New agreement for Voluntary Sector Representation
within Community Health & Social Care Teams
Service originally started in 2007
Put out to tender in January 2015 - to start
in April 2015 and run until March 2017
Partnership between Westbank
and DeVA
Westbank: Involved in voluntary sector representation from the start
“Providing care, promoting health” for 29 years
Experienced in partnerships, consortia and project/programme management
DeVA: hold intelligence on services from the voluntary sector across
Devon
support groups in sharing knowledge and spreading expertise
act as a conduit between the sector and public and private agencies to ensure a partnership approach to developing solutions for our communities

Objectives of the service
To represent the voluntary and community sector as a whole,
not just one organisation
To raise awareness of the range of voluntary and community
sector opportunities and resources available to support people
in the community
To refer appropriately and impartially to voluntary and
community sector services
To create and maintain key relationships with voluntary and
community sector organisations
Representatives to operate as an equal partner in the
community health and social care teams
What this means in practice - VSRs
Voluntary Sector Representatives (VSRs) have 8 hours per
week per Community Health & Social Care Team:
Attending CH&SCT meetings; proactively accepting referrals
Acting upon referrals
Receiving referrals outside of meetings
Reporting and monitoring requirements
Creating and maintaining links with voluntary and community
organisations
What this means in practice – Co-ordinators
VSR Co-ordinators have 2 hours per week per Community
Health & Social Care Team:
Co-ordinating intelligence, knowledge, local influence and
infrastructure
Supporting and supervising VSRs
Ensuring that information regarding unmet needs / gaps in service is
fed into the capacity building and infrastructure services
commissioned by DCC
Organising networking events for representatives to meet with
provider organisations from the voluntary and community sector
Liaising with other CH&SCT co-ordinators across Devon to create a
county-wide picture

Bank / pool of additional VSR hours:

To allow flexibility to respond to areas for
development:
Might include responding to demand from areas
of high need, extending access to the service into
Care Direct Plus or responding to the expansion
of CH&SCTs to incorporate support for people
with learning disabilities
