    HISTORY OF THE ORGANIZATION

    Visakhapatnam Port Trust is an ancient Port city, which HR relations

    are good in the organization. Visakhapatnam Port Trust is one of the

    leading major ports of India which has been playing a vital role in

    fostering the country's foreign trade and economic development.

    Originally conceived as outlets for manganese are exports in 1933, the

    Port has gone from strength to strength, adopting itself to the needs of

    fast changing sea transportation system.

    (a) Industry Profile :

    A Port is a place at the shore where ships dock in and are protected

    from storms or to load and unload their carriage, it is Heaven for ships. It

    links sea, traffic, and surface and in some cases river traffic also.

    Ports are commonly known as places of shelter, safe with necessary

    infra structure for the purpose of trade. In that views there are airports,

    seaports are gateways to work. Sea ports play important role part in one's

    country growth. At present, over 80% of all International trade goes by

    sea. Technically speaking, port is one which handles more than one

    million tonnes and cargo annually and which possess harbour and other

    facilities to receive ships of 4000 or more.

    Ex: Mumbai, Visakhapatnam etc. Ports are meant to provide sea

    borne vessels some basic services such as dock harbour or berth

    .facilities for the passengers for cargo handling transport.

    Nearly 6000 km long coast line of India is studded with 163 old

    ports. Two are major ports under the regulatory authority of the Central

    Government.

    The remaining are other ports commonly known as Intermediate

    and Minor ports and they come under the administrative control of the

    respective State Government. In addition, 32 ports cater to the needs of

    islands of Andaman and Lakshadweep. Only 26 of the state ports service

    ocean go in vessels. Most of these ports loading/unloading operation is

    carried out at during fair season only. Rest of the state port cater to

    largest carrying pellets, cement, fishing vessels, country craft carrying

    local cargo, ferries etc,.

    The Major ports are:

    3) Jawaharlal Nehru port

    4) Mormugao

    5) New Mangalore

    6) Cochin

    The above 6 ports are situated on the west coast.

    The under mentioned 5 Ports ire situated in East Coast.

    1) Tuticorin Port2} Chennai Port

    3) Visakhapatnam Port

    4) Paradip Port

    5) Kolkata Port

    6) Ennore Port

    Intermediate port is one which handles not less than 1,500 tonnes of

    cargo annually and is important from the view point of passengers traffic,

    defence and customs. Ex: Kakinada.

    A port handling less than 1,500 tones of cargo is termed as Minor

    ports. Ex: Machilipatnam, Bheemunipatnam.

    (b) History:

    The need for development of the port in this natural bay was spelt

    by the British rulers as far back as 1853 and the first detailed report was

    published in 1877. However, this proposal was temporarily frozen due to

    the advent of First World War. The actual construction was commenced in

    1927 and the port was opened to ocean traffic on 7/10/1933. With the

    arrival of passenger ship S.JALADURGA, the port was formally inaugurated

    by his Excellency Lord Wellington, the then Viceroy and Governor general

    of India on 19th December 1933. The port was constructed at accost of

    378 lakhs and when it was opened, it consisted of 3 berths and handled

    1.3 lakhs tonnes as traffic.

    (c) Location:

    Visakhapatnam port trust is one of the 12 major ports in India. It is

    ideally located almost midway between Kolkata and Chennai 1880 kms

    from Kolkata and 780 kms from Chennai. Latitude 17 41' and longitude80 18'. The port is a natural port endowed with deep water basins and

    has been serving a rich and vast land comprising of Andhra Pradesh,

    Orissa. Maharastra and Uttar Pradesh states.

    (d) Nature of activity:

    The main activities of port are;

    Maintenance of port approaches, Navigatable channels and alongside berths.

    Pilot age, Towage, berthing and unberthing of visiting ships.

    Handling ware housing and transportation of goods in port area.

    Civil, mechanical and electrical engineering and maintenanceharbour crafts and paints.

    Fire fighting and fumigation.

    Stores.

    Medical, welfare, housing etc.

    Management of port properties and estates.

    e) Objectives:

    To fulfill its role in the provision of International trade, particularly of

    export trade and economic and Industrial development of

    hinterland.

    To anticipate and respond to the economic trading and

    technological development and provide the necessary port and

    harbour facilities.

    To provide safe and efficient services of water and store at optimum

    cost and ensure quick turn around as ships, rail wagons and road

    vehicles

    To develop human resources with a view to acquire attitudes and

    skills required meeting managerial and technological needs.

    To maintain optimum requirements of human and material

    resources.

    Civil Department

    1. Administration Department:

    The secretary ,who is also the secretary to the port trust board and its

    "Attorney" is in charge of the administration department which co-

    ordinate the work as the other departments and is a channel through

    which matters relating to Board of Trustees, PR including Guest

    Houses, Legal Matters, Sports and Cultural Matters.

    2. Finance Department:

    The finance department is under the charge of Financial Advisor and

    Chief Accounts Officer (FA&CAO). This department is in-charge of the

    receipts and expenditures of various departments of the port and

    ensures about the financial prosperity of the day-to-day functions of

    the port and it is responsible for drawing and reimbursement of money.

    3. Material Department:

    The stores department is under the control of Chief Material Manager.

    He is responsible for the procurement, maintenance, stocking and

    distribution of different stores and materials required for

    various departments of the port. He is the primary custodian of all

    stores of port and is accountable and responsible for the disposal of

    various second hand surplus materials at the port.

    4. Research and Planning Department:

    The research and planning department is under the charge of the

    Director (R&P) who is assisted by Deputy Director and programme

    officers. The services of this department are highly essential as it

    assists the management in decision long process by providing

    economic advice and the necessary data as day to day basis so as to

    ensure the development and operation of the department.

    5. Personnel Department:

    The Manager (operations), heads this department. This department

    tries to improve the industrial relations. It also includes the labour

    welfare training and management. There are 3 Personnel Officers and

    3 Labour Officers under this department.

    6. Medical Department:

    Chief Medical Officer heads this Department. It provides health,

    sanitary & medical facilities to the employees of all Departments of

    Port Trust.

    This is under the control of Deputy Conservator. It is responsible for

    safe navigation of vessels and berthing, Pilot age, maintenance of

    dredging a port, fire service and other functions of this department.

    8. Traffic Department:

    Traffic Manager heads this Department. The activities of this

    Department are responsible for smooth flow of traffic by allotting

    berths to the ships visiting the port& collects berthing charges, rail

    traffic operations.

    9. Mechanical Department:

    This department is under control of Chief Mechanical Engineer. It

    maintains all electrical & Mechanical equipment and executed projects

    works regarding purchase & Installation of big electrical or mechanical

    equipment.

    10. Civil Department:

    This department is under control of Chief Civil Engineer. All the civil

    natured works including maintenance of residence and non-residential

    buildings. Awarding to the works of contracts will be done by Civil

    Engg. Department Maintenance of roads and drains, water supply.

    Organizational Structure:

    The organizational structure is designed to overcome the limitations of

    people and to create an environment in which employees energies will

    be released to concentrate on the work at land. It denotes both

    structure and process. The major ports are under the direct

    administrative control of Central Government. The Port is administered

    by Board of Trustees under the Major Ports Act 1063, assisted in day to

    day administration by the Head of Department previously the port

    trustees number was 18 but in 1984 the number was reduced to 13

    with the amendment of Major ports act.

    SIGNIFICANCE OF THE STUDY

    For any organization human resource is the life and blood without human

    resource management, no organization will survive and grow. Employees are the

    valuable assets, hence the selection of a right employee for a right cause is very

    much essential. Visakhapatnam Port Trust is a reputed major port with huge

    human capital, this great nature port broke many records in terms of quick turn-

    round time of shifts, for fast clearance of cargos for cost effective service etc..These achievements are the result of the seniors and hard working employees is

    the basis for these achievements. Hence, there is a need for the study of

    selection recruitment, policies and practices procedures of this port.

    OBJECTIVES

    To study the Selection Recruitment Policies, Practices and

    Procedures of Visakhapatnam Port Trust

    SAMPLING AND METHODOLOGY

    Sampling technique may be used.

    The data will be collected through primary and secondary sources.

    Primary data : This can be collected through a questionnaire, interviews,

    discussions etc.

    Secondary data : This may be collected by means of brouchers, annual

    reports, and official records etc.

    STATISTICAL TECHNIQUES USED

    One or two statistical tools like Random Sampling may be used.

    LIMITATIONS

    1. Due to the constraint of time the analysis may not be comprehensive.

    2. The study will be conducted only on certain HR Policies, Practices and

    Procedures.

    3. Due to confidentiality some of the information may not be available.

    GUIDELINES FOR FUTURE RESEARCH

    Selection of human resource is a dynamic process, the turn over of the

    employees is an area, when any organization as to keep an eye. Higher the

    turn-over higher the loss of the organization. Hence, this humble study may

    motivate for further in-depth state.
