The Manual on Uniform Traffic ControlDevices for Streets and Highways(MUTCD) has been adopted as thestandard for all Regulatory and Warningsigns used on Corps project roadways forvehicular traffic. Each state also has asupplement to the MUTCD, which listsadditional approved signs. It is recom-mended that each district purchase acopy of the MUTCD and the statesupplement for reference purposes.Three important traffic-related sign typesin the Corps sign standards vary fromthe MUTCD. These include: Approachand Roadway Directional signs (seeSection 6), Recreation Symbol signs(see Section 8), and Parking and NoParking signs. A complete display of thestandard Corps Parking and No Parkingsigns is shown in this section (pages 9-10 to 9-19) along with mounting andplacement guidelines. A display of themost commonly used Regulatory andWarning Traffic signs is included in thissection as a convenience to users(pages 9-2 to 9-7). Additional trafficcontrol devices are displayed in thecurrent UNICOR Sign and DecalProducts catalog. For a completedisplay of all regulatory, warning, andother traffic control devices, refer to theMUTCD. The Forest Service publication,Placement Guide for Traffic ControlDevices, is another good reference.Check district and division offices to seeif a copy is available. A general trafficsign mounting and placement guidelinehas been included on pages 9-8 to 9-9.For detailed instructions, refer to thelatest edition of the MUTCD.

The identification code number shown forRegulatory and Warning signs on pages9-2 to 9-7 is a federal standard for thistype of sign and is unrelated to the Corpssign code used for all other types ofsigns in this manual. Shown below is adescription of how this code is con-structed. The dimensions below thecode on pages 9-2 to 9-7 identify the

standard size for each respective sign.Refer to the MUTCD for guidelines on theselection of the appropriate size sign fora specific roadway condition.

The control of vehicle parking is one ofthe difficult aspects of managing Corpsprojects and facilities. This problem iscompounded when parking regulationsare different for various types of vehiclessuch as cars with trailers, recreationvehicles, etc.

The Corps Parking and No Parking signshave adopted a standard design format.The “Parking Allowed” sign uses a capitalletter “P” placed within a bold greencircle. The “P” and qualifying legend arein black on a white background (see page4-6). To designate parking for thedisabled, this format is also used with theSymbol of Access (see page 9-12) and ablue background.

No Parking signs integrate the redprohibition circle and slash used on allProhibition Symbol signs. This is placedover the letter “P”. The qualifying legendand “P” are printed in black (see page4-6).

Consistent use of this sign design withthe graphically conspicuous red andgreen circles will establish a visualuniformity for all parking regulation signson a project. The effect of each individualsign and the cumulative effect of theoverall parking control program will beheightened with the standardized use ofthese signs.

The parking regulation sign formats areshown on pages 9-10 and 9-12 to 9-16.Lists of approved parking regulation signlegends are shown on pages 9-11through 9-19. Refer to page 9-20 formounting instructions.

Pavement markings are not consideredsigns for the purposes of the Corps SignStandards Program. The MUTCDcontains guidance on the use of pave-ment markings.

Standardization of sign positions cannotalways be attained. The general rule,however, is to locate signs on the right-hand side of the roadway where driverswould be looking for them. Signs inother locations, except for those mountedoverhead, should be consideredsupplementary to signs in their normallocations.

A reference handbook, Placement Guidefor Traffic Control Devices (FS 81712603), has been prepared by the ForestService and supplements the MUTCD. Itcontains detailed information on signs aswell as pavement markings, delineators,and road closures. The text and illustra-tions that follow are for general reference.

In general, signs should be located tooptimize nighttime visibility and minimizethe effects of mud splatter. Signs shouldbe located so that they do not obscureeach other or are hidden from view byother roadside objects. Signs should beplaced with regard to the alignment ofapproaching traffic. This may notnecessarily follow a predetermined anglewith the roadway edge on curved orrolling roads.

Whenever possible, each traffic signshould be mounted on an individual postto provide minimum competition amonggroups of signs. Speed advisory signsare an exception because they shouldserve as a supplementary message to aWarning sign.

The lateral clearance for Regulatory andWarning signs or the smaller directionalsigns should be from 6 to 12 feet from theedge of the pavement, as shown in thefollowing illustrations. For largerApproach Roadway Directional signs(see Section 6), the lateral clearancemay be up to 30 feet from the edge of thepavement.

the recommended minimum mountingheight of 5 feet should always befollowed in order to ensure uniformity insign placement.

The exact placement location of Regula-tory and Warning signs will differdepending on the type of sign and roadcondition. In general, Regulatory signsare to be installed where the mandate orprohibition applies or begins; Warningsigns are to be placed in advance of theconditions to which they call attention;Guide signs are to be placed as neededto keep drivers adequately informed.

posted no more than 250 feet in advanceof the hazardous condition to which theyare directing attention. On higher-speedroadways, Warning signs should beposted at a distance from 750 to 1,500feet in advance of the hazard. Thesedistances are necessary to permit thedriver to make the appropriate responseto the information conveyed by the sign.

c) Symbol signs and road number guidesigns are posted in advance of intersec-tions and within the intersectionsthemselves. Placement locationsshould follow a uniform plan so thatmotorists, once accustomed to the plan,will be able to find signs easily. Junctionsigns and advance turn arrows shouldbe erected no less than 400 feet inadvance of the intersections.

d) Directional signs are to be located notless than 200 feet or more than 300 feetin advance of the intersection. Withinprojects, shorter distances are permis-sible (see Section 6).

2) Posts and Mountings: The standardmounting for all Regulatory and Warningsigns that are less than 36" square is 4"x 4" posts. Signs larger than 36" x 36"will use two 4" x 4" posts or one 6" x 6"post. These posts break easily whenstruck by a car. More than one (1) 6" x 6"post and/or larger posts when placedless than 12' from the edge of the roadmust be of a suitable breakaway oryielding design.

3) Liability: Missing, damaged ordeteriorated traffic control devices orthose that do not conform with national orstate standards can cause accidents. Animproper installation, the failure toreplace or repair a damaged or missingcontrol device, or failure to conform tostandards outlined in the MUTCD maylead to liability on the part of the Corps orthe responsible Corps employeesthemselves.

4) Sign Maintenance: Adequate mainte-nance of the traffic sign system is ofequal importance to adherence toguidelines and good installation prac-tices. An inspection program for thesystem should be made during daylighthours and during darkness on a routinebasis to ensure proper visibility, legibility,and material integrity. To ensure ad-equate maintenance, a suitable sched-ule for inspection, cleaning, and replace-ment of signs should be established.Corps employees whose duties requirethat they travel on Corps project road-ways should report any damaged or

More specifically, the following guidelinesshould be followed on conventionalstreets and highways:

1) General Traffic Sign Mounting Guide-lines:

a) STOP and YIELD signs should beplaced at the point at which complianceis to be made. Even in open areas,STOP signs should not be placed morethan 50 feet from the intersecting road-way. A suitable stop line or other markingdevice should be placed on the roadwayat the intended point of compliance tosupplement the STOP sign if the sign isnot at or near the point at which thevehicle should stop.

b) Warning signs are generally placedslightly in advance of the point of compli-ance. On projects where speeds arerelatively low, Warning signs should be

obscured signs immediately. Mainte-nance should include washing signswith a good soap or detergent as oftenas local conditions demand or cleaningby means of a steam generator unit.The cleaning cycle may range fromonce every two years for self-cleaningsurfaces in clean areas to once everyfew months. Special attention andnecessary action should be taken tosee that weeds, trees, shrubbery, andconstruction materials do not obscurethe face of any sign.

Parking Sign with Arrows

It is often useful to be able to designate thelimits of a parking area. For example, aproject might allow parking along only acertain stretch of a street or roadway. Inthese cases, arrows can be added to stan-dard parking signs so that the limits of thedesignated parking area are clear to mo-torists.

As shown below, parking signs with asingle arrow pointing either left or right canbe placed at each end of a designated park-ing area. Signs with arrows pointing bothleft and right can be placed, as appropriate,along the parking area between the endsigns. Remember to avoid sign clutter.

The Corps guidelines for mounting andplacement of Parking and No Parkingsigns are different from those of theRegulatory and Warning signs shown onpages 9-8 to 9-9.

The signs are generally placed at eyelevel as viewed from an automobile.

Placing these signs at a lower height willhelp to reduce visual clutter on projectroadways. The size of Parking and NoParking signs is considerably smallerthan traffic signs because they are viewedat slower speeds, and have high targetvalues and easy-to-read legends.

Shown below are the standard mountingand placement guidelines as well as aViewing Distance Guide to be usedwhen determining the appropriate sizesign panel.

The 12” wide panel (height will vary depend-ing on which format grid is used to lay outsign) mounted on a 4”x 4” wood post is to beconsidered the standard size Parking and NoParking sign for use on project roadways.

On low speed roadways that are free ofother types of signs a smaller 9" wide panelmounted on a 4”x4” post may be moreappropriate. The mounting height for 9” wideParking and No Parking signs can be reducedto 48” in selected areas to minimize unneces-sary clutter. These are ideally placed behindguard rails on roads and within a camping orpicnic area.

Within a recreation area, use of the small 6"wide No Parking signs is preferred because itis not obtrusive on the landscape. Use only ifit can have the visual prominence to beeffective.

The two larger size panels (15” wide and 18”wide) are provided for use in unusualconditions where the smaller panels will notbe effective.

The mounting distance required betweensigns will need to be determined by a fieldreview because conditions vary greatly.

Although eye level (5’ to bottom of sign panel)mounting heights are recommended whereverpossible, it is allowable to post the signs up tostandard (MUTCD) mounting heights if sightlines require.
