This issue relates with the beginning of the crushing seasonin the state. This season is being affected by both sugarcanegrowers and sugar industry due to cane shortage on accountof drought, flood, and paucity of funds because of fall insugar prices. Therefore, India’s sugar output could fall 20%to the lowest level in three years in 2019-20.
The Maharashtra sugar production was expected to bearound 70 to 75 lakh tonne in the crushing season 2019-20, but subject experts believe it may fall to around 60 to65 lakh tonne because of severe flood standing crop hasdamaged in the Kolhapur, Sangali, Satara, Pune anddrought affected in Marathwada, Solapur region etc. It willalso impact the crushing period due to less availability ofsugarcane so crushing season may be delayed which willgive the standing cane crop in western Maharashtra aswell as drought-hit Marathwada time to recover and around150 sugar mills will go for crushing in forthcoming season.In this situation, VSI played an important role as tentechnical teams of Agricultural staff visited the floodaffected regions of sugar mills and took review of the cropdamage and standing crop in the operational area of sugarmills. While surveying the flood affected area, teamssuggested remedial measures/ guidelines to the sugarmills regarding improvement of sugarcane in flood affectedfields. Similarly, in Marathwada, Vidarbha, and Khandesharound 5-10 per cent of sugarcane have been diverted asa fodder as other green fodders were not available. In thissituation team of VSI visited some part of drought affectedarea of sugar mills and reviews were taken as on availabilityof cane in this area.
Apart from this lower production this season could help toreduce stockpiles that have been boosted by two years ofrecord output and lower-than-expected exports.
Even though above facts the sugar sector- goingforward positively and changes are taking place due toboth government as well as industry initiatives. As Useof Ethanol, a by-product of sugar manufacture will beincreased to 10% by 2020 and 20% by 2030 in petroland diesel in order to lower prices of petrol and diesel.This process will reduce cost of energy in the country.This initiative has led to most sugar companiesexpanding their ethanol manufacturing capacity. Thegovernment has also approved soft loans with interestdiscount of 5% for sugar related projects, which wouldallow for building capacity of 200 crore litres of ethanolby 2023. These new measures are part of thegovernment’s efforts to overcome the cyclical vagariesand sustainable earnings in the sugar sector. In orderto avoid dumping of sugar into the country by othersugar producing nations, the government has hikedimport duty on sugar to 100%. Simultaneously, thegovernment has waived off export duty of 20% on sugarto make Indian sugar more competitive in the globalmarkets. Export of 2 million tonnes of sugar has beenmade mandatory for the millers. We Hope and lookforward to better times in the season spanning 2019-20 as areas under sugarcane production fall.
Keeping all these issues in mind, this issue of the VSIBulletin included an article on the management of thesugarcane crop in flood conditions and workshop wasorganized on Use of sugarcane juice/syrup, B-Heavymolasses and sugar for enhancement of fuel ethanolproduction and recent advances. The bulletin alsoreports the news, events and overseas visits of VSIdelegation during the quarter. At glance, these willreflect the strengths and activities of the Institute.

Industrial Waste Water Treatment & Water Management Solutions forSugar and Distillery Industry
Department of Alcohol Technology & Biofuels, VSIwas organized presentation on ‘Industrial WasteWater Treatment & Water Management Solutionsfor Sugar and Distillery Industry’ on 03rd July 2019along with M/s. Ion Exchange (India) Ltd. (M/s. IEIL),(Sugar & Distillery Vertical). These presentations werearranged to understand the latest technologicaldevelopments in the field of industrial watermanagement solutions, which can help technicalstaff of VSI to leverage better performance for ourconsultancy services to member and non-memberSugar/Distillery industry. In this context the staff ofAlcohol Technology & Biofuels, Sugar Engineering,Sugar Technology and Environment Science, VSI wereparticipated for this event.
Dr. SV Patil, Technical Advisor and Head, Departmentof Alcohol Technology & Biofuels, welcomed theentire team from M/s. IEIL. He explained contributionof M/s. IEIL is a pioneer company for industrial watertreatment in India and is recognized internationallyin water and environment management. From M/s.IEIL total nine representatives having individualspecialties in water and waste water managementsolution were present and they covered topics likeIon exchange membranes; Waste water treatment(WWTP, DTRO, CPU) and WTP (DM, RO, Softeners).Mr. Vishal Sathe (Deputy Manager-CorporateMarketing Group) presented introductory companyprofile. He covered the complete range oftechnologies, products and services to offer totalsolutions for water treatment and water managementsolution to every sector of industry. He also presentedfootprints achieved by company in last fifty years inthe area of environment management solutions forall sectors across the globe.
Mr. Sridhar Padmanaban (Senior Vice President-Membrane Division) covered the Reverse Osmosis(RO) membrane technology. In his presentation heexplained about the three stage technology formanufacturing of industrial membrane. He focusedon in house membrane manufacturing facility hasinstalled India’s first state-of-the-art, completelyintegrated and automated Reverse Osmosismembrane manufacturing plant at Verna, Goa. Healso covered different membrane technologies usedfor water filtration treatment such as Nano-filtration,Ultrafiltration and different membrane module used.Mr. Girish Mirashi (Senior Manager-EnvironmentDivision) presented aerobic and anaerobic treatmenttechnologies for waste water solutions in Sugar/Distillery industry. He also focused on differentaerobic, anaerobic industrial equipment/system usedfor water treatment with their principles ofoperations.
Mr. Dilli Babu (Manager-Sugar, Distillery & Food &Beverage Vertical) and Mr. P. Padmanaban (DeputyManager-Proposals) covered dealkalization anddemineralization of boiler feed water. He explainedabout the Indion Swift, a technology developed byM/s. IEIL for dealkalization and demineralization ofboiler and cooling tower feed water.
The event was concluded vote of thanks by Dr. RVDani. He thanked team of M/s. IEIL for theirpresentations and participants.

World Biofuel DayThe Department of Alcohol Technology & Biofuels,VSI, had organized ‘WorldBiofuel Day’ on 10th August2019 an interactive sessionfor students of AlcoholTechnology and M.Sc.(Wine Technology). Thisinteractive session wasconducted to createawareness about theimportance of non-fossilfuels as an alternative toconventional fossil fuelsand to highlight the impact of all fuels on theenvironment and various efforts made by Governmentof India to promote the biofuel sector.
Dr. SV Patil, Technical Advisor and Head, Departmentof Alcohol Technology & Biofuels, welcomed all thestudents. He started his discussion with introductionto renewable and non-renewable sources availableon the earth. He focused on first, second and third
generation of Biofuels. He also informed that Govt.of India has takensignificant steps in the fieldof Biofuels. He also talkedabout the Governmentinitiatives on CBG(Compressed Biogas) for itsproduction and usage as aclean and cheaper mode offuel. CBG plants with theuse of agricultural residue,cattle dung and municipalsolid waste will provide an
additional revenue source to farmers and jobopportunities.
On this occasion, Dr. KS Konde informed about theupcoming technologies and forecasted the futuredevelopment in the field of biofuel industries. Dr.Shuvashish Behera explained terminology of food to fuelratio and different biomass which can be utilized toproduce biofuel. The event concluded with vote of thanks.

management, soil fertility & fertilizer management,irrigation water management, use of bio-fertilizers,growth stages of sugarcane crop, farmmechanization, sugarcane economics, ratoonmanagement, integrated disease & pestmanagement etc. The function concluded with thediscussion & vote of thanks. Mr. BH Pawar, SeniorScientist & Head, Plant Pathology Section hascoordinated this activity.
Modern Technologies in Sugarcane Agriculture
Three days residential training programme on‘Modern Technologies in Sugarcane Agriculture’was organized for men sugarcane growers and officialsof Olam Sugar, Dist. Barwani, Madhya Pradesh at VSIduring 16th July – 18th July 2019. The training wassponsored by Solidaridad Asia Network, New Delhi,International Finance Corporation (IFC) - World BankGroup, and Pepsico Ltd.
The training program was inaugurated by Mr. VikasDeshmukh, I/c Director General, VSI, Pune by lightingof traditional lamp in presence of Mr. Rajesh Nath,Unit Head, Olam Sugar (MP), Mr. M. Dilshad, ProgramManager, Solidaridad and Heads of Section ofAgriculture Sciences & Technology Division.Welcome address was given by Dr. GS Kotgire,Scientist, Plant Pathology Section.

Mr. Deshmukh in his inaugural address highlightedthe importance of the training and highlighted thepresent scenario of National and Internationalsugarcane production and sugar recovery. He stressedon to increase the productivity of cane & sugarrecovery by applying modern agriculture practices.He also appealed that all the participants should takefull advantage of VSI’s training for improvement ofsugarcane production and sugar recovery by applyingthese technology in their field.
Mr. Rajesh Nath and Mr. M. Dilshad also addressedto the participants during the inaugural function. Theinaugural function was concluded by Mrs. JyotiKharade, Scientific Officer of Soil Science Section.In this training programme, 97 sugarcane menfarmers and five officials of Olam Sugar wereparticipated. During 3 days, modern & scientific
technologies of sugarcane cultivation were taught tothe participants by conducting lectures and practicaldemonstrations in Hindi language on different topicslike sugarcane varieties & varietal planning, seednursery management, tissue culture, plantingtechniques, weed management, soil fertility & fertilizermanagement, irrigation water management, use ofbio-fertilizers, farm mechanization, ratoonmanagement and integrated disease & pestmanagement. The information about the educationalfacilities was also given to participants by Mr. DBGhule, Registrar and Estate Manager of VSI.
In the plenary session, discussion were held and theirqueries answered by the subject experts andrepresentative farmers expressed their view abouttraining facilities. The training concluded bydistributing certificates and group photo at the handsof Mr. Vikas Deshmukh and with vote of thanks
Increasing Water use Efficiency in SugarcaneThe training programs on ‘Increasing water useefficiency in sugarcane’ for farmers of Netem Sugars(P) Ltd., Telangana was conducted under Solidaridadproject at VSI, Pune in two batches viz. the first batchon 25th to 26th July 2019 for 52 farmers and secondbatch on 30th to 31st July 2019 for 47 farmers. Thetopics were covered in the training program viz.,Bench mark practices in sugarcane cultivation, Variouswater conservation techniques used in sugarcanecrop, Sugarcane varieties suitable for drip irrigation,
Organic and green manuring in sugarcane, Use of bio-fertilizers for improving soil health and Integrateddisease and pest management in sugarcane. Apartfrom this, trainies visited tissue culture laboratory,farm implements, drip and rain gun sprinkler plots andseed plots. In discussion and concluding session thedoubts and queries of farmers were clarified. Thecertificates were given to participants at the hands ofDirector, AST.

Advanced training program for process Engineers and Sugar BoilersA team of Kenana Sugar Company, Sudan consists of09 members of boiler, electrical & process engineersand 12 members sugar boilers came for trainingprogramme. The program was started from 22nd July,2019. The duration of thetraining programme forsugar and processengineers was for onemonth. During this periodlectures and practical weretaken for five days and oneday study tour to the modernsugar mills and OEM in aweek. The trainingprogramme was concludedon 20th Aug 2019. In the concluding trainingprogramme the participants expressed that theygained good knowledge in theory as well as practical’sand assured to implement the same in their factoryfor improving the technical results
Similarly the training programme for sugar boilers wascontinued up to for two months. The lectures andpractical demonstrations taken and study tour to themodern sugar mills having low head batch pans with
automation, horizontal &vertical tube continuouspan and vertical continuouspan OEM in a week. Theparticipants were veryenthusiastic to study thedesign and working ofdifferent types of pans. Thetraining programme wascompleted on 20th
September, 2019. Advanced Technologies in Sugarcane AgricultureTwo special training programs on ‘AdvancedTechnologies in Sugarcane Agriculture’ wasorganized at VSI for officers and progressive sugarcanegrowers from Punjab during 24th to 26th September2019. The Punjab State Federation of Cooperative SugarMills (SUGARFED), Chandigarh, Punjab has sponsoredthe program. They deputed 8 officers working incooperative sugar mills and 16 selected progressivesugarcane growers from Punjab. Another program wasconducted on 25th-26th September, 2019 for one officerand 18 sugarcane farmers sponsored by ATMA (PolurBlock), Thirunvelli (TN).
Mr. B H Pawar, Training Coordinator and Head, PlantPathology Section welcomed all the participants onbehalf of VSI and briefed the activities of the VSI interms of education, training, short-term courses,research, consultancy and extension. He alsoappealed to the participants to take the benefit ofthe different services being offered by VSI.
Both these training programs were inaugurated byMr. Vikas Deshmukh, Director, AST in presence of allthe Heads of the Sections of Agricultural Sciences andTechnology Division and participants. Mr. VikasDeshmukh in his inaugural speech welcomed all theparticipants, thanked sponsored agencies for giving
an opportunity to VSI to train their officers andprogressive sugarcane growers. He briefed thesugarcane agriculture situation in India in particularand in Maharashtra, in general. He highlighted theconstraints before the sugar sector in India. He alsoemphasized the need of the training to the sugarcanegrowers for improvement in the sugarcane and sugarproduction per unit area and per unit time.
Lectures and practical’s on various topics like varietiesof sugarcane and varietal & harvesting planning,implementation of three-tier seed nursery program,tissue culture technique in sugarcane, modernmethods of sugarcane planting, settling transplanting(STP), soil fertility & integrated nutrient management,irrigation water management, use of bio-fertilizers &bio-control agents, mechanization in sugarcaneagriculture, ratoon management in sugarcane andintegrated disease & pest management wereconducted by scientists from Agriculture sciences andTechnology Division. More emphasis on practical’sand field demonstrations was given during thetraining. Trainees got their doubts cleared from thesubject experts during the program and certificatesalong with group photos were handover to honor thetrainees during the farewell function.

Use of sugarcane juice/syrup, B-Heavy molasses and sugar for enhance-ment of fuel ethanol production and recent advances
One-day workshop entitled ‘Use of sugarcanejuice/syrup, B-Heavy molasses and sugar forenhancement of fuel ethanol production andrecent advances’ was jointly organized by theDepartment of Alcohol Technology and Biofuels, VSIand MRSSK Sangh Ltd., Mumbai at VSI on 28th August,2019 with the active participation of sugar mills anddistilleries from Maharashtra, Gujarat, AndhraPradesh and Madhya Pradesh.
In the inauguration function, Mr. ShivajiraoDeshmukh, DG welcomed guests Mr. Annasaheb MKPatil (President, Indian Federation of Green Energyand Ex-Minister, GoI, New Delhi), Dr. Sanjay KumarBhosale (Director-Byproducts, Commissionerate ofSugar, GoM), Dr. Ketki Bapat (Scientist-F, Office ofPrincipal Scientific Adviser, GoI, New Delhi) and Mr.Sanjay Khatal (Managing Director, MRSSKSL,Mumbai) and felicitated. In his welcome address,he highlighted the present problems being faced bythe sugar industry as well as the scope, perspectiveand vision of ethanol production using sugarcanejuice/syrup, BH molasses and sugar.
Introductory remarks were given by Dr. SV Patil, Headand Technical Adviser, Department of AlcoholTechnology and Biofuels, VSI. He described theobjectives and agenda of the workshop. Heemphasized on the importance of the ongoingworkshop and developing an affordable technologyfor ethanol production using the white sugar, juice/syrup and molasses.
Dr. Sanjay Kumar Bhosle informed about the currentstatus of ethanol blending policy. He alsohighlighted the reasons of inability of sugar mills tomeet the demand of ethanol requirement. Dr. Ketki
Bapat delivered a speech on working principles of PSAto GOI and about the rural technology action group.She explained that VSI is able to find the gaps andhas come out with technological solutions on pre-clarification of molasses and potash recovery fromthe incineration boiler ash. The key note address wasgiven by Mr. Annasaheb M.K. Patil who emphasizedon the current status of climate change andenvironmental pollution issues and further generationof ideas for bioethanol production from differentbioresources and alternate raw materials. Heexplained his ideas on the production of ethanol frombamboo, sugarcane juice and molasses that can fulfillthe aim of biofuel policy. He further explained aboutthe difficulties being faced by the sugar industry andtold that all sugar mills should aim to generate ethanoland other value-added products using molasses, rawsugar and distillery waste.
During the 1st technical section, Dr. SV Patil, gave apresentation on ‘Cost economics of ethanolproduction from sugarcane juice/syrup B-Heavymolasses and sugar’. He emphasized on Indian andworld sugar balance sheet, ethanol demand and pricetrend. He also mentioned that there is substantialopportunity to produce ethanol directly from sugar orjuice/syrup or B-Hy molasses or C molasses whichcan fulfil the future ethanol demand as per the biofuelpolicy.
Dr. KS Konde, Joint Technical Adviser, VSI gave apresentation on ‘Evaluation of pilot scale plantperformance of pre-clarified molasses to improvealcoholic fermentation’. He explained about the lab-scale technology of pre-clarification developed at VSIand further results of the pilot-scale plant installedat M/S Daund Sugar Pvt Ltd.

Heinformed that VSI has developed the technology forpotash recovery from incineration boiler ash onlaboratory scale and further development to scale upthis technology is in progress. Mr. SA Patil, Scientist, VSI gave apresentation on ‘Ethanol production from whitesugar or raw sugar’. He explained that sugar can beused to produce ethanol with addition of molassesand press mud cake as the nutrient supplements. Dr.VP Sidnale, Senior Sugar Technologist, VSI and Mr. RVGodage, Scientist gave a presentation on‘Monitoring and certification of ethanolproduction from sugarcane juice and B-Heavymolasses’. In the concluding sessions, discussionswere held and the event concluded with vote of thanks.

Review of Damage to sugarcane crop due to heavy rains,flood and drought condition in Maharashtra
This year, due to heavy rains and flood situation inthe months of July-August, sugarcane crop of thestate has been severely affected, especially in thedistricts of Kolhapur, Sangli, Satara and some areafrom Pune, Ahmednagar and Solapur. In this regard,Vasantdada Sugar Institute had formed 10 teams ofscientist/subject experts from agriculture division.Each team consists of 3 scientists / subject expertsto review damage of the sugarcane crop in theoperational area of sugar mills due to heavy rainsand flood situation. The technical guidance was givento the sugar mills and farmers in context tosugarcane crop management in flood affected area.
After survey it was revealed that, in the districtsmentioned above out of the area available for 2019-20 crushing season approximately 52,328 ha areawas fully damaged due to submergence under waterfor more than 8 to10 days. This crop has been totallydamaged and will not be available for crushingresulting in reduction of approximately 40.8 lakhtonnes of cane. Similarly partially submerged areais around 44,021 ha and the reduction in the caneproduction of 8.70 lakh tonnes is likely to be there.Due to flood, new plantation done in this year inAdsali season has also been damaged and the totalarea is around 9,411 ha. Overall it will affect thesugarcane production by 2.19 lakh tonnes and willnot be available for next year’s crushing season.
On the basis of above information, it is revealedthat, due to heavy rainfall and flood there will bereduction of ~50 lakh MT of cane production for2019-20 crushing season.
Similarly, theabove ten teams also visited droughtaffected area from Marathwada region of the stateand tried to assess reduction in the cane production.The survey reveals that, in the 8 districts ofMarathwada region only 1,23,364 ha. of sugarcanearea will be available for crushing season 2019-20and approximate production expected is only 55.18lakh tonnes If we consider last three years data(2016-17, 2017-18, 2018-19) the average crushingcomes to 125.72 lakh tonnes in Marathwada regionwhich means this year ~70 lakh tonnes sugarcane willnot be available for crushing.
In this regard, we find some observations during ourvisits as mentioned below,
1. The area of sugarcane which was totallysubmerged for 8 to10 days or more under floodwater has totally damaged and farmer will notget any yield out of it. If this cane is processfor crushing it will affect the sugar recovery.It will also increase the cost of production ofsugar.
2. In case of partially submerged sugarcane cropit will improve to some extent after drainageof stagnated water. However, due to aerial

rooting on cane and silting the cane yield willbe reduced minimum by 20% and it will alsoaffect the sugar recovery adversely by morethan 2%.
3. In the case of new plantation in Adsali thisyear, the crop which was submerged totallyfor 8 to 10 or more days has also beendamaged completely. Ultimately, it will affectcane production for the next crushing season.
4. In Marathwada region of the state crop plantedand ratooned in last year has been severelydamaged due to drought situation which willaffect the sugarcane production.
Considering the above situation, due to flood situationin Western Maharashtra and some parts of CentralMaharashtra and drought situation in Marathwada, thesugarcane growers of the state are facing seriousthreat to their economic condition, ultimately it willaffect the sugar industry and also its impact oncrushing season this year.
Hands on training on AERMOD softwareAERMOD is an air quality modeling softwaredeveloped by the UnitedState EnvironmentProtection Agency basedon the steady stateGaussian plume model. Itis used in EnvironmentalImpact assessment topredict the dispersion ofair pollutants based onsite specificmeteorological andemission data. Dr. Deepali Nimbalkar, Sr. Scientist &
Head, Department of Environmental Scieneces,attended training onAERMOD, organized byEkonnect KnowledgeFoundation, Mumbai during24th & 25th September, 2109.Dr. Prasad Modak was theprincipal faculty for theapplication oriented trainingin which nearly 50% of thetime was devoted topracticing with AERMOD
and developing air quality action plan for managingair emissions in a city.

Dr. Axay Bhuker, CCSHAU, Hisar visited theinstitute on 16th September, 2019. They monitorthe ICAR Seed Project at VSI center. The teamvisited the breeder’s seed plots at institute’sfarm and also visited to tissue culturelaboratory, different technologiesdemonstration plots in the institute’s campus.The team had taken review of breeder’s seedproduction & distribution of preceding andsucceeding year.
