    Scenario Based Assessment Tool To be packaged by the Assessor to suit the class size.

    Quantity of plain paper. 1 x Scenario Based Assessment Marking Guide. 1 x Training Room set up for up to 15 Participants. 5 x Desk Easels. 1 x Laptop with access to the web. 1 x Digital Projector. 1 x PPTV for Day 2 suitable operational condition and

    limited testing on board to allow the priority of operation being for training.

    Test Track between two rails stations of approximately 10 to 15 minutes travel duration for Day 2 of the course.

    Course Outline

    Prerequisites Participants must be current, qualified Train Drivers and Guards and/or Train Control personnel, experienced in train testing on Millennium (MILL), Oscar (OSCAR) or Hunter Rail Car (HRC) as examples, and nominated by RailCorp. All Participants must complete a Site Induction for the relevant site where the training is to be conducted.

    Target audience Test Drivers, Test Guards and OSM/Principal personnel identified to support the testing of the Waratah A Set Pre Production Test Vehicle (PPTV).

    Nominal duration 2 days

    Purpose statement / objective

    This course aims to equip Participants with the required knowledge and skills to drive the PPTV while under initial test conditions (limited eTIS)

    Delivery Methodology The course will be delivered and assessed using the PPTV whilst in the EDI Downer maintenance facility and on the first day of on track operations (day 2 of the course). Training will be undertaken using two Facilitators (EDI and RailCorp). The crew will be trained together. The training can be delivered either on a train or in a class room. The priority will be to train on a train and if not available, then in a Training Room.

    Day 1 training will cover the technical information related to the operation of the train, working with the Train Captain and PPTV TWPs.

    Day 2 is conducted on the train on the test track and will cover familiarisation to the cab, take charge, traction and braking.

    Assessments occur on both days to close off each days training. The following timetable shows the course duration for 5 Drivers and 5 Guards as Participants.

    Housekeeping

    Use of mobile phones

    Facilitators will turn their mobile phone off while conducting training and assessment activities.

    Facilitator to explain to Participants the following mobile phone protocols:

    o Participants are required to turn off their mobile phone and ensure the mobile phone is not visible.

    o If a Participant is required to receive operationally critical or emergency related (e.g. urgent family related) calls they need to speak to the Facilitator/Assessor prior to commencement of training/assessment session. If the Facilitator/Assessor gives permission, the Participant is then required to:

    Instructions for Facilitator

    This version of session 2 is the preferred option for delivery. By visiting an A Set and the checklist encourge Participants to identify differences between the MILL, OSCAR or HRC and the A Set. If the session is not conducted on the PPTV it is important to indicate components or systems that will not be functioning on the PPTV. Conduct of the Session The Participants should be given the related operator manuals to their experience and when the group is in the best location on the train, asked to read the manuals for a specific system. Ask various Participants to outline: What is the system on MILL, OSCAR or HRC What is the system on a Waratah A Set What are the differences, if any? Direct the questions to various Participants. Use redirective questions to increase participation. When their assessment is presented, ask for the other Participants to comment. You may want to ask: Do you agree? Do you have any questions on that groups assessment? Is there any issue with that system that needs answers?

    Use the same methodology for Dead Tow procedures and EM Coupler. When reconfirming the layout in the cab, have the crew take turns in their relative seats, ask them to confirm the location of various components, use questioning to confirm responses are correct and redirection of questions to keep other Participants engaged in the session. Have the Participants refer to the DRAFT Train Operator Manual during the session Participants share their views back to the whole group.

Conduct of the Session In this session it is important that you inform the Participants what you want them to do for each form of review. The Facilitator is to ask the Participants what previous trains they have operated and then group them into either MILL, OSCAR or HRC. Give each group that Train Operator Manual and the Waratah A Set Operator Manual. Give each group different systems to review, the time they have to undertake ther review. When the time has expired ask each group at a time to present their assessment back to the class. Direct the other groups to follow the response in the DRAFT Waratah A Set Operator Manual. The groups presentation should outline: What is the system they are reviewing and the page

    number in the DRAFT Waratah A Set Operator Manual where it can be found.

    What are the trains they are comparing What are the similarities, differences, or points of

    You are to review various systems between the train you have experience on, and the A Set

    List on the Desk Easels the differences When asked, explain to the course Participants

    and the Facilitator, the system you reviewed, the page reference in the A set manual and the similarities, differences, points of importance you identified and/or the implication it has to crewing on the PPTV. These should be at both Driver and Guard perspective.

    Your role is to facilitate this session as a discussion on the Minimum Operating Standard and TWPs that will apply to the PPTV. It is up to the RailCorp trainers to facilitate this session by highlighting only the differences to existing TWPs. You may wish to invite the Train Captain to participate if available. Conduct of the Session In this session it is important that you inform the Participants what you want them to do for each form of review. The Participants should be given the PPTV TWPs/Minimum Standards and told to consider the requirement, what actions are involved and who is responsible for what. Inform them of how much time they have to undertake their assessment and that you will then ask various Participants to present their assessment back to the class. They may if they wish, write down their points on the easel. The presentation should outline: What is the situation in the documents What actions are required of crew and the Train

    Captain? Who is responsible for what? When their assessment is presented. Ask for the other groups to comment. You may want to ask: Do they agree? Do they have any questions on that groups

    Running a Feedback Session Handling NYC

    Each Group will be given 2 scenarios to work through and 15 minutes to develop their solution. They are to work on their individual solution. Once the development time is up the responses are to be handed to the Assessor.

    Each crew will be called into a room or to a location, given their responses back and then asked to present their solution to the Assessor.

    Each candidate will have 2 minutes to present their solution (Driver then Guard Action). The Facilitator/Assessor will check their response against the marking guide.

    The Assessor can ask question to seek clarity to the information provided and/or to moderate the responses. Moderated responses are to be added to the written responses.

    When all of the groups have presented their solutions the Assessor will conduct a feedback session to the candidates on all of the scenarios. This is done by selected a number of scenarios and correct responses. Have the owner of the response read out their responses. Discuss the response with the group and point out key points to remember.

    Where a candidate has not provided sufficient evidence in their response the Assessor may:

    Give them a new scenario to work through and represent or

    Orally question them against a new scenario to draw evidence of competence

    Guidance on Conduct of Assessment

    Prepare assessment forms so there is a front and second page and 2 scenarios per candidate. Pack them into crew groups with scenarios 1 and 2 for the first group and then so on.

    Issue assessment forms and paper to crew groups.

    Read out the Guidance to Candidates

    Use effective questioning technique to probe the information provided to gauge the depth of understanding of their role and relationship with the Train Captain and operation of the train. The questions may include as examples:

    If the Train Captain had a different assessment than you, then what authority would you state to support your position?

    How did you come to that conclusion? If the Train Captain asked you to proceed to the

    next station what would be some of your safety considerations and how would you monitor those?

    As the Guard on the train, did you consider any options that may assist in resolving the problem?

    If you thought of that alternative or solution how would you have communicated that to the Driver or Train Captain?

    Once you are satisfied that sufficient evidence has been gathered from the crew on that scenarios, rotate to the next crew and apply the same process.

    Once all the groups have presented their solution to their scenarios Provide feedback to all candidates on all of the scenarios.

    Instructions for Facilitator

    This training is reconfirmation of their understanding of the layout of the cab and location of equipment. It is conducted in groups based on role; Driver and Guard. RailCorp Trainers may join either group. Form the Participants into two groups (Drivers and Guards) and the Principal Driver will take the drivers and the Downer EDI Facilitator take the Guards. Each will use a separate Cab for the training.     Explain: The conduct of the training and assessment

    Training will be conducted by crew groups when you are rostered for the first time to the PPTV. You will be met by the facilitator who will train you in the procedure as your conduct the procedures for your first days running.

    Assessment will be conducted on an actual PPTV preparation when you are ready.
