President’s Message

Convention’s Coming!

The Canter or e-Canter are published in January, April, July, and

October each year. Deadlines for submission are the 15th of the

month immediately prior to publication. Please e-mail

Happy Fall Y’all! What a year it has been. We’ve been getting

back into the groove and have been able to have normal shows

again in many parts of the State! 2020 was a hard year for every-

one but we all came back stronger in 2021. The Horse Show Divi-

sion had in-person shows again and the Games Division was able

to hold their Washington State Championship Show in Cashmere,

WA (like a normal year). We are all moving into the right direc-

tion...holding shows and having fun all over again.

Now that show season is over, we are focused on the yearend

awards and Convention! Convention is going to be held in Spo-

kane this year at the Ramada by Wyndham Spokane Airport. Our

convention chair is hard at work to make sure that we will be hav-

ing this convention, safely and productively. Start sending in

your registrations as soon as possible to Jessie McLaughlin (7210

E Fairview Ave - Spokane Valley WA 99212-1526). Check in this

issue of the Canter for new Bylaws Changes, Rule Changes in

each Division, and the schedule for Convention. The whole con-

vention is going to be a wonderful time, so let’s “Bring on the Fun

in 2021”! Early bird rates end October 15th.

Now I am going to take the time to reflect. These last three years

as the Washington State Horsemen President have been so won-

derful! I have been a part of WSH my entire life. I was born into

the Parnell / Kelsey / McLaughlin Family. Some of those names

you probably recognize. Richard Parnell – 2017 Jesselyn Roehr

Lifetime Achievement Award Winner, Sharon Kelsey – 2003 Twin

Benson Man of the Year Winner, and Jessie McLaughlin – 2020 /

21 Convention Chair, 2007 Twin Benson Man of the Year, 2014

Jesselyn Roehr Lifetime Achievement Award Winner, and 2012 /

13 President. As you can see, I live as a legacy with wonderful,

amazing Grandparents and an amazing Mother who has raised

me in such a wonderful organization that I have been able to rep-

resent as President. I also have a pretty amazing aunt (Melissa

Stockman) who has served as the Games Division Director since

2008. WSH has always been my second family. No matter the

division, we are always so proud of each person. Everyone has

watched me grow in the organization and I am so grateful that Lisa

Gardner and Cheryl Moriarty took a chance on me in 2018 to ask

me to run for the WSH President position in 2019 and to then con-

tinue through this year. I hope to see this organization prosper

into a booming organization. What has always been said, our

youth are our future. We need our youth to see what happens in

our organization, not just in our divisions, but statewide. You re-

ally start to learn about all your other divisions once you get in a

bigger position and start to know your members. Here is to see-

ing what happens in 2022! See you at Convention and this is my

#wshlifestyle...hope it’s yours!

YOUTH MERIT The Program is Free...Can’t Get Much Better Than That!

We are in the final pieces of pulling together the points from across the State for this year’s Youth Merit awards. If you do not have a Youth Merit Advisor for your Zone, reach out to either Jessie McLaughlin (East Side) or Cheryl Hayward (West Side) to turn in your points immediately as they were due August 1. What are these awards we speak of?

They are pretty amazing awards, especially considering that there is no additional cost to join Youth Merit once you’ve become a Wash-ington State Horsemen member. What we are continuing to struggle with is to find out what you, our youth, want out of the program. Knowing that it is free and that you are probably earning points al-ready through riding, school, and more...we are wondering why so few of our WSH youth are not part of this program? Please shoot us a message to [email protected] using the subject line “Youth Merit” and let us know your thoughts as well as any questions that you might have. Let’s continue to grow this program and hopefully see many more awards at the 2022 Convention! Just look at one member’s climb to the first award level (participation plaque at 50 points)...truly, it’s this easy! Participate in a WSH Games Show (max of 12 per year) - 24 points Attend Church (max of 12 per year) - 12 points Maintain a 3.0 GPA (per quarter) - 12 points Ride in a new class to me - 2 points Bam...Done! And that didn’t take into account any donations / community service, school meetings / presentations, equine lessons, youth merit meetings, and Convention attendance! So the question is out there again...why are YOU not enrolled in Youth Merit? Our “season” runs August 1 through July 31 so it is definitely a great time to register. Registration forms are available on the WSH website under “Forms” and then “Youth Merit”. The forms can me mailed in or you can save yourself the cost of a postage stamp by scanning the com-pleted form and e-mailing it to me at [email protected]. For those at the “Cash Award” levels, you get to dazzle us with your research and give a presentation on this year’s topic...“Horse Breeds of American Origin”. If you received the Gold Medallion (or higher) last year, please contact Jessie McLaughlin to reserve your speech topic. Speaking of Convention, we invite all youth members to attend and take in your divi-sion’s meeting (Horse Show, Games, and/or Trails and Pleasure) as well as the Youth Merit Meeting. Those 14 and above are also able to vote at this year’s Annual Meeting on Sunday helping elect our officers as well as accept / reject proposed bylaws changes. This is a big change for our youth members! Until just recently, only those 18 and above could vote in the Annual Meeting. We realize, however, that this organization (WSH) is your organiza-tion and that you are indeed our future...therefore, you need to have a voice in the organization. We look forward to seeing you in Spokane, November 12-14! Should you have any questions, please don’t hesitate to reach out to the Youth Merit Chairs listed below. We would love to visit with you and give you more information about WSH’s only division dedicated solely to those 17 and under. On another note...if you know of a youth that has inspired others in your Zone, please considering nominating them for the Mayor Larson Youth Inspirational Award (further details are included elsewhere in the Canter).

CONVENTION 2021 The Northeast Zone and its members are super excited to welcome our WSH friends to Spokane. They were ready for us in 2020 but with COVID, had to wait another year to officially welcome us. This year’s convention dates are November 12-14. As Zones, we can begin preparing by making plans to donate a centerpiece or $25 to purchase a centerpiece. The items will be auctioned off at the end of Saturday's dinner. Zones should also plan to hold their 2021 Officer elections in October which will allow the new officers to attend Convention in their elected role and be involved in various meetings.

The registration fees for this year’s Convention are the same as in 2019 and thus those members registering on or before October 15 will see a considerable savings in the registration fee and in the cost of the banquet meal. This year’s host hotel is the Airport Ramada Inn where we have a limited number of hotel rooms held for our members at the special rate of $95 per night plus tax. This rate includes breakfast, complimentary shuttle service to/from the airport as well as to areas in Air-way Heights, high speed wireless internet service, FREE parking, and a $20/pet/weekend pet rate (maximum of 2 pets and they must be under 80 pounds). When reserving (call 509.777.3053), be sure to tell them that you are with Washington State Horsemen to get the special room rate. We are required to have a minimum of 6 rooms Thursday Night, 15 rooms Friday Night, and 20 rooms Saturday Night in order to meet the conditions of our agreement with the hotel.

This year’s Convention schedule is already uploaded to the WSH website. The schedule has been massaged to provide some time to socialize including an off-site Friday activity at Heber Hatchets and dinner at Dick’s Drive-In. If you are inter-ested in attending, you’ll need to let us know early so that we can reserve enough “lanes”. We’ll carpool so even if you have flown in for this year’s Convention, we’ll be sure to get you to and from this activity.

A little more about our host hotel - it is just a quick walk (if you don’t want to wait for the shuttle) from the baggage claim area at the airport. The hotel has onsite dining and lounge, is located near I-90, has large outdoor open spaces and beauti-ful landscaped gardens and an outdoor courtyard with fire pits (bring your own s’mores fixings or they can be purchased from the front desk for $5.00 per kit), includes a business center and fitness facilities, and something we’ve all been want-ing for years...an INDOOR POOL with WATER SLIDE! The last time the WSH Convention was held in Spokane was 2009 and our beautiful city, the Lilac City, has made lots of changes since your last visit! If you are spending a little extra time with us, you might want to take in some of the follow-ing - Self-Guided Tour of the Historic Davenport Hotel, a spin on the Looff Carrousel in its new building at Riverfront Park, outside ice skating at the Ribbon at Riverfront Park, Gondola (Skyride) at Riverfront Park, snow skiing / snowshoeing at Mt. Spokane (if it is open), Downtown shopping or visiting shops/restaurants at Kendall Yards, taking in the MAC Museum and adjoining Campbell House, Mobius Children’s Museum, Mobius Science Center, Cat Tails Zoological Center, or Blue Zoo Aquarium (new). Although much prettier in the summer, Manito Park is still a great place to walk through a stunning park. With a little extra time, you and your friends/family could also indulge in one of our Escape Rooms, climb at Wild Walls, or play laser tag at Laser Quest. If you would like to try your luck at an area casino...Airway Heights (available by hotel shut-tle) has two for you to choose from - Northern Quest Casino and Spokane Tribe Casino. Our area also has loads of micro breweries and wineries to visit. As you can see, Spokane has so many things to do if you find time to get away...so many,

that we are inviting you to also return in 2022! Spokane has two other fun walking tours to consider. Visit the famous Red Wagon at Riverfront Park and then continue onto one of Spokane’s best tours, the Sculpture Walk for a free, self-guided walking tour where one of your stops will introduce you to Spokane’s Garbage Eating Goat. The Herit-age Tour encompasses over 50 location in 3 distinct districts. This tour will provide you with some exercise and the oppor-tunity to experience Spokane’s history including historic buildings, homes, and monuments. Printed brochures are available for the walking tours. Rather drive and see more Spokane sites? The Spokane City Drive is a self-guided tour showcasing many of the city’s most iconic spots. The tour begins in Riverfront Park and proceeds through the arts dis-trict, Browne’s Addition, historic South Hill, Riverside State Park, and ends at the University District. Again, a brochure is available. So much fun! Which adventure will you choose?

WSH BYLAWS REPORT

Join us for the Bylaws Meeting on Friday evening (November 12) at 6:00 p.m. where we will discuss the following proposed bylaw changes. Bylaw changes passed during the meeting will then be moved forward to the Annual Meeting on Sunday for membership vote. Washington State Horsemen has always been a very open and democratic organization and it has always been our goal to make our membership association as enjoyable as possible for all our members. With this in mind, making your membership association with friends and family in the area of your choice is of paramount importance to us. As a reminder, any pro-posed changes to WSH By-laws and/or Standing Rules must have been submit-ted in writing to the By-Law Chair and published in the WSH Canter in order to be heard. NO new rule changes may be entertained at the Convention.

ARTICLE 5 (Officers and Duties) / Section 6 (Treasurer) / Paragraph (b) – Change to read, “To

keep full and accurate accounts of all receipts and disbursements in appropriate account books.

Committees / divisions shall provide accurate accounting of all receipts and disbursements to the

Treasurer as specified by the Treasurer. No committee or division shall liquidate or otherwise dis-

pose of their funds, other than during the normal course of business, without the Board’s approval.

Disbursement / liquidation of funds requiring prior Board approval includes, but is not limited to,

dispersals to individual members, clubs, and Zones.

ARTICLE 5 (Officers and Duties) / Section 6 (Treasurer) – Add Paragraph (h) to read, “Prepare

and submit financial reports for the past year to a certified tax accountant for completion of the

organization’s annual tax documents.”

ARTICLE VII (Executive Board) / Section 1 (Members) – Change to read, “The Executive Board

shall consist of the President, Vice-President, Immediate Past President, the Zone Directors, the

Directors from the four major Divisions (Horse Show, Trails and Pleasure, Western Games, and

Working Horse), Zone Coordinating Chairpersons (revised November 2010). Also on the Executive

Board in non-voting capacities are the Bylaws Chair, and Enforcement Chair, and Finance Chair

(revised November 2020).

The WSH Horse Show Division is seeking a new Horse Show Director and Horse Show Division

Points Keeper. These positions may be filled by the same person or two different individuals.

It is preferred that you have knowledge of WSH and the horse show division, as well as have the desire

to communicate with the zones and clubs to promote WSH throughout our State.

The selection of the Horse Show Director and Points Keeper will take place at the WSH Convention by the

Horse Show Advisory committee.

HORSE SHOW DIVISION

DIRECTOR’S MESSAGE: Convention is just around the corner and we need you to attend. This year we will be working to

create active committees to perform the daily duties of the Horse Show Division. Prior to convention, our meeting agenda

will be posted on the WSH website for your review. Take the time to download so that you can talk with your fellow horse

friends and be ready to step up to help in this great organization. The rule book is a great resource for helping to under-

stand what the Horse Show Director and Points keeper have done in the past. The rule book also details what is expected of

our show managers and our show secretaries. Please take the time to review each section. I have enjoyed my time as your

Horse Show Director and am excited to see our community step up to share the Horse Show Division’s needs as we work to

I would like to recommend the following change to the WSH HSD Rule Book. This change will allow the legal use of the

roweled English spur known as the Warendorfer spur. These spurs are proven to be effective and humane and should be

allowed in competition - Heather Flores.

RULE 18 – ENGLISH DIVISION / Section 1. SHOW RULES. #6 - For horses being shown in Hunter tack, all riders are re-

quired to wear protective headwear-riders 17 & under must wear properly fastened strapped headgear. Unless specifi-

cally prohibited by class rule, Dressage attire and tack may be used in English Pleasure classes. Change to read, “Blunt

end (unrowelled only) English Style spurs and riding crops may be used.”

Housekeeping. Rule 2, Section 6, Paragraph 2, last sentence. As reads: “The fee shall not exceed $50.00 regardless of

the number of classes offered.” Change to read: “The fee shall not exceed $50.00 regardless of the number of classes

offered or the number of judges.”

Housekeeping. Rule 30, Part D, Section 1, Paragraph 2 (page 137) – Add the last name of the sponsor (Tina ??)

Who are the 2021 Minor Breed Division Directors?

ARABIAN DIVISION (Kathy Norton): Greetings, everyone. It’s been a long lonely time since last year but I’ve been to

several shows this year, not showing but helping behind the scenes. I haven’t seen any specific Arab classes except for the

Inland Empire All Arabian, but there were plenty of Arabs in the open classes at the Fat and Fuzzy show and at the Inland

Empire B Show. The ranch riding division was well-filled with Arabs both at the breed show and the B show. It’s nice to see

our horses proving they can work just as well as any other breed. The division seems to be growing in popularity at breed

shows all across the country as well. If you showed in the ranch classes this year, I would really like to hear from you—

some short first-hand reporting would be really nice to share with others. See my email in the Canter and send me those

stories! Western Dressage would be another one that I’d like to share. Send me your stories and pics and I’ll try to get

them into future issues of the Canter. I hope everyone is planning to attend the WSH Convention in Spokane at the Ramada

Inn Airport this year. It would be really great to see a good turnout for the Horse Show Division meeting!

DRESSAGE DIVISION (Mary Brady): Congratulations to all of you who met your goals in 2021. The qualified is three

rides under two different judges. Riders are responsible for submitting their own test scores to the Dressage Points Keep-

DIRECTOR’S MESSAGE: So excited for convention this year! The Games Division made it work in person last year in the comfort of our covered show arena but this year we all get to participate and show everyone the different divisions WSH offers. So with that, we have survived another season and we were able to return to Cashmere for our State Finals which is always such a beautiful place (and Liberty Orchards did not close). Thank you to the show chairs for putting on shows, arena help at the shows, our riders, and our amazing SPONSORS! Remember to reach out to possible new riders and make them feel welcome and help them enjoy our shows so that we grow even bigger. Challenge to all our riders...reach out and bring one new rider to our shows next year!

Congratulations to this year’s High Point Age Division Champions: Wade McCoul (Leadline), Arabella Howe (Buckaroo / Junior), Jordan Barton (Intermediate), Courtney Stockman (Senior A), Kimberlee McCoul (Senior B), Arlene Marquart (Super Senior A), and Melissa Stockman (Super Senior B).

The year is not quite done for our WSHGD members...North Country Riders has a show scheduled for Octo-ber 2-3 and Desert Duellers has one scheduled for October 9-10. This award is to recognize and award that individual that has dedicated themselves to years of service to Washington State Horsemen

based on the following criteria:

1. At least a 10 year WSH member.

2. Has served at State level (may include Board of Directors, Committee Chair, appointed

or elected), State Judge, Steward, Timer, etc.

Recipients are selected by the Awards Commit-tee Chair and at least two impartial members. This award is to be presented at the Annual Awards Banquet at Convention. Recommenda-tions by any WSH member will be considered.

MAN OF THE YEAR AWARD

The “Man of the Year” award is a memorial to Twin Benson and is presented each year to an outstanding WSH member who has given unselfishly of himself or herself for the benefit of others. This is the spirit which made Twin beloved by all who were privileged to know him. Nominations for this award shall be made in the form of a letter setting forth those qualifications of the current year’s activities which are be-lieved to make him or her eligible, based on the following:

1. Service to Youth, within and outside his or her own club. 2. Service to his or her own club. 3. Service to Washington State Horsemen at Zone and State levels. 4. Service to the community. 5. Also, provide a past historical resume of this person in the above categories.

Nominations are not limited to members of the club to which the nomi-nee belongs but any WSH member may submit nominate a person for this award, provided the letter contains information on the above items. A committee composed of the Awards Committee Chair and at least two impartial members shall determine the person most deserving of this award. Is there a young person in your area who has been an inspiration to their fellow peers? A special perpetual trophy, sponsored by the former Mayor Larson of Yakima, will be pre-sented to a junior WSH member who has gone out of his or her way to provide assistance or help to others and who through their personal endeavors has truly been an inspiration. The nominee should be one who has entered horse events, though need not be a top winner. TRAILS AND PLEASURE DIVISION

DIRECTOR’S MESSAGE: We had 10 members sign up this year for the Trails and Pleasure Division...some logged hours in-hand, others were riding, and we even had some hours driving! How exciting is that! The committee has ordered year end awards and we are waiting on just a few to get us their hours so that we can finish calculating the final scores. The awards will be presented at Convention in Spokane during the Saturday night celebration dinner. Hoping everyone had a great summer with your equine. Hopefully, we’ll continue adding equine-friendly trail rides in future editions of the Canter to share with all of our members. Rustler’s Gulch is lightly trafficked with sever-

al trail options on the 2,772-acre property.

Under the jurisdiction of the Fish and Wildlife

Department (purchased in 2008 and 2009), a

Discover Pass is required. The area is man-

aged by WDFW staff based at the Sherman

Creek Wildlife Area near Kettle Falls. One of

the historic sites along the trail...Pruffer’s

Barn. The loop has an elevation change of

850 feet.

Each year many fine, active clubs compete for this award. Be sure to follow directions carefully so that you will not be eliminated because necessary infor-mation was not included, or directions followed. It is hoped that all clubs will compete so that each zone will have a potential winner as “Club of the Year”. If your club competed for this award in the past, but was not selected, do not be discouraged. Try again because often the competition is very close with many fine, active clubs throughout the State.

Each year at the Annual Awards Banquet, one club is recognized as the Out-standing Club of the Year. To compete for this award, the club is to submit its qualifications for judging in letter form. Letters for consideration shall be in dupli-cate, with the name of the club appearing only on the original. Both copies shall be submitted to the Awards Chair. A committee composed of the Chair and at least two impartial members shall determine the Club most deserving of the award. This award is to be presented at the Annual Awards Banquet at Conven-tion. the last show being held in Moses Lake on the

second weekend in October. For more infor-

ZONE ONE

Zone Director Bonnie Schuchman reports, “We rescheduled the WSJHS

(postponed due to heat earlier in the summer) and the event was held at the

Black Rock Arena. Although a very small turnout, the show still went on. The

Zone’s next meeting is scheduled for October 13, 2021 at Shari’s in Union Gap

at 6:00 p.m. There will be elections of officers and discussing plans and activi-

ties for the upcoming year. If you live in Zone 1...please join us for the meeting

as we’d love to meet you and hear your ideas!”

Our amazing Historical Committee Chair, Mary Brady, shared the

gem below from the August 1983 Canter showing the schedule, room

rates, and registration fees for the Annual WSH Convention that was

held in Everett that year. Some things have certainly changed over

the years but some things still look the same. We appreciate all that

Mary does to connect us with our past / our history and we would

also like to extend our deepest sympathy to Mary in the loss of her

sweet partner, Richard. You are in our thoughts and prayers.

CONVENTION SCHEDULE CONVENTION RULES

Registration

Any person attending any business meeting on Friday, Saturday or the General meeting on Sun-day will be required to register and pay the regis-tration fee and wear a badge provided by WSH. The registration rule applies to ALL persons at-tending meetings. The only exception will be guest speakers invited to specific meetings and their name and title is to be provided to the Treasurer. Admittance to the meetings will be permitted only by display of identification badges.

Conduct

It is requested that all members at Convention conduct themselves in a manner that conforms to the high standards of WSH. We are committed to high standards of conduct so that all members can enjoy themselves. Please act appropriately.

Meetings

The meeting chairperson, who shall be the Com-mittee Chair, Division Director, or appointee by the regular chair or Director, shall admit only per-sons appropriately registered for the meeting. The chair shall appoint a secretary to record the business activities of the meeting, including mo-tions or resolutions passed and names of newly elected officers if applicable. Elections of officers for 2022 shall be held for all Divisions which are not appointed positions during Sunday’s meeting.

Reports

Reports submitted to the general Convention by Committees or Divisions shall contain only the motions and resolutions passed in the respective committee or division meetings and shall include where applicable, the names of newly elected officers of such committees or divisions. All rules and regulations adopted by a major Division at Convention cannot be changed, modified, or amend at the general meeting. All reports are to be typed and a copy given to the Convention Secretary before presentation to the Convention. All reports submitted to the General Convention must be either “approved”, “adopted”, or “rejected” by vote in order to be official.

Voting and Elections

Beginning in 2020, each WSH Member 14 years of age and over (as of 01/01/21) registering for and attending Convention shall be entitled to a vote at the General Meeting including Officer Elections. Members 17 and under may vote at the Youth Merit meeting and their division meet-ing if said division allows for voting by all division members, regardless of age. Scan the QR Code above to
