WORKSHOP SUMMARY
1. WELCOME, WORKSHOP PURPOSE AND PROCESS
Linton Pike (workshop facilitator) welcomed participants to the workshop, outlined the process and explained that the workshop will:
Provide a project update for the Wanneroo Road Ocean Reef Road Construction Reference Group; and
Identify and address the priority considerations for the group.
The workshop agenda is provided at Attachment One. A list of workshop participants is provided at Attachment Two. Linton thanked all members of the CRG for taking the time to participate in the group. Each CRG member provided a brief personal introduction.
2. PREVIOUS MINUTES INCLUDING ACTIONS ARISING
CRG member comment was invited on the previous minutes.
No changes were requested.
A number of actions arising were reported on as follows:

We will provide more information on noise measurement and modelling at the next CRG meeting.
ACTION: Brian and Louise
The noise wall design drawings are at 100% design stage and have been reviewed during the design process. A review of the noise modelling was done during the design review process to ensure the design noise limits and targets have not been exceeded. Noise levels are shown on the noise design model drawings pre and post construction of the interchange and are based on forecast 2041 traffic flows. Adjacent residents have been consulted during the design process. COMPLETE
Information will be posted on the project webpage and newsletter explaining planned intersection changes at Backshall Place and Ocean Reef Road intersection. We haven’t yet formulated an approach to consultation in this area but will present something to the next CRG meeting.

Information is on the project webpage and included in the newsletter which is being letterbox dropped this week to 12,000 residents, including Backshall Place/Regents Waters. COMPLETE

Action or Comment Status / Update
MRWA has consulted with PTA regarding bus stop locations with many constraints. We will go back to PTA and seek further advice regarding bus stop locations and associated walking distances.
ACTION: Harmeek
CRG member has forwarded an email to retract his concerns raised during the meeting, stating that the bus stop’s removal should have no consequences as it appears to be in disuse.
CRG members noted that it will be important to communicate the planned changes to bus users well in advance of the change.

Temporary Road Diversions Commenced
A snapshot picture of upcoming works is shown in the chart below.
Works are progressing in the north-eastern quadrant of the intersection as part of the construction on the new ramp which will be used as part of the initial temporary detour while the bridge works are completed. This can be seen in the photograph below.

3.2 Noise Walls
The design of noise walls is progressing and the proposed configurations for parts of the intersection requiring noise walls are shown below.

A number of questions resulted as follows.
Q There isn’t provision for east bound cyclists on Ocean Reef Road currently. How do they do that after the project is complete? Signage is also blocking the shared path currently.
A
During construction, commuter cyclists will be directed onto the trafficable lanes.
Keith will check on the signage blocking the path.
ACTION: Keith
Q Will suitable separation and vegetation be provided between the shared path and the noise wall?
A We try to provide good separation but there is limited space to do so with no space for vegetation. The noise walls are graffiti treated.
Q
The local community rumour mill is working well. Sabine Winton and Keith McLean have been very helpful and impressive in their dealings. It is a wonderful project that is progressing well. Caravan Park residents were apprehensive initially and are now supportive as a result.
A The feedback is welcomed and appreciated, thank you.
4. NOISE WALLS AND PUBLIC ART
Mark Datodi explained that:
The colour palette and patterns reflect those of the market garden and flower growing history of the area. This is best seen in aerial photos of Wanneroo dating back some time;
A mix of colours, textures and patterns will be used on abutment walls, noise walls and retaining walls.

A number of questions resulted as follows.
Q Support was expressed for the inclusion of colours on the residential side of the wall. Will the noise walls be painted on the residential side too?
A
Yes, but not as artwork feature. It will be a single colour per panel. Mark will propose some noise wall colours on the residential side for comment by those directly impacted. The process has been previously explained to nearby residents.
Q What about the potential impacts of graffiti?
A
There is a sense of respect that is growing but we still get some people tagging or painting the walls. We use anti-graffiti treatment that can be cleaned up if graffiti occurs.

Q
The floral heritage of the north eastern corner as shown is great and needs to be respected. The family that lived here go back a long time but we need to go even further with the Cockman family arriving in 1849. The land around here was mostly market garden and the colours reflect that as presented tonight.
Please consider Cockman House interpretive work as well please.
A We can consider ideas based on Cockman House.
Q Could interpretive signage be provided on the noise walls to assist with way finding or other means of drawing attention to the presence and significance of Cockman House?
A
Harminder offered to provide a link to City of Wanneroo’s heritage staff for material, colours, wayfinding, etc. WBHOSRG will discuss further with City of Wanneroo in the first instance to find if there are any clear ideas prior to further involvement with Mark Datodi. Harminder to provide heritage contact to Keith McLean initially.
ACTION: Harminder
Q Will views to Cockman House from Ocean Reef Road be opened up as a result of the Project?
A No, Cockman House will not be more visible as a result, and will remain largely screened as it is at present.
Q Is Cockman House only open at weekends and what associated traffic will it bring to Woodvale Road and other local roads after the change?
A
It is busiest when open on the weekend and is a significant landmark. There are also a few buses a week currently and some school visits and excursions that also occur. The associated traffic is very low.
5. LANDSCAPING
David Wheeler explained that
• The landscaping design is current Status between 15% and 100% complete and varies across the site; and
• The landscape design will be completed in accordance with Main Roads specification and planting will reflect and complement the colours proposed by Mark Datodi and reflect the remnant wetland and woodland vegetation and vegetation from the Swan coastal plain. The planting themes will also integrate the landscape with existing City of Wanneroo streetscapes.

David showed typical cross sections for the roadway where a barrier is included as shown below.

David also outlined the implementation strategy explaining that the process will include.
• Clearing;
• Site mulching;
• Salvaging of affected topsoil;
• Topsoil mulch mix and respread;
• Planting.
A number of questions resulted as follows:
Q What will happen at the former BP service station site?
A It will get a parkland planting treatment as shown on the plans.
Q Will the landscape be reticulated?

A
No, we initially plant small and at the right time of the year during winter months where possible. A combination of tube stock and seed stock will result with seasonal planting times. There will be an establishment period with watering if required and replanting if significant losses result.
Q Who looks after the landscaping after completion?
A WBHO looks after the site for three years and will then hand it over to MR for ongoing maintenance and management.
Q How big will planted trees be?
A
Close to the road small shrubs or trees may be used. Anything larger that 100mm trunk must be beyond the clear zone and will be well away from the roadway.
The size of planted trees will vary but we generally don’t plant anything bigger than an 18 litre pot. This is the largest viable size without reticulating the site. Some will grow to 10m tall in the parkland areas – where Tuarts are likely to be used with smaller trees around the edges.
Q What landscaping and revegetation is proposed on the Andrews Turn side of the road?
A This will be revegetated but has not yet been designed. We will propose a concept and consult with local residents addressing areas to be revegetated.
Q Will Cockman House access road be revegetated?
A
Some revegetation will be done. Verges will be grass seeded or respread with topsoil that has seed stock in it. We will try to do that this winter and good topsoil makes a big difference to subsequent regrowth.

At an earlier meeting we talked about rat runs during construction along Backshall Place. When will we see a plan for managing this?
Answer: The best way we can manage this as a project team is to maintain existing linkages and carrying capacity at all times. We will keep things moving with free-flowing traffic where possible. Speeding will be managed by the Police.

I would like to see more information on the bridge height, clearance and noise mitigation on the bridge especially on the Pearsall side in the north eastern quadrant?
Answer: The noise modelling considers the noise impacts of bridge traffic and the proposed walls have been designed to mitigate both ramp and bridge traffic noise.
Are bridge aesthetic lights included in the same way as those proposed for Wanneroo Road and Joondalup Drive?
Answer: Lighting of that type is not proposed here. Normal bridge and road lighting will be provided.
Are we managing and keeping an eye on rat runs to Ocean Reef Road from Backshall Place? Since the barrier treatments were introduced, we have people turning left off Ocean Reef Road illegally accessing local roads where bollards have been removed.
Answer: There are processes in place to ensure reinstatement of damaged or changed barriers and traffic management treatments. We inspect the job regularly and if it is on our site, we will remedy it quickly. Bollards on local roads are a City of Wanneroo issue.

Geoff Fairbairn
I have lived in the Ocean Reef Caravan Village park for 28 years and Backshall Place has been an issue since the child care centre commenced operations. The use of coppers logs or other means to block people taking irresponsible actions to get into the area from Ocean Reef Road will be needed as not everyone obeys the rules. Harminder agreed to look into local access issues further.

8. NEXT STEPS:
Next steps include:
The date of the next meeting will be guided by CRG views and be established for a time when there is something new to report. The next major milestone will be switch to the use of the temporary roundabout around October 2019;
CRG members suggested a meeting around the end of September 2019 before school holidays; and
Suggested discussion topics for next CRG meeting:
o The traffic switch to use the temporary roundabout; and
o Community feedback on Backshall Place, noise walls and colour schemes and other relevant local area details.
