at its Annual Conference on 20 May
• Invitations extended to relevant policymakers
• Possibly set up one-on-one meetings with policymakers
• VWG members to support the launch of the study by joining the
debate at COGEN’s Annual Conference (19-20th May)
• VWG members and COGEN Europe to use the study to engage with
policymakers at EU and national levels (Q2 of 2015)

Family who has installed a micro-CHP in their house;
Small business owners, e.g. the ski lodge in Germany, the greenhouse
growing tomatoes, the country hotel, the caravan site;
Large multinational hotel chains or hospitals, highlight the manager of an
individual branch of the hotel in one location.

Out of the 15 action points, the below could be relevant for the
cogeneration sector:
• Proposal for a new electricity market design in mid-2015-2016
(including the issue of self-generation);
• Review of the Energy Efficiency Directive as of 2016;
• New legislative proposals for achieving the agreed 2030 GHG cuts
in EU-ETS and non-EU-ETS sectors to be published end 2015-
2016;
• Proposal for a new renewable energy sources package to be
published in 2016-2017 (which will include a new policy for
sustainable biomass and a Communication on waste to energy);
• An EU Strategy for Heating and Cooling by end 2015

• 0.1% threshold in emerging technology classification YES/Efforts
now to tighten the requirements
• Randomised disconnection of a group of generators alternative
solution to individual unit active power reduction in overfrequency
situations MENTIONED in NC RfG & technical standards
• Provisions allowing manufacturers to apply for derogation on behalf of
small unit owners VERY WEAK TEXT/ACER and Commission not
convinced it needs improvements
