeted ata young black audience.

"The idea for the station cameabout through conversationsbetween myself and [Radio 1 hiphop DJ] Tim Westwood three orfour years ago," reveals Ian Parkin-son, head of specialist live musicand speech at Radio 1.] "We feltthere was an audience out therethat wasn't being served."

After a lengthy consultationperiod, the government grantedapproval for 1Xtra, provisionallyknown as Network X, last Septem-ber. The station, which is now set to

go on air "towards theend of summer", accord-ing to Parkinson, hasappointed former pirateradio DJ and Kiss 100producer Wilber Wilber-force as its progammeseditor.

Wilberforce says thestation will target theblack community, butdenies the publicly -funded newcomer willbe in direct competitionwith established com-mercial radio servicessuch as dance networkGalaxy, London dancestation Kiss 100 and, inparticular, Londonurban station ChoiceFM.

"If you ask Choice what theirbrief is, it's completely different-although I do recognise there issome overlap," says Wilberforce."Choice is trying to broadcast to amuch wider age range. Our target

audience is verydefined."

Growth was particularlyapparent in the singles mar-ket, with single sales increas-ing by around 139% in theRepublic between 1994 and2000, according to the report,published by research compa-ny Mintel.

"The development of sta-tions that allocate more air-play to specific music genresreduces the reliance of artistson the playlists of [more gen-eralist] stations such as[RTE] 2FM, Cool FM and

[BBC] Radio 1 to gain chartsuccess," says Mintel con-sumer analyst MichaelKendall (pictured).

The research publishedby Mintel is based on 2000sales figures and five and10 -Year compar-isons. It shows thatsales of CDs andtapes in the Irishmarket grew by 12%in value during 2000to reach euros 189.4million. This com-pares to a decline of 1.3%in the global music marketover the same period.

It also shows that popand rock dominated retailsales in the Republic in2000, together accountingfor almost 60% of the pre-recorded music market.However, country music

accounted for a larger shareof the pre-recorded musicmarket (at 12%) than bothdance and hip hop, whicheach accounted for 10%respectively.

CSA TURNS DOWN UCENCE RENEWALS

PARIS - French broadcasting authority the CSA hasnot renewed the licences of two local stations in Paris'Ile-de-France region.The CSA says that the program-ming on Menhir FM and Radio Arc-en-Ciel Pro-gramme Vibration differed from what had originallybeen proposed. The CSA decided that Menhir FM'soutput of ambience music "no longer resembled that ofa radio station", and that Radio Arc-en-Ciel's local pro-gramming was "unsatisfactory". The CSA has autho-rised 52 radio stations in the region to continue broad-casting for the next five years.

Bodinat parts ways with Next Musicby Emmanuel Legrand

PARIS - Henri de Bodinat,managing director of indielabel Next Music, left onMarch 15 the company hefounded in January last year.

De Bodinat, who waspresident of Sony MusicFrance from 1985 to 1994,says the move was part ofan agreement with NextMusic's shareholder Com-pagnie Financiere et Indus-trielle du Hainault after ittook over the activities of deBodinat's previous compa-ny Musisoft at the end of2000.

"After the financial diffi-

culties faced by Musisoft in2000, we set up a restructur-ing plan and CompagnieFinanciere et Industrielledu Hainault joined in as afinancial partner," says deBodinat, "but they asked meto continue to be in charge ofthe day-to-day operations,which I did. It is now timefor me to move ahead."

De Bodinat says he willremain a consultant to NextMusic for the coming sixmonths but will no longerbe involved in running theoperations. Danielle Hanonhas been appointed presi-dent and CEO of NextMusic. She was business

affairs for Virgin and BMGin the early 1990s.

De Bodinat says heleaves on a rather positivenote as Next Music postedoperational profits for itsfirst year of existence outof a turnover of euros 10million. "The company isnow in a good shape," saysde Bodinat. Next's cata-logue includes a largeworld music catalogue,with acts such as Koffi Olo-mide and Mory Kante, rockand house.

De Bodinat says he isevaluating several options,both in and outside themusic industry.

UMG results 'best in industry'PARIS - Universal MusicGroup (UMG) continues tofinancially outperform itscompetitors.

The Vivendi Universaldivision has posted operat-ing income of euros 719 mil-lion for 2001, down 1% from2000, with global revenuesof euros 6.56 billion (alsodown 1%). Earnings beforeinterest, taxes, deprecia-tion, and amortisation wereflat at euros 1.2 billion.

"These results representthe best financial results inthe music industry," saidthe company in a state-ment, adding that growthin the Asia Pacific region,France and the UK was off-set by industry weakness inLatin America and Asia.

"With the backdrop of a

global market that is likelyto have seen a decline invalue of some 10% in 2001,this is a strong perfor-mance which reflectsUMG's position as thelargest of the five majors bysome margin," commentanalysts from bank ABNAmro in a note to investors.

UMG claims tohave increased itsworldwide marketshare in 2001, thanksmostly to good perfor-mances in Europe.ABN-Amro estimatesthat UniversalMusic's market sharereached 22.7% in 2001. Thebest-selling albums of theyear included those by Shag-gy, Enrique Iglesias, NellyFurtado (pictured), Limp

Bizkit and Andrea Bocelli,and the soundtracks 0Brother Where Art Thou andMoulin Rouge.

The company says that,compared with 2001, thisyear's releases and financialresults are more heavilyweighted toward the secondhalf of the year. The compa-

In 2002 by:Larm has evolved into acompass for the Norwegian musicindustry by providing a space to mon-itor new talent and conduct discus-sions on trends and challenges bothlocally and internationally. This year,some 1,000 industry people gatheredin Kristiansand, the south coast'sbiggest town on March 7-10 for thefifth by:Larm. Kristiansand alreadyplays an essential part on theNorwegian music scene as it hosts thecountry's biggest music festivalQuartfestivalen every July.

International successThe recent Norwegian success abroadwas high on the agenda and all aspectsof how it came about and what to donow were discussed. Jazzland-signedartist Bugge Wesseltoft said during apanel that "there's always been greatmusic in Norway, but we have toiledwith the pop part, because the compe-tition has been so tough. The industryand music journalists didn't have anyfaith in Norwegian music."

Marit Karlsen, founder of TrustMe Records, offered an explanationfor why Norwegian music worksabroad: "They say that Norwegianmusicians make better use ofEnglish-they use the language in adifferent way." To which Norwegianproducer Kenneth Lewis, who hasproduced M2M and Babelfish, com-mented: "That's what you could call`art by accident'!"

"Together with In The City in theUK, by:Larm is the most giving musicgathering," added Petri Lundell ofSwedish management companyTalent Trust, who gave a manage-ment workshop at by:Larm. "I was atthe first one in Trondheim, and it'sdeveloped enormously since then,"says the man who manages A Camp,The Cardigans, Weeping Willows andJoey Tempest. "Today by:Larm is veryfocused on the local industry, but ifthey actively invited people fromabroad, it wouldn't be interesting onlyfor Scandinavian industry people, butfor the international industry."

Five years ago at Trondheim,Norwegian self confidence was at alow and Lundell gave a talk on "youcan do it too". "Now it is more aboutconsolidating-it's easy to do a one-off, but you need to take the managerrole seriously. Historically, Abba,Roxette, and Europe were all interna-tional successes-all with Swedishmanagers," he tells M&M.

Perhaps one of the most fruitfulcontributions on the seminar side wasthe French Sessions, which featuredkey players in the French musicindustry, relating Norway's currentsituation to that of France some fiveyears ago. Stephane Gregoire, MD ofindie label Ici d'Ailleurs said that thekey to the French success had beenthe cultural melting pot that had beenallowed to develop in the country.

David Barat, export manager atindie label Tricatel brought up theimportance of the Bureau Export De LaMusique Francaise, the French musicexport bureau. "It has been very impor-tant for independent labels. Frenchindies must export to survive," he said.Vmcent Nesrolles, manager of F -corn'sact Readymade, said it wasn't easy forEnglish -language acts in France, asthey don't get airplay: "Electronic musiconly succeeded in France when it hadhad success abroad."

A number of workshops treated thetopics of management, publishing andpromotion. Also, many companieschose by:Larm as a stage to, launchproducts. Universal unveiled its newdivision Sonet Distribusjon, musicmagazine Mute chose by:Larm as thesetting for its launch party, and Sonyact Gluecifer marked the launch oftheir forthcoming album with a closedshowcase.

organised public events withBeggars Banquet Group's UK -basedchairman Martin Mills and the eccen-tric music and fashion designerMalcolm McLaren.

Mills shows signs of frustrationover the current state of the musicindustry. "There's no real politicaldrive for music at the moment. WhenSeptember 11 happened, I thoughtthat was going to drive a whole newwave of musical rebellion. But itdoesn't seem to have happened yet,"he told M&M.

He also believes that the musicindustry's way of doing business isalienating record buyers. "The majorrecord companies absolutely want tocontrol their marketplace, that's clear-ly what they're doing with [onlinemusic services] MusicNet andPressPlay. They've been actively sup-pressing new competition and tryingto drive the business towards theirown companies. They're trying to tellconsumers how to consume music-and that's not the way to work. Youhave to follow the consumer and notlead them."

Perhaps not surprisingly, McLarenalso offered alternative perspectiveson the record industry, mesmerising apacked -out room for nearly two hourswith tales of his less than convention-al life as manager of the Sex Pistolsand as the Sex shop -owner. "Failure isa noble pursuit", and "being bad isgood because being good is boring",were the essence of McLaren's stories.

Encouraging creativityThe flamboyant Brit did nothing tohide his contempt for the musicindustry-even though its represen-tatives made up 98% of his audi-ence-and offered little clue as to hisfuture creative endeavours: "The bestway to work is to change the contextof things so that [music] becomes pro-found again. To co-opt them in a sub-versive manner and spew it back inthe horror called the record industry.

"Something I'd like to do is makethe first fully blown Chinese karaokemovie-to take A Hard Day's Nightand call it Soft Noon Weekly. I'd love tohave four or five Chinese girls who arebrilliant to look at, who can commitkung -fu and sing those macho, male -chauvinist anthems like Foxy Lady."

This year's conference hadincreased international flavour.

"In our fifth year, we've beenable to set the standard for whatweoriginally wanted to accomplish,"says by:Larm founder and generalmanager Erlend Mogird-Larsen."by:Larm has a stamp of quality,and a lot of artists have been dis-covered after playing live here. Andeven more importantly, theNorwegian music industry is begin-ning to be treated seriously."

Mogard-Larsen is bullish aboutthe prospects of increasing opportu-nities in the music industry."There's a generational change inthe industry, and there's a new slateof people doing very well. I thinkwe're in for some very interestingtimes," he says.

(literally, "The Top 40") has oftenhad nearly double the audience ofits nearest rival, the Spanish -lan-guage music outlet Cadena DIAL,which-like Los 40-is also ownedby SER/Union Radio. Los 40 hasthree times the audience of itsnearest independent competitor,the Catholic church -owned AC net-work Cadena 100, and the mostrecent EGM ratings survey, cover-ing September -November 2001,had Los 40's average daily audi-ence at nearly 2.5 million

"We have consolidated Los 40 asthe reference radio that marks thetemperature of popular music inSpain at any given moment," saysLos 40's director Jaime Bare. "AndI'm not talking just aboutteenagers or even our 15-30 targetdemographic. We have crafted ayouthful spirit that is found in peo-ple of all ages."

Bare arrived from RadioBarcelona in October 1996 asdeputy director of Los 40, becomingstation director at the end of 1999.He has increased the 2.3 millionaudience he inherited, breakingthrough the three million barrierin 2000 before falling back to lastyear's 2.5 million. He has yet tomatch the network's all-timerecord of 3.3 million daily listenerschalked up in early 1994.

"We really need some keen com-petition to liven things up," admitsBare. "We have been market leaderby a huge margin for so long, andfour of the five most popular musicradio networks are also owned bySER. We're all in the same central

Madrid building, all leading ourown [format] sectors."

The talk radio traditionWhy the lack of competition? "Well,we are good of course, but the prob-lem is that nobody else here takesmusic radio very seriously," saysBare. "In fact, in Spain music itselfis not taken seriously enough-itdoes not have the same kind of pres-tige it has in the UK, for example."

Reflecting this, music radio sta-tions in Spain have a smaller com-bined audience than the country'snews/talk formats. Catch a taxi inMadrid, and the odds are the driverwill listening to a soccer match orone of the ubiquitous phone-ins/chatshows known as "tertulias."

As its name suggests, Los 40Principales, which debuted in1966, was modelled on the classicUS Top 40 stations of the '50s and'60s. The concept began as aSaturday afternoon show on AMnews/talk station Cadena SER, butwithin months it had become awhole station in its own right onthe FM band. Los 40's national net-

work currently comprises 67 sta-tions, which broadcast their ownlocal programmes between 10.00-17.00 each day.

At any given time, the network's100 -song current playlist can bedivided into two sections. One half,the station's Top 40 chart, is chosenat a weekly Tuesday morningvideo -conference attended by Bare,his deputy Miguel Corral, Los 40network co-ordinator Kiko Bejar,and 20 of Los 40's local stationdirectors on a rotation basis.

Bubbling underThe other half of the playlist com-prises 60 singles which are candi-dates to enter the Top 40 in the com-ing weeks. "They usually have tospend up to eight weeks on theplaylist before entering the '40Principales'," explains Bare,

"although there are obvious excep-tions such as a new single fromAlejandro Sanz. But our generalidea is that a song has to be trulypopular before entering the Top 40."

Between eight and 10 new songsare chosen each week to enter theTop 40,and five of those are giventhe station's maximum "red" rota-tion of eight spins per day. The 40Principales number one song eachweek, which is partially chosen bylisteners' calls, also gets red rota-tion status. "We get up to 10,000calls a week [for the chart], but the[listeners'] choices are not bindingon us," says Bare.

Lorena Berdan. "She uses the lan-guage of the street about sex, as allour presenters speak the languageof the listeners about all subjects,"says Bare. "That is a key to Los40's success, this increasing inter-action between the listener and thepresenter."

The concert stationLos 40 organises a number of majorconcerts throughout the year. Themost important are its six or sevenWorld Dance Music events, open-air 12 -hour concerts attended by atleast 100,000 people in coastalcities and beach resorts, and Gran

Los 40, however-every hour, onthe hour, an oldie from the station's2,500 -strong catalogue of "40Clasicos" is aired. These Goldtracks are not usually more than15 years old, and must have beenbig hits in Spain.

Bare says the linguistic balanceof the music between Spanish andEnglish is about 50-50. Indeed, the100 -song playlist of the week thisinterview took place showed that46 songs were sung in Spanish and54 in English. "English," of course,can include songs from many terri-tories beyond the UK and the US,just as "Spanish" includes productfrom Latin America and the USlatino market.

More personalityA far as the wider programming ofthe network is concerned, therehave been a number of changessince Bare arrived six years ago. Los40 had no personality -based morn-ing show back then. Now, Anda Ya!,the 06.00-10.00 weekday mix ofcomedy, competitions, informationand music (eight songs per hour)hosted by Juanma Ortega andSusana Gil, enjoys a daily audienceof 1.1 million, according to EGM.

A special programme for youngmusic enthusiasts called Fan Club(Monday -Thursday, 20.00-21.00),was created by Bare when he wasworking for Radio Barcelona, andhe brought it with him to Los 40 inMadrid. Another big success hasbeen En Tu Casa 0 En La Mia?(Your Place Or Mine?), a frank latenight sex -problem phone-in showbetween 22.00-00.00 (Monday -Thursday) featuring sexologist

Bare describes Los 40's relation-ship with record labels as "verygood", although he acknowledges areality that may be sad for thewider industry, but is largely true:"The labels know that we are theonly vehicle they have to developnew artists."

Levy outlines plans for a leaner, meaner EMIA slimmed -down and aggressive music companywith a young management team thriving in a digitalenvironment is how Alain Levy sees the future of EMIRecorded Music, the destiny of which he haspresided over since last October. On March 20, Levyunveiled to analysts and the media his strategicplan, which includes the axing of some 1,800 jobs.Emmanuel Legrand reports.

EMI is re-creating itself and theprocess is expensive, painful andnecessary-but this is the pricethe company has to pay to con-front the challenges it faces.

In a nutshell, that was the messageEMI Recorded Music chairman MainLevy delivered to analysts and themedia on March 20, as he defined forthe first time his main strategy for thecompany he joined five months agowith a brief to turn the respectable andaging British Lady into a successful,slim, attractive babe.

In the process, EMI will lose 20% ofits workforce, and some 400 artists havealready-or will-lose their contractswith the British company (see story,front page).

"This is not a cost-cutting exercisefor the sake of it-this is a re-creationof EMI," said Levy. The re-creation hasa two -pronged approach. First, restruc-ture the company, something Levy sayscurrently takes 90% of his and hismanagement's time, with the objec-tives to be fully executed by September2002. Then, redesign EMI to competebetter in the future.

"Phase one is mainly about cost-saving-the timing is very quick," saidLevy. Phase two should take EMI wellinto 2003-04 and includes a series ofinitiatives such as a new IT system; amore rationalised distribution system,especially in Europe; a more efficientuse of marketing and promotion (espe-cially with regards to the Internet);the pursuit of new formats such as

The costEric Nicoli, chairman of EMI Group,said that the revamp of EMI wouldcost an exceptional charge of £110million, which, added to other write-offs and charges, would take thecompany's total exceptional chargeto a £240m (including asset write-downs and £38m for the terminationof Mariah Carey's contract).

In parallel, the measures put inplace should bring £100 million ofannualised savings. Levy also set anoperating margin goal for EMI'sRecorded Music division of 11-13%within three years.

Regarding the group's debt, CFORoger Faxon said he expected thegroup to end the year with net debtof £1.1-1.2 billion. Faxon says thefuture financial performances of thegroup should be healthy: "We areconfident that the business will behighly cash generating in thefuture."

Nicoli confirmed that the compa-ny's 2001 pre-tax profit forecast of£150 million will be reached.

The shape of the new label struc-ture was unveiled by Levy in February.(M&M, February 16). In each country,there will be an EMI Recorded Musiccompany with the two main labels,Capitol and Virgin, sharing the sameback office functions.

In the UK and the rest of Europe,the changes are well advanced, saidLevy, with the top managementalready in place. He explained the deci-sion to set up separate UK & Irelandand Continental Europe units wasmade because "the UK is such animportant source of repertoire for usthat we thought it needed to reportdirectly to David [Munns] and I.Europe is a self-contained unit withlots of repertoire and we want thisrepertoire to circulate more."

Build superstarsFor Levy, combining the non -creativeresources of the labels into units func-tioning on behalf of all labels was a log-ical move which, in turn, allows labelsto concentrate on the creative aspectsof the business. The other goal is tomake the best of the repertoire andgrow the international sales of EMI -signed acts.

"We want to take artists from anearly stage and let them grow," saidLevy, mentioning Blue Note signingNorah Jones as an example. Levy saidthat with the new structure in place, he

Overall, he believes that EMI cangain between 0.5% to 1.5% extra marketshare as a result of the changes in struc-ture. In his presentation, Levy said hewas working on the assumption thatsales growth would be between zero and3% in the financial year 2002-03, andbetween 3-5% in the following two years.

Levy's ultimate goal is to evolve"from a record company to a musiccompany". "We are in the music busi-ness, the artist business," he said. ForLevy, the changes at EMI take place ina global context where "the musicindustry hasn't grown in the last fiveyears". Piracy problems, as well as theindustry's lack of grip of online distrib-ution, are hurting the business. Healso singled out the hardware industryfor not being sensitive to the notion ofprotecting intellectual property rights.

Industry sinsStructurally, he also believes that themusic industry has shown "an inabilityto generate enough superstars," whichaffects the overall sales levels. "Nothaving star material tends to takemagic out of the industry. We believethere's talent out there but the industrylast lost sight of the time and moneynecessary to build stars." Levy also con-siders second albums selling less thandebut albums a worrying trend.

During the golden decade of 1984 to1996 when the music market was post-ing healthy growth rate, the industryacquired "bad habits" according to Levy,who lists the industry's sins as the ten-dency to buy market share throughexpensive acquisitions or by increasingspending in marketing and advertising.He also says practices in top manage-

ment have made managers complacent."Fat bonuses have made people losesight of what creates value," he says. AtEMI, he has implemented a perfor-mance -related scheme. "Many execu-tives have forgotten this industry is allabout artists and music," Levy said.

"Most of the disciplines installed innormal businesses do not exist in themusic industry," he added. "We're try-ing to create a different type of musiccompany to operate in a different typeof music market."

The managementIf style defines a man, and the otherway around, then Alain Levy-described by EMI Group chairmanEric Nicoli as "probably the best inthe world at what he does"-bringsin a definite new style to EMI.

His presentation was slick, sharpand with the traditional "no -bullshit"use of words he usually favours. Andno white shirt and tie-he was wear-ing a dark short sleeve polo.

Constantly referring to vice chair-man David Munns as "my friend", heplayed the modest team leader whowould be nothing without the staff hehad assembled. He introduced histeam of managers "who used to bevery young but who have aged quick-ly in the last three intensive months."

Often using irony, Levy appearedrelaxed and confident on stage. Hejoked about the fact that some of hisnew managers, such as new VirginUS president Matt Serlertic, 31,"could be old enough to be my son orgrandson".

One of the most revealingmoments came when he explained thenew philosophy of the group withregards to the exploitation of artists,taking the example of Kylie Minogue.Initially, Levy explained, the US did-n't want to release the album, findingit "too Australian and too British",but, says Levy, "they agreed to releasethe album with a little bit of persua-sion from David-it means peoplewere bloody after the meeting!".

Helen Snell, an analyst who ispart of the London -based ABN AMROMedia Team, says that "Levy lookedconfident, self assured, and delivereda very engaging presentation. It's asharp contrast with their interimpresentation a few months ago."

She adds: "As for the presentation,I found quite refreshing that for thefirst time they started with an outlineof the challenges faced by the indus-try. It was very good and such a dif-ferent approach from the [former EMIRecorded Music CEO Ken] Berry erawhen we had the feeling that he did-n't want to discuss these questions."

That said, she considers that "thechallenges Levy referred to are theones we have been talking about forages and we all know that there areno immediate solutions. But it isgood to see that they are acknowl-edging the issues."

She concludes: "Overall, it is quitea change to see that the managementin place at EMI now seem to be in con-trol and know what they are doing."

"It's a great album, and I'm extremelyproud to have been involved in it," saysJamie Spencer, co -manager of EastCentral One, the UK independent recordlabel responsible for releasing Ten MoreTurnips From The Tip, the last studioalbum from Ian Dury & The Blockheads.Consisting of previously unavailablematerial, the album title and its track list-ing were found by Ian Dury's family on his"last ideas" writing pad following thesinger's death from cancer in March 2000.

A loveable English rogue famous for hiscockney language and feisty lyrics, Duryshot to fame in 1997 with the band's debutalbum New Boots And Panties (Stiff)-which spent 90 weeks in the UK charts-and the UK number one single Hit MeWith Your Rhythm Stick.

Released on March 18, Ten MoreTurnips... was produced by the band'slong-time recording engineer LaurieLatham. It contains material from asearly as 1991, tracks from 1999's Mr LovePants sessions (the previous album on theRonnie Harris label) and songs penned by Duryintended for the follow up. Perhaps the mostpoignant inclusion is You're The Why, completedafter his death by Blockhead member ChazJankel with vocal duties falling to RobbieWilliams, who first heard the track at Dury'sfuneral. "We performed it acoustically," saysJankel. "After the service we went outside,

Robbie went up to Johnny Turnbull, our gui-tarist, and put his arms around him and said`that was a beautiful song, I'd love to sing it.'Johnny said, 'that's amazing because I had adream last night, and you were singing it!'"

According to Spencer, who also managed Duryin the latter years, the release of a single isdependent on the uptake of the material at radio."Unfortunately Ian is not around to talk about it

or promote it, so I imagine the exposurewill be less, but the old boy would be veryhappy with the reactions this is getting sofar," says Spencer. National BBC Radio 2(AC) DJ Andy Davis says: "I think that[album track One Love] stands out andsounds original; it's got that summery feeland deserves to be a hit". At BBC RadioLondon (full service) DJ Charlie Gillettsays: "I'm surprised how good it is. I reallyliked the previous album, but not as muchas this one. I think One Love is Ian at hisvery best and sounds like a number 1 hit.It's a triumph for them all!"

Ten More Turnips... follows the releaselast year of a track -by -track re-recordingof the band's debut-also entitled BrandNew Boots And Panties-by, among oth-ers, Williams, Paul McCartney, Madness,and Sinead O'Connor, backed by theBlockheads. "We were soul brothers, Ianwas a larger than life character and I'venever worked with a lyricist as unique andimaginative as him," says Jankel whotogether with the remainder of theBlockheads are currently touring the UK

and writing new material with an albumrelease planned for the end of 2002. "We won'tbe in the premier league again until we get a hitsingle out as the Blockheads, but we'll find ourown identity. We've been together since the '70sand the fact that we have lost the key memberof the band hasn't stopped us enjoying our-selves. The show must go on. Ian's spirit is aliveand well."

Timo Maas turns up the volume

The record that sealed German DJTimo Maas' reputation in dancemusic was Mama Konda (Kinetic)-under the incarnation "Orinoko"-which became a key record inevery DJ's box. His records havesince sold around 10,000 copieseach, and he's done mixes forFatboy Slim, Madonna, and thememorable Doom's Night (Edel) byAzzido Da Bass. Now, Maas hasset aside the tables and hasbrought out the samplers on theMarch 4 release of Loud(Mushroom/Perfecto).

Enlisting the help of garagevocalist MC Chickaboo, FinlayQuaye, and Kelis, Maas has creat-ed a funked-up eclectic albumpacked to the brim with groove -

worthy tunes. The first single, ToGet Down (Rock Thing), which fea-tures.vocalist Phil Barnes, is cur-rently at number 13 on M&M'sEuropean Dance Traxx chart, andentered the Hot 100 Singles chartat 70. According to Maas: "Thetime was right [to make the artistalbum]. I needed more space todevelop my ideas musically, andthe album evolved in a new direc-tion." Among stations to playlistTo Get Down (Rock Thing) sinceJanuary was 2 FM (CHR) inDublin. "We pop it into themachine and say, 'Do we like it, dowe not like it, do we think peoplewill request it?' Whether he'schanged directions or not is irrele-vant to us, it's a good song," saysprogramme director John Clarke.

The artist's previous albums-Music for the Maases (Mushroom)and his mix for the PerfectoPresents (Perfecto) series-wereboth continuous mixes, but afterreleasing his own singles, DerSchieber and Ubik (which reachednumber 12 in the European DanceTraxx chart in October 2000), hisinterest in making his own musicgrew. To support this change ofdirection, Mushroom's head ofinternational, Mirelle Davis, says:"We will be using covermounts inEurope to get maximum exposureon the music as well as streamingtracks on the internet. The firstvideo has already been made anMTV priority."

Junior Jack's Thrill Me (PIAS) holds at numberone on the Dance Traxx chart for a fourth week,and Kylie's In Your Eyes (Parlophone) replaces4Clubbers' Children (Dropout!) at number two.This is a good sign for Kylie, considering herprevious track, Can't Get You Out Of My Head(Parlophone) has dropped from 27 to 40 thisweek. However, Kylie's not the only contenderfor the Dance Traxx chart crown. Now that DBBoulevard's Point of View (Airplane!/Sony) isavailable to deejays in Germany andScandinavia, it's gone up from four to three.

Three tracks enter the top ten for the firsttime this week. Leading the pack is Belgiansigned Minimalistix's Close Cover (Mostiko),which rockets from 23 to six and enters themovers list at two. The track has alreadyenjoyed good chart runs in the Benelux coun-tries. Minimalistix had one previous top 40entry with Struggle for Pleasure (Sphere),which peaked at 21 in November 2000.

ON THE AIRM&M's weekly airplay analysis column

It's always difficult to deliver a decent follow-up to an enormous hit like Can't Get You OutOf My Head (Parlophone), but Kylie Minoguehas done it again with just a little help fromA&R people, songwriters, producers and styl-ists. In Your Eyes made it to number one in theEuropean Radio Top 50 last week, and stayson top for another week. The track could, how-ever, fall off its perch next week, as formernumber one Shakira's Whenever Wherever(Epic) looks likely to make its way back to thetop spot.

Norwegian '80s heroes A -ha (pictured) areback on the radio again. New track ForeverNot Yours (WEA) climbs from 49 to 33 in itssecond week on the chart, thanks to lot of sup-port in Germany, A-ha's country of signing,and in Scandinavia. "It's a beautiful, melodi-ous song," enthuses head of music at Hot ACstation Radio 102 in Haugesand, Norway, Egil

Houeland. "It's surpris-ingly good, consideringthat Paal Waaktar-Savoy, who in the pasthas written most oftheir songs, hasn't hadmuch to do with it," hesays.

The first single offforthcoming albumLifelines, to be releasedon April 29, is writtenby the band's other twomembers, Magne

Furuholmen and Morten Harket. Houelandadds: "It's never been difficult to playlist A -ha.They have a good name and our audience havegrown up with them. Even though they areessentially an '80s phenomenon, they havebeen accepted as an adult pop/rock band."

A -ha are to play Oslo's football stadiumUllevaal Stadion on June 8, alongside fellowScandinavian artists A Camp, Sondre Lercheand Saybia in front of a 25,000 -strong audi-ence. Under the banner An Afternoon High,the event will mark the first time the stadiumhas been used for music since it was built in1926.

Houeland was one of the few radio pro-grammers who made their way to this year'sedition of Norwegian music industry gather-ing by:Larm, which took place in Kristiansandon March 7-10. "I got a lot out of it-and I didinterviews with a few bands; Paris, theMargarets, Bel Canto and Erik Faber," hesays. "It's important that mainstream artistsplay there, but it's also a good place to seewhat is going to happen in the future. "Our strategy is to present her asan artist-we're trying to get awayfrom the jazz ghetto," says London -based Moshe Morad, director for theUS and rest of the world at CapitolInternational Marketing. Everedexplains the thinking. "Parlophonehas been so successful in the UK andthey didn't want to market it as ajazz record," he says. "Conversely,the EMI group has been very suc-cessful marketing jazz records onBlue Note."

After a favourable showcase,Italy was the first to go with theJones album, which was releasedthere on February 15. It came outin the US on February 26, in theUK on March 11 and is beingreleased in the rest of Europe on astaggered basis.

A single, Don't Know Why, isdue to be released aroundApril/May, although radio play isevidently not a major priority forEMI. "There's not a release date assuch," says Morad. "It won't be atypical radio single. Radio is notour prime marketing tool. It's moreabout word-of-mouth and press."

Colin Martin, executive produc-er, music, at UK public AC /MORnetwork BBC Radio 2, where ComeAway With Me has been Album OfThe Week, agrees that radio mayfind it difficult to pigeonhole Jones,but says that that shouldn't mat-ter. "I think she'll be one of thoseartists which people will be afraidto play-in the same way theywouldn't play Gordon Haskell orEva Cassidy," he says. "She's aclassy artist who sings in an emo-tional way. I know a lot of ouraudience will like it and it'sappealing across all the ageranges. I'm convinced she'll havegreat future."

Morad also believes that Jones'appeal cuts across age barriers."It's a very, very wide age range.Obviously you'll get the jazz/MORadult crowd, but then you haveamazing love songs that appeal toteenagers as well." Evered goeseven further. "The connection withthe song, the singer and the listen-er transcends any genre," he says."It's all about the voice, the lyricsand the music."

After a recent "introduction"tour of Europe, which took in theUK, France, Holland, Germanyand Italy, Jones will be back inEurope in April/May to promotethe album and, as well as doingmore gigs, and is also set to appearon TV and perform at festivals.

"It's very simple music that'shard for me to describe," the artisttells M&M. "It's just songs thatare influenced by blues and jazz,folk and country. Anyone can playmy music if that makes them hap-py-but it doesn't bother me ifthey don't."

20% axed in EMI bloodbathEurope and the UK account for

33.5% of the cost savings, withheadcount down by 34.5%. Nearlyhalf of the savings-46.3%-willcome from the US, where Munns isreducing the headcount by 27.4%.Some 16% of the staff cuts willcome from Asia, 8% from Japan,and the rest from corporate posts.

by 30%, according to a statement.A total of 14 people are being maderedundant -27% of the total headcount of 51. Managing director PerEirik Johansen is looking to extendthe creative and corporate spirit hedeveloped at Virgin Records byconcentrating his staff cuts on theEMI side, while promoting some ofhis most loyal Virgin hirings toexecutive positions in the new com-pany.

EMI makes roster cutsEMI Recorded Music chair-man/CEO Main Levy says he isstreamlining the company'sartist roster, with more than 400acts to be dropped, out of a totalof 1,600. Of the roster cuts, Levysaid: "We had a really bloatedroster-we don't feel we've lostany sales potential. For example,we had 49 artists in Finland andI don't think there are 49 Finnsthat can sing," he joked.

Levy added that it will be anartist -by -artist review. "We won'tbe 100% successful, but it willcreate improvement," he said.

But both Levy and vice chair-man Munns said that reducingthe roster does not mean the endof new signings. What won't besigned, they said, were artistsdemanding huge advances, suchas in the previous contract withMariah Carey. "I don't think suchadvances will be paid in thefuture," predicted Levy.

In the US, Munns said thatboth Capitol and Virgin havebeen more A&R-driven recently,and that that should transpire inthe coming months. "We are veryfocused on what we have to do bygrowing our business with Amer-ican repertoire. We are capable ofdeveloping artists but we needmore artists," said Munns.

However, the Paris -based NRJGroup is distancing itself from thefailure. "We as the NRJ group declineall responsibility for the conse-quences of the actions taken by themajority shareholders," commentsMathieu Sibille, international salesdirector for the NRJ Group in Paris."As each shareholder in VZM did notfulfil their commitments and respon-sibilities, the company should ceaseits operations."

Most of VZM's 14 Energy affiliateshave the status of non-profit organi-sations, in line with Flemish media

legislation. VZM doesn't own the sta-tions, but licences NRJ's program-ming know-how and branding to sta-tions in return for advertising air-time.

Rumours have reached the ears of Hotlinesuggesting that Sony Music Germany is tomerge its Columbia and Epic labels, and closeits offices in Hamburg, Munich and Frankfurtbefore the end of the year. The Cologne office willbe kept as it is. Approximately 50-60 people couldbe affected out of a workforce of around 400.

Sources say that Vivendi Universalchairman/CEO Jean-Marie Messierhas instructed Universal Musicexecutives to do their utmost to signMariah Carey (pictured). Is this thevery same Messier who, a few monthsback, told investors that the day he getsinvolved in matters of content, they should startselling their shares in the company...?

Ministry of Sound vice-chairman DavidCampbell has resigned from the UK -baseddance music brand. Sources tell Hotline,however, that the sudden departure of the ex -Virgin Radio MD does not signal the end of thecompany's radio ambitions, and that financierJonathan Goodwin has already been appointedto head up the group's current East Midlandslicence application.

During last week's EMI presentation (seestory, front page), several questions were askedabout the company's new performance -relatedpackages. EMI Recorded Music chairmanMain Levy said that, so far, not a singleexecutive who has been in talks has refusedthem. Levy's own remuneration package will behighly performance-related-he's understood tobe getting an annual salary of £600,000, a thirdof his predecessor Ken Berry's annual salary.

However, Levy is certainly not a very popularman in Finland just now. Citing the territorywhile commenting on his company's roster cuts,he said: "We had 49 artists in Finland and I don'tthink there are 49 Finns that can sing." It wasintended to be a joke...

In Germany, the Viva Group is to host a pressconference on March 28 in Frankfurt to announceits annual financial results. Meanwhile the VivaRadio project is running behind schedule and isstill to be launched.

Marc Dugimont has been appointedmanaging director of Monte Carlo -based English -language station Radio Riviera. He previouslyworked for RTL Group in business affairs, alsolooking after the group's international interests.

Presenter Dave Lee Travis has exited theUK's Classic Gold network, where he hadbeen residing since his high -profile departurefrom BBC Radio 1 in 1993. Meanwhile, the"hairy cornflake"'s replacement on Radio 1 backthen, Danny Baker, is to take over thebreakfast slot at BBC London from ClareCatford. And joining the ranks of ex -Radio 1presenters this week is one Danny Rampling,who has quit his Love Groove Dance Partyshow after five years.

Finally, X-Cell/Sony Music Germanyartist Sarah Connors is to postpone herdomestic Green Eyed Soul Tour because ofextensive interest from other Europeanterritories generated by her two Echoawards. Connors will to spend her time onpromotion elsewhere in Europe instead.
