ThisreportcoverstheperiodJanuary–June2010andallac8vi8esofWanSmolbagcarriedoutinthat

1203youth joinedtheyouthcentrebetweenJanuaryandJune2010.Ofthe1203,therewere
757males (62.9%)and446 females (37.1%).Theaverageageof theyouthcentremembers is
18.8 years, and themajority live at Ohlen, Blacksands or Tagabe. 83% are new to the youth
centre;
Between February (when the classes started) and June, the youth centre offered over 20
ac8vi8esandclassesincluding:agriculture,archery,bandprac8ce,basketball,beachvolleyball,
beauty club, boxing, computer, drama, environment, French, futsal, guitar, hip hop, hockey,
keyboard,drums,literacy,nutri8on,pain8ng,running,sewing,singing(voice)andvolleyball;
Anaverageof140youthalendclassesattheyouthcentreperdayandafurther50arecounted
hangingaroundtheyouthcentreandsportscourtnotpar8cularlyalendingclasses;
Themostpopularclubsarecompu8ng,hiphop,nutri8onandliteracy;
Somenewclubsandtrainingofferedwerethebikeclub,radiotraining,ashortcourseonmicro‐

Inthisperiod39youthhavebeenknowntohaveacquiredwork.Also,thenutri8oncentrehas
managedtosetupplacementschemeswithsomeofthetown’sresortsfortheyouthalending
nutri8onclasses.

The youth centre also runs sessions specifically for detainees in collabora8on with The

The youth centre has con8nued with its low‐cost futsal league. The league this year has
alracted410members. Therearea totalof 34 teams ‐ including four teams in thewomen’s
category;

TwoannualVanua‐taimonitorworkshopswereheld–one inPortVila andone in Luganville,
Santo–with82monitorspar8cipa8ng;
Monitor’s workshops were held on the island of Paama and total of 17 newmonitors were
establishedonPaama;
Follow‐upworkon the turtlenes8ng surveyworkwas carriedout inBambooBay,Wiawiand
Malokilikili.

‐ Bamboo Bay ‐ 63 nests were recorded on the nes8ng beach over the nes8ng season of
which44hatchedand19wereeitherdugupbydogsorwashedawayby strong seas. A
totalof3,392hatchlingswererecordedfromthehatchednests.
‐ Wiawi‐163nestswererecordedonthenes8ngbeachoverthenes8ngseasonofwhich158
hatched,4dugupbydogsand1washedawaybythesea.Atotalof20,140hatchlingswere
recordedfromthehatchednests.
‐ Malokilikili‐Withthetotalof22nestsrecorded,19weretakenbypoachersleavingonly3
tohatch,producing379turtlehatchlings.
There were 38 GVI volunteers who visited theMoso turtle project during the turtle nes8ng
seasonandassistedthecommunitywiththeturtlenes8ngsurveywork.Intotalover100Moso
communitymembersareprovidedwithpart‐8meemploymentasaresultofthisproject;
5primaryschoolsinVilawerevisitedtosetupnewEnvironmentCommileemembers(ECMs)
andweretakenontripstoPortVila’slandfillsiteandtoMosotoseetheturtleprojectinac8on;
ECMswerealsoestablishedin6primaryschoolsinLuganvilleandac8vi8esrunforthemembers
includingatriptothelandfillsiteforLuganville;
Wan Smolbag Yut Senta Environment Commilee was formed with between 6 to 9 youth
members. TheWSB ECMs sarted a programme of roadside liler collec8on between Cellovila
(ex‐Wilco) at Tebakor down to Wan Smolbag. They are being supported by Tusker and the
MunicipalCouncil;
HealthForcegroupdidlivedramaperformancesofaplaycalled“MagicFishandMightyHawk”
inschoolsinLuganville,AmbrymandEfate.Theplayfocusesontheconserva8onofforests.In
total an approximate2,664 students froma total of 24 schools fromLuganville,Ambrymand
Efatehavewatchedtheplay;
The weekly rubbish collec8on every Tuesdays from communi8es along the Tagabe River has
been ongoing since the start of the year. Health Force has also carried out 3 rounds of tree
plan8ng(whitewoodandMahogany)alongtheTagabeRiveraspartofitsreforesta8onac8vi8es
inthearea.

The total number of clientswho accessed the services being offered by KPH in these twelve
monthswas5292.Ofthese,4,530(86%)werewomenand762(14%)weremen.Thisputsthe
averagenumberofclientsseenattheclinicat441amonth;
Themajorityofclientswhoaccessedtheservicesoftheclinicduringthisperiodwereoverthe
age of 25. However, the number of young people (ages 14 to 24)made up 43% of the total
clients;
ThenumberofclientswhocameforVCCT(voluntary,confiden8al,counsellingandtes8ng)were
notthatmanyinthistwelvemonthperiod.Only19wererecordedandthismaybeanareathat
weneedtoputmoreeffortinto;

KPH to take part in a study looking at the use of a rapid test for Chlamydia. This is in
collabora8onwiththeMinistryofHealthandSPC.Thefirstphasehasbeencompletedwith300
men and women having been tested using the rapid test and feedback provided to the
manufacturers;
Thepeereducatorsemployedunderthisprojectsawatotalof1,422peopleinthemonthsfrom
Jan2010toJun2010;
Therewereatotalofsevenfortnightlyworkshopsheldwithfemalesexworkersalendedby82
femalesexworkers;
Thirteen workshops were held with schools and using the new youth drama play “Yumi ol
Yangfala” lookingat reproduc8vehealth issuesandrela8onships.A totalof747Year8school
studentswerebussedtoWanSmolbagtowatchtheplayandpar8cipateinaferplayworkshops
withWanSmolbagpeereducators;
WanSmolbaghadatravellingexhibi8onwithphotographs,publica8onsandfilms.Reproduc8ve
healthworkshopswerealsoheldineachofthe6provincialcentres.Intotal,over7,000people
cametoseetheexhibi8onsaroundVanuatu,including2300students;

FromJanuarythroughJune2010,1096clientswereseenatNCYCreproduc8vehealthclinic,of
which30%weremaleand70%female;
Thepeereducators con8nue tohave the “condombus”where they leave free condomswith
kava bars, night clubs, restaurants, sea farers,motels, and public toilets. During this ac8vity
theyusually deliver to approximately 20different places anddistribute a total of about 2000
condomseach8me.The“condombus”runsonceevery2weeks;
The radio program con8nues to be themost successful outreach to bring rural clients to the
clinic.Thecliniccon8nuestoseeclients fromFanafo,Tangoa,SouthSantoandas farawayas
TorresalendingtheclinicaferhearingaboutitontheradiospecificallyforSTItreatment,VCCT
andfamilyplanning;
Thepeereducatorshavemadeseveraltripstoruralcommuni8estodooutreachworkandtalk
abouttheyouthcentreandclinicservicesincludingWestMaloandSouthWestSanto;

TheKPHnursesvisitedHauluatwiceinthelastsixmonths.ThefirstvisitwasinFebruaryandthe
otheronewasinMay.Inthesetwovisits,thenursessawatotalof187pa8ents.58%ofthese
werewomen and 42%weremen.One hundred and eight of these (58%) saw the nurses for
reproduc8vehealthissuesthatincludegeneralreproduc8vehealthcounselling,familyplanning
and STI’s. The restwere seen for othermedical condi8ons as the area is currentlywithout a
healthworker;
EDUCAT ION
There were a total of 44 workshops (36 in Vanuatu, 5 in Fiji and 3 in Solomon) held with
teachers,communityleadersandNGOsontheuseofWSBmaterialsasaneduca8onaltoolfor
par8cipatorylearning;

Changes have been made to the management structure at Wan Smolbag with Michael
Taurakoto being made CEO and a new senior finance support officer recruited. The former
Director,PeterWalker,isnowAr8s8cDirector;
The website www.wansmolbag.org received 3,257 visitors from 100 countries – with new
visitors coming from places like Kiriba8, Niue and Myanmar and visits from Africa generally
increasing.Thisisanincreaseof27%onthesameperiodlastyear,inspiteoflastyear’s‘fes8val’

factor.InterestfromVanuatu,AustraliaandNewZealandcon8nuestodominate,butthereare
alsofrequentrepeatvisitsfromneighbouringcountriessuchasPNGandFiji;
Bookandposterdownloadstotalled1,441(up20%)andmusicdownloadsfrom2resourceCDs
wereaddedinMarch–thesehavebeenaccessedover100timesfromallovertheworld;
All ourdatabases areupdateddaily – thedatabases for publica8ondistribu8on, theKPHand
NCYCclinics,andtheyouthcentres;
John Herd the VSA volunteer ITManager has started to develop a generic survey generator
usingMicrosofAccesswhichshouldallowustoquicklycreatesurveysenterresultsandanalyse
themmore effec8vely. He is also inves8ga8ng the use of a sofware called FrontlineSMS to
allowWSBtosendoutmasstextmessagese.g.toyouth.Thistechnologyshouldalsoallowusto
send out surveys and receive replies from anywhere in the country that has Mobile phone
coverage.Atthemomentwearewai8ngonnewhardwaretotestitout;
TORs were developed for the feasibility study into new theatre building, and consultants
recruited.

home.Themajorityoffeedbackcollectedfrommenwasthatthisnewlawwasinappropriateforlifeon
Pentecost andmen had to beat women to teach them andmake them understand their husband’s

ahtudes.However,thereweremanyothercommentsalsofromothercommunitymemberswhostated
that the domesGc violence impacts negaGvely on families parGcularly women and children. In the
communityofPangi,a jubileecelebraGonwasunderway forwomenof theChurchofChristand they
wereveryhappythattheplayreachedthematthatparGcularGme.ArepresentaGveofthegroupsaid
‘ItisGod’swillthatyouhavecomeherewhenmothersfromSouthandCentralPentecostaregathered
together today. The topic your play focuses on is totally in line with what we have been discussing
today’

into that role. ParGcipaGon is capped with a lack of funcGoning equipment and small repairs to

AYouthDramaClubwasformedinAprilandamer6weeksofdramaandconfidence‐buildingacGviGes,
a core group of 17 youth rehearsed and performed a play 16 Gmes for over 1000 youth around the
issues of sex, gender and violence. This club is having a great impact on the youth involved and its
acGviGeshavebeenveryeffecGvethusfar.
TheBeautyClubhada change in tutormidway through this termwhichhampered its effecGveness.
RegularparGcipantnumbersare lowandconsistentclassGmesneeds improving,however theclub is
sGllhavingaposiGveimpactonthehealthandwellbeingoftheyounggirlsinvolved.
A special girl’s only hip hop class in the amernoons has increased the Hip Hop Club’s already high
aTendancerates.Withover20youthaTendingadayand4publicperformancesbytheClubsofar,a
posiGveimpactonbuildingtheconfidenceandselfesteemoftheparGcipaGngyouthisevident.
TheAgricultureClubhascleared, fencedandplantedona largenewplotbehind thenutriGoncentre
andhavearegularprogramofmaintenanceandplanGng.Therehasbeengoodengagementofyouth
withfieldtripstoDept.ofAgandTeoumafarmsandanimprovedpartnershipwiththeNutriGonClub.

Thesouthernmonitors’workshopwasheldfrom17to21MayattheWSBpremisesinPortVila.Atotal
of 40 monitors from aTended the workshop. The monitors were selected from islands in the two
southernprovincesofSHEFAandTAFEA.
Themonitors presented reports of acGviGes done over the past year on turtlemonitoring, resource
managementandconservaGon,andgeneralenvironmentalawareness.
InformaGononthenumbersofturtlestagged,turtlesharvested,nestslaid,hatchlingsreleasedandtag
recoverieswereprovidedbymonitorsfortheirturtlemonitoringwork.
Only someof themonitors had tagged turtles. Somehadnot done so simply because they have not
come across a turtle, and lack of or shortage of flipper tags being their jusGficaGons. The average
numberofturtlestaggedbymonitorswhohadreportedturtletaggingintheircommuniGesistwo,from
mostlyforagingacGviGes.Theonlysitefromthetwosouthernprovincestohavetaggedmoreturtlesis

There were reports of few turtles being harvested for customary purposes by two communiGes. A
communityfromPeleIslandinnorthEfateatethreeturtlestomarkthedeathoftheirchief,andSiwo
villageonEmaeIslandharvestedtwoturtlestocelebratethenaGonalchiefs’dayonthe5thofMarch
2010.
AfewmonitorshadreportednesGngacGviGesontheirbeachesoverthenesGngseasonbutitwasagain
Tasirikithatrecordedatotalof104nestsofwhich103hatchedandreleased14,578turtlehatchlings.
ThemajorityofthemonitorsreportedtheexistenceofconservedareasintheircommuniGes,withmost
of them beingmarine‐based and a relaGvely smaller number as terrestrial. The general objecGve of
havingtheconservaGonareasistoreplenishthedepletedstockofresourcesinthecommuniGessoas
tosustainthecommunity’slivelihoods.
The status of the conserved areas was on‐going observaGon with occasional Gmes allowing for
harvesGng of resources by chiefs with consultaGon frommonitors and a general trend on increased
levelofstock.
Formarinebasedconservedareas commercial species suchas trochus (Trochusnilo,cus), green snail
(Turbo marmaratus), beche‐de mer (sea cucumbers), rock lobsters and certain fish species are the
targetspeciesbeingconserved.However,itisalsotypicalofmostmarineconservedareasforallmarine
creaturesonaparGcularpartofthereefthatisbeingconservedtobeprotectedfrombeingharvested
ordisturbed.
PlannedacGviGesinrelaGontoturtlemonitoringfrommonitors’acGonplansforthenextyearinclude
turtletagging,beachmonitoringacGviGesoverthenesGngseasonandgeneralawarenessonturtleand
resourceconservaGon.
Thenorthernmonitors’workshopwasheldfrom1to5JuneinLuganville,Santo.Similartothesouthern
monitors’meeGng,atotalof42monitorsaTendedtheworkshop.Monitorswereselectedfromislands
in the four northern provinces of MALAMPA, SANMA, PENAMA and TORBA. The Fisheries officers
aTendingtheworkshopexplainedtheturtlemoratoriumthatisinthenewFisheriesActof2009.
Themoratoriumbansthekilling,harming,selling,purchasing,consuming,exporGngandkeepingofthe

threespeciesofturtlesinVanuatu,namelyHawksbill,GreenandLeatherback,beithatchlings,juveniles
oradults.Turtlecarapace,nestsandeggsarealsoprotectedunder themoratorium.Themoratorium
however allows for harvesGng of turtles for customary, educaGonal and research purposes provided
that the permission from the Director of Fisheries is first sought through a wriTen applicaGon
requesGngthenumberofturtlestobeharvested.
Thenorthernmonitorswerealso fortunate tohave thepresenceofa turtleexpert fromtheNaGonal
Oceanic andAtmospheric AdministraGon (NOAA) inHawaii, at theworkshop to sharewith them the
valuableinformaGononmarineturtlesfromhermanyyearsofexperienceinthisfield.
TheNOAArepresentaGvehoweverwasatthemeeGngparGcularlytoconducttrainingonturtleGssue
sampling,anacGvitythathasbeenfundedbyNOAAandwillbecarriedoutbytheVanua‐Taimonitors
duringthecourseofthe2010/2011nesGngseasononselectednesGngsites.Theofficer’scontribuGon
tothemeeGngwasimportantwithregardstothemonitors’turtlemonitoringacGviGes.Apartfromher
adviceandinformaGononturtlesthroughoutthemeeGngshealsodidapresentaGonontakingturtle
measurements.AttheendoftheworkshopshedidatheorypresentaGonandpracGcalonturtleGssue
sampling.

Twotourstonewouterislandvillagestopromote SofaroneoftheplannedtourshasbeencarriedoutonPaamaIslandfrom12to17April2010.
Due to its relaGvely high populaGon density the island has been experiencing much pressure on its

totalof17newmonitorsweresetuponPaama.
Paama is the last island in its respecGveprovince to join theVanua‐Taimonitors’network.Thechiefs
andcommunitieswelcomedthesehngupofnewmonitorsontheirislandastheycometorealisetheir
rolesinconservingandmanagingtheirdepletedturtlestockandnaturalresources.
TwoaddiGonaltoursarescheduledtotakeplaceinSeptembertotheislandsofTannaandFutuna.
FourbeachsurveysofturtlenesGngsitesandtraining

The beach surveys were conducted in the 2009/10 nesGng season which runs approximately from
September 2009 to March 2010. The sites are Bamboo bay (west Malekula), Wiawi (northwest
Malekula)andMalokilikili(Santo).
BamboobayFollowupvisit.
The follow‐up visit to Bamboobaywas carried out in February 2010. The purposewas to assess the
nesGngbeachworkoverthenesGngseasonandtohelpsortoutanyissuesfacedduringthecourseof
thebeachsurveywork.
AcGviGescarriedoutincludeassessmentofdataentrybymonitors,datacollecGonfromhatchednests,
beachpatrolsandturtletagging.
ThisseasonnesGngdatawascollectedfromfiveofthetenmarkedoutbeachesthatmakeupthewhole

ThemainthreattonestsonBamboobaywhichispredaGonbydogswasrecordedinmostofthefive
beachessurveyed,withafewcasesofnestswashedawaybythesea.

likeinBamboobayafewcasesofnestsbeingwashedawaybytheseawererecorded.Only2nesGng
turtlesweretaggedduringthecourseofthenesGngseason.

MalokilikiliFollowupvisit
The follow‐up visit toMalokilikili alsohappened in February.Being anew site andafirstGmer tobe
involvedinanesGngbeachsurvey,theresultcollectedsofarbytheendofthenesGngseasonwasnot
sogoodintermsofnestsurvivalonthenesGngsite.Mostofthenestsrecordedtohavebeenlaidwere
dugupbypoachersoverthenesGngseason.
Withthetotalof22nestsrecorded,19weretakenbypoachersleavingonly3tohatch,producing379
turtlehatchlings.
Itwasfoundoutduringthefollow‐upthatthepoachershadtheadvantageofgoingacrosstotheisland
inthedaywhenthemonitorsandtheirfamiliesonthemainlandwereofftotheirgardens.
Follow‐upawarenessacGviGesfortheareahavebeenplannedbytheprojecttobecarriedouttostop
thisissueofeggpoachingonthenesGngbeaches.

From February to April follow‐up visits were made to 5 primary schools in Vila to set up new
EnvironmentCommiTeemembers(ECMs).
Over thesameperiodcompost sites for theVila schoolswere refurbishedby thewastemanagement
officertobereadyforusebytheschoolsduringthecourseofthisyear.
As part of the wastemanagement programmewith the Vila schools, 5 field‐trips were arranged for
ECMsfromthe5schoolstothePortVilaLandfillsiteatBouffa,Teouma.Thepurposeofsuchvisitsisto
showthestudentswheremostrubbishfromPortVilaendedup,thetypesofrubbish,andtoeducate
themtoberesponsibleforwastesintheirschoolsandhomestominimizetheamountofrubbishthatis
dumpedatthelandfill.
TheECMswerealsotakenonfieldtripstotheMosocommunityturtleprojectsiteinNorthEfate.Inthe
fieldtripstheECMsweremetbytheprojectofficersonMosowhoexplainedthelife‐cycleofturtlesand
their turtlenesGngbeachmonitoringworktothem.TheECMsalso learnedfromthetripshowwaste
likeplasGcbagsintheoceancanbeharmfultoturtleswhentheymistakenthemtobejellyfishastheir
food.
InJune‘WasteManagement’workshopswereconductedforECMsfromthe5localprimaryschoolsasa
followuptotheBouffalandfillandMosoIslandfieldtripsatthebeginningoftheyear.Theworkshops
havebeendesignedtorecapinformaGonlearntsofaronthe2fieldtripsaswellastoensurethatthe
ECMs are conGnually thinking aboutways to reduce, reuse and recyclewaste in their schools and in
theirhomes.
InearlyMay, theWanSmolbagYutSentaEnvironmentCommiTeewas formed. IniGally10youthput
forward their names to be an environment commiTee member (ECM) with 6 to 9 youth regularly
turninguptopartakeinplannedacGviGessincethen.ThefirstacGvityfortheWSBECMwastodesigna
logoandasloganfortheirveryownt‐shirt.Theyouthcameupwiththeslogan“KipimVanuatu iklin
from se hem i givim laef long yumi” alongside a map of Vanuatu and a small picture of somebody
puhngrubbishinthebin.Afirstrunof21t‐shirtswereprintedandwerecollectedinearlyJune.
InMay,6membersoftheWSBECMswentontheirfirstfieldtriptoMosoIslandtolearnaboutturtle

conservaGon.AsmallgeographyclasswasalsoheldfortheWSBECMs.
Also inMay theWSBECMsundertook theirfirst roadside liTer collecGonwhichwasoneof themain
reasons theWSB ECMswas formed. It has been proposed that this liTer collecGon take place every
fortnightonThursdaymornings.TheliTercollecGonextendedbetweenCellovila(ex‐Wilco)atTebakor
down toWan Smolbag and took the 7 youth close to 2 hours to complete. The Vanuatu Breweries
providedCocacolat‐shirtsfortheyouthtowear(whichwasgoodasthet‐shirtsdesignedbytheECM
hadnotyetbeenprinted),achequefor6,000vatuaswellastheoffertoprovideplasGcrubbishbags.
SupportforthisiniGaGvewasalsoprovidedbythemunicipalcouncilwhoarrangedforallfilledrubbish
bagstobecollectedbythecounciltruckthenextday.AtthecompleGonoftheliTercollecGon,theECM
gotawelldeservedlunchattheNutriGonCentre.
InJunetwootherroadsideliTercollecGonswerecarriedoutwiththeWSBECMsalongthesameareaas
inthefirstcollecGon.Itisamazinghowmuchrubbishhasbeenthrownonthegroundinjustaperiodof
2weeks.Again,allyouthinvolvedwereprovidedwithlunchattheNutriGonCentre.
TheMP for PortVila,Mr. RalphReganvanu, has shown interest in the iniGaGveby theWSBECMs in
carryingouttheroadsideliTercollecGonseveryfortnightandhasmadearrangementstomeetwiththe
WSBECMstodiscusspossiblefuturesupport.
Wastemanagementworkwithprimaryschoolson
Ambrym,LuganvilleandaroundEfatesupportedby
livedrama,comicsandotherpublicaGons;
Towards the endof June thewastemanagementofficer and the environmental youthworker paid a
visittoSantotocarryoutwastemanagementacGviGeswiththeECMSfromschoolsinLuganville.The
mainacGviGesundertakenwerewastemanagementworkshopswithECMs, rebuildingof theschools’
compost structures, a field trip to Luganville dumpsite, and awaste clean‐up campaign in Luganville
involvingtheECMs.The6schoolsinvolvedintheseacGviGesareSantoEastEnglish,SantoEastFrench,
KamewaEnglish,KamewaFrench,SarakataPrimaryandSaintTheresePrimary.
Fourwastemanagementworkshopswereconductedfortheschools.Thefirstonewasconductedwith
15ECMSattheSantoEastEnglishprimaryschool;thesecondworkshopwasconductedwith8ECMsfor
Santo East French School; the thirdworkshopwith 8 ECMs from Sarakata Primary and 8 ECMs from
Saint Therese Primary Schools, and the final workshop was conducted with 16 ECMs from Kamewa
EnglishandKamewaFrenchSchools.

AlthoughiniGallyquiet,bytheendoftheworkshopallECMstudentswereenthusiasGcandappearedto
belearningnewthingsaboutwastemanagement.ThefieldtriptothedumpsitejustoutofLuganville
wasarrangedforallECMstudentsandteachersresponsible.Thisprovedavaluablefieldtripasmost
studentsandteachershadnotbeentothedumpsitebeforeandwerenotawareofhowmuchwaste
wasproducedjustinLuganvilleorwhathappenedwithamerithadbeencollectedbythemunicipality.
Thisfieldtripalsohelpedreinforcesomeofthewastemanagementconceptsthatwere introducedin
theworkshops.
AttheendoftheSantoschoolsvisitacleanupcampaignofthemainstreetofLuganvillewascarriedout
bythetwoWSBwastemanagementofficersandstudentsfromselectedclassesfromtheSantoSchools,
includingtheECMs.ThecleanupwascarriedoutfromKamewaSchooldownthemainstreetthroughto
thefirestaGonattheotherendoftown.Eachofthesixschoolshadtochooseoneclasstopartakein
thecleanup.At8amonthecleanupdayeachclassmetatadesignatedpointandplasGcrubbishbags
were distributed to each group. By mid‐morning all rubbish had been picked up and the streets of
Luganvillewerelookingmuchcleaner.Amerwards,allclassesandECMstudentsconvergedatLaPlaza
(PublicPark)wheretheWSBwastemanagementofficerledasmallacGvitytogetthestudentsthinking
aboutwhat typesofwaste theyhadpickedupand thedifferentways that theycanreduce, reuseor
recyclethatwaste.
OverallthetwoWSBwastemanagementofficersreportedthattheyhadasuccessfultriptoSantoand
hadreceivedposiGvefeedbackfromalltheteachersresponsiblefortheECMsateachschool.Forthe
remainderofthisyeartheyhopethatacGviGesarrangedforthePortVilaECMscanalsobecarriedout
for the Luganville ECM’s so that they conGnue their goodwastemanagement iniGaGves. During the
courseof the visit in Santo theyhadengagedaUnivol volunteer and apeer‐educator atNCYC tobe
responsibleinfuturewastemanagementacGviGesinSanto.
InaddiGontothewastemanagementacGviGeswiththeselectedschoolsinLuganvilletheHealthForce
group did live drama performances of a play called “Magic Fish and Mighty Hawk” in schools in
Luganville,AmbrymandEfate.TheplayfocusesontheconservaGonofforests.
TheplaywasfirstperformedforprimaryschoolsinPortVilaatthebeginningofMarch.InmidMarchHF
tooktheplaytoschoolsinLuganvilleandAmbrym.TowardstheendofMarchtheplaywasperformed

toschoolsinNorthEfate.
In PortVila schoolsHFperformed to around924 students from6 schools. In Luganville theplaywas
performedtoanapproximate940studentsfrom7schools. InAmbrymthegroupperformedtoabout
410students from6schoolsandaround390students fromEfateschools (outsidePortVila)watched
theplay.Intotalanapproximate2,664studentsfromatotalof24schoolsfromLuganville,Ambrymand
EfatehavewatchedtheplaybyHF.
HF reported that the playwas generally enjoyed by students from all schools. In Luganville teachers
fromKamewa,SarakataPrimaryandSarakataSDAcommentedthattheywereworkingontopicsbased
onreforestaGon,treesandtheenvironmentsothestudentswerefortunatetohavewatchedtheplay
andlearnedfromit.
OnAmbrymsomecommunitymemberswatched theplaywith students in some schools.Oneof the
communitymemberslatercommentedthattheplayhadshowedabadpracGceconcerningthesalesof
landsinsomeislandswherelandownersarebribedintosellingofftheirlandsandtrees.Thecommunity
memberstatedthatitwouldbegoodforsuchplaystobeperformedinthelocalcommuniGes.

ThetotalnumberofclientswhoaccessedtheservicesbeingofferedbyKPHinthesetwelvemonthswas
5292.Of these,4,530 (86%)werewomenand762(14%)weremen.Thisputs theaveragenumberof
clientsseenattheclinicat441amonthwiththehighestbeing506clientsseeninApril2010andthe
lowest number of 366 seen in themonth of January 2010. KPH staGsGcs over the past 10 years has
shown that more women than men access the services. While we talk about the services as being
voluntary,wehavetriedtolookatwaystoencouragemorementoaccessservicesatKPH.Oneofthe
wayswedothisistoencouragethewomenclientstobringtheirpartnersforcheckups,especiallyifthe
woman has an STI. Over the years, we have seen a very slow increase in the number of men
accompanyingtheirpartnersforservices.Asyet,wedonothaveaspecificprogramtargeGngmenbutit
is somethingwe are considering as part of aTempGng to getmoremen to access the services. The
majorityofclientswhoaccessedtheservicesof theclinicduring thisperiodwereover theageof25.
However,thenumberofyoungpeople(ages14to24)madeup43%ofthetotalclients.
Themajorityoftheclients(61%),asinpastyears,accessedfamilyplanningservicesofferedbyKPH.The
twomost popular family planning methods being used by the clients of KPH are Depo‐Provera and
Microgynon. Thesemakeup30%and27% respecGvelyof all the clients seenat the clinicduring this
period.
STI’sservicescamesecondtofamilyplanningserviceswith19%ofthosecomingtotheclinicaccessing
these services. The clinic is following the country’s protocol on STI management which is to treat
paGentswithsymptomsevenbeforealabtestcouldconfirmthepresenceorotherwiseofanSTI.Thisis
donemainlyinorderthatpaGentswhocomeinthefirstinstancebutdonotcomebackfortheirresults
atleastgettreated.Aspecimeniscollectedforthelabtotestandclientsareencouragedtocomeback
fortheirresults.
Thenumberof clientswho came forVCCT (voluntary, confidenGal, counselling and tesGng)werenot
thatmanyinthistwelvemonthperiod.Only19wererecordedandthismaybeanareathatweneedto
putmoreeffortinto.
ChlamydiaStudy
Towardstheendof2009,preparaGonsweremadeforKPHtotakepartinastudylookingattheuseofa
rapid test for Chlamydia. This is in collaboraGon with the Ministry of Health and SPC. The actual

recruiGngofparGcipantsstartedinMarchthisyearandattheGmeofthewriGngofthisreport,thefirst
phase is close to compleGonwith300menandwomenhavingbeen testedusing the rapid test. This
studyhasinvolvedthenursesandsomeofthepeereducators.Allthreenurseswentthroughtraining
beforethestudybeganandtheyhaveallbeenheavilyinvolvedindoingthetesGngaswellastreaGng
theclients.
Theroleofthepeereducatorsinthestudy,whichwasnotoriginallythoughtoff,turnedouttobeavery
posGGveone.ThereportonthisstudysubmiTedtoSPC,whoprovidedthefundsforithadthistosay
abouttheinvovlementofthepeereducatorsinthestudy:
Wan Smolbag has a number of peer educators who work across a range of client bases within this
organizaGon. Considerable Gme was spent by Steve Badman orientaGng them to the nature and
importance of the study being conducted. This has benefited the study significantly in several ways,
including awillingness on the part of educators to explain themale or female informaGon sheets to
clients waiGng to see clinic nurses. This has allowed clients to think in advance about the potenGal
impactofChlamydia,askrelevantquesGonsandthenmakeaninformeddecisionaboutbeinginvolved
inthestudy.ThishasbeenmostnoGceableintermsofgehngmorementoparGcipateintesGng.
OneoftheSeniorPeerEducatorshasalsobeeninstrumental in informingaremote islandcommunity
about Stage 3 tesGng. They have assisted in gehng permission for the study to screen female
parGcipantsatthislocaGonfrom21‐24April2010.
KPHclinicinPortVilaprovidesHIV/AIDSvoluntary
confidenGalcounsellingandtesGngservices;
VoluntaryConfidenGalCounsellingandTesGngservicesforHIV(VCCT)isoneoftheservicesthatisbeing
offeredtoclinicclients.InthisreporGngperiod,atotalof31wererecordedasaccessingVCCTservices
attheclinic.Ofthese,19hadanHIVtestalthoughonlynineofthese19camebackfortheirresults.One
oftheissuesthatwehaveinrelaGontoVCCTisthenumberofclientswhocomebackfortheirresults.
There are sGll a lot of people having an HIV test who do not come back for their results. The ideal
situaGonwouldbeforalltheclientstocomebacktoheretheirresultsandgetposttestcounselling.As
aresult,theoneswhoarenotcomingbackfortheirresultsmissoutontheposttestcounselling.Thisis
somethingthatweareveryawareofandhavebeentryingtodealwiththroughthenursesencouraging
theclientstomakesurethattheyreturnfortheirresults.
Ofthe19thathadHIVtests,10wereovertheageof25wiletherewere7agedbetween20and24with

therestbeingteenagers.

EtasandTeoumawerethetwocommuniGesvisitedoncethisyearinthemonthofFebruary.Atotalof
47peoplewereseenduringthesetwovisits.
ThemajorityofthoseseenweresGllthosewhocameforreasonsotherthanreproducGvehealthissues,
however, there seems to be a small number of clients in all three communiGes who are seeing the
nursesduringtheirvisitsforfamilyplanningandSTIissues.
As with past mobile community clinic visits to the communiGes, the nurses have conGnued to see
peopleeveniftheydidnotcomeforreproducGvehealthservices.
Thereasonforonlytwovisitswasbecausethenursesweretakingpart inaChlamydiastudythathas
takenlongerthanweexpected.VisitstothecommuniGesweresuspendedinMarchwiththeintenGon
of starGng themagainonce the studywasover.However, the studyhasnotbeen completedandall
threenurseswerefullyinvolvedinthestudythatwesGllhavenotbeenabletostartthevisitsagain.We
areplanningtodothisassoonasthenursesareableto.

The peer educaGon program, which is the main aspect of this project, has been one of the most
successfulaspectsoftheproject.Thepeereducatorsemployedunderthisprojectsawatotalof1,422
peopleinthemonthsfromJan2010toJun2010.
Thepeereducators talked to slightlymore females thanmalesduring theirwalkabouts in the streets
andnakamals.
During thepeereducatorswalkabouts, they talk topeople theymeetabout various topics. Themain
topicsthattheydiscussedwithclientswereabouttheservicesthatarecurrentlybeingofferedat the
clinic,HIV and STI’s. In the courseof their discussionswith thepeople theymeet, theydiscussother
issues that the young people ask about and this includes things like drugs, especially marijuana,
depression,harassmentamongstothers.
78%ofthetotalnumberofclientsseenbythepeereducatorsarebetweentheagesof10and24.The
majorityoftheseareyoungpeoplebetweentheagesof15and24.
Intheirwalkabouts,thepeereducatorsnotonlytalktothepeopletheymeet,buttheyalsodistribute
condomsandinformaGonmaterials.
OneofthethingsthatthenursesasknewclientsishowtheycametohearaboutKPH.Onequarterof
the clients said theyhadheardabout the clinic through thepeereducators. This is a good indicaGon
thatthepeereducatorsarereachingyoungpeopleandresulGnginsomeofthemcomingtotheaccess
theservicesattheclinic.

TherewereatotalofsevenfortnightlyworkshopsheldwithfemalesexworkersaTendedby82female
sexworkers.Themajorityofthese,62%wasovertheageof25yearsfollowedby29%beingbetween
theageof20to24and9%agedbetween14and19yearsofage.

that includegeneralreproducGvehealthcounselling,familyplanningandSTI’s.Therestwereseenfor
othermedicalcondiGons.
Themajorityofthoseseenbythenurseswereovertheageof25(87%). It isencouragingtoseethat
therearemoremenofthisagegroupaccessingtheservicesaswell.Youngpeoplearenotaccessingthe
services as wewant and wewill be working with the peer educators at Haulua to see howwe can
improveonthis.
During the secondvisit toHaulua, thenurse visited the communityof Labultamatawhohad recently
builtanAidPost.Priortothenurse’svisit,thepeereducatorshadtalkedtocommunitymembersabout
theservicesthatthenursecouldprovideforthem.Asaresult,whenthenurseswenttothecommunity,
onlypeoplewithreproducGvehealthissuescametoseeher.Thisvisitwasonlyforhalfamorningand

masstextmessagese.g.toyouth.Thistechnologyshouldalsoallowustosendoutsurveysandreceive

Duringtheperformancesof40Dei,audiencemembersweresurveyedtofindouttheirexperienceswith
WanSmolbagaswellastheirahtudesonsomeofthe issuesthatarebroughtupduringtheplay. In
PortVilaandSanto,atotalof508peopleranging inagesfrom10to50+werequesGoned. Ofthese,
62%hadaTendedanacGvityatWSBorNCYCbefore,while for38% itwastheirfirstexperiencewith

visits; aTendingaWSBfuncGon.Ninety‐threepercentofpeoplereportedseeingaWSBfilmpreviously.The
majorityofpeoplewhohadexperiencewithWSBbeforesaiditwastoaTendaplay.
40Deiaddressesmanyissues,withoneofthosebeingpolicebrutality.Themajorityofpeoplesaidthat
they did not think it was okay for police to beat prisoners; however 37% sGll believed that corporal
punishmentisanappropriatemethodofdealingwithprisoners.Themainreasonsgivenforwhypolice
shouldbeatprisonerswere:

playandwhattheyhadthoughtofthescenesinvolvingpolicebrutality.Oneman,John,saidthat“this
play has really changedmymind. ThebeaGng shownwas over the top and itmademe realize that
threateningtheprisonerswillneversolvetheproblemandtheywillneverlearnanything.AbeTerway
is just to talkwith them.”Anotherwoman,Lily, commented,“When I sawtheplay it reallymademe
think. If thepolicebeat them,when they comeoutofprison,whatwill theybe like? Theprisoners
needdisciplineandworkbutnottobebeaten.”

thisyearandishavingthebookletprintedinPNGfordistribuGontostudentteachers.
The second series of Love Patrol began airing in Port Vila inOctober of last year. Street surveys and
focusgroupstofindoutpeople’sopinionoftheshow’scontentaswellasassessiftherehasbeenany
changeinknowledgeandahtudebytheviewerswerecarriedoutfromOctobertoDecember.
Todate,1461streetsurveyshavebeenconductedinPortVila.750menand711womenwererandomly
selectedandsurveyedintheweekfollowingtheairingofeachepisode.Ofthosesurveyed,935people

(64%)hadviewedallorpartoftheseries.Seventy‐onepercentsaidthattheyhadseenallorpartofthe
firstseriesofLovePatrol.
Witheachepisode,viewer‐shiphasincreased.Fimy‐sevenpercentofthosethatwatchedtheshowsaid
thattheyhadspokentosomeoneaboutLovePatrolamertheyhadwatchedit.
Each parGcipant was asked a quesGon on HIV/AIDS knowledge and/or ahtudes during the street
surveys. AmerEpisode7,viewerswereaskedwhattheythoughtof thecharacterElizabethwhenshe
addresses the community on living with HIV, how HIV is contracted, and prevenGng STI’s by using
condoms.Themajorityofpeoplesaidtheythoughtitwasgoodthatshewasmakingtheawarenessfor
reasonsincluding:
• ThereisnotenoughinformaGononSTI’sandHIVavailablesoitisimportantmorepeoplemake
awarenessonthesubject
• InNi‐Vanuatucultureitistabootodiscusssex,sothisgivespeopleachancetohearinformaGon
thattheyhaven’tgoTenfromtheirparents
• Sexisapartoflifesopeopleneedtoknowhowtoprotectthemselves
• HearingfromsomeonewhohastheviruswillmakepeoplebelieveandtrusttheinformaGon
Only 4 people out of the 130 that answered the quesGon said they disagreed with the community
awarenessinLovePatrol.Thereasonstheygavewere:

AmerEpisode7peoplewerealsoaskediftheyhadlearnedanythingnewfromtheepisode.Ninety‐five
percent of people said that they had learned something new; 4.5% said they already knew the
informaGonthroughtheKPHpeereducators;and0.5%saidtheydidnotlearnanythingnew.
Theanswersincluded25people(11maleand14female)fromage12to59whosaidthattheylearned
howtouseacondom,and2men(age36&18)saidtheylearnedthattheyneededtogoandhavean
HIVtest.Thefollowingchartshowswhatpeoplelearnedfromtheshow.

Duringepisode8,thecharacterofMarkfinallyfindsoutthatheisinfactHIVposiGve.Thepeoplethat
weresurveyedwereaskedabouttheirahtudesonworkingwithsomeonewhoisHIVposiGveandwhat
advicetheywouldgivetoMark.Themajorityofpeople,68%saidtheywouldnotbeafraidtoworkwith
Mark.For those thatanswered thisway, themain reason theygavewasbecauseHIVpasses through
bloodandunprotectedsexbutnotthroughsocialcontact.Thirty‐twopercentsaidtheywouldbeafraid
toworkwithMarkwith themain reasongivenbeing that theywouldbeafraid togetHIV fromhim.
These results show that more informaGon regarding working and caring for those with HIV is sGll
needed.

Overall people thought Love Patrolwas a good show that gave helpful informaGon onHIV/AIDS and
other realisGc social issues. Many people were excited for the next series of Love Patrol and
encouragedWSBtoreplaypastepisodessotheycouldwatchitagain.Onepersonsaidthattheydidnot
understandallofLovePatroland6peoplecommentedthattheactorsplayingthepartsneededtomake
suretheysetagoodexampleintheirprivatelivesaswell.

schoolswhowereinterviewed,15hadusedthebookletsinclassand4hadnot.Overtwothirdsoftheteachersareactuallyusingthematerialsinclassamerthey
havebeenthroughtheworkshopandpartofthereasonforthatisthefacilitatorshowingthemhowtoruntheacGvitysecGonofthebookletintheclassroom
itself.

AlthoughwewereabletorunseveralworkshopslastyearinFiji,thisyearhasprovedverydifficultandourcounterparttrainerhasonlybeenabletorunone
workshop sincemoving to Suva, as the governmentbannedallmeeGngsofmore than5peoplewithout apermit.Wewerealso informed thatonly groups
registered through thegovernmentwereallowed towork in schools, so inOctoberweapplied tobe registeredandwrotemany leTersbutas yetwehave
receivednoresponse.ThisisnotaMinistryofEducaGondecisionasMr.SatendraDeo,DirectorofSecondaryEducaGon,hasallthematerialsandsaidtheywere

BackgroundWanSmolBag(WSB)inVanuatuundertakesawiderangeoftheatre‐basedac3vi3esandrelatedcommunitydevelopmentservicesfromitscurrentloca3onnearthePortVilaairport.Thefollowingbuildings/servicesareinrentedpremises:thetheatre,WanSmolbagHaus,thestudios,recordingsuites,offices,KamPusumHedclinicandrehearsalspace.Toensurethesustainabilityoftheircommunityandyouthservices,WSBhaspurchasedlandbehindandbesidetherentedpremises.Theyouthcentre,nutri3oncentreandsportsgroundarelocatedonWSB’sownland.WSBseekstosecurethelong‐termsustainabilityofthetheatre,clinicandrecordingandedi3ngsuites.IthasapproachedaPNG‐basedarchitecttocosttheconstruc3onofappropriatebuildingsonthepurchasedland(seeTORsatAnnex1).WSB’sCons3tu3oniscurrentlybeingrevisedtoincorporatethepurchasedlandandbuildingsasatrust.AusAIDandNZAIDhaveagreedtojointlyfundthecostofafeasibilitystudyintothebuildingofamul3‐purposetheatreonWSBland.Thisdocumentprovidesdetailsofthefeasibilitystudyprocessandreport,whichwillbeusedtoinformnextstepsinrela3ontoare‐loca3onofWSBfacili3estoWSB’sownland,includingconstruc3onofnewfacili3es.
