Hot August Days and Nights Summer is an exciting time of year for most of us. Vacations, travel, sun, fun, etc. At lot is happening in Cal ENA at this time also. We have our Third Annu- al Educational Conference on August 7 at Lake Tahoe. (See flyer on page 11.) There will be classes on hot topics, from Pediatrics to Geriatrics, from In- flight to Psychiatric emergencies, from Simulations to Human Trafficking and International Collaboration. It will be at Harvey’s, Stateline, NV, so come to learn, but stay to play and have fun. I know that it will be well-attended as most of the rooms at Harvey’s have been booked already. But there are plenty of other places to stay in the area. Be sure to come for the State Council meeting on Friday, August 8. In addition to the business of the nearly 4,000 member state organization, we will be making plans for our annual trip to the national ENA General Assembly in Indianapolis, IN. Hot August Days and Nights

Summer is an exciting time of year for most of us.

Vacations, travel, sun, fun, etc. At lot is happening in

Cal ENA at this time also. We have our Third Annu-

al Educational Conference on August 7 at Lake

Tahoe. (See flyer on page 11.) There will be classes

on hot topics, from Pediatrics to Geriatrics, from In-

flight to Psychiatric emergencies, from Simulations to

Human Trafficking

and International

Collaboration. It will

be at Harvey’s,

Stateline, NV, so

come to learn, but

stay to play and have

fun. I know that it

will be well-attended

as most of the rooms

Be sure to come for the State Council meeting on

Friday, August 8. In addition to the business of the

nearly 4,000 member state organization, we will be

making plans for our annual trip to the national ENA

General Assembly in Indianapolis, IN. This year

we know there will be many more resolutions than

last year. Look for the actual written texts in August.

We are lucky to have just the right amount of dele-

gates this year. Louise Hummel, who is doing a won-

derful job organizing all of this, reports we have all

57 of our allotted slots filled. But we always need ex-

tras for backup. Please contact Louise if you wish to

be a delegate. There is some monetary compensation

for the two-three days you spend with the del-

egation. And you get to wear our newly de-

signed Cal ENA delegate shirts.

Another big happening this summer is the an-

nouncement of the results of our elections in

June. We will have a new board to show off at

the August meeting, even though they don’t

take office until January 2015. Look for an

announcement soon.

And it is never too early to plan for our annual

Cruise & Education to Baja in November. Once

again, we will be on the Celebrity line, but this time

for 5 days, returning just in time for our November

13/14 meeting on the Queen Mary in Long Beach.

So get in your festive gear, put your mind in gear for

some debating and have fun with Cal ENA this sum-

mer and fall!

State Council Update

Riverside Meeting - May 9, 2014 Treasurer’s Report – David Samuelson We are doing better despite our lower dues. Wells Fargo had a problem, deleting all chapter names ex-cept 3 new board officers. It is gradually being fixed. Email David if you need help. We now have our 501c3 status. We don’t need a per-manent PO Box. There will be a Treasurer’s work-shop to bring all chapters and committees up to date. We will invite chapter treasurer/presidents to a na-tional conference call for Treasurers. Budgets are due by September 1, or next meeting. Will change fund-ing for Trauma and Pediatrics. IQSIP and Education will no longer have their own checkbooks. Financial reports are due to David, the State Treasurer monthly, from all chapters and committees that write checks. This will keep us in line with 501c3 regulations and help our book keeper organize our transactions more efficiently. Forms are available on www.calena.us with instructions. National Update

– Michael Moon Day on the Hill was last week. It focused on re-authorization of Trauma Bill with $28 mil-lion and the Mental Health First Aid bill that will help keep patients out of the EDs (it is like stroke care, it will help police, service providers and teachers recognize the signs of behavioral problems. Your California representatives did a great job (David Sam-uelson, Tim Rohan, & Juliette Esswein). 2015 Conference Planning Committee needs mem-bers by June. The national Governance Assessment is ongoing. There will be 9 Bylaws and 10 Resolutions for GA in Indianapolis. National elections are open from May 13 to June 11. Information is posted online. We need to do better to get returns above 10% (it is usually 6%).

Check out the free CE that ENA offers on their site. TNCC 7th edition is out, no more 6th edition after June 30. Read the book and do the online modules if you want to pass. GENE is out online – AARP is now aware of it. Next national BOD meeting will be in July.

President’s Report – Carole Snyder Conference registration and PayPal. Please contact David, our state Treasurer, to set this up for your chapter’s conferences. Do not do this on your own or with another business. Correspondence – many letters of recognition were sent to employers by Carole. Ask her if you want one for your boss. Resolutions – Ohio has a request for support for their EMS proposal, but it is not clear what they are asking for. National BOD has already approved an EMS work group. There is another one on meaningful use to allow RNs to enter Protocol Orders in EHRs. The council approved support for this one. There are also two resolutions sponsored by our own Leader-ship/Practice Committee: Mild Traumatic Brain Inju-ry and Prescription Drug Abuse. ACR 84 approved for EMS week and Freddie Rodri-guez wants reps from ENA to come to Sacramento to be present on the capitol floor – if you can go May 15, let Carole know. Student Nurses have an event in October and they want Cal ENA to be there and rent a booth for $1300. We won’t support at that level, but we will tell them that we offer scholarships and will have reduced stu-dent nurse rates for our Tahoe conference. Please do the same for your local conferences. National Committees: July 1-30 will be the open time frame to get on a national committee (look online). Fill out the application, you may be selected.

National Conference registration – we have one free registration to be given away at August meeting if you voted in this year’s elections – send in your national receipt to Carole. Your state ENA number registers your state vote anonymously when you vote. Vendors for state meetings will be charged $500 or lunch fee. Ask them to contact Janet, Director-at-Large. Website posting – who can post? The President, Past-president, President-elect, Webmaster, Secretary, and the Press Secretary should have posting privileg-es. These should roll-over to the next officer, so we won’t be stuck if someone leaves office and the area. Board Reports CHA – no report, Heather Venezio just got accepted as a member. Community Paramedicine – we do not oppose, we accept the talking points. ANA, national ACEP are in favor. Cal ACEP, CNA are opposed. Project will be

revised it and sent back out later. See Kara’s article on the web that summarizes Cal ENA’s stand.

Unfinished Business Violence Project – see report in Committees Bylaws are fine now – they are reviewed and revised, but not templated (formatted). Will be out in a nice form before the next meeting. Monterey wants to be a chapter, but has not come to any State meeting. It has been a year, so BOD needs to decide, will table until next meeting. Scholarship Apps are due May 15. Applications are on the web site.

Delegates/Voting – Delegate forms with your points, RN license and special credentials are due by June 5. Please send them to Louise Hummell Instructions and forms are on the web site. Voting for state officers will again be by Survey Monkey ballots. State voting will be open from June 1-July 1, 2014. National vot-ing is open May 13-June 11. There are links at ena.org to see candidates, ask them questions and learn about their positions. National voting is done by an outside 3rd party. Be sure to send in your national receipt to Carole to be eligible for the free registration drawing.

New Business New meeting times – during the first hour of State

Council, from 0800-0900, there will be two separate

one hour meetings, one with Chapter Reps and one

with Committee chairs. Then the committees will

meet in three 1-hour time slots, using two slots for one

committee when necessary. This worked well at the

Riverside meeting and more members were able to

attend more meetings, no one went over an hour.

Lunch will be 1215 to 1315, then State Council will

begin at 1215 and go until 1630.

Nominations for state office will be open until May 31, 2014. Following is the slate so far:

Meetings for 2015 - The council discussed whether we should have 5 or 4 meetings/year? Expenses are an issue, we are getting less from Trauma and a little less from Peds due to their QI processes. Travel, getting to and from airports is another issue - we can do a spreadsheet of travelers and share via email prior to meetings. There was also discussion about sharing rooms, but Janet told us that we need to book at least 25 rooms to get our meeting room fees waived (can be $3-5,000) The council voted to have 5 meetings next year and

approved the following schedule:

January – San Francisco or Oakland, Marine’s Memorial? March – Sacramento, March 18-19 Wed-Thurs for Leg Day May – Riverside, Mission Inn August – Santa Barbara November – San Diego

Chapter Reports Channel Islands – we are planning ENPC and TNCC classes in September. Our next meeting is on May 29 in Ventura. We are working on Sidewalk CPR on June 15.

Cheryl Evans Cobb East Bay – on March 24, we had our first meeting at John Muir Medical Center in Concord. Ten people were in attendance. A CalStar Flight RN did a presen-tation of a pediatric mock code. Our next meeting will be on May 28 at john Muir again in Concord.

Louella Buell Greater Los Angeles – our last meeting was held on April 2 at Glendale Memorial Hospital. Education has been a recurring topic, the initial idea for hosting a CEN Review has been cancelled, instead the chapter will co-sponsor a one-day Pediatric Course, with timely topics, joining PIH in Whittier on October 7, 2014. At our next meeting we will finalize thename of our CE Scholarship, it will likely be entitled, “Jean Kirby EMS Continuing Education Scholarship”. The funding is from part of the EMS Medallion sales. From one to three scholarships will be awarded at the above Pediatric Course, with qualifications to be de-cided at the meeting. To enhance Retention and Re-cruitment, the President and R&R chair have been sending letters of welcome to new members and re-minders to renew to those with expiring memberships. Next meeting will be May 14 at Cirtus Valley Medi-cal Center, Queen of the Valley Campus in Meeting Room 3. Among items on the agenda is the delegate application process and voting reminder for the na-tional election.

Inland Empire – our Timely Topics event will be next year on April 17. The event is called “ Lets Get Psyched!” and will focus on psychiatric emergencies. More info to come as we get closer to the event. Our chapter is selling long sleeve shirts in navy and white colors. They say “Emergency/Trauma on the front and back with the EMS logo. They also come in two different titles: “Nurse” and “Staff”. Contact your In-land Empire representative if you wish to purchase some. They are $20 each, or 5 for $100.

Kern – We are doing a TNCC on August 9-10 this year from 0800-1730 at Bakersfield Memorial Hospi-tal Learning Center. Loma Prieta – Our Annual Update has been re-scheduled to June 20, 2014. We have a diverse group of speakers – ranging from Street Drugs to Dementia to a personal account of Spinal Cord Inju-ry. We meet monthly on the 3rd Thursday of each month – except for our Holiday Soiree, which is in the first week of December. Everyone is welcome.

Mid-Valley – We met on April 8 at Marie Calen-dar’s in Fresno. We will be having our next meeting on June 10 at Children’s Hospital Central California, Room 150B at 1930. We will be screening “The Waiting Room”. We will be providing dinner and movie snacks. Please RSVP to Janet Williams at [email protected]

Northern Los Angeles – Our last meeting on the ED Treatment of Adult and Pediatric Burns was a suc-cess. We hope to offer more educational events with CE credits in the future. Our next event is June 17 when on behalf of AstraZenica, Dr. Sobnofsky will be discussing the use of Brilinta in MI patients. We are continuing to sell shirts and promote awareness and involvement in ENA.

Orange Coast – We are holding a CEN Review and Emergency Nurse Update class on July 12-13. The Course Director, Wanda Pratt, RN, MSN, CEN, taught the class previously at Mission Hospital in Mission Viejo. This is a great opportunity for the nurses in Orange County to access a class close to

October are under way. The chapter will celebrate by offering raffles, a dinner featuring the film The Wait-ing Room, networking and dissemination of infor-mation for greater involvement in ENA.

Sacramento – We’ve been busy: April 9: Bombings Seminar in collaboration with the

Sacramento chapter of AACN. There was good attendance with about 30 ENA mem-bers.

April 29: Chapter Meeting with CE topic ED Care of the Psychiatric Patient. There were 30 at-tendees, including 16 students from Sac State.

April 30: Sim Event had 18 attendees who gave ex-cellent evaluations. Topics included snake bites, malignant hyperthermia, hypertension and trauma.

May: We will hold our meeting by teleconference June 16: Next meeting physical meeting with CE top-

ic Violence in the ED with Dr. K. Jones from Cal ACEP speaking. We will hold a drawing for registration to the August State Confer-ence in Tahoe. Eligibility for the drawing in-cludes: 1) attendance at 2 of our conferences or meetings, and 2) sending receipt of voting in national elections to our chapter president, Sandy Baumen.

San Diego – Our annual 911 Conference on April 25 was very well received. We had excellent presenters and vendors. A special thanks to mercy Air, Stryker and AMR, our platinum sponsors for their support. Congratulations to our San Diego Chapter 2014 Scholarship winners: Dawn Smith and Samantha Beveridge.

San Francisco - We had a very successful ED Nurs-ing Symposium at San Francisco General on April 14. Our stats for the conference were: 110 participants, including attendees from nearby

chapters; 7 vendors (who paid for breakfast and lunch); 30 new members (they were offered free tuition if

they signed up for the conference); $5,700 profit!

Many thanks are due to our president, Cheryl Ran-dolph, who organized and ran the conference. We are planning more classes, including a CEN Re-view, in the near future.

Committee Reports Education The brochure for our 3rd Annual ED Conference was finalized at the State Council meeting and has been posted on the web site, along with the PayPal button to register and pay. The all-day event at Har-vey’s Lake Tahoe offers 7.5 CEs. So far we have 6 vendors and all the speakers are confirmed. We also want to have research poster presentations and have commitments for at least four. Planning was begun for the 2nd Annual ENA Cruise in November. It will be a 5 day cruise to Mexico from Sunday to Thursday, November 9-12, 2014, just before the State Council meeting on November 13-14, 2014. Tobin will make arrangements with Carni-val, but due to other issues, Janet Williams has agreed to champion the educational part of the cruise.

Violence in ED – proposal for legislation is in progress;

Stroke & STEMI Task Forces are not meeting. We feel they are waiting for the Core Measures Committee to finish their work be-fore they proceed;

Core Measures – they are writing indicators to standardize procedures in Stroke and STEMI across the state;

Community Paramedics – ENA does not oppose the concept. At the last public hearing, multi-ple speakers spoke out against the project, in-cluding Cal ACEP and CNA. Carole has asked the EMS Committee to include points we approve of in the project.

AED Regulations – the EMS Com discussed how cumbersome the current regulations are and they would like to further address current leg-islation and what can be done. They plan to partner with ARC and AHA to investigate legislation to simplify the process.

Judy would like to see an app that would help lo-cate “heart safe” facilities, that is, ones that have an AED freely available.

ENAF FundRaiser The State Challenge ends on May 31. Cal ENA dona-tions were $1060. Today’s giveaway raised $365. Then we started receiving donations of: $750 from Greater LA; $275.08 from Education; $3630 was pledged from the floor by several other individuals and chapters. This brought our State Challenge money to $6085, well over the $5000 needed to name a schol-arship! Educational Scholarship applications from ENAF are due by June 1; Annual Conference Scholarships applications are due by July 1. There are 20 %500 scholarships available. Information about scholarships can be found at: www.ena.org The next national Fundraising event will be the Jewel-ry Auction at the Annual meeting in Indianapolis;

Kristen and I attended Cal ACEP’s Leg Day on April

22 in Sacramento. Governor Brown and Lt Governor

Newsom spoke. Governor Brown gave a humorous

historical account of California politics. Lt Governor

gave a presentation with the future in mind and how

technology is rapidly changing our lives.

A letter of support was sent to Assemblyman Freddie

Rodriquez on ACR 84 which will establish EMS

Week May 18th to May 24th. ENA has been asked to

send a representative to attend a presentation on the

floor of the Assembly on May 15th.

Currently I am writing a letter of support for AB 2217

and looking for brief summaries of experience where

and AED at a school saved a life to include in the let-

ter.

We are currently watching two bills on naloxone: AB

1535 which would allow pharmacists to provide nar-

can to family and friends of someone at risk for an

opiod overdose and AB 1438 which involves gather-

ing data on opiod use/abuse.

Violence in the healthcare setting. We had a confer-

ence call with Ken Steinhart on April 28th. Ken will

draft language for a bill. Jen Denno is planning a

meeting with staff of Senator Gaines to discuss his

willingness to sponsor a violence bill for us.

Leadership/Practice Violence Study – nest steps are to move forward with a feasibility survey in Ventura County in July. The study has passed IRB approval, it was deemed ex-empt. Resolutions: Both resolutions, 1) Mild Traumatic Brain Injury and 2) Prescription Drug Abuse have passed through the national Resolutions Committee. We are now seeking supporters for these resolutions from other state boards and professional organiza-tions. Practice Discussions:

Care of the Pediatric Psych Patient in the ED – many chapters and counties report difficulty placing pediatric patients;

Lateral Violence (Bullying) – some hospitals have instituted policies against bullying. Let’s encourage nurses to report this behav-ior.

Teamwork Training in the ED – we discussed the use of Team Stepps Training from the AHRQ website to improve communication and patient safety in the ED.

Membership When new members join ENA they are not always assigned to a Chapter. When reviewing the monthly membership new unassigned members are noted on the end of the roster. I assign them to Chapter based on their mailing address and zip code. If for any rea-son you would want to be part of another Chapter, you must do so through National ENA at www.ena.org Remind members to keep their email, mailing address and phone numbers current with the National ENA office. This helps provide communication to our mem-bers, especially since we are using electronic methods of communication. I am emailing the new member list and the expiring member list to the Chapter Presidents. This will allow you to see your new members and welcome them to your chapter and provide them with information re-garding your meetings. Also, you may contact the ex-piring members to encourage them to rejoin or as to why they are letting their membership expire.

Terri Sturgill Monitor/Web Site The printed May Monitor was available at the meeting in Riverside. You can always download digital copies on the web site. Notice was posted on the Cal ENA Facebook page. I am looking for some meaty submissions for the next edition, due out in late July for the August issue. The deadline is July 1, 2014. Be sure to fill out the Chap-ter/Committee Report forms on the tables with info on your chapter or committee. They are also available on the web on the Documents page if you prefer to sub-mit them digitally. Currently the Monitor carries sponsorship graphics for OBP Medical. OBP has a new graphic featuring their new disposable laryngoscope. Please support them. The web site has been updated with registration info on our August conference at Lake Tahoe. Several chapters have updated their pages and list upcoming events. If you have your own chapter website or Face-

book page, let me know on your report and I will in-clude the link. The Education page lists ENPC, TNCC and CEN Review courses that members have told me about. I will be happy to post any events for your chapters. I’m still looking for anyone interested in running the Monitor, the web site or both. I’ll be happy to mentor and get you started. The San Francisco chapter recent-ly hired someone to redesign their chapter using Wee-bly. It is a very clean design and was not expensive. You can see it at: http://sfena.us. It is possible that someone could use that software to redesign the state web site, it may be more user-friendly.

Mark Wandro Pediatrics We are eagerly awaiting a volunteer to take responsi-bility for Mid-state Pediatric Regional Director. There are 13 approved monitors for ENPC in the entire state. Our first ENPC state-sponsored Instructor class was cancelled due to a manual distribution delay for the Provider class in Ukiah. Their newly scheduled Pro-vider class will be June 26-27, 2014. We will discuss having a Provider class following it. Pediatric Grant forms are available on the Cal ENA website. Reminder: California EMS for Children Fo-rum Get Ready for Kids will be held at the Palm Springs Convention Center on Monday, May 19, from 0700-1700. This will precede the start of CFEDwest in the same location.

SQIP (Safety, Quality & Injury Prevention) We welcomed first-time attendees to the committee, including Michael Moon, from the ENA national Board of Directors. Jen Denno & Christine Marshall are writing an article on Alarm Fatigue for the JEN. Violence Project Update: (Marcus sent a written re-port)

Chesapeake reviewed our application and deter-mined that our study is IRB exempt;

The feasibility study that is going to be conducted in Ventura County will probably begin in July;

Marcus is still trying to get CHA’s commitment to support the project. He states that Cal ACEP and the Security Guards’ Association is in sup-port.

Government Affairs Update

On June 24, 2014 the House of Representatives voted

to approve legislation to help fund our nation’s trauma

care systems. HR 4080, the Trauma Care Systems

and Regionalization Act would authorize grants to

support state and rural development of trauma sys-

tems. Over the past years many of our trauma centers

have closed due to lack of funding. This bill is now

on its way to the Senate for further consideration. It’s

important that Congress hears the voice of Emergency

Nurses in support of this bill. Please sign onto ENA’s

EN411 alert program so that your voice will be heard.

Our national ENA advocates have made this process

easy and efficient.
