BY ROSELYNE KAVOO (KNA) O ne million vulnerable house- holds across the country will soon benefit from a Kitchen Garden Programme initiated by the government to ensure steady food supply and adoption of healthy diets in the wake of the coronavirus out- break in country. Chief Administrative Secretary (CAS) in the Ministry of Agriculture, Livestock, Fisheries and Cooperatives Ms Ann Nyaga said the kitchen gar- dens will help improve nutrition by ensuring availability of vegetables, fruits and herbs at the household level to boost immunity especially during the Covid-19 pandemic. Ms.Nyaga noted that the coronavi- rus pandemic has compromised the country’s nutrition situation espe- cially among vulnerable households hence the need for emergency sup- port to produce nutritious foods that can also be sold for incomes. ‘‘With reduced incomes and loss of jobs in the informal sector, most households are not able to buy food and the inexpen- sive kitchen gardens are meant to cushion them and maintain healthy living during the pandemic,’’she said. Speaking at Kasikeu mar- ket in Makueni county during the launch of the initiative, the CAS said targeted households will be provided with a starter kit that will include 10gms seed of kales, spinach, black nightshade, amaranthus and 1/4kg cowpeas seed, a shade net for multi-story garden and a 50-litre water tank. Each kit will cost Sh1, 350 translating to Sh1.35 billion for the one million households in the country. To facilitate value addition, Ms.Nyaga said households with sur- plus production will be facilitated with solar dryers that have a capacity to dry ten kilograms of vegetables per hour. ‘‘e dryers, which will be pro- vided to a cluster of ten households, will prolong the shelf life of the per- ishable foods and enable households to maintain social distancing by reducing the frequency of market visits,’’she added. One million vulnerable house-holds across the country will soon benefit from a Kitchen

Garden Programme initiated by the government to ensure steady food supply and adoption of healthy diets in the wake of the coronavirus out-break in country.

The government has received a grant of Sh 600 million for

the construction of an ultra-modern border market.

This is part of a broader re-gional strategy of enhancing trade relations and cooperation amongst the traders in the East Africa Community.

The Covid-19 pandemic has ex-erted unprecedented pressure on Kenya’s trade and industry sectors. What are the specific effects of the virus on these key sectors of our economy?

The Coronavirus spread quickly across the globe from late Decem-ber 2019 into the year 2020. As cases were recorded in more countries across the globe, different govern-ments applied different measures to contain the spread and effect on their populations. Such measures included restrictions of movement of persons, closure of borders and airspace. In the initial phases where shutdowns were implemented, there was inter-ruption in supply chains and logistics with increased demand for COVID-19 related medical supplies. Although it is almost three and a half months since the first Coronavirus case on Kenyan soil was recorded, our trade sector particularly export of flowers and horticulture produce has been hard hit. Supplies of pharmaceutical products, medical supplies and PPEs were disrupted initially.

The measures taken by the Gov-ernment to slow down and contain the spread of the virus were largely dependent on the experience from countries that had managed to con-tain the spread. The measures on social / physical distancing led to closure of the workspaces for busi-nesses across the Country. The key sectors affected were the wholesale and retail where most of the SMEs are found, manufacturing which carries a significant number of formal jobs, accommodation and food services; agriculture and transportation.

Your Ministry has developed guidelines for business operations to ensure stakeholders’ safety dur-ing this pandemic. What would you say was the driving force behind this development?

Having understood the mode of infection for the COVID-19, the Min-istry of Health released guidelines for mitigating the contagion. The meas-ures of physical distancing needed to be applied immediately leading to a shut down of premises as manage-ment reorganized to meet the Pub-lic Health and safety protocols. The curfew further aggravated an already difficult situation for businesses, em-

ployers and employees alike. Having understood the difficulty

in movement owing to the curfew restrictions, we developed a list of essential goods and services for manufacturing and trade to enable flow of these goods to the population.

Our goal during the first three months was to help businesses weather the crisis and not go bust due to liquidity crunch and tempo-rary shocks; maintain stability of the financial system to stem the crisis from reverberating across all sectors of the economy. Further, we sought to protect households’ welfare and prevent individuals from becoming unemployed and falling below the minimum needed to maintain their welfare. To achieve this, it was im-perative that we guide businesses, especially the ones providing essen-tial services. To maintain the supply of food items and groceries, we re-leased the market guidelines within the first two weeks of the crisis. As Markets fall under the County gov-ernments, this was done in close consultation with the Ministry of Devolution and the Council of Gov-ernors.

We envisage gradual reopening of the economy and that is why some sectors such as bars, Pubs and enter-tainment joints were not considered. Theaters, sports activities, cinemas, and cultural events were not in-cluded owing to their tendency to attract large crowds therefore pre-senting challenges in implementing the social distancing guidelines.

My Ministry also set up the Busi-ness Situation Room with an emer-gency response Unit to monitor business concerns and tracking supply chains concerns for essen-tial goods and services immediately the restriction measures were an-nounced. The Business Emergency Response Unit receives concerns from members of the public on email: [email protected] or via a Hotline +254 110922066. The emergency response center contin-ues to be operational 24 hours.

There are various sub-guidelines

for different sub-sectors. Can you highlight the key points which are a must-do in these guidelines?

Our guidelines are intended to en-able businesses operate safely given

that it is still unclear how long the threat of COVID-19 will be with us.

First, we require all business own-ers/ managers, to take responsibil-ity for their operations. This means they adhere to the Public Health and Safety guidelines by Ministry of Health even as they carry out their business. Part of the adherence also requires that they appoint a respon-sible person to oversee the public heath and safety measures; and be ready for random checks with the Public Health Department as well as security agencies in their localities.

Secondly, we have minimum re-quirements under social distanc-ing guidelines, screening protocols, pre-cautionary contact tracing pro-tocols, how to humanely deal with positive or potentially exposed per-sons, communication and liaising with local security and Health teams. Third, we require specific Stand-ard Operating Procedures (SOPs) for each business premises as they have their unique realities requiring in-facility enforcement of compliance. At each of the premises aligning to the guidelines includes providing the name and telephone contact of the responsible person at the specific business premises.

Jua Kali sector is probably the bus-iest and most populated sector; what are the key guiding points necessary for the sector’s safe operations?

We have been in constant commu-nication with the Jua Kali Association and in developing these guidelines, we have taken into consideration their input as this makes the guide-lines practical and implementable.

The Jua Kali workspace will be safe only if the guidelines are adhered to. Personal responsibility from all the players is of utmost importance.

Already for the Jua kali work-ers in market centers, the key as-pects of the market guidelines have been translated into Kiswahili for ease of understanding. We are al-ready working to translate the sector guidelines into Kiswahili for ease of understanding. The Kenya Chamber of Commerce and Industry (KNCCI)

whose members are part of the County Emergency response Com-mittees overseeing the implemen-tation of these guidelines, will be running campaigns via mass media and visits to markets

Some sub-sectors of the economy, like supermarkets and wholesale en-terprises require close and frequent human examination of goods. What specific procedures do these guide-lines prescribe especially in cases where physical examination (touch) of the goods forms part of the trans-actions?

Indeed, we went through this with the supermarket’s players and the Ministry of Health officials. To cut transmission from touch, the su-permarket protocols are stringent on handwashing/ sanitizing upon entry. Within the supermarkets, the trolleys and baskets are disinfected before the next user handles them. Social distancing is paramount to al-lowing shoppers to look at items well therefore minimize handling and any possible contamination.

Notice that the guidelines cover players in the agriculture sector, warehouse, transport, and logistics. Our view is that diligence in the ba-sics, donning masks, handwashing, and social distancing will break the cycle of contagion and therefore the whole supply chain will be free of any contaminants.

How will the Ministry ensure these guidelines are adhered to? Who will be in charge of enforcing the opera-tional guidelines?

Self-regulation is key. At the front-line, each sector takes responsibility for communicating them to their members and having a monitoring mechanism among themselves. At the higher level, government agen-cies are on the alert and do their ran-dom checks from the occupational safety as well as public health per-spectives.

How will these guidelines apply to hawkers, for example, given their lack of fixed operational location?

This category is under the Kenya National Hawkers Association (KENAHA). The itinerant traders are

covered on their own. Key areas to look out for are the social distancing, donning masks, and hand washing/ sanitizing. When this disease started spreading in Kenya, and wearing of masks made mandatory, hawk-ers were selling masks and han-dling them in a way that raised the possibility of passing on the virus. Through their association, the mes-sage went out on how to handle their wares and we saw a change in the way they handled them. Govern-ment working together with private sector always achieves better results.

What are the specific dos and don’ts prescribed in the guidelines especially in service sectors like bar-ber shops, salons and other beauty parlors?

Spaces such as barber shops, sa-lons, and beauty parlours are places that are high on traffic and could get crowded. The basic rules apply; donning masks, social distancing, handwashing/ sanitizing, and disin-fection of surfaces that are likely to be touched. Personal responsibility must be taken by the service pro-viders to keep the spaces disinfected while those who seek their services must in turn be vigilant to ensure their preferred place is safe to be in.

The Government recently an-nounced the reopening of hotels and restaurants, but under a tightly con-trolled environment. What do the guidelines portend for the hospital-ity industry?

Restaurants and small hotels are SMEs in the hospitality sector. They have backward linkages to suppli-ers of fresh farm produce, meat, milk and fish; as well as manufac-tured goods. Their role in keeping the economy running is great and touches the counties. The chain that is the hospitality sector is a critical one keeping other workers well fed to keep up their productivity. This sector also is subject to the same pro-tocols, social distancing, disinfection of premises and screening to support the business handle at the same time conscious of the Public Health con-cerns.

Small scale traders in Nairobi have been assured of fairness and transparency in the allocation of stalls for their operations.

Nairobi Regional Commissioner, Wilson Njega said the government had embarked on constructing and rehabilitating markets in various parts of the city to enable traders operate their businesses in a con-ducive environment.

The RC said so far three mar-kets namely Mwariro in Starehe Constituency constructed at a cost of sh. 389.5 million, Karandini in Dagoretti South (sh. 294.3 million) and Westlands market (sh. 214 million) are already complete and a multiagency committee chaired by the Nairobi County Commissioner will spearhead the allocation of the stalls including Gikomba market in Kamukunji which is expected to be complete in three months’ time.

Speaking to the media in his of-fice, the Regional Commissioner cautioned individuals who are col-lecting money from unsuspecting traders purporting to allocate them stalls at the four markets to stop, warning those who will be caught

that the law will be applied firmly regardless of status.

“The allocation of stalls should not be politicized. Last week on June 26, some members of the public and rowdy youth had a con-frontation with the police, as they were purporting to take over the Mwariro market,” said Njega.

He said all projects undertaken by the national government have a framework for allocating space, noting that traders who will be given first priority are those who were operating their businesses where the markets have been constructed while the additional spaces will be awarded by the committees through the laid down

procedures.“The spaces are not many,

therefore those interested will make application of which we will use the best practices of pub-lic balloting, where I will oversee the process,” said Njega.

He added that the committee will give 70 percent of the spaces to the residents of the area where the market is situated while 30 percent will go to Nairobians from other areas in the city.

The RC said Gikomba mar-ket which is being constructed at a cost of Sh. 493 million and known for frequent outbreak of fires will be fenced and mounted with CCTV cameras for security purposes.

“Before traders reconstruct their stalls at the Gikomba mar-ket the Nairobi Metropolitan Ser-vice will clear the passage ways and access roads, as well as sink a borehole.

He said the government sunday started giving the 2,200 traders from Gikomba market Sh. 10,000 whose goods were razed down last week by fire to restart their busi-nesses.

Pursuant to Regulation 21 of the Environmental Management and Coordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project

The proponent, Ministry of Agriculture, Livestock, Fisheries and Irrigation, is proposing to set up an irrigation scheme in Ka-gongo Wedani in Nyandarua County that comprises desilting of the reservoir and reconstruction of an earth dam to harvest water for use during the dry season. The initial design of the dam will comprise construction of a total embankment height of 2.5metres with a 2M deep core trench for stability, the embankment will be 150M in length, and the crest should be at least 6metres wide and will be used as a road crossing. The components for the irrigation scheme include; intake, pipelines (convey-ance, main, sub-mains and distribution), pipeline appurtenances(air valves,washouts,anchor/thrust blocks, pressure regulating valves), road crossings, gully crossing and infield for sprinkler irrigation systems at an estimated cost of Kshs. 340,200,136.41

The outbreak of COVID-19 occasioned the adoption of containment policies to limit the spread of the virus across the country. The socio-economic impact of this containment policies has been particularly hard on low-income earners who often rely on daily wages from casual work.

In response to these undesirable consequences, the National Hygiene Program (NHP), dubbed as the Kazi Mtaani initiative, was conceptualized. The program is an Extended Public Works Project (EPWPs) hosted by the State Department for Housing and Urban Development and is aimed at utilizing labor-intensive approaches to create sustainable public goods in the urban development sector. Through this initiative, residents from informal settlements are recruited to undertake projects concentrated in and around infor-mal settlements with the aim of improving their environment, service delivery infrastructure, and providing income generation opportunities.

The government is preparing to roll-out the Kazi Mtaani programme to the other counties after successfully undertaking first phase in the counties of Nairobi, Mombasa, Kiambu, Nakuru, Kisumu, Kilifi, Kwale, and Mandera which saw a total of over 31,000 urban youth benefit from the programme.

The programme seeks to recruit 200,000 workers into the initiative during the second phase. It is for this reason that we invite applications from suitable applicants to join the programme in supervisory positions.

The government has com-menced the construction of a new sports complex

in Kisumu to nurture talent and boost sporting activities in the lake region.

The Sh 1.4 billion facility at Mamboleo show grounds has been named Jomo Kenyatta International Stadium and will have a capacity of 30,000.

Sports Cabinet Secretary (CS) Amina Mohammed said, money for construction of the project shall be sourced from the Sports Fund.

She said Sh 350 million has already been released and the contractor is expected to com-plete the first phase of the pro-ject by December this year.

Additional funds, she said shall be sourced from the Na-tional Treasury to complete the project which is at the heart of President Uhuru Kenyatta as promised in his manifesto.

“We have instructions from the president to fast track this project. The contractor is on site and we expect to finish it in six months,” she said.

Speaking at Mamboleo

showground in Kisumu during the groundbreaking ceremony for the project, Mohammed said the stadium compris-ing a football pitch, standard athletics track, volleyball and basketball courts will go a long way in nurturing talent in the

area.“Despite having a lot of tal-

ent, this region lacks the nec-essary facilities. Therefore, this stadium will come in handy to help nurture and develop tal-ent for our youth,” she said.

Once completed, she said, the stadium will host key na-tional and regional events, benefiting counties in the lake region economically.

The national government, she added will partner with the county government to de-velop other sports facilities in the area.

According to Edon Consult-ants International Limited, the lead contractor, the project shall be done in two phases.

The stadium shall be the second one of its kind in the country after Nyayo National Stadium which has similar amenities.

Amina further presided over the renaming of Jomo Keny-atta Sports Grounds in Ki-sumu Central Business District (CBD) to Jaramogi Oginga Od-inga Recreational and Sports grounds.

The Kisumu County Gover-

nor Prof. Anyang Nyong’o said the two facilities are expected to boost sporting activities in the lakeside county.

The county government through support from the World Bank, he said is set to upgrade Jaramogi Oginga Od-inga Recreational and Sports grounds into a modern facility to host competitive sports.

He added that the two fa-cilities were in honour of the country’s founding fathers Mzee Jomo Kenyatta and Jara-mogi Oginga Odinga.

The government will up-grade to bitumen standards the Kikima-Kyambalisi-Kali-Nduluku road in Mbooni sub county at a cost of Sh 2.7 bil-lion.

Makueni County Commis-sioner Mohammed Maalim said works at the 57 kilometre road have been delayed due to the coronavirus pandemic.

“The only thing that is de-laying the tarmacking of the road is that the project man-ager is still holed up in China due to the current ban on in-ternational travel over Covid 19,” said Mohammed.

He disclosed that the road that was launched by President Uhuru Kenyatta in 2017 was re-tendered after the initial contractor, Civicon Company Limited unnecessarily delayed the project.

“Civicon had initially won the tender but it was later can-celled and awarded to China Shengli Company due to poor workmanship,” he said.

The county commissioner noted that the all-weather road is in a deplorable condi-tion and once tarmacked will ease transport in the area.

Mohammed was speaking at Kilyungi village, Mbooni sub county.

Speaking during the event Makueni Senator Mutula Kilo-nzo Junior urged residents to remain vigilant in the fight against Covid 19.

Mutula Junior said the coun-try had reached a precarious situation due to the exponen-tial numbers of positive coro-navirus cases being reported.

“We need to be very careful now more than ever, the num-bers are surging every day. We should strictly adhere to the government directives,” said the senator.

Meanwhile the CC an-nounced that at least 909 youths have been recruited under the National Hygiene Programme in Makueni County to clean all infor-mal settlements in Makueni County , the area County Commissioner Mr.Mohammed Maalim has disclosed.

The youth programme pop-ularly known as “Kazi Mtaani” has recruited youths from Makueni, Mbooni East, Nzaui, Kathozweni and Kibwezi Sub-counties to cushion the areas cited against the spread of the coronavirus pandemic.

Speaking to the media out-side his office in Wote town, Mohammed said that the youths who have been re-cruited are both skilled and unskilled and will do clean-ing in the parts identified to reduce the risk of spread of Covid-19 in the area.

“The government has come up with stimulus economic packages to empower the youth during the coronavirus pandemic. The cleaning ex-ercise will be conducted in 14 informal areas that we have identified in the sub-coun-ties,” said Mohammed.

Among the activities the youths are supposed to do in-clude street cleaning, garbage collection and bush clearing besides other assignments they may be tasked to do re-lated to improvement of hy-giene standards.

It should observed here that the national government had rolled out the programme on a pilot basis in Nairobi, Ki-ambu, Kisumu, Kwale, Kilifi, Mombasa and Mandera coun-ties that have been said to be coronavirus hotspots in the country.

Eunice Wacera hardly leaves her home in Hu-ruma, Nairobi, unless

compelled to. The thought of contracting the Covid-19 is as scary as it can get.

“My immunity is low,” she explains. “I already have an issue with my lungs and COVID-19 being a respiratory condition, there’s the fear of contracting it, and if I do, it would take me down pretty fast.”

Wacera, 42, was diagnosed with Juvenile Rheumatoid Ar-thritis, in August 1988. Two years later, another diagnosis unearthed Systemic Lupus Erythematosus, or simply, Lupus. Pediatricians at the Kenyatta National Hospital (KNH) were then caring for her.

Wacera suffers from autoim-munity. Consultant Physician, Dr Philip Simani, practices at the Nairobi Hospital. He’s one of the few rheumatologists in the country. He qualified in 1991.

“I met Wacera when I was practicing rheumatology at the KNH in the early 1990s,” he recalls. “We were in the process of establishing a rheu-matology clinic at the hospital. Wacera was one of our earliest patients.”

White blood cells defend the body against viral, bacterial or other invaders. “In individuals with Lupus, there are defects in this system,” Dr Simani explains. “The white blood cells begin to attack the body itself.” This is what autoim-munity is.

Instead of defending her,

Wacera’s body turns against her. Her journey to the right diagnoses for her ailments was bumpy. “I was misdiag-nosed with malaria, rheuma-toid fever and scabies,” she recounts. “A skin biopsy was also done and nothing was found.”

For many patients bat-tling autoimmune disorders, it might take long before the right diagnosis is made. Dr Simani, who’s been attending to Wacera to date, reveals why.

“The disorders present with a wide variety of symptoms and signs. It could be fatigue, joint or muscle pains and some of these may be associated with other conditions.”

When patients exhibit such symptoms, many doctors will be prone to making a comfort-able diagnosis which may not

be an autoimmune disorder,” he says.

The Rheumatologist ob-serves, “Lupus is generally a disorder of women. Out of between four to 10 women, there could be one man with the condition. The most vul-nerable age group among women is 15-45 years. It may also occur after menopause or during puberty.”

Wacera’s father, Simon

Maina, recalls, “I was shocked when I came to learn that she could no longer go to school.” The condition began as pain in one of her ankles and later extended to both with a swell-ing.

Father and daughter kept moving from hospital to hos-pital, in search of conclusive diagnosis. Their resources; time, energy, emotional and financial were sapped.

Maina thinks no one was diagnosed with this condition earlier than Wacera. “I regard her as a pioneer.”

Wacera’s family was re-lieved to discover what was ailing her. In 1991, Maina went to the United Kingdom for studies. This was a spring-board for Wacera to travel

The Mombasa County Govern-ment has appealed to the Tech-

nical University of Mombasa to halt plans to close down a 300-bed ca-pacity Covid-19 isolation Centre in in the institution until it gets an alternative site.

Reacting to a letter from TUM signed by The University’s Vice

Chancellor, Professor Leila Abuba-kar that it will soon closedown the isolation centers in order to re-open learning institutions in September this year, the County

Health Director of Communica-tion Richard Chacha said they have requested TUM to give the County more time to get a place to relocate the patients.

“We confirm receiving a letter from the VC of TUM on her plans

to close down this essential 300-bed capacity Covid-19 isolation Centre but we need time to get an alterna-tive place in order to continue the fight against Covid-19 while being alive to the fact that learning insti-tutions will re-open in September this year”, Mr. Chacha said

The Technical University of Mombasa (TUM) currently being

used as an isolation centre has outlined preliminary plans for re-opening the institution in Sep-tember.The letter from the VC ex-pressed the need to close down the center to prepare it for use by students.

The University’s Vice Chancel-lor, Professor Leila Abubakar said, talks on re-opening are at an ad-vanced stage with the Mombasa county government to shut down the centre that was set up exclu-sively for Covid-19 patients, ahead of the re-opening.

“We had given the county gov-ernment our engineering building

for a short time to help accommo-date Covid-19 patients and talks are underway to have the facility handed back to us,” said Abuba-kar. Institutions of higher learning and schools in the country have been adversely affected by the coronavirus pandemic that saw closure of all learning institutions in the country.

In March, the government sus-pended learning in all educational institutions and ordered students to go home after recording the first three cases of coronavirus.

Prof Abubakar said the county government has confirmed it will

close the isolation centre and hand it back to the university after fumi-gation.

She made the remarks last week during relief food distribution to over 100 vulnerable families of the nearby Moroto slums and Nyumba ya Wazee in Tudor. The food and other items were donated by TUM staff.

Prof Abubakar disclosed that fourth year students will report first to allow them sit for their final examinations while other students, including the fresh intake will fol-low.

CS promises 400 more workers to speed up construction of Thwake dam

Water, Sanitation and Irrigation Cabinet Secretary Ms Sicily Kariuki has said that 400 workers will be recruited to fast-track the con-struction of Thwake Multi-Purpose Dam to re-claim time lost due to the Covid-19 pandemic.

The CS said the construction works currently stands at 37 percent against an expected com-pletion rate of 42 percent and the extra workers will ensure the project is on course.

She however noted that the government protocols on the fight against Covid-19 will be followed at the site to ensure safety for both workers and the surrounding community.

“Currently, we have about 800 workers and

the additional 400 will step up the works and ensure the 5 percent that is lagging is completed on time,” said Kariuki. She was speaking when she toured the site at the confluence of rivers Athi and Thwake in Makueni and Kitui counties.

The CS said only 25 households are yet to be compensated due to family disputes but com-pensation will be done once the issues are re-solved. She said the money for compensation had already been disbursed to the National Land Commission pending resolutions of the cases.

On pollution, the CS said the government was keen on cleaning Nairobi River and its tributar-ies by stopping the flow of toxic effluent into the rivers.

Hundreds of vulnerable persons in Magarini sub county in Kilifi

have lauded the national gov-ernment for initiating the cash transfer programme to miti-gate the impact of the Covid-19 pandemic on their lives.

A survey by the Kenya News Agency in four sub-lo-cations within the expansive sub county revealed that, the plight of many of the benefi-ciaries had been eased by the Sh1, 000 weekly stipends sent through their mobile phones.

The beneficiaries said the money had assisted them bet-ter their lives at a time they had completely lost hope after the government instituted a raft of containment meas-ures aimed at preventing the spread of the viral disease.

Government has in the past eight weeks disbursed a total of Sh21 million in weekly sti-pends through mobile phone transfers to 2,634 vulnerable persons in the sub county to

cushion those who lost their livelihoods following the con-tainment measures.

This is in addition to the ongoing cash transfer pro-grammes for the elderly per-sons, persons with severe disabilities and orphans and vulnerable children in which the government disbursed a total of Sh51 million in April for the January to April 2020

period. Janet Siamini, a widowed

mother of six children in Kibaoni Village, Malafa loca-tion, says funds have assisted her to feed her children and her 62-year-old co-wife as well as buy essential items for use at home following the death of her husband in April this year. “My husband was the sole breadwinner while

my co-wife and I were en-gaged in peasant farming, but since he died, we have had a rough time. We are grateful that the government thought of assisting those of us who had reached a point of de-spair,” she said.

“We are doing this because there is no man in the family

to do it for us,” the 34-year old woman said, adding that her children are still too young to help.

The two widows said that their husband suffered a stroke and remained sick for more than four years before his demise in April this year, thus draining their already

meagre resources. Ms Lilian Kazia Karisa

of Kalongoni village within Marafa location says, the money has assisted her to fend for her children after she sepa-rated with her husband.

A mother of nine children, Ms Karisa lives in a cluster of houses constructed with the help of the Kenya Red Cross Society for people who were affected by floods in 2018. She says following the pandemic, she was unable to take care of her fairly large family as she also lost employment.

“Life is a little more bear-able since I started receiving the funds. I appreciate the fact that the money comes in form of cash as opposed to the usual relief supplies,” Ms Ka-risa says.

62-year old Sidi Kazungu, a resident of Mapimo village in Gongoni location, Magarini division suffered a stroke about one and a half months ago and is not able to do any-thing.

She says she is grateful that the government is giving her the weekly stipends.

Magarini Deputy County Commissioner Mbiuki Mutembei says the govern-ment has disbursed close to Sh72.4 million this year through the various cash transfer programmes aimed at cushioning the vulnerable in the area.

Officials alarmed as early pregnancies, defilement cases spike in the wake of Covid-19

Stakeholders in Lamu have raised a red flag over increased child exploitation cases among poverty-stricken communities amidst the Covid-19 crisis.

Eighteen child pregnancy cases have been reported in Lamu’s Hindi division alone since schools were closed due to Covid-19 crisis, ac-cording to reports by World Vision Kenya.

This has sparked fears that the global pan-demic will reverse gains made to stem child prostitution, exploitation and rising incest cases in the area.

The spike in the cases in Lamu has set the agenda for discourse on prevalence of child sexual abuse by stakeholders in the wake of a marked increase in numbers across all wards in 2020 compared to 2019.

Lamu County Commissioner Irungu Macha-ria has been vocal in public barazas across the county, warning would be perpetrators and predators’ alike while urging security officials to be tough on child sexual exploitation offenders.

Government organs charged with child pro-tection have increasingly come under scrutiny and pressure from community leaders for not doing much to curb underage sexual exploita-tion of girls especially in Lamu’s mainland areas of Hongwe, Hindi, Baharini and Witu that have reported increased defilement cases this year, having registered 34, 33, 28 and 25 percent-ages respectively. “Of growing concern is the

increasing number of children being exploited by own parents or guardians who pimp their daughters to pedophiles in return for cash or fa-vors,” World Vision Lamu area Manager Ndaru Mkoba said, adding that the situation is espe-cially rife among vulnerable families bearing the socioeconomic brunt of joblessness and poverty.

“Lack of sources of income is a common red flag in most of these vulnerable households and communities where parents force their children into child prostitution or even early child mar-riages to earn money,” Mkoba adds.

Similar sentiments were echoed by Chairman of Bargoni Primary school Pastor Eliud Sangu who revealed that vulnerable communities such as the Boni, have been an easy target for callous individuals who come in different shades; from unscrupulous land dealers to sex predators.

Villagers in Bargoni village told KNA that such is the recent story of a Standard 8 girl who was allegedly traded off by the mother to a well-known sex predator who had already im-pregnated two other girls from a neighbouring village.

Lamu Deputy Governor Abdul Hakim Aboud noted that there is need for a multi stakeholder approach in tackling child exploitation in the county. Lamu Women Representative Ruweida Obo, on her part, said firm administrative ac-tion by chiefs and Nyumba Kumi elders was key in ensuring sexual exploitation of minors in Lamu was eradicated.

Publishers selected to supply Competency Based Curriculum (CBC) course materials for grade five to schools have been asked to guard against release of sub-standard books to the market.

Those who will fail to make corrections as per the feedback from the evaluators will not be allowed to pass on books with errors to schools, according to the Kenya Institute of Curricu-lum Development (KICD).

“No publisher will be granted ‘approved by KICD’ status until all corrections have been done to the satisfaction of curricu-lum specialists in the respective learning area,” KICD Acting Chief Executive Officer, Dr Joel Mabonga said yesterday, in Nai-robi.

The ultimatum follows con-cerns that some unscrupulous traders keen to portray the eval-uation exercise as a sham usually sponsor circulation of substand-ard and fake books, especially on social media platforms.

Whereas the Government is purchasing one book per learn-ing area for learners to bridge the pupil-textbook ratio, other books that have been approved to enhance teaching and learn-

ing are also available in the mar-ket.

Publishers can also improve other books that though not among those being purchased by the government, were found suitable for curriculum delivery.

“But, to avoid being misled, one has to refer to the Orange book available on the KICD website, which contains a list of the approved books,” Dr Mabonga said.

The unveiling of the list of books is a deliberate meas-ure to ensure the country is prepared for grade grade five roll-out, given that the new curriculum being imple-mented in phases, is currently up to grade four.

“As we monitor the COVID-19 trends, we have to ensure the curriculum implementa-tion process is up to date to ensure quality and timeli-ness on distribution of course materials to schools,” said Dr Mabonga.

The publishers have until July 15 to re-submit the course materials in 16 learning areas (Subjects) to KICD for final verification before printing and distribution to schools is sanctioned.

plications from 181 submis-sions of course materials from 28 publishers out of which, 75 course materials from 18 pub-lishers met the threshold.

Out of the 18 publishers that were invited to tender for the government distribution of course materials, nine were awarded to supply the books to public schools, an exercise likely to start in September when schools reopen.

Moran Publishers will sup-ply English, Kiswahili and IRE (Kenya Literature Bureau), Maths (Mentor publishers), Home Science and Agricul-ture (Mountain Top), Art and Craft (Book Mark Africa), Science and Technology and Social Studies (East African Education Publishers), CRE (Longhorn), Music (JKF) and Physical and Health Educa-tion (Spotlight).

Whereas books in French, Arabic, Mandarin and Indig-enous Languages that met the set criteria are ready, their distribution to schools was put on hold because they are optional subjects and there is need to wait for schools to re-sume to establish the number of learners interested in the subjects.

The Government has at-tributed delays in com-pensation of victims of

wildlife attacks to the COVID-19 pandemic.

State department of Wild-life and Tourism Principal Secretary (PS) Prof Fred Segor pleaded with families of vic-tims to be patient saying, they are working on modalities to resume the compensation pro-cess in the next two months.

Speaking Wednesday at Maji Mazuri forest in Baringo county during a tree planting exercise, Prof Segor stated that all compensations before May 2017 had already been worked on and those that are pending

“We would have started on April 2020 to review the pend-ing applications by families of persons killed by wild animals

and those injured but because of health advisories resulting from COVID-19 that banned meetings and restricted move-ment of people across the country, the whole exercise

was stopped, ” he said.The PS asked new victims

of wildlife attacks not to lose hope over compensation say-ing they should report imme-diately all the cases to nearby police stations and Kenya Wildlife Service offices so that they are factored in during the compensation exercise to be effected in the course of the year.

Prof Segor who was flanked by Baringo leaders led by County Commissioner Henry Wafula noted that the min-istry is currently working on modalities of slotting in money for the compensation scheme of victims of wild animals’ at-tacks that had been pending since June 2017 to date.

Livestock farmers have been urged to present their cattle, sheep and

goats for the free national vac-cination exercise against trans-boundary diseases.

Agriculture, Livestock, Fish-eries and Cooperatives Cabinet Secretary Peter Munya said, livestock production in Kenya is always under the threat of animal diseases and the vac-cination drive aims at prevent-ing the spread so as to enhance livestock production and health.

The CS spoke when he led senior officials from the min-istry and the County Govern-ment of Kajiado in launching the national Livestock Vacci-nation exercise at Oloosuyian, Kajiado.

Munya noted that trans-boundary diseases like Rift Valley Fever (RVF), Foot and Mouth Disease (FMD), Blue tongue disease, Peste des Petite Ruminants (PPR), Lumpy Skin disease (LSD)and Brucellosis continue to threaten livestock production, resulting in eco-nomic and livelihood losses.

eases spread easily from one country to another and the control and management of the outbreaks require regular treatment and monitoring as well as cooperation between countries.

“The government is com-mitted to the eradication of livestock diseases and regular vaccination is the solution. Since the diseases do not re-spect international borders, regional cooperation among neighbouring countries is crucial to prevent spread from one country to another,” said Munya. The CS said the mass treatment, de-worming and vaccination exercise that is

being conducted countrywide targets over 18 million cattle, 26 million goats ,18 million sheep and 2.2 million camels which are expected to be vac-cinated to protect them from the ravaging Foot and Mouth, Rift Valley Fever and the Blue tongue diseases.

Munya noted that livestock keeping is the backbone of the economy and the potential must be fully tapped so as to enable farmers secure foreign markets for their animal prod-ucts.

“At least 90% of the popu-lation within Arid and Semi-Arid areas depend on livestock products including meat, milk

and hides. Therefore, there is a need to develop strategies to protect the animals either by controlling the spread of the disease or even completely eradicating them for the ben-efit of our people and the econ-omy. ’Munya said.

According to the CS, the spread of the disease poses a greater danger of complete eradication of livestock due to failure of financial com-mitments by County govern-ments.

He said some counties have totally refused to undertake the vaccination of livestock as a critical component of devel-opment in their areas putting those who have undertaken the initiative at risk of cross-border disease transmission.

‘It is upon the County As-semblies to ensure they set aside a fair budget for the vac-cination exercise since the livestock function has been fully devolved. If one county decides to vaccinate their animals and the neighboring county fails, the exercise will be futile as there will be an outbreak of trans-boundary diseases” Munya said.

The Migori airstrip, popu-larly known as Lichota air-strip, is set to receive a major facelift at a cost of Sh242 million.The renovation works to take a period of 12 months are planned to start immedi-ately, according to the Kenya Airports Authority (KAA) Western Region Manager Ms Selina Gor.Speaking when she led a team of senior KAA offi-cials and the Migori County Security members in the in-spection of the airstrip, Ms Gor said a contractor had already been identified and will move to the site any time next week.She said the works to be done in two phases will involve a major overhaul including extending the cur-rent 1.1km runway to 1.2km and tarmacking it to the re-quired standards in the ini-tial phase.“Within this phase we are also going to construct a

modern apron, a taxing way, a terminal building with all the necessary amenities,” she announced.She said in phase two, KAA intends to carry out major improvements that will allow the airstrip to accommodate even bigger aircrafts and more passengers.Gor said the airstrip has been identified as viable, being in a region that serves as an important link be-tween Kenya and Tanzania.It sits near Migori town whose cosmopolitan nature has made it to be among the fastest growing towns in Kenya and most viable commercial centre in the country.Migori County Commis-sioner Joseph Rotich who led the local security team during the exercise termed the airstrip as a key enabler in revamping the region’s economy.By George Agimba

The Government has re-ceived a donation of 40,000 cartons of Ready to Use Therapeutic Food (RUTF) worth Sh 250 million from the Action against Hunger (ACF) group. The RUTF which is used for the treatment of acute mal-nutrition will be distributed in Mandera, Wajir, Garissa, Tana River, Lamu, Kilifi, Mombasa and Isiolo coun-ties.Currently, close to 370,000 children aged between 6 and 59 months and 78,000 preg-nant and lactating women in Arid & Semi-Arid Lands (ASAL) and urban informal settlements require treat-ment for acute malnutrition. Receiving the donation at Afya House, Health Prin-cipal Secretary Ms Susan Mochache said, the Covid-19 pandemic has negatively affected the country and the world at large in many areas

including nutrition.“This will address not only the existing gap but also the additional burden because of Covid-19,” she said. The donation, she added, will go a long way in scaling up integrated management of acute malnutrition in the target counties which have a high burden of malnutrition.The Ministry, Ms Mochache noted, is implementing the multi-sectoral Kenya Nu-trition Action Plan (2018-2022) which outlines priority interventions in pro-moting good nutrition and addressing the persistent acute malnutrition. “Scaling up of the inte-grated management of acute malnutrition in addi-tion to strengthening nutri-tion commodities supply chain are among the priority strategies,” the PS said.
