POW / MIA "REMEMBER OUR POW/MIA'S"
When one American is not worth the effort to be found,
We as Americans have lost. According to Department of Defense (DOD) figures, as of June 21st, 2010, 1,715Americans are still listed as missing and unaccounted for from the Vietnam War, though over 450 were at sea or over water losses. In South Viet-nam there are 835 still missing. In North Vietnam, there are 478. Another 341 are missing in Laos and 59 in Cambodia. An additional 7 are missing in the People’s Republic of China territorial waters. The good news for July is that the author discovered people actually read his article. I would like to assure the loyal readers that everything I write, unless otherwise stated, is documented fact. Apparently, last month I offended a few people, and now, I am going to partially re-produce some of these documents, and make the complete documents available to anyone wishing to read them in their entirety. E-mail me at [email protected] and I will send them. Most of the following material is part of the U.S. Senate record from the 1991 Senate hearings on POW'S, including parts of Colonel Millard Peck's resigna-tion letter. Colonel Peck was Chief of the Department of Defense Special Office for POW/MIA'S. Observers described Colonel Peck as a man who had accepted the posi-tion with high motives and a sense of deep dedication. His long career of faith-ful service in the U.S. Army included three combat tours in Vietnam, for which he was awarded numerous medals of gallantry, including the nation's second highest award, the Distinguished Service Cross. Colonel Peck confirms that a "cover-up" has been in progress. He speaks of a "mindset to debunk", that is, to discredit witnesses rather than to ascertain the truth of their statements. He says that there was no effort to pursue "live sight-ings." He stated: "any soldier left in Vietnam, even inadvertently, was, in fact, abandoned years ago." The following are direct quotes from Colonel Peck's resignation. ".the Director of the National League of Families occupies an interesting and questionable po-sition in the whole process. Although assiduously churning" the account to give a tawdry illusion of progress, she is adamantly opposed to any initiative to actu-ally get to the heart of the problem, and, more importantly, interferes in or ac-tively sabotages POW-MIA analyses or investigations. She insists on rewriting or editing all significant documents produced by the Office, then touted as the DIA position. She apparently has access to top secret, codeword message traf-fic, for which she is supposedly not cleared, and she receives it well ahead of DIA intelligence analysts. Her influence in "jerking around" everyone and everything involved in the is-sue goes far beyond the "war and MIA protester gone straight" scenario. She was brought from the "outside", into the center of the imbroglio, and then, cloaked in a mantle of sanctimony, routinely impedes real progress and insidi-ously "muddles up" the issue. One wonders who she really is and where she came from." Colonel Peck further states: "I am convinced that the Director of the National League of Families is much more than meets the eye.

POW News (cont from Page 2)
As the principal actor in the grand show, she is in the perfect position to clamor for "progress", while really intentionally impeding the effort. And there are numerous examples of this. Otherwise it is inconceivable that so many bureau-crats in the "system" would instantaneously do her bidding and humor her every whim." Last year, I asked my good friend from the National League to comment on Colonel Peck's letter. He no longer speaks to me. Two months ago, the following paragraph appeared in this column. I received no comments on this. Now I invite comment, with a quick question. How many dog tags did you wear? "On that same note, on October 3rd, 2009, remains (10 teeth) found at a heli-copter crash site from the November, 1965 battle of La Drang Valley that "could not be identified as those of any one soldier" were buried together at Ar-lington National Cemetery. One dog tag was found, that of Army Spec. 5 Don-ald Grella, and the cases were closed of Specialist Thomas Rice, CWO Jessie Phelps and CWO Kenneth Stancil." Many months ago, I quoted an article written by Sedgewick Tourison, "Let's Sell the Bones", documenting that Vietnam was notorious for reproducing dog tags, and selling bones that were not American, and sometimes, not even human. This article is also available on line. This next paragraph is a quote from the Senate Report of the Minority commit-tee from 1991, and is part of the Senate record. Dr. Michael Charney, Professor Emeritus, at the University of Colorado, a prominent physical anthropologist reviewed the identification of thirty sets of remains from North Vietnam and concluded: "CIL-HI had wrongly identified these remains as those of individ-ual U.S. Servicemen from the MIA or KIA-BNR lists. In each of these cases, the physical matter available to CIL-HI forensic examiners was not sufficient to identify a specific individual by sex, race, height, weight, physical peculiarities, etc. According to Dr. Charney, the CIL-HI technicians deliberately misidenti-fied remains as individual U.S. Servicemen off the list of unaccounted for dur-ing the U.S. war in Southeast Asia. He believes the only conceivable reason for this demonstrable pattern of misidentification was a desire to clear the lists of MIA while deceiving the MIA families through the return of so-called identi-fied remains." In closing, I would like to add one more thing. I can not prove this, but I have come across hints and several places that this is true, the latest being from Sid-ney Shaumberg's book, "Beyond the Killing Fields", which I am also going to reproduce and make available to anyone wanting to read the complete text. It is conceivable, before the U.S. normalized relations with Vietnam in 1993, the remaining prisoners held by North Vietnam were executed and the remains destroyed, with the direct knowledge/suggestion of high ranking U.S. officials. Update on New VA Agent Orange Claims This week military writer Tom Philpott reported in his column that VA Secretary Shinseki met with Senate VA Committee Chairman Daniel Akaka last month and asked him to cancel a hearing on the subject. Although Akaka agreed, it was with reluctance because the decision will add $13.6 billion to VA compensa-tion claims in a single year. According to Philpott, Senators Akaka and Webb are asking Secretary Shinseki for “more details on the conse-quences of presuming service-connection for ischemic heart disease to any veteran who can show he stepped foot in Vietnam.” The cost of the decision has the two Senators worried about the impact it could have on other VA ser-vices. Webb expressed in a letter sent to Shinseki in early June his concern that the 1991 Agent Orange Act, under whose authority Shinseki acted, was designed to cover “relatively rare conditions” and that he is afraid the new ruling has the effect of expanding presumption to common diseases of aging. A spokesman for Akaka said new hearings on the issue could be rescheduled for late summer or fall. However, in order for Congress to block the VA’s new regulation, both the House and Senate would have to pass blocking resolutions, something that most likely will not happen

Lee’s Tid Bits Hi Folks
Well, I’ve taken on a few more items. I will now be volunteering at the Cranberry VA Clinic on Tuesday Mornings and also volunteering at the “Cemetery of the Alleghenies” Military Cemetery. I hope some day I’ll learn to say no. I just have a hard time saying No when it pertains to Veterans, alive or dead. When Our Funeral Detail has a Funeral, I’m usually the one who presents the American Flag to the next of Kin. That’s a job I do with Pride and Respect. & Honor. When we started the Funeral Detail, I always said, Give me the toughest job there is. I’ll perfect it and then that’s all I have to worry about. If any one has any questions, pertaining to the Cemetery of the Alleghenies, Feel free to ask. I will have pamphlets with me at all times. Oh yes, I took on another new job. I was recently elected as the PA VVA State Council Secretary. Yes, you might say, how do they say it? I’m a glutton for Punishment!!! Looks like I’ll be taking a vacation the month of August off do to some traveling for the VVA Leadership Conference in Orlando Florida and also my C7-A Caribou Reunion at Robbins Air Force Base Georgia. I should be here for the VVA 862 Picnic. Sure don’t want to miss that.
Just a reminder There will be “No” Newsletter for the month of August.
Please refer to the Calendar of Events on Page 11 to see what we are doing for July and
August.
Don’t forget the VVA Picnic August 18, 2010 @ Industry Park

Legislative Update
July 2010
• S-3962 has passed and is awaiting President’s signature. It will fix the 21% cut in doctor payments to Medicare and TriCare providers. Commonly called the “Doc Fix” this bill only extends the fix until 1 December Stay tuned for another fix.
• Hr-3214 which will eliminate Concurrent Receipt for severely disabled retirees is now bogged down in the senate over associated costs. The senate has agreed to take up the bill after the July 4th recess.
• HR 2254 the Agent Orange Equity act has 257 cosponsors and S 1939 in the Senate has 19 cosponsors.
No movement from either chamber on these bills. In his testimony before the Senate Veterans Affairs Committee on 19 May, Mr. Rick Weidman VVA Exec. Director for Policy and Gov. Affairs lays out in great detail reasons for our support for this bill. Read the entire testimony at http://www.vva.org/testimony/2010/051910/html

Upon a motion by Donna Corfield, seconded by Sandy Giordano, AVVA will reimburse the Googins for the cost of the AVVA banner. New Business: Thank you to all who helped at the Troop Rally to raise funds for the Yellow Ribbon Girls and to those who helped to recruit new AVVA and VVA members.
