This war is like no other war of history. Inother wars, men. using weapons, did the fighting.In this war, machineo;. using men, do the fighting. And the side with the most and best machines will win.
So (:otr the enemy has the most machines.That's why our side, brave ::md resourceful :uthe men are, is at a disadvantage.
We're now working desperately to catch upquickly by producing quantities of machines.Unless \'o'C do c.'ltch up quickly, we face defeat.
Production ... industrial efficiency ... invention •.• these arc the American game. We'vealways been far and away ahead of the rest ofthe world. Right now we're losing battles andlives bc<:ausc Germany and Japan arc playingour own game. And that ought to gct underthe skin of every American.
The only way we can get oock on top 15 tothrow everything we've got into war productionimmediately. There aren't enough plants, rna·chines, workers, or materials to make bothcivilian goods and war goods. So production ofcivilian goods must, in large measure, be setaside.
This is bound to upset the lives of many pe0ple. Jobs may stop while machines and plantsare being changed over. Worken may ha\'e topack up and move to new jobs. As there aren'tenough people who know how to do a lot ofessential jobs, those who do know will have towork harder. Others must learn quickly.
The War Production Drive is not an occasionfor personal quarrels between groups and factions. :Most citizens are not only aware of thisbut also alert to the war problems confrontingthe Nation. We need all our time and energyfor thc onc big fight. If wc lose that big one,311 the sm311 ones will be 3utom3ticaJly lostby all of us.
You can't have business as usual, jobs as usual,life as usual, no matter how hard you try. RealAmericans, patriotic citizens, won't want to.

This drive is designed to increase the produc·tion of weapons now and not to further the spe·cial interests of any group. It is not a plan topromOte company unions. I t is not a device toadd to or to tear down the power or position ofany union. It docs not interfere with bargainingmachinery where it exists or undertake the rune·tions of such machinery. The joint managcment.labor committee mayfind that shortages of critical materials or ofequipment are responsible for pnxiUC1Kln lags.In such cases the Plant Committee should provide adequate explanatory information to theplant force.
The facts of the matter are that our demandfor critical materials has increased enormously,bcc.'luse this is a war of rnatcri:tls and we havebeen cut ofT from many of our sources of supply,such as the Far East. There has been a greatincrease in military demands, a decrease in theavailable supply, plus a steady rise of consumerbuying power.
Specific press releases and pamphlets dealingwith shortages may be obtained from War Production Drive Headquarters.
DUTIES OF THEMANAGEMENT· LABOR
COMMITTEE
War Production DriveGovernment officials have explained the func
tion of joint management-labor committees atmeetings throughout the Nation. War Production Drive He:ldquarters will give further information and assistance when necessary. No callfrom a Government man is necessary to beginthis drive. This is a voluntary wartime program;go ahead on your own.
Make sure that this joint committee truly represcnts both management and labor. Forminga joint committee is a plant problem. Manyplants are going about it in this way: Management sclects its representatives and the employees select theirs. If in any plant there is aunion (or unions) recognized for collective bargaining purposes, their representatives should sitdown together with management and work out

the establishment of the joint committee. Assoon as management and labor representativeshave fonned a joint committee, go right to workon the Drive in your plant.
Have the committee study the plan here presented and adapt it to the local problems andconditions or to activities already under way.The success of the plan depends upon the initiative of the members of the plant committee. 1twill be helpful, however, if the basic principlesarc followed by the committee. It will also behelpful if your committee maintains contact withthe War Production Drive Headquarters, WarProduction Board, Washington, D. C., so thatproper recognition of effective efforts of the committee may be made.
This War Production Drive is not a publicitycampaign, is Ilot a short-term drive. It will continue for the duration. It is a joint effort on thepart of Government, management, and labor toincrease and accelerate the production of warmateriel until complete military victory has beenwon by the United Nations.
As soon as the committee has been set up andhas bccome acquainted with its responsibilitiesit should undertake the following duties:
1. Appoint necessary subcommittees.
2. Arrange for the erection of a productionscoreboard. (See page 10.)
3. Pay attention to plant efficiency. (See pagea.)
4. Arrange for handling suggestions. (Secpage g.)
5. Set up bulletin boards and arrange for posting special communiques and other material. (See page 14.)
6. Establish a method of production news distribution. (Sec page 18.)

IMPORTANCE OF INCREASINGPLANT EFFICIENCY
Boosting production im't just a matter of enthusiasm. A big part of the job is using tools,machines, and manpower as efficiently as possible. All individuals and groups must undertakea critical self-examination of their war efforts.
Every plant can do more to increase machineand tool utilization. Every plant must. Hitlerwon't wait for us to build all the new tools weneed, so we must use what wc've got.
Close attention should be givl:ll to 1>0,,11 pl'Oblcmsas:
1. Taking care of tools.
2. Preventing breakdowns.
3. Cutting down accidents.
4. Good lighting.
5. Maintenance and repair.
6. Adapting old machines to new uses.
7. Cutting wastage.
8. Brcaking production boulcnccks.
9. Using every machine to the fullestpractical extent.
These are just suggestions and you will probably have to adapt them to your own plant.Management wants to increase war production,and workers want to help to this end. Manyplants in the country can get more out of theirexisting machines. Thcrefore the joint commit-

Put a pad and some pencils beside the Suggestion Box. Print or stamp the plant name oneach page of the pad for identification. ThePlant War Production Drive Committee shouldbe empowered to look over the suggestions once aweek. Any ideas that look good should be triedout right away. Men who make the best suggestions should be givcn credit in notices on thcbulletin board or in thc plant bulletin.
Then-and this is important-the Drive Committee should send the best practical ideas to theWar Production Drivc Headquartef"l, War Production Board, Washington, D. C., and mark theenvelope "Production Drive Suggestions."
This is serious business. Take it seriously.

PRODUCTION CHARTS
It is important that every worker know whatthe plant production quota is. Work out adramatic way of keeping the whole plant in·fonned about production progress.- Here aresome suggested production charts or scoreboardswhich you may build.

Overleaf is a puzzle which may seem complicated as shown but is really simple. Have alarge board made up with the yelling-Hitlerdrawn on it and mark it off into 100 squares..Each square represents I percent of your production quota. The hanging-Hitler should bedrawn on a board of equal size and then cut into100 squares.. Donald Nelson, Chainnan of the War Production Board, said that to the people of America on Monday, March 2 ••• 304 days....But there no longer arc 304 days. ~[any ofthem already have been lost to us, irretrievably,never to be given back. Time is Ihat way.
Nobody in your plant should be allowed {orone minute to forget the terrible urgency of time.
Here is a suggestion for a displ:1y board whichwill be a constant reminder that the days arcslipping by and these production goals must bemet. Have something of this sort painted inbright colors and hung conspicuously in yourplant. The backgrounds for the "Days Gone"and "Days to Go" can be made of blackboardor slate. The numerals should be marked upin bright-colored chalk and changed daily.

These communiques are toshow the men who made the materiel or parts ofit how that weapon performed in service. Theplant making the equipment will be identified.

SPREAD THE NEWS
It's important to keep all the people in theplant informed about the Production Drive.
That's one of the Committee's big jobs. Tellthem how the Drive is going in your plant.Tell them how it's going in other local plants.Tell them how it's going all over the country.Tell them how the stuff they're making is behaving in battlc.
How do you spread nem? Several ways.

But these aren't all. If you haven't a plantbulletin, start one. It won't cost the committeemuch, and it will do a lot of good. Talk to alocal printer for costs and advice. If printingis too expensive, get hold of a multigraphingcompany, or arrange to have the whole job donein the plant. The committee can select an editor. He can choose his staff. If he's entirelyinexperienced, let him get in touch with the localnewspaper editor, who will advise him.

A public-address system is another excellentmeans for spreading news. If the plant has one,fine. Jf not, consider installing onc.
Ask the War Production Board for recordingstelling how war equipment is performing in thefield. These recordings should be pla}'Cd over}·our public-address system. They should alsobe used as source materials for your bulletinboards and plant bulletin.
SHOW THEM WHAT THEY'REMAKING
Maybe your plant makes only a part of aplane, tank, ship, gun, or other machinery necessary for war. Maybe some of the people havenever seen the finished product they work on.Show it to them. Get photographs of the finished job. Then have your own photographerenlarge these photos to giant size. Address requests for photographs to War Production DriveHeadquartel1i, War Production Board, Washington, D. C. Display them prominently with captions such as these:

Your committee should start some "pooling"plan 50 that the workers can take turns in driving car!! to work. Here arc a few suggestionsyour committee might adopt to put such a planintocffcct.
SUggc5t that a few of the men who live in thesame neighborhood get together and rotate theusc of automobiles. Keep the arrangementsbusinesslike.
Pass the idea along in the plant and postnotices on the bulletin board. A "car club" withthree or four men to a car will pay dividendsand save rubber and gasoline.
CARRY THE MESSAGE TOSUBCONTRACTORS
AND TRAINEES
You won't want to sit back with a good jobdone just within the four walls of your ownplant.
The chances are that some of the materialsyour plant uses come from subcontr3ctors. Ofcourse in a drive as big as this all the plants busyon war production couldn't be enlisted the sameday. So your Governmcnt asks you, the com·mittee, to inform your subcontractors on thedrive.
And don't forget the people who arc now intraining! In a matter of weeks they'll be in theplant, a dcfinite factor in the success of yourpart of the Production Drive. Get them in itnow! Keep them informed! Make them partorit!
