• The laws that governs CDHL’s Board of Trustees are located in RCW 72.42 • What is the Board’s role as it relates to student outcomes? The academic
leadership team will be asked to develop a policy as it relates to student outcomes and let the Board know what role they would like them to take.
• The Board asked Rick to research the issues for Board members who would like to use their personal email for Board work.
• Policy 1420 – Proposed Agenda and Consent Agenda: The Board would like to see standing items on each Board agenda (i.e. MAP testing outcomes
• Jane will developed drafts for the Board’s review Series 2000: Instruction
• Policy 2000 – Student Learning Goals: This policy correlates to the student outcomes policy in series 1000.
• Policies 2164 and 2320 – CDHL policies regarding Computer Workstation Security and Acceptable Use-Computer Equipment: It was recommended that these two policies be reviewed by Tom Galey and the technology team.
• Policy 2320- CDHL’s policy regarding field trips: Would like to see what is being used at the present time for field trips. What is the approval process for on and off-campus activities as well as staff responsibilities during these events.

Note: Be careful of what a policy decision is and what a day-to-day decision is. Remember that all policies are for the Center and not limited to just WSD. Series 3000: Students
• Policy 3207 – Prohibition of Harassment, Intimidation and Bullying: Need to add a procedure regarding staff responsibility for sexual harassment.
• Policy 3400 - CDHL policy regarding missing students: There is a CDHL policy but no comparable policy from WSSDA.
• Policy 3401 and procedure 3401P - CDHL policy regarding staff coverage and supervision of students: There is a CDHL policy/procedure but no comparable policy/procedure from WSSDA.
• Policy 3410 to 3420 – health related policies: Shauna and the nurses meet with a consulting doctor as a as variety of other sources to determine whether policies/procedures should be developed. Should also look at risk management issues as well.
Series 4000: Community Relations
• Policy 4000 – Public Information Program: It is important that there be one voice which is the Executive Director. Not sure if a policy is needed to articulate this. This policy deals more with information sharing with the public. Possibly a policy in series 1000 (policy 1620) Board – Superintendent (Executive Director) relationship.
• Policy 4020 - Confidential Communication: This WSSDA policy relates to personnel and staff records. Question: What about when interpreters are part of the communication process? Possibly this policy into two separate policies (FERPA and mandatory reporting).
Series 5000: Personnel
• These policies and procedures will be reviewed by CDHL’s Director of Human Resources.
Series 6000: Management Support
• These policies and procedures will be reviewed by CDHL’s Director of Business Operations and Technology and his team.

No modifications or adjustments were made to the agenda. Minutes – June 16, 2016

Allie Joiner moved to approve the June 16, 2016, meeting minutes with the correction noted above. Nancy Fitta seconded the motion. It was voted on and approved. Reports Board Finance Committee Ended 2015/2016 fiscal year on the plus side. At the end of last fiscal year staff was able to buy equipment and supplies ahead which alleviated the need for a submittal

budget request this year. OFM has instructed agencies to find ways to manage budgets without increased funding. The 19H fund (monies collect from services provided to school districts) is up substantially. This fund is a useful tool to meet the needs in our outreach program as well as gives us flexibility in our financial management. Rick Hauan, Executive Director
• AG Bell Conference presentation by Common Ground was well received. • The Common Ground Project group has been invited to give up to a 3-hour
presentation at the 2017 EHDI conference in March. • Georgia/Washington collaboration meeting held in July.
o It was amazing to see both the Commissioner of the Georgia Department of Health and the Secretary of Health for the Washington Department of Health in attendance.
o Representatives from Georgia included: Georgia Pathway to Language & Literacy, Atlanta Speech School, Georgia Department of Education, Atlanta Area School for the Deaf, Georgia Department of Public Health and Georgia Guide By Your Side.
o Representatives from Washington included: ESD 171/Wenatchee, Spokane Public Schools, Washington Guide By Your Side, Department of Learning, HOPE School/Spokane, Washington Department of Health, Listen & Talk, OSPI, members of CDHL’s Board of Trustees and Statewide Outreach Team.
o The Georgia/Washington meeting as well as the work done by the Common Ground Project are made possible with generous grants from the Oberkotter Foundation.
• Governor’s Goal Council: The Executive Director is part of the Governor’s Goal Council for Goal 1: World Class Education. This group is working on a goal to strengthen early intervention for DHH children in the state of Washington. The draft goal is that 90% all children will be age appropriate and kindergarten ready when they enter kindergarten.
• The Executive Director and Jane Mulholland have been asked to facilitate Iowa Task Force which is striving to expand and enhance the continuum of services for students who are DHH, B/VI or deafblind.
• Jane Mulholland will be rehired beginning December 5th for 1.5 days a week to assist with special projects including: outreach support; Board policies; and coordinating Common Ground meetings.
Kris Ching, Director of Outreach (Birth to 5 years old)
• Kris Ching and Kerianne Christie will be traveling to Atlanta to learn more about their birth to 3 services system. The trip will include looking at how Georgia has made progress with home visit services and how information is provided to families. They will also gather information on GA’s professional development for EI D/HH Specialists.

• Progress has definitely been made in the area of birth to five statewide services but there is still a long way to go.
Note: The Board would like to know what a system of early learning model would look like. Also, how do we build a coalition for commitment to early intervention?
• Kris will report back on this as DEL/ESIT is required to develop recommendations for the “redesign” of the ESIT program per Senate Bill 5879 (passed last session). DeEtte Snyder, Birth-3 Coordinator for WSSB, and Kris are working closely with Adrienne O’Brien, ESIT program consultant, assigned to sensory disabilities services, to stay abreast and involved with ESIT’s planning attached to SB 5979. This “redesign” is an opportunity to develop better systems for young children who are Deaf/HH, Blind/VI, or Deaf-Blind, and their families, as well as FRCs and EI providers.
Tom Galey, Director of Business Operations & Technology
• The 2016/2017 fiscal year is off to a good start. • A Minor Works request has been submitted and includes:
o Divine building: Roof replacement as it has been leaking in several areas.
o Kastel cafeteria: Well is having problems. o Security cameras: Need to be replaced around campus. o Signage: Many of our first responders have asked that we put lighted
signage throughout campus. • Convo emergency system: All the buildings with ports are now connected to the
Convo emergency system. More ports will be added so all areas on campus will be connected. The system has the ability to show messages in sign language. WSD is the first in the country to install and use this new emergency system. E911 will be set up soon which will let first responders know exactly where a call originated from.
Jessica Sydnor, Director of Human Resources • Hired 14 new staff members this school year. • Continue recruiting for an additional SLP • Interim appointments for the 2016/2017 school year:
o Jason Cox, Interim Secondary Principal o Rick Whitney, Interim Director of Residential Services
Two-day fall safety training was held for all staff. Some of the topics included:
• New emergency system • Vancouver Police department – Run, hide, fight (active shooter) • CPR • First Aid • Crisis Prevention Intervention (CPI) • Policy review

CDHL – Outreach and contracts (Sarah Decker, Outreach Coordinator and Lorana Meyer, Contracts Specialist)
• Outreach – who: Overview of the Statewide Outreach Team both CDHL staff, outside contractors and language coaches.
• Outreach – how: Processes and roles were discussed • “Lean Interlude”: Lean is a systematic approach to identifying and eliminating
waste, improving quality and improving safety in order to provide value for customers. Waste can include duplication of work, having the resource in the wrong place, etc. There is there constant need for improvement and there is no area that doesn’t need improvement.
• Outreach - what: Discussed contract types and a summary of contracts since the beginning of the school year. We have 143 contracts set up since July.
• Outreach - what’s next: What information would the board like to see each month in their Board packet?
o Number of students in which districts so they can see where the areas are that services are provided.

• Opportunity to expand the use of CART for students throughout the state as well as partnering with universities and colleges. (add to Objective 2, 3, and 4)
• Objective 1: a regional center has been set up in Spokane. A meeting at ESD 114/Bremerton has been set up to discuss regional center opportunities in that area.
• Technology – will be added as Objective 7. The state of Washington is in negotiations to have Zoom conferencing available for all agencies. This will allow video conferencing with up to 9 locations (individuals).
o Would like to be able to loan out iPads to families in the future. • Objective 8: Family Resource Coordinators (FRC) • Objective 5: Refers to WSD but need to add residential portion into this
objective. Challenges:
• Maintaining by-in from stakeholders. Likes overall where going with the Five Year Plan Board’s reporting responsibilities (RCW 72.42.041)
• Even numbered years: Facilities report o A copy of the report submitted in June was distributed.
• Odd numbered years: Executive Director’s evaluation o The evaluation process for the Executive Director will be discussed at the
November 4th meeting.

Enrollment is holding steady at 97 students, with 2 students in diagnostic and 3 new applications. WaCAD has 10 students. The Work Education program is booming: There are 19 students in the program; 15 have confirmed job placements. Of the 4 that are not currently placed, two have pending interviews and the last two are still getting their resumes ready. We have students placed with the following companies:
• Habitat for Humanity • Paper Tiger • Clerk’s office at the Vancouver Courthouse • Archery World • Powells Book store • Whole Foods (still in process)
Academic Bowl (AB) Coaches Tyler DeShaw and Piper Gallucci are hard at work training students for the next AB competition that occurs February 17th-20th in Riverside, CA. Nine students are involved in Western Academic Bowl League (WABL) and compete with other schools and programs for the deaf through the internet. On October 25th, our students competed against Rocky Mountain Deaf School and won! 42-24! WSD will send four students to the AB in Riverside. The last home volleyball game was Tuesday, October 25th. Senior football and volleyball players were honored. 5 boys and 5 girls. Have you seen the cottages? Every year the SLCs and students do up the cottages in a spooky, fun way! Check out the decorations this year, especially the doors! Super cute! Library Libby had some extra special guests help her tell a story on Halloween to the elementary students. Staff always have a good time joining in the fun and dressing up. Cottages are also “dressed up” for the holiday-check out their spooky decorations if you have a chance! Elementary students made the rounds and trick or treated around campus on their annual trick or treat parade. ESD Special Education Directors from around the state (approximately 9 of them) convened at WSD on Friday, October 28th for their monthly meeting. This was an opportunity for us to talk about our school and our students. Jason, April, Shannon and Shauna gave a tour for them and popped into classrooms to give them an idea of how we
14
teach with bilingual strategies. When the ESD 112 Special Ed Director asked if we could host this meeting, she explained that it is one of her goals to host a meeting here annually so that we remain “visible” and a known placement option for DHH students across the state. The group will also visited WSSB as well. This is exciting and is an indication that we are making ourselves known around the state! iPads, Google Classrooms and more! WSD is phasing in student deployment of iPads. We currently have 24 iPads checked out to elementary students, and 30 iPads checked out to secondary level students! Secondary students are using iPads for math classes and can take them home or to and from the cottages and back to school. Homework and classwork can be completed on the iPads. WSD staff have been receiving training from ESD 112 on Google and Google Classroom, and at least 5 teachers have launched “Google Classrooms”, an internet based blended learning platform for classes that aim to simplify creating, distributing and grading assignments in a paperless way. This is also an awesome way for students and teachers to collaborate on assignments in social and academic English. The goal is to continue to deploy student iPads so that all students have a school-issued iPad and expand on technology training for all teaching staff. Play group for infants and toddlers and Family Academy Nights (FAN) are happening monthly in the elementary department. FAN is open to all southwest Washington families with children from infancy to 6th grade. Dates are posted on the website. WSD is also preparing for an event that is drawing just over 100 professionals from around the country to our campus the weekend of November 10-11th. The annual ASL Round Table (ASLRT) will be here. This event is also experiencing some rapid growth; in years past there were only 50-60 people having a “round table” discussion about ASL, now look at it! Over 100 participants! This event is well on its way of becoming a conference with speakers and nationally known presenters. Special thanks to the WSD ASLRT committee for planning and coordinating this event: April McArthur, Guthrie Nutter, Jenn Christianson, Buffy Hummel, Krissy Walker, Tyler DeShaw, Amy Blades, and Jason Cox and all of the other departments that are working alongside them to make our campus accessible and beautiful! It’s going to be great!

Meeting with Rick at ESD 114 (Bremerton) to discuss what supports could be provided regionally.
Meeting wit Becky Brockman (Snohomish SD) discussing follow up activities from our Program Review last year. Attended a student’s IEP meeting in the district.
Issaquah Regional Program Training 50 people attended from Issaquah, Riverview, Tahoma and Snoqualmie Valley School Districts.
Statewide Training in Ellensburg with trainer from Maryland School for the Deaf “Crack the Code” literacy training, 54 attended the workshop. This is the first of a two-part training. The second part will be in March.
Visit to Moses Lake SD; planning an in-service training for their one Elementary School with DHH students.
New numbers for interpreters meeting state requirements:
• Interpreters who have met the standard (taken both the performance and written test and passed requirements of both): 67 an increase of 46 since April 2016
• Interpreters who have met the performance requirement only: 35
• Interpreters who have pass the written test only: 61
